1 POSITION DESCRIPTION Manager of International Engagement Unit/Branch, Directorate: Location: Joint Directors-General Office Wellington Salary range: K $128,161 - $192,241 Purpose of position: The Manager of International Engagement leads international engagement across GCSB and NZSIS. The role holder is responsible for providing expert advice on international engagement activities for GCSB and NZSIS, and ensuring that both agencies take a strategic approach to all international engagement. The Manager of International Engagement also ensures that the GCSB and NZSIS international engagement is well aligned with New Zealand s foreign policy, and the activities of the Ministry of Foreign Affairs and Trade (MFAT), the Department of Prime Minister and Cabinet (DPMC), the Ministry of Defence (MoD) and the New Zealand Defence Force (NZDF). Our mission at the NZSIS is to keep New Zealand and New Zealanders safe and secure Our values at the GCSB are Respect, Commitment, Integrity and Courage Our values at the NZSIS are Collaborative, Courageous, Positive, Driven and Self-aware The Joint Directors-General Office purpose: The Joint Directors-General Office (JDGO) supports the Directors-General and the senior leadership teams of the NZSIS and GCSB, while working closely with a range of other Government agencies. The JDGO focuses on the oversight and management of all areas of strategic concern to the GCSB and NZSIS and assists with delivering the outcomes defined in the Joint 4 year plan and the strategic plans of both agencies. The JGDO encompasses teams which specialise in Communications, International Engagement, and Strategy, Performance and Policy. The Joint Directors-General Office works in partnership with the GCSB and NZSIS Offices of the Director-General.

2 Key accountabilities People leadership Leads the International Engagement team Develops a work programme and priorities for the team which effectively balance GCSB, NZSIS and NZ Intelligence Community interests Models exemplary leadership behaviour and role models GCSB and NZSIS values Provides vision and leadership that engages and motivates others Leads and communicate in a clear, persuasive and impactful way Manages people performance in order to bring out the best in staff so they can deliver high quality results for customers Supports team members and others in achieving objectives, identifying opportunities and identifying areas for improvement in a positive constructive manner Develops diverse talent and develops capability to deliver outcomes Ensures the team has the resources and capabilities to deliver on work programme Develop and implement an effective international engagement strategy Identifies the key, strategic relationships each organisation should engage in and the level of both the identify and investment for each engagement Develops a framework to measure the success of engagements and ensure the return from all international travel (inwards and outwards) is maximised Develops and maintains protocols for the range of different International engagements (partners, International governments, gifts and hospitality) Management of Key Partnerships Relationships with key international partners are identified and developed to achieve the operational and strategic objectives of GCSB and NZSIS Support to Directors-General and Senior Deliverables/Outcomes International Engagement team resources are used effectively and efficiently in alignment with the Agencies priorities, strategies and plans Direct reports have clear direction and receive regular constructive feedback through the Performance and Development Review process Staff career development is addressed enabling staff to reach their full potential Performance issues are addressed in a timely manner Staff remain engaged with Joint Directors- General Office and its business objectives through regular communication Corporate knowledge and expertise is maintained and shared appropriately Work is prioritised in order to deliver on short and long-term objectives across GCSB and NZSIS The jobholder is a credible representative for the GCSB and NZSIS with the Directors- General and their Senior Leadership Teams, Ministers and other key stakeholders including Central Agencies and senior officials from other Public Sector agencies International engagement strategies for GCSB and NZSIS are in place and well understood by the agencies and NZIC more broadly Positive feedback from Directors-General, Senior Leadership Teams and senior officials from NZ Intelligence Community agencies about approach and nature of GCSB and NZSIS s international engagement The reputation of the NZ Intelligence Community and Joint Directors-General Office is enhanced through collaborative relationships with domestic and international partners

3 Leaders on Conferences and Visits Provides advice and support for all aspects of Directors-General international travel Advises on attendance at international engagements Ensures briefing materials and speech notes are prepared for each engagement Works with Intelligence Community Shared Services to ensure appropriate travel arrangements and visas are in place Support of Liaison Officers Develops an operating framework for Liaison Officers with clear deployment objectives and required outcomes for Liaison Officers Ensures deployment objectives align with NZ Intelligence Community and individual agency strategic outcomes Business and Financial Planning Participate in the prioritisation of GCSB and NZSIS international travel budgets against the International engagement strategy Contribute to the development of the Joint Directors-General Annual Business Plan Develop an annual International Engagement Business Plan which reflects key priorities for operational activity and capability development Communicate the Joint Directors-General Office Business Plan to the team and ensure individual performance objectives are aligned with the plan Health and safety (for self) Work safely and take responsibility for keeping self and colleagues free from harm Report all incidents and hazards promptly Know what to do in the event of an emergency Cooperate in implementing return to work plans Be a visible role model at all times Follow GCSB s safety rules and procedures Directors-General and senior leaders are well supported in their international engagements Briefing materials are timely and of a consistently high quality International partners see benefit from conferences and visits Liaison Officers are well supported by GCSB and NZSIS Liaison Officers have a clear sense of the purpose and objectives of their role and how that aligns with GCSB / NZSIS strategic outcomes GCSB and NZSIS international travel budgets are appropriately prioritised and deliver maximum value to agencies International travel priorities are informed by Directors-General, Senior Leadership Teams and Directorates / Branches and are clearly communicated across NZ Intelligence Community A safe and healthy workplace for all people using our sites as a place of work All requirements in the NZIC Health and Safety policy and procedures are met Health and safety (for team): Inform, train and equip staff to carry out their work safely Ensure prompt and accurate reporting and investigation of all workplace incidents and

5 Knowledge and Skills: Knowledge of machinery of government, planning and reporting processes Proven ability to build and maintain highly effective relationships at all levels internally, externally and internationally Proven ability to be open to constructive feedback and prepared to listen to alternative view points and ideas Proven leadership and people management skills Qualifications and Courses: A relevant general degree (e.g. international relations, political science, strategic studies) or an equivalent qualification in a related field Specific Job Requirements: Strong conceptual thinker and problem solver, demonstrating innovation and sound judgement Clear, concise, communicator Able to balance strategic imperatives with operational realities Able to cut a clear path through complexity Self-motivated and results-driven, including the ability to do what is difficult or unpopular when required, to work effectively under pressure and focus on key issues Excellent interpersonal skills with an ability to liaise and collaborate effectively at all levels of the organisation and an ability to build and maintain strategic relationships Maturity, political nous, flexibility and a sense of teamwork in a demanding and unpredictable work environment, which can involve urgent problem resolution Attention to detail and a commitment to accuracy and excellence High energy drive and motivation NZIC Competencies In addition to the Person Specification above, competency standards which outline the development requirements of the position are set out under the NZ Intelligence Community (NZIC) Career Pathways framework.
