2 Developing a regional network for Primary Care workforce issues Primary Care Workforce event held in May 2015 to seek solutions with all key stakeholders Agreed actions from the day: 1. Region wide portal of information to support the spread of emerging new models of care in an action learning approach for Primary Care 2. Region wide communications strategy to build knowledge and awareness of new models of care, and how to get the most out of services 3. Before they fall scheme; develop a range of options to support practices that are at risk of failing 4. Achieve clarity over roles and responsibilities and ownership of the issues 5. Options for a career pathway in general practice; can we strengthen processes for helping GPs develop portfolio careers 6. Describe an attractive vision for primary care to GP trainees and market the South West as a great place to work

3 Collective Accountability The overall responsibilities of the Programme Board is to guide achievement of the differing elements of Primary Care workforce sustainability, provide strategic leadership and supervise delivery of the programmes through the CEPNs in a collaborative and coordinated way. Ensure that each programme related to Primary Care workforce sustainability within regional bodies is not duplicating. 4 Developing the workforce in Primary Care Plan to develop, retrain and retain a workforce with the right skills, values and behaviours in sufficient numbers and in the right location to deliver the vision for transformed care. Develop and implement local plan to address the sustainability and quality of general practice, including workforce and workload issues. NHSE and HEE set ambitious targets to expand the workforce, backed by an extra 206 million as part of the Sustainability an Transformation package

6 Community Education Provider Networks (CEPNs) A CEPN is a partnership of primary care organisations that coordinate education and workforce planning. Commissioned by Health Education England, South West Academic Health Science Network is facilitating the establishment of CEPNs across Cornwall, Devon and Somerset in a programme of work from April 2016 until March Core Functions Support for workforce planning and development to respond to local needs and enable the redesign of services within primary care and the community to better support general practice. Improve education capability and capacity in primary and community settings through the development of multi-professional educators and the creation of additional learner placements. Improve education quality and governance and act as a local coordinator of education and training for primary and community care to support general practice. Impacts/Outcomes Joined up infrastructure Robust workforce planning for the future Increased education capability and capacity Consistent education quality Combined negotiating power Developing new roles to support new ways of working Transforming workforce development Better outcomes for patients and the public

8 An online sharing platform easy access to case studies what is working what has been tried and what hasn t worked Free to use Features A private forum for registered users. Access to resources and funding opportunities. A shared project space where users can register a project and invite others to collaborate. A private notice board, particularly useful for the emerging Sustainability and Transformation Plans (STPs) in their work across the whole system.

9 General Practice Workforce Analysis Tool Workforce baseline data for primary care is collected by NHS Digital (formerly HSCIC) SW AHSN has developed a tool to help users analyse this workforce data themselves by CCG or STP footprint, per group of GP practices or single GP practice Enables practices to plan more effectively together across a geography The General Practice Workforce Analysis Tool is available to registered users of the Models of Care portal

10 Indemnity in the South West The SW AHSN undertook a challenge to seek a South West solution to the unsustainable increases and difficulties of gaining Indemnity cover for emerging new roles within general practice and practitioners working in new models of provision. The issue is so significant that it has been raised in every CEPN workstream and at the STP forums. The SW AHSN considered our region could provide a possible test bed for an alternative national solution which considers all roles and emerging models of care

11 Tackling the rising cost of indemnity General Practice Forward View: Indemnity costs have risen in the NHS in England significantly in recent years. This is the result of the rising number of claims, and the rising level of awards made by the courts, with the cost of care packages doubling every seven years. NHS England GP Indemnity Review One of the key concerns within general practice in recent years is the ongoing rise in the costs of indemnity. GPs have made clear that they feel they have been subject to unsustainable, above-inflation rises in the amount they must pay to buy indemnity against clinical negligence Pg. 4, paragraph 1.3
