17 Relevant Training: Understanding the Role Cooperative Extension Advisor/Specialist Responsibilities include: Specialist or advisor in an agricultural or natural resource discipline. Consumer of geospatial data typically locale or area of specialty. Collects field data through GPS, mobile devices, on-screen digitizing, and tabular data collection. Performs geospatial analyses sufficient to answer research, extension, or constituent questions. Geospatial experience ranges from performing full geospatial analysis and data entry to working closely with a GIS Analyst to set parameters for analyses. 42 Levels of GIS Use in FEMA Enterprise Individual Regions, Programs, and Projects - Used to meet mission-essential functions and individual projects - Software, Training, and Support Services for both FEMA headquarters and the regions (10).
43 FEMA Qualification System (FQS) Every Employee is an Emergency Manager The FEMA Qualification System is a performance-based qualification system that gives employees the opportunity to demonstrate and document their knowledge and skills in specific incident management positions. The FQS must ensure that FEMA disaster response and recovery professionals are evaluated based on consistent standards of behavior and competency. Titles in FQS for geospatial fall under either information management or information support, within the Geospatial Information Unit (GIU). Position Task Books (PTBs) for each position, outlines the behaviors and activities to be demonstrated, key tasks to be performed, and the performance requirements (standards) to be used.

45 FQS GIS Certifications Technical Certification recognizes an individuals technical competency in working with Geographic Information Systems (ex. Academic or Vendor provided proficiency examination/certification). Geographic Information Specialist (GISP) must obtain this certification Professional Certification recognizes an individual s professional development in Geographic Information Systems through relevant work experience and academic achievement (ex. Academic or Professional certificate programs) Geographic Information Manager (GIMG) and Geographic Information Unit Leader (GIUL) must obtain both Professional and Technical certifications
46 Emergency Management Institute (EMI) Training Resources EMI is the emergency management community s flagship training institution, and provides training to Federal, State, local, tribal, volunteer, public, and private sector officials to strengthen emergency management core competencies for professional, career-long training. EMI offers a pathway to HAZUS certification. State, local, emergency management community access/training 190: ArcGIS for Emergency Managers Baseline, Introductory Course for ArcGIS. 9 Out of 10 FEMA Regions Participated 24 Courses Were Taught to >320 Students. 17 FEMA GIS instructors (built a training cadre)
47 ESRI Certification Pilot Project In order to encourage the technical and professional GIS certifications, there are two initiatives to boost the number of technically certified persons at FEMA FEMA Corps: Entry Level Desktop Exam This is a group of 1,600 service corps members within AmeriCorps National Civilian Community Corps (NCCC) solely devoted to disaster preparedness, response, and recovery. Training pathway (ESRI Online and Instructor-led) Mentorship via NAPSG FEMA FTE: Associate Desktop Exam Pilot: 30 participants 4 Study sessions Emergency Management Institute Library GIS specific portion at EMI Initial build-out includes ESRI press publications
48 Challenges/Successes Challenges: Initial training plan was too complex (2009). FEMA needed a simple baseline for GIS training, and a path to allow more advanced users a path forward. Initial rollout of Associates exam too difficult-high failure rate. Success: Virtual instructor-led training Entry level exam now available and a better fit for our entry level analysts.
