2 Guidelines for Marine Small Boat Training and Competency Preface The International Association of Geophysical Contractors aims to provide guidance to the Geophysical industry, through cooperation between members in sharing and development of industry guidelines. Marine Small Boat operations are recognised as one of the highest risks to the industry and survival capability in emergency situations a critical element. This guideline has been prepared through the best efforts of member companies with the intent to provide best guidance. IAGC does not represent that this guideline is entirely comprehensive, accurate or covers each and every safety topic which may be encountered by those using this guideline. The IAGC disclaims all responsibility and liability for any such utilisation of the guideline by the users thereof. 1

5 1. Introduction 1.1 Purpose Marine Geophysical Small-boat operations have the potential to be hazardous and it is the aim of this document to provide guidance on the training and competency requirements for each identified position onboard a small-boat. Each Individual company should allocate the necessary resources in order to achieve this guidance based on their own company model. Considerations for additional company specific requirements may be added as necessary to those described in the following sections. Competency based training and assessment can be carried out either at a training establishment or onboard a vessel or a combination of both. The final authorisation of an individual as a member of a small-boat crew lays with the Master of the vessel that person is assigned, following familiarisation training on the vessel s small-boats, davits and the procedures particular to that vessel. 1.2 Definitions Throughout this manual, terms and definitions are used in accordance with OGP Glossary of HSE Terms. Where possible company specific terminology for seismic equipment has been supplemented for generic terms or names. If you are in doubt of the meaning of a word or acronym in any part of this manual, please ask your supervisor or HSE department to advise you. There is a glossary of definitions at the end of this manual. 1.3 References The references used in this manual are listed in the Section 5; it is the responsibility of the user to monitor the references in case of updates or changes to Legislation, Regulation, Conventions, Standards or Guidelines. 4
6 2. Competency 2.1 Competency Competency can be determined as the ability of an individual or team to perform a task in a professional manner, in developing competency the individual and/or team must demonstrate the knowledge, skills, attitude and aptitude appropriate to the task and the hazards involved. A brief guide to the developing competency within an organisation can be found in Appendix 1. Small-boat operations have their own unique hazards and all members of the small-boat crew must be willing participants and be competent in tasks they are expected to undertake. In addition to the boat crew the competency of a vessel s launch and recovery team is vital to the safe operation of the boat. An organisation may also consider providing competency training and assessment to support vessels that interact with a small boat. 2.2 Small-Boat Competency There are 4 levels of competency for small-boat crews, these competency levels may be further subdivided by an organisation in order to provide progressive learning within the organisations competency training and development system such as; novice, intermediate and advanced. 1. Coxswain 2. Backup Coxswain 3. Crewman 4. Supernumerary In order to define the requirements for each of the four levels of competency three nomenclatures are used: 1. Competency Objective - (General title of the competency) 2. Enabling Objective - (Sub-categories within the competency) 3. Educational Specification - (Detailed explanation of the competency) The completion of all enabling objectives for a particular competency level may not be fully achievable or required for a particular role onboard a vessel. Where some enabling objectives or educational specification cannot be achieved or are not required for that persons position onboard the vessel, the organisation should identified that the person level of competency has restrictions. For example a maritime coxswain who does not normally participate in seismic operations may be awarded the level of competent coxswain without completing the enabling objectives for seismic operations. The Educational Specifications that are annotated as being Core are subjects that should be achieved for each particular competency level, all other education specifications identified as being Advanced are to be taught at the discretion of the organisation and based on the vessel s crew model. An organisation may insert additional subjects or criteria to the educational specifications in order to further enhance the enabling objective. 2.3 Coxswain The coxswain is the primary driver of the small-boat and is responsible for its safe operation during the mission. They have the ability and are expected to stop any task if the risk is not controlled. The 5
7 coxswain shall be competent in all expected tasks and shall maintain their competency through regular assessment or training. 2.4 Backup Coxswain The backup coxswain is a member of the small boat crew who has the ability and competencies to return the small boat to either the Mother vessel or a supporting vessel should the coxswain become incapable of doing so. The backup coxswain should be competent in all expected tasks and should maintain their competency through regular assessment or training. 2.5 Crewman The crewman is a member of the small boat crew who performs specific tasks related to the operation. The crewman should be competent in all expected tasks and should maintain their competency through regular assessment or training. 2.6 Supernumerary The Supernumerary is a person who is required to travel by small-boat, this might be; a trainee, third party or as a passenger during crew transfer. It should be recognise that a Supernumerary person may have limited experience with small-boat operations may require mentoring throughout their involvement during a small-boat operation. The Supernumerary must be fully aware that if they believe they are not confident in any part of the operation or the risks are not controlled that they have the right to stop the job. 2.7 Launch and Recovery Team The launch and recovery Team of a vessel are divided into two different competencies 1. Davit/Boom Operator 2. Painter Handler 6
