1 Team Leader Capability Charities Services, Service Delivery and Operations In Charities Services we promote trust and confidence in charities, encourage good governance, support charities efficiency and effectiveness and require charities to comply with their obligations under the law. We register and monitor charities and build sector capability to comply with the law by providing guidance material, online and print resources. The purpose of the Team Leader Capability role is to: Work in the business as a key people leader - motivating and supporting the team to achieve excellent results and providing technical expertise where required Provide quality assurance of the team s deliverables and identify service improvements to enhance quality and efficiency Lead the Capability team to identify, develop, communicate and deliver initiatives to support the governance and management capability of the charitable sector, and increase compliance with the Charities Act 2005 Build relationships with key sector stakeholders on specific capability-building issues, and work collaboratively across Charities Services, the branch and the Department Support the Charities Services senior leadership team by contributing to the implementation of change and organisational development initiatives to achieve business goals and strategic objectives Be an active contributor to the Charities Services and the branch s Team Leader cohort groups Reporting to: Manager Engagement & Business Improvement Location: Wellington Salary range: Delivery H $72,011 - $97,426 What we do matters our purpose Our purpose is to serve and connect people, communities and government to build a safe, prosperous and respected nation. People leadership Lead and motivate staff to ensure they have the appropriate skills and confidence to execute their responsibilities, including: Recruit, induct and retain a highly effective, diverse team of delivery focused professionals to provide high quality services Clearly set expectations, monitor team performance and provide constructive feedback and coaching to support high performance Identify and assess areas for personal/ professional development; and develop, implement and manage performance and development plans to enhance performance Ensure poor performance is actively managed in accordance with the Department s best practice processes Lead all team members in a manner which fosters a positive culture and environment that is consistent with the principles and behaviours of the Department and leads to a highly engaged work force Lead people positively through change Interpret, communicate and promote Charities Services, the branch s and the Department s strategic direction within the team and link team s Behaviour as a people leader in line with the Department s Capability framework Talent is identified in the team and high performing and high potential staff are effectively recruited, developed, supported and retained Charities Services has a diverse workforce The performance and development of staff within the team is appropriately planned and managed in accordance with the Department s processes and business needs Appropriately pitched and timed culture and engagement activities are undertaken and success is celebrated All staff are able to articulate a line of sight from their work area to Charities Services, the branch s and the Department s strategic Page 2 of 7

3 work to the bigger picture Engage effectively with manager to agree own professional development as a people leader and in specific areas of responsibility Support capability building of charities Lead the team to identify, develop and deliver initiatives to support the governance and management capability of the charitable sector, and increase compliance with the Charities Act Work proactively with the Department s communications team and all of Charities Services to provide timely, relevant and plain English information and guidance material for charities and where appropriate, the general public Ensure that charities are supported to achieve their purposes through high quality, needs-based capability building initiatives Engage with key stakeholders (including industry groups where appropriate) to understand sector needs, provide information, and build capability across the charities sector Ensure development of resources and guidance material for charities, working closely with subject matter experts in Charities Services, the branch and Department, that responds to knowledge gaps and contributes to building capability, good governance and compliance Ensure that capability initiatives are evaluated as required to determine value and impact Work with peers in Charities Services and across the branch to build internal expertise in areas of responsibility eg presentation skills, sector engagement Operational delivery Manage the team s outputs and maintain technical oversight to ensure a high quality service that meets relevant standards, is delivered Work with peers in Charities Services and across the branch to manage workloads Support the manager to identify process improvement initiatives and coordinate and manage the implementation of key operational projects Understand and interpret relevant legislation, processes and policies as required and ensure team member compliance Contribute to Charities Services strategic direction direction Initiatives delivered are fit for purpose Positive feedback from stakeholders and evidence of achieving results through collaborative effort All information resources and guidance material developed incorporates input from relevant areas of Charities Services, the Department (eg Legal Services, Communications) and where, appropriate, the charitable sector Resources are produced in line with Departmental guidelines The Department s capability is strengthened in presenting effectively and positive engagement with the sector Services provided are fit for purpose with an appropriate focus on customers Projects are managed according to purpose and timeframes and within the project scope and allocated resources The team complies with legislation, all Departmental policies and processes, and meets requirements for reporting and the efficient and effective use of Page 3 of 7

4 by: o o identifying changing trends in the operating environment that may influence their area of responsibility and/or the charities sector more broadly supporting their manager to communicate the business future direction and plans, and how they translate to the work of the team Customer service Ensure that services meet the needs of, and are accessible to, all customers Model a strong service ethic developing a quality orientated, timely and service focused approach Lead the team - educating, reinforcing and modelling the Department s principles and behaviours Proactively look for opportunities to improve the services, processes and policies Stakeholder engagement Work with managers and staff within Charities Services and the wider Department as well as external stakeholders to ensure that up to date and relevant information is provided to stakeholders, and that opportunities are leveraged Engage with policy developers, as a subject matter expert, to ensure solutions to issues identified within the sector are developed Represent Charities Services, the branch and the Department at potentially sensitive meetings, usually involving specific work deliverables Quality assurance and risk management Ensure the team provides Ministerial responses and advice to parliamentary questions, Official Information Act requests, Ministerial correspondence and aide memoires according to quality and timeliness standards Identify any issues that may have a significant impact on Charities Services or the wider Department or its reputation and contribute to risk mitigation strategies and ensure your manager and the Charities Services Leadership Team are fully informed as appropriate Maintain oversight of key risk areas related to capability and sector engagement within Charities Services to ensure they are appropriately mitigated Charities Services resources Demonstrated examples of collaborative work across Charities Services, the branch and the Department Charities Services has a culture of continuous improvement and is seen to be responsive and adaptable, with a strong emphasis on quality output and best practice solutions Levels of customer satisfaction with services provided remain high Positive feedback from stakeholders and evidence of achieving results through collaborative effort The Department is well represented and an appropriate contribution is made in crossgovernment / sector projects and programmes The interests of the Department are protected and advanced High quality papers/responses/ reports are produced that require minimal revision and use correct template(s) Documentation is filed accurately and according to departmental guidelines Appropriate communication in terms of style, tone and couching of messages in a variety of settings Risk is appropriately identified and managed across Charities Services Page 4 of 7
