1 COUNTY GOVERNMENT OF KIRINYAGA COUNTY PUBLIC SERVICE BOARD VACANCIES Kirinyaga County Public Service Board wishes to recruit competent and qualified person to fill the following position in the Department of Administration and Public Service. This is pursuant to Article 235 of the Constitution of Kenya, 2010 and Section 63 of the County Government Act, DEPUTY DIRECTOR LIAISON AND COMMUNICATION JOB GROUP 'Q' JOB REF: KCPSB/DDCL/Q/01/23/10/17 Specific duties and responsibilities will entail 1. Identifying Government events in a specific sectoral area that require packaging for dissemination to the media and the public. 2. Preparing and organizing fora where Government policies, programmes and projects can be propagated and promoted. 3. Gathering Information on policies, programmes, significant events and how they impact on customers and disseminating the sa me to the public/media. 4. Ensuring proper projection of corporate image of the organization. 5. Carrying out research based on both local and international press on possible causes of negative publicity on Government and developing appropriate interventions. 6. Closely liaise with the Public Communications Office on cross cutting issues that require harmonization and dissemination centrally. 7. Liaise with the media in undertaking general public relations work, including direct question and answer sessions by Kenyans on various topical issues on behalf of CEC Members and Chief Officers. 8. Maintaining an effective and updated County website. 9. Facilitating printing of publicity materials for the County and internship to students in institutions of higher learning. 10. Monitoring implementation of Government policies, programs and directives through collection and dissemination of Information. 11. Development of communication and media strategy. 12. Management of news; co-ordination of Information services. 13. Carrying out research on local and International press on public opinion towards the Government. 14. Identifying events that require packaging and dissemination to the media.
2 15. Preparing media briefs, supplements, documentaries and features. 16. Ensuring proper use of finances, stores, equipments. 17. Supervision, guidance, training and development of staff. 18. Efficient and effective use of office resources; 19. Coordination of operations and activities in the Division; and 20. Ensuring supervision, training and development of staff. For appointment to this grade, an officer must: i. Seven (7) years service in Information/Public Communications sector; ii. Be a holder of a Bachelor s Degree from a University recognized in Kenya and a post-graduate qualification in any of the following: Mass Communication, Public Relations, Journalism, Media Studies/Science or a related field. iii. A Masters degree in any of the following disciplines: Mass Communication, Communication Studies, Information Sciences, Public Relations, Journalism, International Relations, Social Sciences or any other approved equivalent qualifications from a recognized institution will be an added advantage; iv. Possess good oral and written communication skills in both English and Kiswahili. v. Be of high integrity. motivated, and a team player. vi. Possess advanced computer application skills. vii. Have demonstrated professional competence and managerial capability as reflected in work performance and results. 2. ASSISTANT DIRECTOR LIAISON COMMUNICATIONS (1 POST) JOB GROUP P JOB REF: KCPSB/ADCL/P/02/23/10/17 The Assistant Director Public Communications will be responsible for the following: 1. Assisting in the development and implementation of government communication and media strategy; 2. Coordinating public communication services content development and dissemination in line with the County Governments Act, 2012; 3. Providing editorial, strategic, creative and operational support to ensure communication is both influential, informative and builds County brand reputation; 4. Drafting, editing and disseminating materials for the press; 5. Liaising with media practitioners and the public on issues of mutual concern; 6. Managing the updating of the website and social media platforms; 7. Planning and creating multi-media communication materials; 8. Initiate, develop and maintain good working relationships with media houses, reporters and editors; 9. Continuous development of communication content for social media networking platforms; 10. Undertake media monitoring and analysis and offer timely response;
3 11. Preparing or overseeing the preparation of a diverse range of information and communication products; 12. Planning and overseeing maintenance of publicly accessible information material on the government and its plans, policies, activities and achievements; 13. Assisting in the day-to-day operations in the directorate; 14. Providing procedural and technical advice to staff; 15. Mentoring and supervising junior staff; and 16. Perform other duties that may be assigned from time to time by the Director. ii. Be a holder of a Bachelor s Degree from a University recognized in Kenya and a post-graduate qualification in any of the following: Mass Communication, Public Relations, Journalism, Media Studies/Science or a related field. iii. Possession of a Master s Degree will be an added advantage. iv. Working experience as a Sub Editor in a media house will be an added advantage. v. Have working experience of not less than 5 years preferably in Communication and/or Public Relations. vi. Should have good attention to detail and good relationship management skills. vii. Satisfy the requirements of Chapter six of the constitution. viii. Demonstrate understanding and commitment to the values and principles of public service as outlined in articles 10 and 232 of the Constitution of Kenya. ix. Be computer literate. 3. CHIEF COMMUNICATIONS OFFICER. JOB GROUP 'M' JOB REF: KCPSB/CCO/M/03/23/10/17 1. Handling and management of news i.e. receiving, selecting, re-writing,translating and editing news and features. 2. Ensuring quality dissemination of news and features. 3. Aligning information services to the Government poliey.., 4. Identification and co-ordination of staff training and development; and supervision and guidance of staff. 5. Gathering information on programmes, significant events in a specific sectoral area and the impact on customers, and forwarding the same to the head of Public Communications Unit for dissemination ; 6. Assisting in the development of communications and media strategy; 7. Editing stories on various topical issues before they are released to the public and liaising with media practitioners and the public on issues of mutual concern.
4 For appointment to this grade, an officer must: i. Five (5) years service in Information/Public Communications sector; ii. have a clear understanding of the working of the media and the socio-political environment in Kenya: iii. possess good oral and written communication skills in both English and Kiswahili: iv. Possess advanced computer application skills. v. Have shown merit and ability as reflected in work performance and results. 4. CHIEF PROTOCOL OFFICER (1 POST) JOB GROUP M JOB REF: KCPSB/CPO/M/04/23/10/17 The Chief Protocol Officer will be responsible for the following: 1. Planning, organizing and supervising protocol activities of the government; 2. Coordinating all protocol related activities within the division; 3. Planning, managing, documenting and reporting on Government Protocol Service; 4. Providing protocol support and public relations services; 5. Implementing activities and assignments relating to maintaining and enhancing the image of the County Government; 6. Facilitating movement, accommodation and appointments for County officials and guests; 7. Preparing itineraries and agendas for County officials and guests; 8. Planning and coordinating protocol service during official events, important meetings and receptions organized by the government; and 9. Perform other duties that may be assigned from time to time by the Director, Governance, Liaison and Communication. ii. Be a holder of at least a Bachelor s degree in International Relations, Diplomacy, Public Relations or any other relevant field from a university recognized in Kenya. iii. A Master s Degree in International Relations, Diplomacy, Public Relations or any other relevant field will be an added advantage. iv. Have relevant knowledge and experience of not less than five (5) years in a senior position in the Public Service or Private Sector in the portfolio applied for. v. Be a strategic thinker and result oriented. vi. Have capacity to work under pressure to meet strict timelines.
5 vii. viii. Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on Leadership and integrity. Be computer literate. 5. PROTOCOL OFFICER JOB (1 POST) GROUP K JOB REF: KCPSB/PO/K/07/23/10/17 The Protocol Officer will be responsible for the following: - 1. Organizing and coordinating official events; 2. Preparing guest lists and seating arrangements; 3. Coordinating arrangements for press coverage of official functions; 4. Facilitating linkages with other institutions and organizations; 5. Ensuring efficient and effective communication with stakeholders and visitors to the Office of the Governor and/or County Government; 6. Facilitating appointments; 7. Ensuring proper etiquette for official engagements; and 8. Perform other duties that may be assigned from time to time by the Director, Governance, Liaison and Communication. ii. Be a holder of a Bachelor s Degree from a University recognized in Kenya. iii. Possession of a Master s Degree will be an added advantage. iv. Satisfy the requirements of Chapter six of the constitution. v. Demonstrate understanding and commitment to the values and principles of public service as outlined in articles 10 and 232 of the Constitution of Kenya. vi. Be computer literate. 6. GRAPHIC DESIGNER (1 POST) JOB GROUP K JOB REF: KCPSB/GD/K/05/23/10/17 The Graphic Designer will be responsible for the following: 1. Originating and ideating design for visual assets and illustrations according to various written briefs;
6 2. Design creative graphics for social media, posters, flyers, website and other publicity and marketing materials; 3. Prepare visual presentations by designing art and copy layouts; 4. Support and lead the design process of reports, presentations and publications for printing, electronic dissemination and live delivery; 5. Design templates for new publications and products; 6. Maintain infographics templates (in Adobe and other graphics software); 7. Create as well as improve and edit artworks, photos, charts and other graphic elements; 8. Assist in establishing and maintaining a photo archive and streamline the use and availability of photos; 9. Develop presentations, web interface and interactive products and layout and design presentations; 10. Deliver creative graphic and technical solutions for use for new media; and 11. Perform other duties that may be assigned from time to time by the Director. ii. Be a holder of a Bachelor s Degree from a University recognized in Kenya and a post-graduate qualification in Graphic Design. iii. Possession of a Master s Degree will be an added advantage. iv. Be proficient in Adobe InDesign, Illustrator and Photoshop, Corel Draw and/or other common design and layout applications. v. Good knowledge and understanding of web development. vi. Animation designing will be an added advantage. vii. Evidence of rich and diverse design portfolio. viii. Be creative, flexible and capable of working with minimum supervision. ix. Satisfy the requirements of Chapter six of the constitution. x. Demonstrate understanding and commitment to the values and principles of public service as outlined in articles 10 and 232 of the Constitution of Kenya. xi. Be computer literate. 7. BRANDING OFFICER (1 POST) JOB GROUP K JOB REF: KCPSB/BO/K/06/23/10/17 The Branding Officer/Graphic Designer will be responsible for the following: 1. Plan, develop and direct marketing efforts for the County brand; 2. Identify and prioritize the County s marketing and branding needs;

Coordinate various marketing initiatives for the County in partnership with the national government, the private sector and key stakeholders in the areas of investment, tourism, culture, national heritage, sports and commerce; 4. Develop and implement a County brand strategy; 5. Ensure the County brand guidelines are upheld in all government departments and agencies; 6. Production of advertisements and other promotional programmes to improve County brand identity and visibility; 7. Supervise brand content development; 8. Manage access to County brand assets; 9. Implement County brand standards and usage guidelines; 10. Work closely with government departments and agencies on issues related to branding especially for County events; 11. Write reports, specifications and creative briefs; 12. Exercise oversight for internal brand communication; 13. Create and sustain a strong County brand; and 14. Perform any other duties as may be assigned. ii. Be a holder of a Bachelor s Degree from a University recognized in Kenya and a post-graduate qualification in any of the following: Marketing, Public Relations and Communication. iii. Possession of a Master s Degree will be an added advantage. iv. Ability to design, plan, organize and manage events. v. Demonstrate ability to work with advertising agencies on brand creation and management. vi. Satisfy the requirements of Chapter six of the constitution. vii. Demonstrate understanding and commitment to the values and principles of public service as outlined in articles 10 and 232 of the Constitution of Kenya. viii. Be computer literate. 8. PHOTOGRAPHER JOB GROUP J JOB REF: KCPSB/PG/K/08/23/10/17 The Photographer/Videographer will be responsible for the following: 1. Scheduling and setting up photo shoots; 2. Capturing photos during government functions; 3. Editing photos into usable clips and multimedia products for web and social media platforms; 4. Maintaining the equipment (cameras and lighting system); 5. Compiling and maintaining a photo album and archive and image processing; 6. Seeking out appropriate and captivating photographic subjects and opportunities;
8 7. Planning, directing, organizing and shooting of videos of government events, projects and achievements; 8. Video editing; 9. Filming, importing footage, logging, editing and building DVDs; 10. Uploading videos and adding subtitles to videos on the government website and social media platforms; and 11. Perform other duties that may be assigned from time to time by the Director. ii. Be a holder of at least a Diploma in Photography, Film/Video Production (Camera option), Journalism or Mass Communication from a recognized institution in Kenya. iii. Evidence of portfolio showing diverse topics photographed. iv. Strong experience of a wide range of location photography. v. Experience of all major photo editing software packages. vi. Be proficient in video camera operation. vii. Have experience in video making and editing and use of video editing software such as Final Cut, Avid and others. viii. Familiarity with web video editing and publishing tools.familiarity with web video editing and publishing tools. ix. Have capacity to work under pressure to meet strict timelines. x.
