2 INTRODUCTION SUCCESS OF THE AUSTRALIAN WATER POLO TEAMS AT THE OLYMPIC GAMES SIGNIFICANTLY IMPACTS THE NUMBER OF AUSTRALIAN ATHLETES CONTRIBUTING TO MEDAL WINNING PERFORMANCES. NOW IS THE TIME TO GET BEHIND OUR SPORT, OUR TEAMS AND OUR PEOPLE. Water Polo Australia Ltd (WPA), with limited financial resources, capacity, and participation numbers, has achieved some remarkable accomplishments in the past years that have built the foundations for a successful Tokyo cycle. WPA successfully transitioned under the Australia s Winning Edge (AWE) mandatory governance principles, increased registered participation numbers by 30%, and will embark on the next quadrennial with the goal of organisational alignment as a part of a whole of sport approach and the Strategic Plan. Australia s water polo performances during the last quadrennial leading into the Rio Olympics demonstrated our capability, with podium performances and breakthrough results each and every year in major competitions, despite a compromised program. In Rio, countries that had a professional league or a full time centralised program won all the team sport medals. WPA currently relies largely on amateur athletes and a decentralised global training environment with vast differences in standard. The sport recognises the need to evolve the structure and training environment of our elite water polo programs in order to produce sustainable podium performances. WPA has built, what was fours years ago an aspirational foundation. Our future ambition is to create a national system, working collectively for water polo, with an uncompromising approach. Our strong belief is that if successfully delivered, two water polo teams will stand proudly on the podium in Tokyo. 02
3 VISION TO BECOME THE BEST WATER POLO NATION IN THE WORLD ACHIEVING WORLD BEST WPA recognise that we have a unique environment in comparison to the rest of the water polo world. We are clear on the limitations of this environment but are equally clear on the competitive advantage that this environment can provide. Based on the foundations of what makes Australian teams successful strong defence, physically superior, tactical prowess and adaptability; WPA believe we can be the best water polo nation in the world at the following: hysical preparation of athletes for international P competition ore time to physically prepare athletes and the M team due to shorter domestic competition season and restrictions on access to players I ndividualisation of an athlete s program developed through a tailored Individual Performance Plan (IPP) and extensive monitoring and tracking of progress through the Athlete Management System (AMS) Q uality people and quality leaders who are committed and accountable to driving an uncompromising professional approach D elivered through tailored coaching and athlete leadership initiatives M edal or nothing mindset identification, development and support of people that can contribute to medal outcomes (athletes, coaches and support staff) T eam around the team performance support impact O pportunity to access experts in their field that can create incremental gains for our program and athletes T he leading research and innovation nation for water polo U tilising the intellectual property within our sport, system and its partners to enhance our knowledge and impact performance 03

We value the importance of developing a winning culture complimented by an environment that demands accountability, commitment and an attitude of professionalism. An increased focus on alignment, broader stakeholder integration and clarity of communication will establish the opportunity to influence both domestic and global change for the sport. Implementation of a whole of sport investment strategy for high performance outcomes will diversify our revenue, provide additional infrastructure and support professional athletes. 6 ATHLETES WPA HAS THE PLAYERS AND THE CAPABILITY TO WIN MEDALS IN TOKYO. THE TEAMS PERFORMANCES IN THE RIO CYCLE DEMONSTRATED OUR POTENTIAL AND THE BELOW KEY STRATEGIES WILL ENSURE OUR TALENT PERFORMS WHEN IT MATTERS MOST; I ncreased focus on an individualised approach to athlete preparation ligned IPP process connecting all A coaches (club, state, national), support staff and environments the athlete encounters I ncreased athlete support and personal excellence guidance to provide flexible solutions for each athlete aligned with national program expectations Retention of our best athletes for one more cycle nhanced use of the AMS across entire E pathway roviding the financial resources and/ P or career support enabling them to become professional athletes xperienced players providing E historical context of the team to assist fast track the cultural development of junior players coming into the senior environment Enhanced player contracts that provide opportunities and accountability to manage expectations and align athletes to the national vision Increased pathway program and targeted talent identification activities which identify, verify and develop talent in a wellstructured and nationally coordinated manner 06
7 COACHING THE IMPORTANCE OF QUALITY COACHING TO BUILD TALENT, DRIVE INNOVATION AND LEAD A CULTURE OF WINNING HAS NEVER BEEN MORE PREVALENT FOR THE SPORT. THE INCREASED PRIORITY FOCUS ON THIS VITAL COMPONENT FROM BOTH A DEVELOPMENT AND HIGH PERFORMANCE PERSPECTIVE IS EVIDENCE OF THE DEMAND IN PRODUCING A SUCCESSFUL PROGRAM. The fast tracking of a fully revamped national coaching framework and accreditation, education and development program is a key organisational strategy that needs targeted resource and support. The framework uses modern technology and a modular approach for progressive learning and specialisation being unique for the sport in Australia and internationally. The revamped framework will provide the platform for enhanced high performance coaching initiatives focused on personal leadership skills, technical and tactical expertise as well as opportunities for player to coach transitions that will positively influence our talented pathway. Implementation of the new framework and coaching program creates the need and opportunity for the recruitment of a coaching director position to support the ongoing expansion of the program and the responsive implementation of the above initiatives. Additional key strategies will be focused on; Recruitment of dedicated national junior coaches for both men s and women s programs I ntegration and engagement of national institute coaches in national league club environments to impact talent development further down the pathway Development of online coaching resources for competition and performance level coaches working with national athletes to communicate and influence development of the Australian style of play 07
8 DAILY TRAINING ENVIRONMENT THE CREATION OF A WORLD CLASS, DYNAMIC DAILY TRAINING ENVIRONMENT IS IMPERATIVE FOR AUSTRALIA TO BE SUCCESSFUL BOTH IN THE SHORT AND LONG TERM. WPA CAN BE WORLD LEADING IN PHYSICALLY PREPARING PLAYERS AND PROVIDING THE PERFORMANCE SUPPORT TEAM AROUND THEM TO THRIVE. In order to achieve this there are some key strategies that will be our priority focus; I ndividualised approach within a team context to preparing, reviewing and monitoring athlete progression C reation of full time men s and women s junior residential programs at the AIS incorporating senior domestic competition exposure M aximising engagement across all training environments for each athlete club, state, national and their respective coaches T argeted performance support priorities; physical preparation, performance analysis, performance psychology, medical and nutrition N egotiation of an increased volume of pool hours at optimal times for recovery across multiple venues to address facility access barriers N ationally led and supported delivery of state institute and academy programs with clear visibility of national and state coaches integrated into local club environments for impact further down the pathway P rovision of targeted campaign, senior centralised training environments WATER POLO PARTNERED STATE INSTITUTE AND ACADEMY PROGRAMS NSWIS Nationally integrated program with particular focus on performance support Three coach + specialist assistants model with national league exposure 8090 athletes (national identified) QAS ational League integrated model N Three coach + specialist assistants model 4050 athletes (national and state identified) WPQ preelite development program underpins QAS camp based with club engagement VIC VIS Individual Scholarship Program National League and State integrated development program Led by specialist coaches Targeted at national and state identified athletes plus national league roster WPV preelite development camps program with club engagement Increased central squad training with greater impact down the pathway WPNSW Academy program underpinning NSWIS across multiple centres targeting 200+ athletes WAIS Senior and Junior elite program Two coach + specialist assistants model 3040 athletes (national and state identified) WPWA preelite development program with club engaement SA National League and State integrated development program One Coach + specialists model Targeted at national and state identified athletes plus national league roster WPSA preelite development program with club engaement 08
9 COMPETITION IT IS VITAL THAT THE LANDSCAPE OF OUR COMPETITION ENVIRONMENT EVOLVES IN THE COMING CYCLE. THE LOCATION OF AUSTRALIA COMPARED TO OUR COMPETITORS, PARTICULARLY THOSE FROM EUROPE, MAKES ACHIEVING THE DESIRED NUMBER OF HIGH QUALITY INTERNATIONAL GAMES PER YEAR A SIGNIFICANT CHALLENGE. WPA has successfully built strong relationships with top nations and influenced the change of FINA tournaments to maximise our opportunities; however more is required especially domestically, to impact on both senior and junior players. Below are the key strategies that will provide the evolution required; Junior Senior efinement of the National Water Polo League to R provide a high quality senior national competition by 2019 final Tokyo preparation for all players to compete in Australia M aintain international games vs top 8 nations for senior teams Introduce festival of water polo similar to USA Junior Olympics model pathway, commercial, coach, athlete, official education & development, included in broader whole of sport benefits C onsolidate Toward Tokyo event to expand reach and engagement across HP stakeholders that impact on the program O ptimise enhancement of fast track overseas competition opportunities for targeted players in a systematic way R eintroduce a state based national underage competition structure to become elite level focussed rovide annual international competition opportunities P and/or tours for nationally identified junior players NATIONAL TEAM BENCHMARK EVENT TARGETS AUSSIE STINGERS AND AUSSIE SHARKS 2017 Top Top Top Medal JUNIOR AND YOUTH WORLD CHAMPIONSHIPS TEAMS Top 8 * Annual targets are based on achieving medal performances at the Tokyo Olympics which will attract the greatest impact on strategic and investment outcomes ** Targets subject to change dependant on annual circumstances and future trend forecasts 09
10 RESEARCH & INNOVATION THE DEVELOPMENT AND IMPLEMENTATION OF A RESEARCH AND INNOVATION STRATEGY DESIGNED TO DISCOVER NEW KNOWLEDGE THAT CAN BE PUT INTO ACTION TO IMPROVE PERFORMANCE IS A KEY FOCUS HEADING TOWARD TOKYO. WPA has identified an opportunity to become a leader in this field for water polo and its our desire to partner with the AIS to assist with this ambition. Engagement with the system via a knowledge growth forum created the initial thinking of research and innovation focus areas for the Tokyo cycle which are; xploring trends of the game and defining what it E takes to win Identifying position specific athlete profiles I nvestigating new technology to aid athlete monitoring and testing I njury prevention and rehabilitation particularly for common joint injuries P ersonal Excellence innovations in the areas of dual career and flexible employment With a clearer picture of what we need to know and how it can be applied in a performance environment, the incremental gains that are required to bridge the small gap to podium can be achieved
11 OUR FUTURE IN AUSTRALIA, WATER POLO IS A SPORT THAT HAS PRODUCED WORLD BEST PERFORMANCES. ITS GREEN AND GOLD REPRESENTATIVES HAVE TOILED, SCRAPPED AND GIVEN ALL THEY CAN TO STAND ON THE PODIUM. WPA has built the foundations to capitalise on the next generation of talent. This talent, led by expert coaches in dynamic daily training environments are as good as any team on their day. With an uncompromised approach, led by a strong vision and national direction, we will collectively support 26 athletes from communities across Australia stand on the podium in Tokyo
