1 Role Title Head Research, Monitoring and Evaluation - India Role Information Role Type Pay Band Location Duration Reports to: Business Delivery 7 Delhi / Chennai / Mumbai / Kolkata Indefinite Assistant Director English Partnerships Role purpose To drive up the quality and relevance of evaluation and research around our work in India, ensuring evaluation is conducted to professional standards and successfully informs the development of new programmes and investment, and that research is of high quality, relevance and contributes to our Insight and Innovation strategy. To provide planning, monitoring and evaluation support and advice to the India management team, ensuring plans of projects and programmes are completed and consistent with regional objectives and targets. To support the decision making of the India Management team and SBU leads through the commissioning of research reports and market surveys which help us better understand our baseline, our customers and the markets in which we work. Geopolitical/SBU/Function overview The British Council (BC) is the UK s international organization for cultural relations and educational opportunities. We create friendly knowledge and understanding between the people of the UK and other countries. We do this by making a positive contribution to the UK and the countries we work with changing lives by creating opportunities, building connections and engendering trust. We work with over 100 countries across the world in the fields of arts and culture, English language, education and civil society. Each year we reach over 20 million people face-to-face and more than 500 million people online, via broadcasts and publications. Founded in 1934, we are a UK charity governed by Royal Charter and a UK public body. The South Asia region is of high priority for the UK and includes India, Pakistan, Bangladesh, Afghanistan, Sri Lanka, Iran (non-represented) and Nepal. The British Council In India The British Council has been operating in India since Our vision is of a bilateral relationship strengthened by improved economic, social and cultural opportunities for the next generation of young people in India. We work in arts, education and by sharing the English language and increasingly focus on transformative programmes online (with the aim of reaching of tens of millions of people in 2018 and more in future years) and through partnerships in States across the country. In we engaged with almost 3.2m people through our operations and libraries in New Delhi, Chennai, Kolkata and Mumbai and through centres in Ahmedabad, Bangalore, Chandigarh, Hyderabad, and Pune in partnership with the Indian Institute of Cultural Relations. A ten-yearlong programme with State Governments has trained over 1m teachers in government schools and reached 35m children. In addition, in we taught thousands of students in our 1

2 teaching centres in New Delhi, Kolkata and Chennai. British Council India Exams business has recently separated into a new entity in Gurgaon and offers UK qualifications to hundreds of thousands of Indians wishing to enhance their English language, academic and professional skills. The 2017 UK-India Year of Culture was announced by Prime Minister Modi during his 2015 visit to the UK, and launched by Her Majesty The Queen and Hon ble Finance Minister Jaitley at a star-studded reception at Buckingham Palace. The British Council in India curated a programme that celebrated the modern-day relationship between the UK and India, connected with young people and inspired them to build a relationship for the next 70 years. The Year achieved a physical audience reach of 7.5 million people, a total social media reach of 75 million, and press readership of 754 million marks 70 years of the British Council in India and the end of the UK-India Year of Culture. We ve been inspired every day of the last 70 years by the artists, students, scientists and policy makers we ve worked with across India. This year, we want to share the stories of the great things we ve done together, tell new stories, and inspire millions of young people to develop connections for the next 70 years Our Programmes Work The British Council creates international opportunities for the people of the UK and other countries and builds trust between them worldwide. Our work is organized into the separate business areas of Arts, English and Education and Society Arts: New ways of connecting with and understanding each other through the arts English: More widespread and better quality teaching, learning and assessment of English worldwide Education: Enhanced UK leadership of and shared learning from international education Society: Societies whose young people, citizens and institutions contribute to and benefit from a more inclusive, open and prosperous world Main opportunities/challenges for this role: Lead the development of a system of critical review and evaluation that informs future strategy. Evaluates activities and recommend improvements using measurement research, monitoring and evaluation Leads on identifying appropriate metrics and ensuring these are monitored on an ongoing basis Main Accountabilities: Evaluation of Impact To provide academic guidance and advice to the Research, Monitoring and Evaluation (R,M&E) conducted by Strategic Business Units (SBUs) on the commissioning and implementation of baseline and milestone studies; defining research objectives and questions, and leading the development of an R,M&E framework and strategies which are aligned to the global project logic model and approach but which provide robust evidence of impact against planned outcomes. Ensure all large-scale projects have coherent evaluation plans and quality evaluation approach designed to assess progress towards achievement of the stated outcomes of each project. To quality assure and validate R,M&E plans, tools, data and reports and ensure they are in line with project plans and log frames (if appropriate), which will enable SBUs to provide external stakeholders (for example DfID) with robust and clearly presented data in a timely and efficient manner. To participate in these external meetings where required Owner of India Score Card - Effective management & coordination of audience planning, reforecasting and recording across the country to meet corporate deadlines and targets 2

3 Review, critique, challenge and support staff on audience participation to maintain corporate score card standard. Manage rollout of Annual Impact Survey across India and its analysis to inform planning across SBUs. Evaluate large regional programmes including all programmes that are ODA work. It will be especially important to ensure any ODA projects have in place strong evaluation and monitoring systems and the Key Performance Indicators (KPIs) match ODA audit requirements. Roll out Key Performance Indicators (KPIs) for evaluating SBU Impacts based on corporate guidelines Business Planning and Decision Support Work with the Management Team on annual business planning for all SBUs including agreeing stretching targets for audience impact and reach. In-year performance monitoring including analysis of country, SBU and Area performance. Providing advice on corrective action required to meet planned outputs and targets which will lead to the delivery of overall corporate targets. This includes co-chairing programme board meetings with the Director India and Director Finance Provide regular reports to the India Management Team on evaluation plans and findings from large-scale external evaluation projects. Planning and preparing documentation for India Management Board meetings and HQ returns. Provide detailed monthly/quarterly trend analysis of quantitative and qualitative impact data by country, Area and SBU to inform regional reviews. Produce high quality 6-monthly impact reports for the country twice a year which follow standards set by Management Board. These reports will be sent to Global SBU leads and other members of the BC Management Board by the Country Director. Research & Consultancy Support To support the decision making of the SBU leads through the commissioning of research reports and market surveys which help us better understand our baseline, our customers and the markets in which we work. Maintain a database of approved suppliers for market research and keep abreast of changes and developments in the market research sector in India. In consultation with the India management team define and write high quality TORs for regional pieces of research, commission the work and set the schedule for delivery, select consultants, negotiate the research contracts, report on milestones and ensure all outputs are delivered in a timely manner. Manage the budgets related to all research commissions and ensure corporate financial standards are adhered to. Ensure all research which is commissioned is analysed and fed into the decision making process so that informs our future investments and portfolio. Develop policies and communication campaigns resulting from our research which will significantly raise the awareness of the British Council as a thought leader in India Where appropriate, speak at regional conferences and events on our research work and findings. Explore possibilities for submission of research papers at appropriate academic forums. Providing support to teams in designing and managing evaluation consultancies; including on evaluation methodology; and assisting in interpretation and quality reviewing of findings from such consultancies Training and Capacity Building Effective leadership and regular training to team of evaluation managers with tangible improvements, helping shape and develop the role of scorecard coordinators in line with country/sbu plans. Ensuring ABDI training on a regular basis to staff in the country to improve M&E capability Utilise and build the M&E section on the regional intranet for sharing information good 3
