1 DECATUR TOWNSHIP FIRE DEPARTMENT STANDARD OPERATING GUIDELINE TITLE: MERIT FIREFIGHTER JOB SECTION: ADMINISTRATIVE DESCRIPTION PROCEDURES NUMBER: 9.01 EFFECTIVE: JULY 1, 2014 THIS GUIDELINE SUPERSEDES ALL PREVIOUS GENERAL ORDERS, POLICIES, S.O.P S & S.O.G S UPDATED: FEBRUARY 15, 2017 This policy is for internal use only and does not enlarge an employee s civil liability in any way. The policy should not be construed as creating a higher duty of care, in an evidentiary sense, with respect to third party civil claims against employees. A violation of this policy, if proven, can only form the basis of a complaint by this department for non-judicial administrative action in accordance with the laws governing employee discipline. POSITION Firefighter / Emergency Medical Technician DESCRIPTION A person who performs medical and fire related duties for the Decatur Township Fire Department in both routine and emergency situations. These duties are to be performed in a proper and professional manner so as to protect the life and property of the people we serve. REPORTS TO SHIFT Merit Lieutenant / Captain Works on a rotating schedule of 24 hours on, 48 hours off, and is eligible for overtime compensation. Hours are 07:00 hrs. - 07:00 hrs. on scheduled shift days. WORKING CONDITIONS Work is performed at fire scenes, emergency medical scenes, hazardous material scenes, other emergency incidents, and at fire stations. Incidents may require a firefighter/emt to work for long periods of time. Exposure to fire, smoke, extreme heights, toxic materials, and communicable diseases. Exposure to traffic hazards on the scene of emergencies and while traveling in Decatur Township Fire Department vehicles. Weather exposure includes the extreme heat and cold. 2 CERTIFICATION REQUIREMENTS All career firefighters hired after Jan.1, 1994 must meet the following requirements. Firefighters / EMT's must also maintain these certificates while employed with the Decatur Township Fire Department and others that may be required. State of Indiana 2nd Class Firefighter Certificate State of Indiana Emergency Medical Technician Certificate Valid Indiana Operator License NATURE OF WORK Firefighters/EMT will be required to perform the following duties including, but not limited to: 1. Layout and advancement of hose lines. 2. Operation of fire streams inside or outside of structures, in fields, on roadways and any other area as needed for firefighting purposes. 3. Performance of ventilation procedures. 4. Operation of portable fire extinguisher or agents. 5. Operation of motor driven tools and equipment. 6. Entry into burning buildings to affect rescue and fire suppression. 7. Operating at hazardous materials incidents. 8. Returning of all apparatus and equipment to ready status. 9. Driving emergency vehicles in a safe, conscientious manner. 10. Proficient operation of apparatus pumps requiring a thorough understanding of hydraulics. 11. Performing as an Emergency Medical Technician as described in the rules and regulations of the State Emergency Medical Services Commission and the Decatur Township Fire Department policies and guidelines. 12. 3 13. Perform routine housekeeping duties, and station maintenance. 14. Perform assigned tasks and any other duties, as directed by a superior officer. 15. Adhere to all rules and regulations, policies, procedures and guidelines of the department. 16. Will complete, submit and maintain station records, station training logs, pre-fire planning records and reports, station supply requisitions and lost or damaged equipment reports and any other reports required by the Decatur Township Fire Department, or superior officer. 17. Is responsible for the maintenance, cleanliness, and readiness of the assigned station, and the apparatus, assigned to that station. 18. Will attend meetings, classes, and schools as directed by the Chief of the Department. 19. May be exposed to extreme weather conditions, products of combustion and other hazardous conditions and substances. 20. Shall present a professional demeanor at all times while representing the Decatur Township Fire Department. 21. Shall ensure that the assigned Decatur Township Fire Department vehicle and equipment assigned to it is maintained in good working order and in ready condition for response. 22. Shall have the ability to locate and interpret applicable state and local fire and building codes, regulations, laws and ordinances. WORK CHARACTERISTICS The Firefighter/EMT shall have the skills necessary to operate: 1. Large vehicles under emergency conditions. 2. Apparatus pump. 3. Aerial and ground ladders. Operating from various heights, from ladders, or aerial devices, raising, climbing, and working from ladders. 4. Hand tools, SCBA, ropes, ventilation fans, salvage covers, hose appliances, nozzles, axes, power saws and extrication equipment. Page 3 of 5 / Job Description, Merit Firefighter

4 5. EMS equipment. 6. Two-way radio equipment. THE FIREFIGHTER/EMT SHALL HAVE A WORKING KNOWLEDGE OF 1. Decatur Township Fire Department rules, regulations, guidelines, policies and procedures. 2. Fire Suppression theories, methods and procedures. 3. Fire ground strategies and tactics. 4. Ventilation theories and procedures. 5. Salvage and overhaul procedures. 6. Rescue and extrication theories and practices. 7. Fire causes and hazards. 8. Fire pump operations and hydraulic calculations. 9. Hazardous materials characteristics and abatement procedures. 10. Emergency medical services procedures. 11. Radio communications procedures. 12. Township geography. 13. Report writing. 14. Water supply locations. 15. Fire prevention, inspection, pre-planning, and public education. 16. Safety procedures and practices. 17. Shall have the ability to communicate and interact with the public, other emergency and governmental agencies. 18. Shall be able to identify dangerous building conditions. POSITION Merit Lieutenant (Non-Exempt FLSA) DESCRIPTION A person who provides leadership and supervision to all subordinates assigned or detailed under them. This officer shall assist superiors with the direction and the overseeing of subordinates on station and off during both emergency and non-emergency situations. In the absence of a higher-ranking officer, he or she shall assume the role and authority of station, shift and/or incident commander. REPORTS TO SHIFT SCOPE Merit Captain and/or Battalion Chief Works on a rotating schedule of twenty-four (24) hours on, forty-eight (48) hours off, and is eligible for overtime compensation. Hours are hours on scheduled shift days. May operate as the Incident Commander at emergency scenes. May operate as a sector officer on emergency scenes as assigned by a higher-ranking officer consistent with the operational chain of command utilized by this department. 7 Supervises and works with assigned employees at station and on incident scene. Serves as liaison in chain of command for Merit Firefighters, Civilian Paramedics, and part time employees. Shall be responsible for all aspects of this guideline as well as the guideline for Firefighter/EMT. SUPERVISES Directly supervises assigned company employees. Supervises duties at assigned stations. NATURE OF WORK The Lieutenant(s): 1. In accordance with the policies of Decatur Township Fire Department and instructions from higher-ranking officers or designated officers, is responsible for the discipline of the assigned employees. 2. Responsible for promoting station and emergency scene safety. 3. Ensure skilled firefighting and emergency medical service for the general protection of life and property. 4. Shall respond to alarms with their apparatus and company by the safest and most direct route. 5. Shall ensure the adherence to safety rules and guidelines for themselves and those assigned. 6. Shall assume responsibility for emergency scene operations in the absence of higher authority and will have full authority and responsibility until relieved by a higher authority as outlined in the Decatur Township Fire Department incident command system. 7. Shall employ modern firefighting techniques to extinguish fires efficiently, provide for the safety of assigned employees, and to rescue and give first aid to person(s) trapped, injured or threatened by the incident. 8. 8 9. Work may involve considerable physical exertion and potential hazard to health and safety. 10. Shall ensure that all assigned functions are completed. 11. Shall complete, submit, and maintain records of assigned employees. This includes, but is not be limited to, time, cards, employee records, employee training, vacation, injuries, leave requests, pre-fire planning, inspections, lost or damaged equipment or vehicle incident reports. 12. Shall check for accuracy and completeness of all reports sent to headquarters and make corrections as needed. All run sheets are to be completed before leaving duty. 13. Shall assist in the evaluation of employee performance. 14. Shall plan and develop schedules for work progress of assigned employees. 15. Shall ensure that assigned employees meet the required dress code, proper conduct and disciplinary standards. 16. Shall be responsible for the maintenance and cleanliness of the station, grounds and apparatus during their tour of duty. 17. Shall assist in the formulation of specific rules, regulations and guidelines for the efficient operation of the Decatur Township Fire Department. 18. Shall oversee the company-training program as passed down from higher authority or the Training officer and participate in the training exercises. 19. Shall record the daily vital information using the appropriate Decatur Township Fire Department form, including but not limited to the vehicle check off sheet. 20. Shall attend meetings, training sessions and schools as assigned by higher authority. 21. Shall provide for field inspections and pre-planning as designated by the Fire Marshall. 22. Shall counsel subordinates on work performance and recommend commendations to the Fire Chief. 23. Shall assist the Battalion Chief and the Fire Chief as requested. 24. Shall have the capabilities for bringing any type of emergency incident to a successful conclusion in accordance with the policies and procedures of the Decatur Township Fire Department. 9 25. May be exposed to extreme weather conditions, products of combustion and other hazardous conditions and substances. 26. Shall present a professional demeanor at all times while representing the Decatur Township Fire Department. 27. Shall employ modern management techniques in the supervision of assigned employees on emergency incidents and during the day-to-day functions and activities of the Decatur Township Fire Department. 28. Shall be responsible for the effective and efficient operations of the assigned shift. 29. Shall ensure that the assigned department vehicle and equipment assigned to it is maintained in good working order and in ready condition for response. 30. Shall ensure that the assigned shift operates in accordance with the rules and regulations and policies and procedures of the Decatur Township Fire Department. 31. Shall be responsible for the effective and efficient operations of their company on the incident scene. 32. Shall plan and develop work or special detail schedules for assigned employees with due regard to the equal division of labor whenever possible. 33. Shall provide instruction to fire personnel regarding firefighting tasks, tactics, strategy and procedures. 34. Shall complete other legally assigned tasks not listed here. MAJOR WORK CHARACTERISTICS 1. Lieutenants must have knowledge of the Decatur Township Fire Department rules, regulations, policies, and guidelines and be able to interpret them and communicate their intent and meaning. 2. Lieutenants must also be familiar with the procedures used by the Decatur Township Fire Department such as communication, fire prevention, fire investigation, supply requisitions and any other procedures not listed here. 3. Lieutenants must have the ability to identify problems, collect data, establish facts and draw a valid conclusion rapidly. 4. 10 5. Lieutenants must be able to distinguish details from a blurred complex background with accurate depth perception. 6. Lieutenants must be able to handle sensitive public contacts in a professional manner, deliver speeches and lectures to the public and recognize the need for good public relations. 7. Lieutenants must have excellent firefighting and EMS skills. 8. Lieutenants must keep abreast of modern, state of the art equipment and techniques and be able to make recommendations for necessary equipment or procedural changes. 9. Lieutenants must have knowledge of current national trends and developments related to the fire service. 10. Lieutenants must maintain a good physical condition that enables them to cope with the severe demands placed on the body and mind during firefighting and EMS operations. 11. Lieutenants must be able to tolerate heights. 12. Lieutenants must be motivated to expand their knowledge and education and be able to encourage subordinates to do likewise. 13. Lieutenants must be safety conscious and ensure that the safety guidelines of the Decatur Township Fire Department. 14. Lieutenants must be able to recognize hazardous operations and provide for the safety of their personnel as well as for the public. REQUIREMENTS FOR PROMOTION To be considered for promotion to the rank of Lieutenant, the candidate must meet the following criteria: 1. Completed a minimum of three (5) years as a Merit firefighter with the Decatur Township Fire Department. 2. Must complete the promotional process as developed by the Decatur Township Fire Department and meet the requirements set forth by the Decatur Township Fire Department Merit Commission Rules and Regulations. The Battalion Chief shall act as the shift commander and be the authority for the day-today operations of the shift. REPORTS TO SHIFT SCOPE Fire Chief Works on a rotating schedule of 24 hours on, 48 hours off, and is eligible for overtime compensation. Hours are hours on scheduled shift days. Shall operate as the Incident Commander or as a member of the Command and General Staff at emergency scenes and/or events or when requested by the Fire Chief or their designee. 17 May operate as a sector officer on emergency scenes as assigned by the Incident Commander. Functions as the shift commander on assigned shift. Supervises and works with assigned employees on station and on incident scene. Serves as liaison in chain of command for employees to the Fire Chief. This person shall oversee the creations, performance, delivery, and evaluation of programs that will effectively mitigate hazards and other risks in the community. This person will also oversee the effective management of public information to increase awareness throughout the community creating a positive image for the Decatur Township Fire Department. REPORTS TO: Fire Chief GENERAL DEFINTION OF WORK The purpose of this position is to project a strong and positive public image. The person in this position must regard public safety, public education and public awareness to a high degree and as a primary concern.
