General Summary of Function/Purpose of Position This position functions as the financial specialist for the Financial Review Commission with sole responsibility and financial overview for the oversight for the Detroit Public Schools Community District (DPSCD) under Public Act (PA) 181 of 2014 and other related state and federal laws and regulations. The position requires significant interaction with personnel of DPSCD, including its CFO, the Transition Manager and, when elected, the School Board, members of the FRC and the Department of Treasury. In addition, the position function will require a lesser level of financial analysis for the Financial Review Commission s oversight responsibility for the City of Detroit (City), which will require interaction with senior personnel of the Office of the Chief Financial Officer, members of the FRC and the Department of Treasury. The financial analysis with regard to both DPSCD and the City includes budget analysis and reviews, reviewing various financial statements and reviewing contracts that the FRC is required to review, and reporting to the FRC and its subcommittees regarding the analysis. The financial specialist also has responsibility to assure that DPSCD and the FRC are in compliance with the requirements of Act 181 of 2014 and the other statutes referred to in Act 181.
2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 50 Assure the proper functioning of the FRC, its staff, and responsiveness of DPSCD to the needs of the FRC. Assist the City Financial Specialist with monitoring City finances and operations. Review and analyze deliverables submitted by DPSCD. Prepare and present reports for members of the FRC. Provide support in the review and analysis of submitted City deliverables. Oversee the process of contacting or responding to DPSCD to schedule meetings of FRC s subcommittees and general meetings and make sure that all materials requested have been received, reviewed and circulated to members of the FRC. Develop guidelines for reviewing and analyzing the finances and operations of DPSCD. Conduct meetings with representatives of DPSCD to discuss financial and operational issues. Review PA 181 of 2014 and other applicable statutes with regard to the requirements of the FRC and DPSCD. Conduct meetings with FRC legal counsel as needed. As needed, assist the City Financial Specialist with monitoring City finances and operations. Anticipate and then formulate current and long range issues that will have to be presented to the FRC. Prepare presentations to the FRC reflecting the facts as they affect the current and long range issues. Work with DPSCD to be able to assure DPSCD that facts presented or to be presented to the FRC are completely stated and accurate. Clear and accurate communications with all constituents is critical. Make presentations to the subcommittees of the FRC and the DPSCD and to the whole FRC at open meetings. As needed, support the City Financial Specialist with the review and analysis of deliverables submitted by the City. Duty 2 General Summary: Percentage: 25 Plan, organize, and direct consultants and day-to-day office functions.
3 Develop goals and objectives for all programs. Evaluate the effectiveness and efficiency of staff activities through the review of reports and sampling. Prepare monthly and annual reports on accomplishments, activities, and production. Foster teamwork within the staff. Identify staff development and training needs. Develop budget recommendations to Administrator for necessary staff and materials. Perform related work as assigned. Oversee maintenance of physical and electronic files. Oversee maintenance of public website. Duty 3 General Summary: Percentage: 10 Special projects and duties. Special projects and other duties, as assigned or as developed by the manager. Duty 4 General Summary: Percentage: 15 Conference with Executive Director to develop and talk through issues and matters that may come up in the near or intermediate future. Face to face meetings between the Executive Director and the manager to develop ideas, compare information and develop the work that needs to be accomplished in Duties 1 and Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Independent decisions concerning work assignments and program changes necessary to reflect internal or external changes; identification and prioritization of issues to be addressed. Staff and qualified cities and school districts may be affected. 17. Describe the types of decisions that require the supervisor's review. Publication of documents, web based program changes, or decisions with budgetary effect. Any politically sensitive decisions involving qualified cities and school districts. 18. This position is conducted in a standard office environment operating personal computer, fax machine, copier, and telephone. This position will provide daily management within the Office of the Financial Review Commission for the DPSCD. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor's degree in any major with at least 24 semester (36 term) credits in one or a combination of the following: accounting, finance, or economics. EXPERIECE: Four years of professional experience equivalent to a Financial Analyst; including two years equivalent to a Financial Analyst P11 or one year equivalent to a Financial Analyst 12. KOWLEDGE, SKILLS, AD ABILITIES:
5 Extensive knowledge of state and federal laws and regulations related to local government units. Thorough knowledge of government organizations, programs, activities, and functions. The ability to analyze financial statements and other records to analyze the financial condition of local government units. The ability to formulate policy and procedures based on financial information and/or statutes. The ability to research using various sources and reasonably support position as presented. Effective communication skills with the ability to maintain relationships with staff, management, government officials, professional personnel, and general public.
