I. Call to Order / Introductions Jessica Josselyn called the meeting to order. II. Background and Overview on Subcommittee Formation Process
3 RTTAC TSM&O Subcommittee June 23, 2015 Meeting Notes Page 2 Jessica Josselyn gave an overview of the SEFTC subcommittee formation process and how the TSM&O subcommittee was formalized through a signed resolution by the three SEFTC Board members. III. Regional TSM&O Overview from the 2040 Regional Transportation Plan Jessica Josselyn gave a presentation on the 2040 Regional Transportation Plan and the Planning for Operations chapter which summarized TSM&O related activities throughout the three-county region. Comments were received from the audience on the following topics: The Congestion Management Process graphic was excluding a few steps that should be included. There will need to be an educational process for the public on the topic The term active transportation demand management should be included Regional performance measures should be identified where appropriate The benefits of TSM&O investments should be quantified but kept simple so that they can be used and understood by a wide audience IV. TSM&O Current State-of-Practice Roundtable Discussion The following is a summary of the on-going activities and practices discussed at the meeting. FDOT District Four, Operations Office Arterial Management started in Broward County in 2008 and included all stakeholders Broward County Transit, Broward MPO, Broward County Traffic Engineering Division, etc. to brainstorm measures and targets for the system. The first ATMS system was funded through a Federal grant and was completed two years ago. Corridors were selected for congestion, transit, and evacuation routes. The most expensive component was the communication equipment which connected information between the Traffic Management Center and the Dynamic Message Signs (DMS). Wants to provide more info on I-95 on DMS for bus, general purpose and express lanes, etc. In Fiscal Year 17-18, there are 72 miles in Broward County as part of the ATMS program. Currently, transit data is missing from the overall program. The District is currently working on integrating that data into the TMC so transit information can be part of the overall program and decision making process when it comes to arterial management.
4 RTTAC TSM&O Subcommittee June 23, 2015 Meeting Notes Page 3 The system also notifies users of crashes or special events. The District is looking to implement timing plans in real-time if a current plan isn t serving the demand well. Palm Beach County started in 2012 and is currently learning how to integrate transit information into the process. District Four partakes in both freeway and arterial management activities; however, an operations and management source no longer remains and they would like to explore how to fund existing and future goals the region has regarding TSM&O related investments. Planning and Operations Offices need to coordinate to ensure TSM&O related investments are being included in upfront studies and that appropriate funding is sought early on Turnpike The Turnpike has had a mature ITS program for many years, assessing non-recurring and recurring congestion issues and needs. They have a rapid incident management system and road ranger program. Would like to use the operations data to help assist on the planning side They would like to use probe data conduct a congestion scan and bottleneck ranking Every year the system is assessed and investments are prioritized based on need. Major widening projects are planned as well as Express Lanes Palm Beach MPO The MPO is coordinating with transportation partners on TSM&O related activities. The MPO is also going to begin work on their Congestion Management Process plan in the near-term to identify deficiencies, solutions, and priorities compatible with their soon-tobe-adopted 2040 Long Range Transportation Plan. Broward MPO Several multimodal improvements studies are on-going including University Drive, SR 7, and an upcoming Integrated Corridor Management (ICM) study along I-95 and neighboring arterial corridors. All studies are looking on how to integrate the ATMS system. The MPO dedicated the Complete Streets program funds to transit, traffic engineering, etc. but for capital investments only as O&M funds were not available.
5 RTTAC TSM&O Subcommittee June 23, 2015 Meeting Notes Page 4 Miami-Dade MPO The MPO is moving into the CMP area and that the subcommittee will help with their performance-based planning approach. The MPO would like to see a regionally agreed upon list of performance measures for reporting and planning purposes TSM&O efforts would help support TIP and LRTP development Palm Tran Palm Tran is putting and RFP out for a TSP system on Lake Worth Road and Okeechobee Boulevard (Routes 62 and 43) From a countywide standpoint, the agency is always looking for ways to enhance on-time performance (which could potentially come from TSM&O related treatments) Coordination with the County has been very strong Broward County Transit The county is very cooperative and flexible on allowing their infrastructure to give bias to transit vehicles. They currently are trying to implement a new CAD/AVL system to improve on time performance. On-going transit studies (e.g., US-1) is indicating failing travel conditions currently and in the future which will create worse on-time performance results Mobile ticketing and information sharing (real-time arrival) is and will be very important to system users Transit Signal priority system will be expanding and the region needs to start thinking through cross-county TSP systems. A regional architecture would be helpful. A Concept of Operations is being prepared. Miami-Dade Transit Miami-Dade Transit has similar activities to what BCT noted They are working on collecting more thorough sets of information to share with the County signal staff so that the signals can be programmed accordingly. They stressed the message of moving people rather than moving cars. The county is moving in the direction of people mobility and not vehicular mobility. They want to ensure buses in the express lanes throughout the region is thought through in early stages and that it is not an afterthought
6 RTTAC TSM&O Subcommittee June 23, 2015 Meeting Notes Page 5 South Florida Regional Transportation Authority The SFRTA would like to see how products generated from the subcommittee can benefit their current commuter rail and shuttle bus system. The current shuttle system does not have equipment for TSMO related projects. Palm Beach County The County has done research and put together models to show the benefits of active arterial management and incident management. They have a benefit/cost ratio available on a monthly basis. Arterial management and freeway management needs to be connected in some form in order to develop system-wide solutions. The transit element must also be included to complete the picture. The County is interested in TSM&O operations as an opportunity to put in travel time operations on arterials and continuously monitor their conditions. Ultimately, they would like to track the health of the roadway how frequently does it fluctuate and why/what from so that appropriate solutions can be identified and implemented. They want to continuously track recurring and non-recurring conditions. The County is producing monthly reports documenting their active arterial management. V. Subcommittee Purpose, Goals, and Objectives Discussion occurred on the subcommittee purpose, goals and objectives. It was stated there is a need for a consistent regional approach in terms of how O&M needs are messaged, identified and funded. There is a shortfall of O&M funds and the subcommittee could be a potential lead in determining why there is a shortfall and how to overcome it in the nearand long-term. The subcommittee could also serve as a unified group when coordinating with statewide agencies such as FDOT Central Office. The subcommittee could also take the lead on creating a consistent and agreed upon TSM&O vocabulary, concepts, and set of performance measures. Also, the subcommittee can provide, as needed/requested, technical information to help educate and inform decision-makers on the benefit of TSM&O investments and the need throughout the region. VI. Election of Chair and Vice Chair Seth Contreras made motion to elect Giri Jeedigunta as Chair and Melissa Ackert as Vice Chair. Phil Steinmiller seconded the motion and the item passed unanimously. 8 Scope of Work, TWO No. XX FDOT District 4 District Wide Traffic Operations Transportation System Management Support Services Florida Department of Transportation, District 4 Contract No. C9G04 FM Task Work Order Authorization No. XX Technical Support for the Regional Transportation Technical Advisory Committee (RTTAC) TSM&O Subcommittee PROPOSED TASK WORK ORDER SCOPE OF SERVICES INTRODUCTION South Florida Metropolitan Planning Organizations (MPOs) address the projected growth and consequential increase in travel demand through the identification of a myriad of strategies in their Long Range Transportation Plans which emphasize roadway, mass transit, Intelligent Transportation Systems (ITS), pedestrian and bicycle investments. One aspect that has not been traditionally integrated into the planning process has been operational considerations as to how to manage increased demand on the transportation system. As such, the Florida Department of Transportation (FDOT) initiated a request to the Southeast Florida Transportation Council (SEFTC) to create a Regional Transportation System Management & Operations (TSM&O) Subcommittee in April The request received positive response and the formation of the subcommittee was endorsed by all SEFTC members. The subcommittee members include: Palm Beach, Broward, and Miami-Dade MPOs Palm Beach, Broward, and Miami-Dade County Public Works/Traffic Engineering Divisions Palm Tran, Broward County Transit, Miami-Dade Transit and the South Florida Regional Transportation Authority FDOT District 4 and 6 Florida s Turnpike Enterprise Miami-Dade Expressway Authority DRAFT In addition to the above members, Boca Raton and the Town of Palm Beach will be included as friends of the subcommittee given they operate their own signal system. The purpose of the TSM&O Subcommittee is to coordinate TSM&O projects so that they are included in the region s planning process/documents and to promote program resources to be available to support these projects. The findings and recommendations of the Subcommittee will go through the Regional Transportation Technical Advisory Committee (RTTAC) and SEFTC for their review and approval as needed. The first Subcommittee meeting was held June 23, 2015 where the Subcommittee discussed their overall goals and objectives. This scope of services serves as the first task and product that the Subcommittee will oversee. District Wide TSM&O 1 September 2014
9 Scope of Work, TWO No. XX FDOT District 4 STAFFING The consultant team individuals and current FDOT approved hourly rates are contained in Exhibit B of the Prime Contract between FDOT and Kittelson & Associates, Inc. The staff as shown in Exhibit B shall be provided and shall be authorized to charge to this task order authorization. Additional staff may be added during the contract time period, as needed. SUMMARY OF SERVICES The work to be performed under this Task Work Order Authorization will be defined by the District s Project Manager, as needed, in support of the District s TSM&O Program. Associated tasks may include, but are not limited to, the following series of potential task activities. ACTIVITIES 1. Create an overview of recently completed studies and their TSM&O recommendations. The consultant shall answer key questions such as: where do the recommendations stand? Are they moving forward? If so, how? If not, why? The following studies should be considered throughout the Palm Beach, Broward and Miami-Dade area: MPO studies (up to 9) Planning studies (up to 9) Safety studies (up to 9) 2. Develop a guide for engineers and planners for funding TSM&O projects (Capital and O&M) in Florida that clearly describes what funding sources are available, how they are to be used (such as do they require matches) and other requirements regarding the LRTP, TIP, STIP, etc. a. The consultant will use the Guidance for Funding Arterial Transportation System Management and Operations (TSM&O) Projects within Florida DOT as the baseline. b. The consultant will include up to 3 case studies of what other Districts are doing in TSM&O planning and funding throughout the State of Florida. c. The consultant will consider revenue reports and documentation such as the Revenue Forecast Handbook. d. The consultant will research and document types of signal maintenance agreements and transit-related agreements and what they entail. e. The consultant will explore how Traffic Impact Fees/Mobility Fees may be able to fund TSM&O related improvements DRAFT 3. Based on the findings and outcomes from activities 1. and 2., the consultant will develop a recommendation for how to plan for and program TSM&O related projects in the region so that they can ultimately be implemented and maintained. 10 Scope of Work, TWO No. XX FDOT District 4 4. Establish regional goal(s) and performance measures related to TSM&O. The consultant shall research existing data availability and performance measures in the region. Based on the findings, the consultant shall recommend a goal and supporting performance measures for the region to use as their metric for measuring mobility progress. Deliverables The deliverables for this Task Authorization will include: o Item 1 A technical memorandum summarizing the current status of planned for TSM&O related projects. o Item 2 A technical guidebook summarizing available TSM&O funding sources and programming protocol. o Item 3 A TSM&O planning and programming guide for implementation in Southeast Florida. o Item 4 A technical memorandum summarizing the identified and agreed to goal(s) and performance measures for monitoring TSM&O related system outcomes. o Two presentations covering work items 1 through 4. One for the TSM&O Subcommittee and the RTTAC One for the SEFTC SCHEDULE The work for this task will be completed within six (6) months upon authorization. This schedule is dependent upon the Subcommittee meeting schedule given their review and approval will be needed throughout the process. METHOD OF COMPENSATION DRAFT The compensation method for this task order will be a Maximum Limiting Amount using the salary and overhead rates defined in the prime contract Exhibit B between FDOT District 4 and Kittelson & Associates, Inc.
