Expression of Interest(EOI) is invited from reputed firms having experience for the above job for Consultancy Service for TNA & Skill Competency Mapping for the existing Workmen and SRs of OIL in Duliajan, Arunachal Pradesh, Guwahati, Calcutta, Noida, Rajasthan, Bhubaneswar. Oil India Limited (hereinafter referred to as OIL) is a premier national Navaratna E&P Company under Ministry of Petroleum & Natural Gas and is engaged in the business of Exploration, Production and Transportation of Crude Oil & Natural Gas. OIL has offices in Assam (Duliajan, Digboi, Moran & Guwahati), Arunachal Pradesh, West Bengal (Kolkata), Uttar Pradesh (Noida), Rajasthan (Jodhpur), Orissa (Bhubaneswar). OIL has also extended its operations abroad. 2. Expression of Interest (EOI) is now invited from experienced consultants for TNA (Training Need Analysis) & Skill Competency Mapping for the existing Workmen and SRs of OIL in Duliajan, Guwahati, Arunachal Pradesh, Calcutta, Noida, Jodhpur- Rajasthan, Bhubaneswar. 3. Background and General Training & Development Department of OIL, based at Duliajan, Assam is the nodal agency for all Training needs of Executives and Employees of OIL. Training and Development department is planning to carry out Training Need Analysis (TNA)& Skill Competency Mapping for the existing Workman and SRs of OIL in Duliajan, Arunachal Pradesh, Guwahati, Calcutta, Noida, Rajasthan, Bhubaneswar. 3.(i) Brief Scope of Work: The job will include the following: i. Formulating Vision, Mission & Strategy for the training and development function of OIL. ii. Conducting Skill Competency Mapping and Training Need analysis of Workmen spreading in different sphere of the company. iii. Conducting Training needs identification for both technical and behavioral aspects and data analysis and interpretation of same. iv. Identify the skill gap and ways to bridge those from short and long term perspective. Formulation/Designing of training format for bridging the gap. Page 2 of 5

3 v. Preparation of a consolidated report covering all the above, Presenting the findings to OIL officials, finalizing the report after acceptance by OIL. vi. Identify the Best Training Agency and Trainer. vii. Any other job which is related to TNI and skill competency mapping of workman. Note:Bidders should note that any interactions with the workpersons of OIL for carrying out above mentioned job may have to be carried out in local language of the place, e.g. for OIL s offices located in Assam in Assamese, for OIL s offices at Noida and Jodhpur in Hindi, for OIL s Kolkata office in Bengali and so on. 3.(ii) Expected Outcome of the Project i. Vision, Mission & Strategy for the training and development function of OIL. ii. Skill/ Behavioral Competency of individual employee for a short term and long term purpose. iii. Training Identification of training need of workmen and suggestive remedial training. iv. Type of training & training designing to bridge the competency/skill gap. 3(iii) Schedule i. The bidder has to complete the job within 6 (Six) months from the date of issue of Work Order. 3. (iv) Payment Terms i. The Complete Job has to be carried out in phases as mentioned in 2.0 above. ii. Payment against each phase will be made after successful completion of the phase against submission of invoice by bidder and due certification of the same by Training and Development department. iii. An amount of 7.5% of amount payable by OIL against completion of each phase of work (phase I to V) as mentioned in 2.0 above shall be deducted as retention money. iv. Final payment along with release of retention money as mentioned in iii above will be made after successful completion of Phase VI and against submission of invoice by bidder and due certification of the same by Training and Development department. 4.0 Minimum Qualification for Participating in the EOI The parties wishing to participate in the Expression of Interest (EOI) for Conducting Training need analysis & Skill Competency Mapping for Total No. of Page 3 of 5

4 Workmen (Grade V-VII and VIII-EGIV) 4000(approx.) and the total No. of employees in SR (Stagnation Relief) grade 260(approx.) of Oil India Limited in Duliajan, Arunachal Pradesh, Guwahati, Calcutta, Noida, Rajasthan, Bhubaneswar shall meet the following experience criterion: 1.0 The Party must have minimum 5 (Five) years of experience in carrying out skill competency mapping & training need analysis as well as formulation/designing of training program of Workman of employees in any PSU or Private Sector Organisation as on Closing Date of this EOI. 2.0 The party must have successfully completed skill competency mapping & training need analysis as well as formulation/designing of training program of Workman of employees in minimum 2 (two) PSU or Private Sector Organisation Closing Date of this EOI. 3.0 Documents to be submitted with EOI against above qualification criterion: i. In support of clause 1.0, self-certified relevant pages of Purchase Order/ Contract Document/ Completion Certificate from Client. The submitted document as mentioned above must be able to confirm that the party have atleast 5 (Five) years experience in carrying out skill competency mapping & training need analysis as well as formulation/designing of training program of Workman. ii. In support of Clause 2.0, self-attested relevant pages of Purchase Completion Certificate from Client. 5.0 This EOI is not an invitation for bids. After reviewing the EOI, a pre-tender conference may be held in Duliajan, Assam where the parties shall have to give their technical presentation on their capabilities. Based on the outcome of the pre-tender conference, OIL may float tender on Limited Basis amongst qualified parties who have participated in the EOI for the required service.
