3 Introduction to the Training of Trainer Manual This manual is developed as a guide to support the master trainers undertaking the training of trainers who will deliver the training Building Professional Capacity of Licensed Foreign Employment Agents. Initiated under the project Promoting Ethical Conduct and Professionalizing the Recruitment Industry - Sri Lanka, the International Organization for Migration, under the purview of the Ministry of Foreign Employment, supports the Sri Lanka Bureau of Foreign Employment to strengthen the capacity of Licensed Foreign Employment Recruitment Agents. The project is implemented with funding support from the Swiss Agency for Development and Cooperation through the International Labour Organization. The Training of Trainer manual consists of 75 learning hours (approximately 14.5 days) covering thirteen modules. Those who successfully complete the `ToT will be qualified to undertake delivery of the respective modules specified in the manual, based on experience and qualifications possessed. When selecting experts to deliver on different modules of the programme, it is important to note that it is essential, in particular, to consider past experience and significance and relevance of the acquired qualifications. Furthermore, the expert proficiency of teaching the module, capacity and commitment towards the program need to be taken into consideration. It is the responsibility of the selected trainers to ensure the learning outcomes specified in each module have been delivered in full by the end of the programme. Experts shall ensure adopting a `student (participant) centered teaching mechanism and example based teaching during delivery of the modules of this manual. Page 3 of 30

On completion of this module trainers are expected to acquire common competencies required for effective delivery of the curriculum for training and the trainers will be able to practice teaching using the aspects outlined in this module. At the completion of the delivery of this module, trainers are expected to comprehend the legal, institutional and policy framework in Sri Lanka pertaining to Labour Migration, including appropriate standards, policies, procedures and statutory conditions stipulated by SLBFE, Ministry of Foreign Affairs, Ministry of Foreign Employment, the role of the SLBFE, and thereby understand the practices to be adhered to in safe Labour Migration at each stage of the migration cycle.
