2 Baxter County Administrative Assistant-County Judge Job Description Exempt: Yes Department: COUNTY JUDGE Reports To: County Judge (Elected Official) Location: Baxter County Courthouse Date Prepared: January 09, 2018 Date Revised: May 07, 2018 GENERAL DESCRIPTION OF POSITION The Administrative Assistant provides assistance to the County Judge and the Quorum Court in carrying out a wide array of administrative duties related to the departments/offices supervised by the County Judge; serves as staff aide to the Quorum Court; coordinates the County budget planning process; handles property, fleet, and general liability insurance for all County-owned property/vehicles; works with federal, state and local government agencies, as required. ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Works closely with the County Judge in all administrative and financial functions of County Government under his direction. 2. Drafts ordinances and resolutions and prepares agenda for monthly Quorum Court meetings. 3. Prepares and takes minutes at committee meetings. 4. Assumes duties of the County Judge in his absence (refer to Chain of Command). 5. Reviews invoices and processes affidavits for payment of invoices for the following departments: County Judge, IT, Road & Bridge, Buildings & Grounds, Emergency 911, OEM, Veterans Services, Human Resources and Airport. 6. Reviews and approves time records for employees in the departments listed in #5 above. 7. Drafts court orders that are processed through the County Court. 8. Coordinates the annual budget planning process, including distribution of timeline, departmental budget requests, projected salaries, preliminary and final budgets. Responsible for "clean-up" of previous year's budget. 9. Creating and maintaining files, both paper copies and electronically. 10. Perform any other related duties as required or assigned. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. 3 EDUCATION AND EXPERIENCE High school or GED, plus specialized schooling and/or on the job education in a specific skill area; e.g. data processing, clerical/administrative, equipment operation, etc, plus 5 years related experience and/or training, and 5 years related management experience, or equivalent combination of education and experience. COMMUNICATION SKILLS Ability to effectively communicate information and respond to questions in person-to-person and small group situations with customers, clients, general public and other employees of the organization. Ability to read, analyze, and understand general business/company related articles and professional journals; Ability to speak effectively before groups of customers or employees. Supervises the following departments: Judge's Executive Secretary and all Department Heads reporting directly to the County Judge RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT Regularly responsible for funds, building premises, inventory, or other property owned or leased by the organization and, in addition, may have temporary custody and responsibility of property, which through carelessness, error, loss, theft, misappropriation, or similar action would result in very important monetary losses to the organization. The total value for the above range from $10,000,000 to $25,000,000. ACCURACY Probable errors would normally not be detected in succeeding operations and may have serious effects in relationships with patrons and/or with the operations of other segments of the organization. Certification, Licensure or Bonding: This position must meet bondable standards, as required by the State of Arkansas.
6 Experience: One to three year of experience in providing support in governmental administration; management experience helpful. Skills: Strong organizational skills; attention to detail; strong computer skills, proficient in all Microsoft Office software applications; excellent grammatical and proofreading skills; excellent verbal and written communication skills. Other: Incumbent must maintain strict confidentiality in performing the duties of Executive Secretary; be trustworthy, respectful and flexible; and demonstrate sound work ethics. Interrelationships: All county officials, department heads, county employees, local and state agencies and the general public. WORKING CONDITIONS: This employee works in a typical office setting. This employee will spend long hours sitting and using office equipment and computers; some light lifting of supplies and materials may be required.
