1 Macau International Airport Environmental Optimization Design Competition Rules and Regulations 1. Competition Objective Macau is a World Center of Tourism and Leisure. As a portal to Macau, Macau International Airport (MIA) plays an important role. Through this competition, we could gather MIA s environmental optimization design concepts as future design basis of related projects. At the same time, this competition will encourage local architects to participate in MIA s development, which helps MIA to showcase the ancient and modern fusion and multicultural features of Macau. 2. Organizer CAM Sociedade do Aeroporto Internacional de Macau S.A.R.L. (Macau International Airport Company Limited) 3. Design Theme Maintaining the current airport operation structure, the design concepts should reflect MIA s four major themes Airport in the City, Virtual Airport, Green Airport, and Cultural Airport. These elements should be incorporated into the design to showcase the image of Macau as a World Center of Tourism and Leisure, with consideration of aesthetics, technology, economic efficiency, and sustainable architecture. 4. Background Information Macau International Airport (MIA) is the only airport in Macau Special Administrative Region of People s Republic of China. It was officially brought into operation in November, Design should be based on four major themes Airport in the City, Virtual Airport, Green Airport and Cultural Airport. Detailed design could be based on the inherent features of MIA, as well as the characteristics of Macau as a World Center of Tourism and Leisure, including the following: A melting pot of Chinese and Western cultures Special festivals and events of Macau Urban Development of Macau

Design Area While maintaining the current airport function, the design should include the following areas (For details, see airport layout drawing in Annex I) with improvement of aesthetics and sense of space in consideration: 6.1 Departure Hall Landside (Non-Restricted Area) Design Area: Approximately 5200 m 2 Current Usage: Check-in and passengers zone. 60 check-in counters and over a hundred seats are available for passengers and public use. Lifts and escalators are connected to the mezzanine level and arrival level. This area has convenience store, coffee shop, post office, left luggage facility, money exchange store, and other commercial facilities for travelers. The ceiling height is 12m. Moreover, the X-ray machines currently in front of the check-in counters will be relocated, and the space so vacated can be used for other purposes. Design restrictions: The existing Portuguese-style curtain wall, and departure immigration facilities must be retained.

3 6.2 Departure Hall Airside (Restricted Area) Design Area: Approximately 6600 m 2 Current Usage: Waiting lounge in departure level. There are 4 loading bridge gates and 6 remote boarding gates with shuttle connections to the aircrafts. Duty-free shops, banks, restaurants, money exchange stores, and smoking lounges are available for passenger use. This area is equipped with approximately 1200 seats, and a dedicated exhibition area. Other than that, it has a 240m long, 12m high glass curtain wall, which allows passengers to view the whole aircraft parking area, air traffic control tower, and the runway. The upper portion of the curtain wall is affixed with a series of Macau landscape photographs. Design Restrictions: It is required to retain the interior design setup of the duty-free shops. 6.3 Arrival Hall Landside (Non-Restricted Area) Design Area: Approximately 2100 m 2 Current Usage: Arriving passengers and a waiting area. There are travel agency counters, banks, coffee shops, and money exchange stores available for passengers. Through various exits at the arrival level, passengers can reach various points in Macau using different transportation means. The ceiling height of this area is around 5m. Design Restrictions: It is required to retain the interior design setup of commercial stores. 6.4 Arrival Hall (Restricted Area- Baggage Reclaim Area and Arrival Immigration Area) Design Area: Approximately 5000 m 2 Current Usage: After passing the arrival immigration control, the passengers will arrive at the baggage reclaim area. It consists of 6 sets of baggage conveyor belts and corresponding electronic displays. Based on the displayed information, passengers can pick up their baggages at the corresponding conveyor belts. The ceiling height is around 5m. Design Restrictions: It is required to retain the arrival immigration control facilities, and baggage conveyor belts. 6.5 Sterile Corridor (Flight Transfer Corridor at Restricted Area) Design Area: Approximately 950 m 2 Current Usage: The pedestrian passage for arriving passengers (through loading bridge), or transfer passengers before security checks. The corridor is approximately 230m long, which leads to the border check facilities at the North ends, and South ends. Security check facilities are located at the corridor where transfer passengers can reach the restricted area of the departure hall through escalators. The ceiling height is around 3m. Design Restrictions: It is required to retain the current security check facilities for transfer passengers.

4 6.6 All Glass Curtain Walls and External Wall Facades Design Area: Glass Curtain Wall at west side of passenger terminal (Non-restricted Area facing arrival/departure curbside) with an approximate area of 3000m 2 ; Glass Curtain Wall at east side of passenger terminal (Restricted Area facing aircraft parking area) with an approximate area of 3300m 2 ; External walls on the North and South sides (facing the north, and the south parking lots, respectively), with an approximate area of 1400m 2 on each side. Current Usage: Existing glass curtain walls and external walls are the main architectural features of Macau International Airport. It effectively collects natural light to allow even distribution of natural light within the passenger terminal. The upper portion of the eastern glass curtain wall is affixed with a series of Macau landscape photographs. Design Restrictions: For the east curtain wall, it is required to retain the existing locations of loading bridges. For west curtain wall, it is required to retain the existing locations of the ground transportation. 7. Competition Rules and Regulations 7.1 Eligibility: Applicant(s) may enter this competition either as individuals or as a group; Individual applicant must be a registered architect of Macau, and a Macau resident identity card holder. For group entry, at least one of the members must meet the individual entry requirements, and this member must be the group leader. Each Individual or group applicant can only submit one design entry. Individual applicants are not allowed to participate in group entry at the same time. 7.2 Submission Documents Submission documents should include applicants background information documents and design documents. The above information must be submitted in Chinese or English. 7.3 Applicants Background Information Documents Shall Include: Application Form (Annex II) Resume of Architect (For group entries, the group leader must submit his resume) Copy of Identity Documents (For group entries, each member must submit a copy of identification document) Copy of professional qualification documents Declaration for entry submission (Annex III) Background information documents must be placed in a sealed opaque envelope. 5 7.4 Design Documents Shall Include: Design description documents: The design title, design concept, architectural design description, landscape design description, and how the design incorporates the themes, must be clearly stated or described. Design drawings: Include the plan view, elevation view, cross section view, 3-D, and aerial renderings of the design areas, and description of the related design items. Electronic documents: In addition to the paper documents, the above design description documents and design drawings must also be submitted in a CD/ DVD. Descriptive documents should be submitted in Microsoft Word or equivalent formats. Graphic documents must be at least 300dpi resolution or above, in.jpeg,.tiff, or equivalent formats. Design drawings must be submitted in AutoCAD files or equivalent formats. All design documents should be placed inside a sealed opaque envelope. Macau International Airport Environmental Optimization Design Competition Design Documents should be noted on the envelope. 7.5 Document Formats and Requirements Design description documents must be printed on A4 sized papers (3 duplicates) Design drawings must be A2 sized (594mmx420mm) in color (3 duplicates). There is no limit on the number of drawings. Design drawings should be mounted on A2 sized papers. All design documents (Design description, design drawings, and electronic documents, and etc.) should be strictly anonymous. No applicants identification, such as applicants names, group names, or text, symbols etc. that may identify the applicants, is allowed on any design documents. The above design documents and background information documents should be put inside a sealed opaque envelope. Entry documents can be submitted by mail or in person. All entry documents must be delivered to Macau International Airport Co. Ltd. (CAM) Reception (Address: 4th Floor, CAM Office Building, Av. Wai Long, Taipa, Macau) at or before 17:00 on 3rd December, 2012.

6 Entry Documents Collection Time: o Monday to Thursday: 9:00 to 13:00, 14:30 to 17:45; o Friday: 9:00 to 13:00, 14:30 to 17:30 o Weekends and Public Holidays: Closed. Submitted entries must not have previously been published, or submitted to other competitions before. Once submitted, the entry should not be presented or published without the consent of the organizer of this competition. Late submission will NOT be accepted. 9. Competition Information and Restrictions All submitted entries will not be returned. Applicants should make copies of their entries before submission. Applicants should submit all the required entry documents. Submission with any missing or lost item(s) may be disqualified from the competition. The organizer reserves the rights to terminate the competition, or modify any competition rules or content by notice to applicants. The Chinese version of the competition content, rules and regulations shall prevail over any other languages. Employees of Macau International Airport Co. Ltd. (CAM) and their immediate family members are not eligible to participate in this competition. 10. Entry Evaluation 10.1 Evaluation criteria Aesthetics and architectural harmony Economic efficiency and functionality Compliance with design themes Creativity and feasibility of design 10.2 Evaluation Committee The evaluation committee will be composed of experts and/or scholars from related field(s). The evaluation committee will make a fair and impartial professional assessment of the entries in order to determine the rankings and awards Evaluation Methods: The evaluation is a two-step process.

7 At most 3 entries will be selected in the first round. The selected entries will be ranked in the order of the Champion, First Runner-Up, and Second Runner-Up. 11. Awards Champion: Cash Prize of MOP$ 100, First Runner-Up: Cash Prize of MOP$ 50, Second Runner-Up: Cash Prize of MOP$ 20, Competition Briefing and On-site Visit Applicants who are interested in the on-site visit should fill out Competition Briefing and On-site Visit Application Form (Annex IV), which are available on the website: for download. Applicants should submit this application with a clear copy of identity card (for application of Airport Restricted Area Visitor Permit) via fax (Fax. 8 14. Miscellaneous Terms By entering the competition and submitting competition entries, all the entrants accept and agree to be bound by all the competition terms and conditions. Any entries which do not meet the competition rules will not be processed. The Organizer will not notify the applicants regarding this matter. The applicant (or its group members) must be the sole authors of his/their entry. Competition entries must be the original works of the applicants. No copies or imitations of any other person s work are allowed. Infringing intellectual property or other rights of third parties in any way is not allowed. If any applicant violates any competition rules or intellectual property rules, or if his entry is alleged to violate any rights, the Organizer reserves the rights to cancel his competition and awards eligibility and to require the return of any prize. Applicants are solely and wholly responsible for any outcomes and liabilities which result from their infringing acts. By entering the competition, all the entrants agree and authorize the Organizer to freely use the competition entries without compensation or financial consideration, which includes but is not limited to publishing, exhibiting, marketing, or promotional uses. All information provided by the applicants, including applicants personal information, will be used for entries selection and other related activities, including disclosure or transmission to the evaluators or the mass media. This information may also be used for publication, exhibition, marketing, or promotional purposes. Intellectual Property Right of all awarded entries automatically belongs to the Organizer (CAM Sociedade do Aeroporto Internacional de Macau S.A.R.L.) without reservation, while the winners retain the right to attribution of authorship and other personal rights of authorship. All authors of the award-winning entries should re-confirm the Declaration for entry submission in a written certification to be authenticated by the notary according to the requirement by the Organizer. The Organizer reserves the rights to cancel the eligibility of the winners if this requirement is not fulfilled. The Organizer reserves the rights to use all or part of the award-winning works, with modifications or elaboration, as a design or construction blueprint for the Macau International Airport. In case of discrepancy between the different language versions of the competition rules and regulations, the Chinese version shall prevail. Should there be any disputes relating to the competition, CAM's interpretation and decision shall be final and conclusive.
