3 Brief Description of the Project Background, objectives, partnership, main activities and expected outputs, added value The maximum total number of characters is 3000 (please do not exceed 1000 characters in each box) Number of characters 2806 Greece and Italy are the main gateway to and from Europe both for freight and passengers flows. Whereas GIFT 2.0 considers Adriatic-Ionian area as a unique HUB for traffic flows of short-medium and long distances. The project identifies 27 hubs among ports, airports, bus and railways station and merge the different existing services, or optimizing the ones, in order to establish a unique interface able to give information, data, tickets, and transit times in real time. In spite of advances in transport, and thanks to information and communications technologies (ICT), regional travellers need of increasing support for easy access to destinations of interest and high-valued cultural resources. GIFT 2.0 intercepts common bottlenecks not yet overcome, in and among both the target areas including the adjacent territories, in order to find jointly solution through the main output: unique virtual logistics platform specialized for different market segments to improve facilities. The overall objective of GIFT 2.0 aims at demonstrating how to develop the Adriatic-Ionian geographical area, in Apulia and Greek Regions, with multipurpose approach through the joint coordinated management of existing infrastructures and common services, in order to intercept new traffic flows (short connections, neighbourhoods and long distances) and consolidate redistributing the existing ones in an optimized way, minimizing generalized costs. The main outputs are the following: a) Integrated Information System land-sea-air version created by public authorities and managed by private stakeholders (Trivago model); b) pilot cases aimed to overcome existing common bottlenecks for freights and passengers; c) training tools for qualified operators and change in skills; d) positioning of Adriatic-Ionian area with GIFT 2.0 as fully facilities Region; e) development of a joint transborder ticket system (Ticketone); f) establishment of an International Master and CBC training courses. Thus, GIFT 2.0 partnership lead by Regione Puglia, is balanced on both sides for whole area representing key players and thematic bodies including two adjacent territories (2 Regions, 2 Provinces, 3 Chambers fo Commerce, 2 Universities,1 NGO). The homogeneity of the partnership allows to represent all the stakeholders and users sharing the methodology approach in order to jointly try to: a) reduce costs and transit times of regional travels; b) reduce pollution risks; c) improve ITMS at all Hubs level; d) increase efficiency and cost-effectiveness of port operations e) strengthening smart cross-border intermodal transport lines; f) promote and put in act training on innovative multimodal mobility tools; g) support sustainable development of transport systems at ports, airports, intercity rail/bus in PA. 7 SECTION B - DETAILED DESCRIPTION B.1 PROJECT IDENTIFICATION Brief History of the Project The maximum total number of characters is 2000 (please do not exceed 1000 characters in each box) Number of characters 1980 GIFT 2.0 is based on the analysis done among the partners sharing common problems towards common solutions for EU v within previous projects and ongoing experiences. It represents the first case, at strategic level, between Gr/Ita to intergrate bottom up approach working with stakeholders to allow to a network of Hub sites to increase access and mobility of people and goods, reducing all costs. The idea was born within the framework of a Mou called "Puglia EuroMed" and it focuses on the valorisations of the infrastructures existing and the networking among different exigencies toward a quality increase. In fact, all the partners represent, by themselves, different stakeholders of ITS sector with several approach and two main awareness: a) they work daily with private sector and different stakeholders with a market demand very fragmented and with a low level of ICT use; b) all partners are aware that the lack of coordination among the services offered by different transport modalities represents the key issue that this proposal aims to address. In essence, GIFT 2.0 will improve the mobility of passengers and goods, their accessibility to the whole area of the Programme by removing the discontinuity of transport services offered by various operators within and outside borders, including Extra Schengen areas. It identifies 27 Hubs among ports, railways and bus stations, airports within eligible area able to intercept freight flows (cargo-semitrailers-rola), passengers and touristic flows, local users. The PPs agreed since the beginning to create a joint paper position in order to better address together the next EU and National policies in order to create a system able to be used at Euro-Med basin level starting from the results of pilot cases replicable in similar situations due to the characteristics of the whole area (Gr/Ita) as a macro-multi-purpose platform for flows coming from the medium and long range as well as short connections. Background of the project (problems/target groups/challenges to be addressed) The maximum total number of characters is 4500 (please do not exceed 1500 characters in each box) Number of characters 4024 The Programme Area, which includes a large part of Adriatic and Ionian Seas, can play a significant role in communication and exchange of experiences between Europe, Asia and Africa overcoming the weaknesses suffered in transport and communication networks need to be addressed for increasing their efficiency and competitiveness. GIFT 2.0 aims to overcome the following bottlenecks: a) the block up of the movement of passengers and goods from Italy to Greece and vice versa, and from/to the rest of the Mediterranean basin area; b) the lack of easy access to the local ports/railways/bus stations,airports that prevents the Greek and Italian Hubs to become logistic platforms for all European users; c) existing ICT tools vary widely, are not compatible across regions and are found mostly in large urban centres; d) trip destinations are often hard to reach also in the week end; e) legislation, procedures and standards for cross-border collective connections not linked and harmonized on local, regional and cross-border level; f) hyper-legislation, frequently inapplicable or not shaped on companies' needs, praxis and opportunities; g) transport systems sticks to traditional methods in the involved territories; h) low awareness towards greener and sustainable modes of transport; i) low involvement for transport companies and employees at hubs on pilot activities in CBC Programme activities; l) pulverization of transport and logistics services providers in the PA. GIFT 2.0 target groups are addressed on passengers and freights sectors, focusing on: passengers and touristic flows; local users, people involved in freight flows (cargosemitrailers-rola). The PP represents policy makers, universities, Province, NGO and Chambers of Commerce and the project is structured in the way to achieve and forestall the White Paper for Transport (COM2011/144), Digital Agenda and Dir. EU 40/2010 for ITS. Thus, all the work packages are able to intercept with specific Σελίδα 7 από 73

8 actions, i.e. publishing calls for interest aimed at different stakeholders and financing the pilot cases, the following target groups: in WP 4-5 entrepreneurial associations, consortia, firms acting in the logistics and transport sector (around 300 groups which represent users); passengers (average 2,8 millions in Italy 2,5 millions in Greece), touristic operators, customer associations; but also in WP 3-6 Universities, schools, citizens and in WP 2 press and partners interested in the above mentioned issues. The output are addressed to three main target groups: policy makers; Programme area stakeholders and neighbourhood; civil society. GIFT 2.0 partnership represents the whole geographical Programme area and is able to strength common strategies among institutional and market players network and services. The multilevel approach, proposed by the partnership in order to tackle problems, is at the basis of the project (described in the previous section). The idea is to create a strategic system able to overcome the Programme area difficulties and create a unique tool of facilities to be used at cross border level toward the neighbourhood areas. Moreover, considering that the available flow trends between Italy and Greece, during last ten years, shows a growth for both the Countries, overcoming the mentioned issues could further help to increase collaboration and communication leveraging on an innovative integrated ticketing and a jointly flows management to optimize virtual logistics platform. The partnership has a significant representative Euro-Med basin level starting from the results of pilot cases thus to elaborate a joint paper position in order to better address the next EU and national policies. GIFT 2.0 wishes to develop an extensible platform, replicable in similar situations at Euro-Med level, based on the project activities and the results achieved thanks to the work between Italy and Greece towards both Schengen areas and crossing flows Extra EU like Turkey, Ukraine and third close Countries. 9 Objectives of the Project The maximum number of characters is 2000 (please do not exceed 1000 characters in each box) Number of characters 1886 GIFT 2.0 achieves the objectives focused by Tor 2 crossing them in the following ways: 1) create a step-change in facilities and existing infrastructures. It accomplishes freight & passengers flows, trying to exploit all the mobility systems with a unique ticket and/or ticketless both at National and Cross Border level; 2) leverage on ICT solutions and involve since the beginning a complementary set of acting bodies in order to provide concrete and real follow up solutions for public/private stakeholders; 3) improve an existing network merging different hubs in an extensible platform, replicable in similar situations at Euro-Med level, based on the project activities and the results achieved thanks to the work between Italy and Greece towards both Schengen areas and crossing streams Extra EU; 4) provide access to customized information on individual mobility needs and regional multicultural resources and locations; 5) support end-to-end seamless intermodal regional travel based on information available by travel services suppliers (e.g., time schedules at Ports, airports, railways and bus stations) in order to the interregional ITC database; 6) provide a Port/ Land standardized information system for multimodal transport providers; 7) offer an effective regional response to the seasonal pattern of tourist demand and travel facilities; 8) establish and promote hubs/databases for providing mobility/cultural information and services to sectors such as tourism, arts, entertainment, that guide travellers towards a best use of their time but also for destinations not easily accessible; 9) establish the basis for a logistics exchange through a process of electronic matching of freight; 10) integrate GPS Tracking Information of ships, taxis, airports and public transport on smart phones to optimize schedules, vehicle transport allocation and cultural site visits. Expected Outputs (tangible and visible results or products relating to project activities) The maximum total number of characters is 2000 (please do not exceed 1000 characters in each box) Number of characters 1978 Project outputs are linked to the concept of unique virtual logistics platform at three levels: CBC, intraregional and beyond borders. It aims to create an informative hub centre, focused on the improvement of accessibility to Ita-Gr transport areas towards belonging territories via integrated tickets and multimodal services both for passengers and goods. The hubs identified are the following: ports (Ita5+Gr5)+railways stations (Ita4+Gr2)+airports (Ita2+Gr2)+bus stations (Ita5+Gr2). GIFT2.0 will increase traffic flows by implementing both technologies and services giving accurate information on cost and time required for shipments, as well as supporting travellers in the choice of routes at a lower cost.it improves the level of service's using the existing infrastructures on the considered routes improves. All the solutions will be tested via pilot scenarios selecting stakeholders through calls for interests. The main outputs are: 1) ITS coordinating main long distance transport operators (ships, airplanes, railway operators, bus companies, etc) linking main hub sites by network of transport operators and connecting them with the regional last mile networks. Whole PP will jointly develop and implement the platform. 2) APP for end-user-oriented services for routes planning and adaptive routes reconfiguration based on real time updates linked with National Info Agencies; 3) Tool kit for model of informational governance and operative skills; 4) New job opportunities through the Job training and International Master; 5) Integrated Information System land-sea-air version 2.0 created by public authorities and managed by private stakeholders (Trivago model); 6) Pilot cases aimed to overcome existing or foreseeable bottlenecks via joint public procedures; 7) Development of a joint transborder ticket system (Ticketone); 8) Med-Long Term marketing campaign for Adriatic-Ionian area GIFT 2.0; 9) A set of services enabling decision-support processes. 11 Expected Results (direct and immediate effects resulting from the project) The maximum total number of characters is 2000 (please do not exceed 1000 characters in each box) Number of characters 1935 The project results are strictly linked to partnership s capacity to involve different stakeholders in follow up actions such as common ticketing solutions; action targeted to spread out APP and facilities; submission of position papers and new projects at EU and International level like Marco Polo II, TEN-T, Horizon 2020 and in general CIP (WP2). It will ensure widespread information to target groups and stakeholders delivered. The ITS platform forecasted under (WP3) is the basis for the improvement of Italy/Greece intermodal accessibility both for passengers and goods. The census combined with pilot cases will carefully map the final beneficiaries to be involved in the project and lay out the adequate positioning and needs segmentation. On the freight side (WP4+WP3), the platform and pilot cases will allow target ports to intercept traffic nowadays diverted to other European ports/hubs fully facilities at EU-Med basin level. The platform will also offer booking and payment tools for services related to intermodal shipment. On passengers side (WP5+WP3) the combined results are going to increase passengers traffic generating revenues for transportation companies and local companies with positive effects also in terms of employment. The International master and training activities (WP6), in terms of results, will open to new market and job opportunities. The whole GIFT 2.0 will produce strong reduction of costs and transit times with positive environmental and development effects, improving awareness towards greener and sustainable modes of transport. The multipurpose approach achieves the results in term of legislation, procedures and standards for cross-border connections linked and harmonized on a local, regional and cross-border level, Greece-Italy Programme, GIFT 2.0 project activities and outputs experienced by both entrepreneurs and operators of the transport companies (and/or employees at hubs). 12 B.2 METHODOLOGICAL APPROACH Project Methodology The maximum total number of characters is 3000 (please do not exceed 1000 characters in each box) Number of characters 2698 GIFT 2.0 project s structure is articulated in five axis: a) management (WP1); b) communication (WP2); c) ITS Platform (WP3); d) Pilot cases (WP 4-5); e) Training (WP6). Axis a: to ensure maximum performance of each partner it is necessary to combine a few different management methodologies: PCM and LF. PCM will be followed for public procedures and externalization; LF for all the outputs and results achievement. The communication approach (axis b) of GIFT 2.0 project will constantly include actions aiming at: defining potential customers; identifying new value models and competitive advantages; comparing performances and best practice's indicators. This methodology approach, open market oriented, will affect all activities and goal several levels to strength an institutional and market players network and services. Furthermore, the project will follow a double-track involvement of the economical tissues: informing and involving both firms and collective subject (such as entrepreneurial associations, consortia, GEIEs, firms nets) and assuring, through Chambers of Commerce system, the coordination with the Italian entrepreneurial associations. Concerning the platform development (axis c), partners, key actors and involved operators will provide to Region of Apulia-Innovapuglia and Universities specifications about database availability, communication protocols, data semantics, hardware needs and contents collection. In order to support the development activities, a cross borders technical table will be set up with specialized ICT experts from each partner, that will work in team starting from a kick off meeting and through periodic virtual meeting. Pilot cases (axis d) in GIFT 2.0 partnership are open market oriented approach of the project decided to carry out pilot cases, through acting bodies and key players from public side and via calls for interests for private side, in order to find potential and significant stakeholders. Training activities (axis e) have got two different approaches: International Master and professional training. The International Master aims to create highly specialized professionals, based on managerial and technological approaches (Process reengineering; Access and management of virtual hubs; Business modelling; Supervision and monitoring of fluxes and traffic; Back-office port/airport/station activities; Change management). A practical phase will be implemented in Italian and Greek companies for transport operators and employees at hubs. The professional training is finalized to increase base competences of workers in transport Hubs based on thematic lessons with a focus on languages, ITC and life-long learning items. The actions and pilot cases will carried out by the following public entities as acting bodies: Innovapuglia (in house); Aeroporti di Puglia; Brindisi, Levante Port Authorities and Taranto PA(adjacent). In this way, achieves the results to receive data from thematic bodies in order to be aware decision makers with key actors holistically integrated. P2is key players in PPP transport, covering the routes that connect CBC areas to last miles and towards adjacent territories such as Foggia area and Matera. As pilot cases, it will adopt the unique ticket on main routes with the APP (WP5) and also equipping bus with bike carriers. It Σελίδα 12 από 73

13 will also participate on (WP4) and support training with scholarships (WP6). P10 will develop actions in its own territories integrating the pilot cases till to Barletta Hub under WP2-5. P3 will be involved in WP3 and WP6 for ITS platform development and it is responsible for International Master. P4 will support WP2 and lead WP4, coordinating all the pilot cases for goods and implementing training actions (WP6). P5 will lead WP6 and is involved to carry out WP for all eligible area and for Ionian Islands Corfu Airport and Port; it is responsible for training actions on WP6. P6 will lead WP5 and participate to WP for census and pilot cases, involving, as acting bodies, Patras PA, Araxos International Airport, Andravida Airport and Patras Int. Bus Station. P7 will deploy pilot cases for WP4- WP5, organizing key actors on Greek side within the whole eligible area towards adjacent territories and beyond borders. P8 will lead pilot cases under WP4 and WP5 and will implement dissemination of results (WP2) towards greener and sustainable modes of transport. It also will support training activities (WP6). BAT), Lecce, Patras; Foggia (adjacent), Athens; c) 4 airports: Bari, Brindisi, Araxos and Corfu; d) 7 bus stations Bari, Brindisi, Barletta (Prov.BAT), Lecce, Ioannina and Patras and Foggia (adjacent). The area targeted through the Hubs ensures to cover all the eligible territories between Italy and Greece, ensuring a balanced location of activities. Regions of Western Greece, Ionian Islands and Epirus will be involved and in particular: Achaia, Ilea, Aitoloakarnina, Patras, Akrata, Kalavryta, Ioannina, Kerkyra and Kefalonia. Through Innopolis spreading activities and results in several adjacent territories and close areas is possible. Due to Ioannina CC intercepting Via Egnathia flows toward Turkey; Corridor VIII to Albania, Fyrom, Serbia, Montenegro and Bulgaria and Med routes via Patras, Brindisi, Bari, Igoumenitsa and Corfu ports will be possible. On the Italian side the project implementation will cover the whole Region of Apulia reaching the target areas for pilot cases with unique tickets: Bari, Barletta, Monopoli, Conversano, Alberobello, Brindisi, Lecce, S.M.Leuca; Foggia - Taranto (adjacent territories) and Matera closing area. The adjacent territories and closing areas will be involved within the test cases through the common ticketing solutions and combined transport modes; it will be possible to link the main hub sites with the regional last miles networks with the results of CBC challenges and more sustainable transport modes. The impacts will be affect the implementation of flows and access across area overcoming lack and bottlenecks, giving a comprehensive map of accessibility and satisfying CBC quality criteria. The partnership is composed by key players in transport fields lead by Region of Apulia Councillorship for Transport, Mobility and Logistics. The whole partnership is balanced on both side for composition: policy makers (1+1 Region, 1+1 Provinces), Universities 1+1, 1 NGO, Chambers of Commerce 1+2. Partnership represents transport actors such as ports, airports, bus companies, railways and users and all partners are daily involved on different levels in the transport management with Ministries and Agencies along the transport supply chain. They will involve as acting bodies 27 hubs. The partnership chose Region of Apulia - CTML as Lead Partner for GIFT 2.0 because of the role as NUTS 2 and the specific experiences in other CBC strategic projects management, like SEE and IPA, further than previous experiences under Interreg. will be responsible of partners coordination, supervision and control of project execution, quality of outputs and outcomes. The partnership will externalize all the costs to carry out pilot cases involving stakeholders trough public tender or call for interests following the innovation process suggested by EU. The internal staff of each partner will provide to coordinate and ensure dead line s respect and internal guidelines. The horizontal structure allows to bracket the partners in four groups of interests crossed among themselves. The PP has got, at the same time: top down approach, in the application at regional and local level of the CBC innovations and output; bottom up approach to influence the ongoing policies and planning. The overall project management will be pursuit by the following procedures: a) dedicated project organization; b) Project planning and control; c) budget monitoring; d) quality assurance; e) risks management; f) contingency planning and dispute settlement. A strong activity of jointly coordination among the partnership pursued by 4 specific level of management: PM, SC, TSC and AB. The Project Manager (PM) is responsible for the overall coordination of the project and the daily management and the quality assurance of all administrative and financial issues, such as: (a) Organization of Meetings, workshops/meetings, TC with all representatives, (c) Distribution of deliverables, (d) FM, PM, PSPR, (e) Information and dissemination activities. A Steering Committee (SC) includes one for partner and will have the authority to make all technical, scientific, financial and political decisions in order to ensure the quality of the outputs by: (1) Approving all scientific, administrative, financial issues, (2) Reviewing deliverables prior to submission to the MA, (3) Reviewing the time-plan, (4) Ensuring that the outputs of the project are in accordance with the national and European port policies and legislation, and (5) Participating in project meetings.
