PURPOSE OF POSITION: This position is contingent upon award of the DFID Civic Engagement Support Facility. World Vision Myanmar is partnering in a consortium bid for the Civic Engagement Support Facility (CESF) component of the DFID-funded Supporting Partnerships for Accountability and Civic Engagement (SPACE) programme in Myanmar. SPACE is a new programme supported by DFID to improve engagement between government and the people in Burma/Myanmar. The funding will support civil society and local authorities to make public institutions more responsive to peoples service delivery and economic needs. The SPACE programme has four components: the ongoing Pyoe Pin programme and 3 new components including the CESF, a local government support fund, and evidence and learning. The four year CESF will build the capacity of citizens and local organisations in one state and one region to become better at articulating what they want from local government, better at monitoring what it does, and better at holding it to account. WV Myanmar seeks a Chief of Party (CoP) to ensure effective and efficient delivery of the upcoming CESF programme. The CoP will have overall responsibility for coordination of all programme activities and staff, including reporting to the Client. They will be responsible for technical leadership and administrative oversight of the programme including the programmatic implementation, compliance and the delivery of objectives in accordance with the agreed workplan. Ensuring the delivery of results in accordance with the Programme Contract and in adherence to the clients performance management requirements and work plan. They will serve as the principal institutional liaison to the client, Consortium members and government entities. The CoP will have a keen understanding of the unique political dynamics and work carefully and collaboratively to support the various entities in (country of the grant). They will recruit and manage a team of senior staff, sub-recipients, and engagement with stakeholders and ensure quality,

2 timeliness, and efficiency of all products and activities generated under the contract. The CoP/PM is expected to have strong leadership qualities and depth and breadth of technical and management expertise linked to complex international development and advocacy projects. They will also provide strategic leadership and supervision of sub-contractors while ensuring the security, feasibility, and sustainability of the programme and contribution to Child wellbeing outcomes. KEY RESPONSIBILITIES: Manage and coordinate proactive and responsive relationship with the client in close collaboration with World Vision Support Office and National Office staff and Consortium Partners. Ensure, through strong direction and oversight, the timely contract implementation and delivery, ensuring that all contractual outcomes and indicators, plus strategic objectives, are met through robust design, staffing, implementation and quality assurance through cross functional working with WV contract staff and Consortium partners. Develop and negotiate with the client and Consortium Partners on all Contract details including any amendments. Line and performance manage a team of senior level international and national staff with skills across a diverse set of technical (social accountability and advocacy), financial and M&E areas. Ensure across World Vision and the Consortium have the appropriate technical capacity of staff to manage the contracts delivery. Lead and manage contract staff and short-term consultants. Manage all sub-contractors engaged in the program in line with their contractual agreements including undertaking appropriate due diligence. Establish and maintain effective project reporting, monitoring and evaluation, and communication systems and formats. Submit timely, accurate and professional reports that meet client requirements. Be responsible for and lead the financial and reputational risk management of the Contract by proactively monitoring performance, identifying issues and working with colleagues and Consortium Partners to resolve these. Support the Contracts Finance Manager to ensure the contract budget is within approved spending levels, including reporting from Consortium members, and ensure accurate and monthly financial reports to SO staff. Ensure project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with

3 SO and contract rules and regulations. Liaise with local, regional and national government officials, local communities, civil society, client representatives and other stakeholders as appropriate. Consistently look for more effective and efficient implementation methods and opportunities, utilizing best practice and innovating, to increase impact. Participate and conduct on-going lessons learned with key staff and partners/sub-contractors and ensure key decisions and recommendations are agreed and driven through. Escalate contract management issues early and openly; resolve contract management issues quickly and fully. KNOWLEDGE, SKILLS & ABILITIES: A Master's degree in International Development, Business Administration, or equivalent qualifications in contract management and/or a technical field in developing countries. 10+ years of extensive international development experience managing large international development and advocacy projects in complex environments. Proven ability to manage program, financial and compliance cross functional teams. Knowledge of and familiarity with international assistance program requirements, preferably DFID and/or other funding agencies (bilateral and other multilateral agencies); their policies and regulations. Keen understanding of the unique political dynamics of the country, and how programming work can impact on this, and ability to work carefully and collaboratively to maintain productive relationships with the various government entities in Myanmar. Proven ability in the management of large integrated multi-partner contracts in developing countries. Proven track record in risk mitigation. Experience of institutional donor relationship management (ideally DFID) and their programs, history and development; mastery of donor regulations governing such programs. Ability to integrate teams of professionals around common goals.

4 Demonstrated accomplishment in working with host-country professionals, ministries and with donor colleagues in country. Excellent verbal and written communication skills, including significant experience with log frames, donor reporting (preferably DFID) and the ability to write technical reports against performance indicators. Experience of documenting, synthesizing and presenting program outputs, findings and lessons at a senior level to a varied audience. Able to communicate complex donor regulations concisely and clearly to stakeholders with varying degrees of knowledge. Experience of working with consultants and managing multiple relationships with people from different cultures and religious contexts. Strong interpersonal, partnership brokering and networking skills. Experience as a CoP/PD or senior expert advisor required. Experience managing sub contracts under grants for complex projects. Fluency in English. Strong experience with governance and civil society/policy influencing programmes in fragile states/contexts. Grant and contract management. Managing grant to in-country CSO's. Preferred: Experience in managing inter-agency consortiums is required. Experience in managing social accountability and programs, and liaising with government, civil society and communities about these. Burmese language skills and/or extensive knowledge of the context is highly desirable. Working Environment / Conditions:
