The incumbent is responsible for processing employee leaves of absence and Family Medical Leave Act absences. The position also provides technical support by ensuring that employee records are processed and updated accurately, and provides technical guidance to employees and managers in the areas of onboarding, payroll, compensation, employee development plans, and other aspects of HR activities.

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 60 Process employee leaves and Family Medical Leave Act absences. Serves as point of contact with employees to provide technical guidance regarding medical leaves. Reviews FMLA requests to determine if eligibility requirements are satisfied. Evaluates and recommends approval or denial of medical leave/fmla requests in accordance with Civil Service Rules and Regulations, collective bargaining agreements, and federal legislation. Communicates with employees, supervisors, appointing authorities, physicians, and Civil Service throughout the employee's leave. Serves as Departmental liaison with its long-term disability provider. Monitors all activities relating to employee's leave and subsequent return to work. Reviews and evaluates restrictions related to employee's return and approves in conjunction with management. Identifies potential problem areas related to eligibility requirements or documentation and recommends resolution. Provides routine status updates to management. Duty 2 General Summary: Percentage: 25 Provides technical support and processing for human resources activities. Uses the Human Resources Management etwork and other human resources programs to process employee onboarding, departures, and other miscellaneous updates to employee records. Identifies and resolves potential problems related to appointments. Ensures accurate and appropriate posting to employee records. Duty 3 General Summary: Percentage: 15 Provides technical guidance to employees and managers regarding employee onboarding, compensation, timekeeping, employee development, and other specialized human resources activities. Provides orientation and onboarding assistance to new employees. Serves as point of contact with employees and managers for questions regarding payroll processing. Identifies potential errors in employee timesheets and works with supervisors to correct records. Provides technical assistance with employee development plan setup and completion. Identifies and recommends supervisory training needs with regard to human resources activities. 16. 3 The incumbent should be able to independently communicate established policies to employees to ensure compliance with the FMLA, Civil Service Rules and Regulations, and Departmental policies. 17. Describe the types of decisions that require the supervisor's review. Recommendations for approval or denial of medical leaves and FMLA. Decisions that are not supported by existing policy, highly complex or unusual in nature. 18. What kind of physical effort is used to perform this job? This position is performed in an office environment that requires prolonged periods sitting at a desk and considerable time working on a computer. 19. This position serves as a Human Resources Technician in the Office of Human Resources, Classifications, Selections & Payroll Section. The incumbent is responsible for processing employee leaves of absence and Family Medical Leave Act absences. The position also provides technical support by ensuring that employee records are processed and updated accurately, and provides technical guidance to employees and managers in the areas of onboarding, payroll, compensation, employee development plans, and other aspects of HR activities. 24. Indicate specifically how the position's duties and responsibilities have changed since the position was last reviewed. This position was established as a recognized resource and is being downgraded to the 7-E9 level for recruitment purposes. 25. What is the function of the work area and how does this position fit into that function? The Office of Human Resources is responsible for all programs related to recruiting and managing human resources for the MDOS. This position serves as an HR Technician responsible for processing medical leaves and providing technical support to ensure personnel records are complete and accurate. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Education typically acquired through completion of high school. EXPERIECE:

4 Human Resources Technician 7: One year of experience equivalent to a Human Resources Assistant 7; or one year equivalent to a Human Resources Customer Service Representative E8 in state service. Human Resources Technician 8: One year of experience equivalent to a Human Resources Technician 7; or two years of experience equivalent to a Human Resources Assistant, including one year equivalent to a Human Resources Assistant E8; or two years of experience equivalent to a Human Resources Customer Service Representative E8, or one year of experience equivalent to a Human Resources Customer Service Representative 9 in state service. Human Resources Technician E9: Two years of experience equivalent to a Human Resources Technician, including one year equivalent to a Human Resources Technician 8; or three years of experience equivalent to a Human Resources Assistant, including one year equivalent to a Human Resources Assistant 9; or three years of experience equivalent to a Human Resources Customer Service Representative E8, or two years equivalent to a Human Resources Customer Service Representative 9 in state service. KOWLEDGE, SKILLS, AD ABILITIES: Ability to communicate effectively, both verbally and in writing. Ability to answer inquiries regarding rules, regulations and policies. Ability to assume responsibility and work independently. Ability to maintain records, prepare reports and correspondence related to the work. Knowledge of human resources practices, procedures, rules and regulations, and collective bargaining agreements. Knowledge of federal Family Medical Leave Act. CERTIFICATES, LICESES, REGISTRATIOS: Position requires incumbent to possess and maintain a valid driver's license, in accordance with the agency's driving record standards. Due to Criminal Justice requirements for individuals with access to Criminal Justice Information or access to a physically secure location, position requires incumbent submit fingerprints for state and federal criminal background checks; qualify for access under the criminal conviction policy per the Federal CJIS Security Policy and Michigan addendum; complete either the Security Awareness Training or Use and Dissemination (indirect access) Training within 6 months of employment or assignment, and recertify every 2 years.
