4 URBeLOG Concept Basic governance elements Overcoming local solutions Clear rules that can be applied at national level scale effect, costs reduction Goals sharing between public and private sectors environmental impacts reduction, efficiency Logistic operators certification and rewarding mechanism Clearly defined requirements to certify logistic operators Developments of models to measure environmental, safety and efficiency behaviors applied by logistic operators when operating inside urban areas. The goal is to identify «virtuous» companies Rewarding mechanism adoption (e.g. use of reserved urban infrastructures, extended time schedules to access restricted areas, etc.) Co-operations amongst the business actors Logistics operators can invest in both quality (reduced impact vehicles, training courses, service levels ) and innovation (new delivery systems, technological & ITS equipment compliant with EC ITS Action Plan) Municipalities can adopt rewarding mechanisms to assign the use of their infrastructures (dynamic policies, Decision Support Systems, monitoring and data analysis functionalities ) 4
5 URBeLOG Concept Green Area The Green Area (GA) is the city zone where access and traffic circulation are regulated by specific policies adopted by local Public Administration It represents the last segment (last mile) of the logistics chain and it is the main focus of the project. URBeLOG platform allows: (1) to define the traffic policy, (2) to account vehicles access to the GA and to (3) monitor their behavior within it Vehicles are equipped with an On Board Unit (OBU) able to communicate with URBeLOG platform Vehicles send periodic messages about their position and notify «Ignition ON/OFF» events Titolo della Relazione Nome del Relatore, Nome Struttura 5
6 URBeLOG Concept Rewarding System Mobility credits (eco-points) accounting system An initial eco-point amount is assigned to each vehicle and is consumed on the basis of its behavior with regards to the access and traffic policy adopted by the municipality At the moment policies focusing the environmental impact of the vehicle have been envisaged (e.g. km covered in GA, # stop in GA ) According to the conformance to the policy of the vehicle behavior, the eco-point amount can be increased and/or decreased. Each Public Administration can decide both the processes to follow when the ecopoint amount is zero and the ways to spend the earned eco-points (e.g. premium access to the city s infrastructures such as extended time schedules to access restricted areas ) 6

9 URBeLOG platform general requirements Open and flexible: URBeLOG platform should be able to connect with all the legacy systems already deployed by the municipalities and/or all the actors involved in the process (e.g. limited traffic zone access systems, telematics service providers ) Integrated: Extension of the functionalities not yet implemented in existing systems and bi-directional interaction for the information update Configurable: Multitenancy in order to both manage different cities on the same platform framework and support specific policies for each municipality Modular: URBeLOG platform should be flexible, allowing an easy allocation of the modules chosen by any municipality on the base of its priorities and available budget URBeLOG Metropolitan City 9
10 URBELOG Architecture Interoperability: interaction with different information generating systems through heterogeneous technologies SOA Paradigm - > Web Services (REST over HTTP) Communication Infrastructure -> interworking between telco public fixed and mobile networks (IP protocol) and integration with ad-hoc networks (short range wireless communication) 10
11 City Logistics component in URBeLOG platform Centralized system providing innovative last mile logistics services focusing efficiency and environmental sustainability aspects Designed to be applied to the various nodes of the logistics chain: (1) the considered urban area (Green Area), (2) the urban distribution center (CDU) and (3) the Hub. The main clients are: the Public Administrations and the logistics operators. Platform supports several services scenarios and provides functionalities for back-office operations and/or in mobility Business Layer (back-end) stores data for business logic (centralized DB) Presentation Layer (front-end): user interface modules allowing the access to the various services (web portal and mobile app). 11

15 URBeLOG vehicular and roadside infrastructure Compliant with C-ITS Architecture (Cooperative-Intelligent Transport System ETSI EN ), based on the following nodes: ITS station (Roadside Unit RSU), vehicular station (On Board Unit OBU), personal station (personal device) and central station (back end) Coexistence of various communication technologies: IEEE p (ETSI G5), IEEE (Wireless Sensor Network, WSN), 3GPP mobile technologies (4G) Vehicular environment: CAN bus (Controller Area Network) and OBD (On-Board Diagnostics) 15

17 Loading/unloading areas management through V2I communication Green Area s loading/unloading locations management has been implemented in URBeLOG Loading/unloading locations are monitored by a wireless smart camera, able to analyze in real time the video streaming identifying the locations status changes (available/occupied). URBeLOG Platform/ Back-end On Board Unit URBeLOG Web Portal City Logistics Smart Camera Loading/unloading area Mobile Apps RoadSide Unit URBeLOG Smart camera notifies status changes to the roadside infrastructure (RoadSide Unit, RSU) charged to forward the information to the URBeLOG platform Simultaneously a short range wireless communication (based on IEEE p) between the vehicle equipped with OBU and the RSU in order to enable a parking authorization mechanism. The detected unauthorized parking are labelled as infractions. 17
18 Torino Pilot Pilot worked out inside Torino Limited Traffic Zone (City Green Area) Municipality can create and dynamically manage access and traffic policies applied to the Green Area (e.g. access granted only to EURO 5 vehicles, or with a minimum loading percentage ) Communication to the Logistic Operator of both the adopted policies and the rewarding system (e.g. mobility credits) Mobility credits accounting system based on current access and traffic policies parameters Technological scouting about roadside infrastructure (parking sensors, vehicular on-board units and roadside units with state-of-the-art V2X communication facilities) Info apps for the drivers 18
19 Milano Pilot Pilot worked out inside Corso Buenos Aires area, the biggest commercial zone in Europe (gateway to the city center). Evaluation of possible integration with area C management processes/systems (certification, monitoring ). Management of some freight loading / unloading areas with innovative ITS infrastructure in order to monitor their status in near real time and to estimate the authorized uses. Technological Scouting for the roadside infrastructure (sensors, on-board units and roadside units) 19

21 Conclusions Summarizing briefly, URBeLOG is intended to: Define and test new urban logistics governance methodologies based on both the co-operation between public and private actors and the introduction of rewarding systems of virtuous behaviors Promote the use of ICT/ITS state-of-the-art solutions compliant with international standards and the EC ITS Action Plan Engage local public administrations in the requirements definition phase and in field trials Test new policy definition processes and data analysis methods more than technological feasibility trials Accelerate the operative solutions deployment on a national scalable level 21
