1 ABOUT HOCKEY NEW ZEALAND High Performance Director Hockey New Zealand s purpose is to advance the sport of Hockey for all, for life. To achieve this, Hockey New Zealand has five core strategies: Strategies Outcomes 1. Build the Hockey Community Grow 2. Present Spectacular Events and Competitions Experience 3. Provide Strong Leadership and Organisation Best practice sporting organisation throughout New Zealand As a leading hockey nation, Hockey New Zealand s aim is to have both national teams, the Black Sticks Men and Women, consistently winning Medals at major world events. In the last Olympic cycle, the national team s rankings improved from 11 th to 3 rd for the Women, and 7 th to 6 th for the Men. Both teams won Medals at the 2010 Commonwealth Games, the Women won Bronze at the 2011 Champion s Trophy, and came fourth at the 2012 London Olympics. The challenge now is to consolidate the current position as a top 6 nation, then become a top 4 nation. Along with this, and critical to sustained international competitiveness, is the development of the talent system. In 2011, the Future Black Sticks Programme was launched, with national age group talent being regularly selected for U21 and U18 national selections, and providing direction and assistance to the regions in terms of their formation of Regional Talent Programmes. In summary, Hockey New Zealand s high performance programme includes: 1. National Senior High Performance Programme - entailing the national squads and Black Sticks teams, and national development squads 2. National Junior High Performance Programme - which includes the NZ Junior Academy and Junior Black Sticks 3. Regional Talent Programme - the national system and programme for talent identification and player development that will retain talented youth players in hockey, keeping the player base broad, talented and deep. 2 HIGH PERFORMANCE DIRECTOR High Performance Director - Hockey New Zealand Reporting to the Chief Executive Officer the High Performance Director is responsible for developing and managing a World Class High Performance Programme for Hockey New Zealand. The Key Performance Indicators for the High Performance Director include: National teams world rankings and results, particular at major world events - World Cup, Champions Trophy, World League Olympic Games, Commonwealth Games, Junior World Cup World rankings of the Black Sticks Men and Women A robust world class high performance programme in place, resourced with world class people, systems and processes As a guide only, the High Performance Director has the following quantum of responsibility: Staff - Direct Responsibility: National programme (Black Sticks Men and Women, and national development squads) Full time permanent staff national programme - 7 Contracted volunteer staff for national programme staff - 6 (national team managers, national selectors) Contracted service providers -10 (including physiotherapy, strength and conditioning, medical, psychology, nutrition, performance planning and athlete life advisors) National Junior programme (U21 and U18 national squads) The programme is resourced through a combination of national coaching resource, and part time contracted staff and volunteer staff. Each of the four teams have a coach, assistant coach, performance analyst and manager (16 staff) Contracted service providers - (including physiotherapy, strength and conditioning, medical, psychology, nutrition, performance planning and athlete life advisors) Regional Talent Programme: The High Performance Programme Director has a critical role to play through providing the leadership and direction to the regions, as well as specialist high performance and talent development knowledge, with the formation of their regional talent. These are critical for the development of regionally identified age group talent, along with the development of national squad athletes, whilst they are training in the regions. Number of Athletes: National Squads - 48 athletes (24 men, 24 women). National Development Squad - up to 20 athletes (10 men, 10 women). Future Black Sticks Programme U21-48 athletes (24 men, 24 women) U18-48 athletes (24 men, 24 women) Annual High Performance Budget: 2013 = circa $4M This is a significant High Performance role and we are looking for an outstanding candidate with substantial experience in world class high performance. The ideal candidate is well connected internationally with world class sport (preferably hockey) and has strong and credible relationships with key individuals in those. To be considered for this role you will need to be a dynamic leader with energy and an ability to swiftly build relationships and credibility with international level athletes, coaches and stakeholders. A proven business acumen and demonstrable business skills including planning, budgeting and change management is required with the capacity to work in a very outcome based environment and comfortable being measured by your results. Knowledge of hockey would be an advantage however candidates with experiences in other sports, at a commensurate level, will be highly regarded. 3 SUMMARY OF DUTIES The High Performance Director will be expected to fulfil a number of duties, including: Strategic Management: Lead and own the development of the High Performance Strategy which includes the national and development of hockey s talent system Ensure that the High Performance Strategy is understood and supported by the key stakeholders Manage the implementation of the High Performance Strategy Planning and Financial Management: Develop, manage and monitor the High Performance Annual Plan and related high performance budget Assist with the preparation of funding applications and sponsorship proposals that related to the High Performance Programme National Senior High Performance Programme: Provide direction and support to the National Coaches with the management and delivery of their for the Black Sticks Men and Women Future Black Sticks Programme: Lead, develop and manage the programme Provide direction and support to the National Coaches with the management and delivery of their Athletes (Both Black Sticks and Future Black Sticks): Manage Hockey New Zealand s relationship with the national squad athletes Ensure there is clear policy and procedures in place relating to hockey s relationship with the athletes, and their commitment to the national programme - including but not exclusive to selection, induction, conduct, training, centralisation, relocation and personal development Manage an effective working relationship between Hockey New Zealand and the Hockey Players Association Athlete Support Services: Develop, effectively deliver and monitor the Support Services Plan and provision of services for the national squad and development squad athletes Manage and coordinate the athlete carding system and prime ministers scholarship programme in conjunction with HPSNZ Regional Talent Programme: Develop the strategy for and refine the operating model including content, for the regional talent Provide direction and advice to the regions on the formation of the regional talent Provide national templates and guidelines for the operation and delivery of the regional talent Monitor the set up and operation of the regional talent Manage any Hockey New Zealand investment into these High Performance Facilities and Infrastructure: Ensure the required facilities and turf are available for the day to day operating requirements of the national high performance Provide high performance requirements for any national facility developments Staff Development and Management: Maintain a succession plan and development programme for up and coming national coaches, for the Junior and Senior Maintain current job descriptions for the High Performance Team Implement Hockey New Zealand s performance management framework (setting of performance agreements and the appraisal process) Apply now to jobs@sportspeople.com.au quoting Page 3
4 Summary of Duties (Continued ) Monitoring and Reporting: Proactively lead the review of all major competitions and campaigns gaining input from the relevant stakeholders Monitor the progress of the athletes through the player case management process Monitor and report on the High Performance Programme Manage the implementation of recommendations from reviews Report as required to the CEO KEY RELATIONSHIPS National coaches and high performance staff including assistant coaches, performance analysts, team managers, National squad athletes Hockey Players Association High Performance Sport New Zealand and Sport New Zealand - key staff Hockey regions - executive and coaching staff High Performance Directors and competition organisers of leading hockey nations and FIH New Zealand Olympic Committee Hockey New Zealand CEO and leadership team PERSON SPECIFICATION In addition to demonstrating relevant experiences across the core functional areas of responsibility identified in this Position Overview, candidates applying for the High Performance Director role will require a range of personal and professional skills, including: Experience: Substantial experience in the area of High Performance in a world class high performance programme(s). Highly desirable to have experience with and knowledgeable of the critical success factors for world class high performance. Knowledge of hockey would be an advantage however candidates with experiences in other sports, at a commensurate level, will be highly regarded. Highly desirable to be well connected internationally with world class sport and have strong and credible relationships with key individuals in those. Experience in planning and managing high performance, and related budgets. Evidence of successfully and positively working with diverse stakeholders and/or customers. Proven experience in working with professional staff. Experience in working in partnership with volunteers. Knowledge and skills: Exceptional leadership and people management skills Preferably, educational qualifications which demonstrate a senior management capability A thorough knowledge of best practice high performance concepts and their application An understanding of sports motivation techniques An understanding of sports science, nutrition, and sport medicine requirements for hockey An understanding of the wider commercial, social and political context in which hockey operates An awareness of the place of hockey in New Zealand Highly effective communication skills Strong initiative and problem solving abilities Strong time management and organisational skills Embraces change positively and actively seeks new and improved ways to do things Ability to effectively sell initiatives within and outside of the sport REMUNERATION An indicative package within the range $120,000 - $140,000 plus a fully maintained motor vehicle will be available to the successful candidate, negotiable depending upon skill level and experiences. Hockey New Zealand may contribute towards relocation expenses for the right candidate should this be required.
