OCIMF: SIRE are we having a positive impact? Oil companies started development of formalized inspection systems SIRE Introduced 1993 Courtesy of INTERTANKO

OCIMF: OVID SIRE and OVID OVID and SIRE share 99% DNA OVID is leading SIRE in improvements OVID has been designed as an open system OVID Development OCIMF/ OGP steering group Strong member support and participation Steering, 2 working and a correspondence groups Engagement with ship operators and consulting companies OVID and IMCA Engagement but no agreement 2 systems will operate in parallel Opportunity for future joint development Harmonised VPQ OCIMF Members Closely Involved with Revised CMID.

The Case for OVID: marine assurance View from 30,000 feet Assurance of marine assets a regulatory requirement Incidents raise questions at board level Lives continue to be lost Groundswell Incidents have effected many oil companies Move away from post fixture assurance Focus on operational competence Tanker v Offshore Vessel assurance Tanker assurance HAS been effective Tankers and offshore vessels ARE different But the causes of incidents remain the same...

The Case for OVID: looking for a solution Centres of marine expertise CEO s demanding single point accountability Assurance standards being set centrally a tool to assess marine safety and pollution prevention elements Existing offshore tools CMID Statoil Vessel Inspection Questionnaire (VIQ) Good elements in both A sire like application to bridge the gap Key requirements Transparency Global application All marine elements (but NOT mission systems) Inspector accreditation

What is OVID: the concept Voluntary OVID is a voluntary system of inspection All inspections posted to database Objective Reports are factual and objective Inspectors discuss findings prior to leaving the vessel Ship owners have the ability to reply to comments and have these reflected against the report Transparent All reports available to all recipient members Inspectors observations, owners initial and subsequent responses visible

What is OVID: the concept Safety and environment Evaluate safety and environmental performance For marine operations and associated equipment NOT fit for purpose inspection Member driven Owned by its members Managed by OCIMF on their behalf Inspections initiated by the member company

What is OVID: The elements The Offshore Vessel Inspection Database...A database of inspection reports Will include OVMSA at a future date Other HSE inspection and self assessment data as required OVIQ Offshore Vessel Inspection Questionnaire The inspection report 15 chapters 19 operation types 5 operational modes/ configurations Guidance for inspectors OVPQ Offshore Vessel Particulars Questionnaire Document owned by the vessel/ unit operator Completed and updated by vessel/ unit operator as a live document Records certification and equipment for vessel Will become a central element of vessel selection

What is OVID: The elements Web application Access to database Management of fleet/ inspectors etc Completion of OVPQ Report commissioning Report Editor Completion of inspection report OVIQ Update inspection proforma upload completed report to database Inspector Accreditation a cornerstone of OVID minimum educational and experience requirements training

OVID: membership Members OCIMF/ OGP Recipient members Terminals Operators of offshore fields Flag/ port state control Inspectors/ inspection companies Inspectors will be sponsored by a member company Inspection companies may register and administer their own staff in database Vessel operators Register ships Complete ovpq s maintain crew data Respond to inspection observations

OVID: processes Report commissioning The inspections are initiated by the OVID oil company members Vessel owners who want an inspection done on-spec Inspectors Inspectors are chosen by the commissioning company Must be accredited Follow a code of conduct Submission and ownership Completed report to commissioning oil company Check and validate Release to owner for comment Live on database

OVID: processes Access to reports Reports become available 14 days post submission Available to down load by all recipient members

OVID: progress Trial inspection dec 2009 First live inspection 25 th feb inspector training courses (9 more scheduled) 12 ship operators signed up 45 ships live in the database

Inspector Accreditation: the cornerstone of OVID Why have accreditation? Experience Lack of regulation: inspection quality not always proportional to quality of inspector Accreditation has underpinned the success of SIRE Creditability Trained, knowledgeable and professional inspectors Consistency Sharing of inspection reports Control Qualification Training Revalidation Sanction

Inspector Accreditation: a three phase approach Inspector Qualification Minimum marine qualifications or Minimum (marine related) academic qualification Practical experience in the offshore sector Knowledge of the operational type Training Familiarisation course for Grandfathered inspectors New inspectors course (including test) Accompanied/assessed inspections Ongoing Assessment Refresher courses to update knowledge Audited inspections Minimum number of inspections per year

Inspector Accreditation: Grandfathering Grandfathering Phased approach to introducing accreditation Minimum qualification and experience criteria applied Familiarisation course Applications 500+ applications 350 accepted 12.5% declined 12.5% pending more info 300 training places in 12 months Approx 350 accredited inspectors by end 2010 SIRE inspectors 70 applications 50% meet experience criteria

Inspector Accreditation: New inspectors Maintaining inspector numbers Grandfathering window will close mid 2010 New inspectors procedures Qualification Minimum marine qualification or Minimum (marine related) academic qualification Practical experience Sponsorship from a OCIMF member Testing of abilities New inspector course Examination Accompanied inspections Assessed inspection

Inspector Accreditation: Maintaining accreditation Maintaining skills 3 year cycle Ability to manage own competence matrix OVID refresher courses Confirming performance Assessment of reports Feedback from commissioning oil companies Feedback from ship owners Random report audit Assessment Minimum number of inspections (TBC) Audited inspections Remedial action/sanction possible subject to due process

Inspector Accreditation: Additional benefits Superintendents and managers from ship owners and operators often attend SIRE courses and the same is expected with OVID. It will become apparent that the inspection process is a level playing field with a set of clear rules with both sides understanding the game. The overall effect will raise standards

Inspector Accreditation: conclusions Accreditation is the cornerstone of OVID; experience proves it ensures inspection reports from the database can be used in confidence. Assessments of vessels can be made in the sure knowledge that inspections have been completed to a set of guidelines and conducted in a professional manner. Vessel owners and operators can expect a transparent and consistent inspection process. OVID s targeted grandfathering will provide 350+ accredited inspectors by end 2010 allowing inspections to be conducted worldwide. New inspectors will be subject to an entry process allowing for the renewal of inspector numbers. All inspectors will be subject to continuous assessment and will be accountable for the quality of their inspections.

OVMSA: The Starting Point TMSA Tanker Managers Self Assessment TMSA released in 2004; v2 in 2008 Addresses many elements common to all ship management Provides guidance on practical application of management systems required to meet ISM Recognised as a valuable tool for benchmarking Application TMSA now adopted by 900+ ship operators and 47 OCIMF members Other sectors of the shipping industry have adopted the principles Numerous courses run by training academy's TMSA is highly regarded in the tanker sector as a tool that has contributed to enhancing standards

OVMSA: How does it all fit together? OVMSA The Offshore Vessel Management and Self Assessment (OVMSA) programme will provide ship operators with a means to improve and measure their own management systems. The programme encourages ship operators to assess their safety management systems against listed performance indicators. The results of these assessments can then be used to develop an improvement plan, using the stages of attainment described in the programme, to achieve safety and environmental excellence Complementing OVIQ/ OVPQ OVMSA will share 99% of TMSA s DNA... Ties vessel safety performance with that of the management culture of the company Will form the bedrock of assurance decisions

OVMSA: How it will work Self Assessment Vessel owners self assess their management systems against a set of criteria and best practice Key Performance Indicators Encourages assessment of management systems against listed KPIs Best practices provide guidance to achieve KPIs OVMSA implimentation Results used to develop phased continuous improvement plan for safety and environmental performance Encourages higher standards of ship management Method for distribution of data where ship operator retains control

OVMSA: How it will work Verification Assessment Oil company representatives may complete verification assessments on vessel operator management systems An ongoing process Individual stages will provide for ongoing enhancements to operators management systems As the continuous improvement spiral tightens the companies safety and environmental performance will show improving trends leading towards best in class

OVMSA: Benefits for all... Vessel operators Tool to improve operational efficiency Demonstrates continuous improvement Together with successful operations builds trust Reduces need for ship inspections Projects and field operators Demonstrates a commitment to quality Improves safety and environmental performance Potentially reduces assurance costs Health Safety and the Environment Safety and environmental KPI s common for industry Benchmarking against best practices enables industry to move forward as a whole

OVMSA: Alternative Applications OCIMF members will be focusing on OVMSA as a tool for marine operators to aid marine assurance activities of OCIMF members, i.e. the emphasis being on operators operating under ISM certification. OCIMF does not intend to venture into contractor assurance activities unless they are related to marine activities where OCIMF has purview; e.g through publications or operations such as STS. OCIMF is committed to supporting any industry initiatives that enhance safety in the marine industry, and supporting other sectors (where appropriate) in their own safety objectives. OCIMF welcomes use of the TMSA/OVMSA tool concept, provided any final product is true to the concept and recognises the original source document. It should also not be misleading or create confusion in industry circles in the way it is introduced; e.g. it is for seismic contractors in a non marine environment, and for those who run ships we would expect to fall under an OVMSA tool for their marine operation as part of OVID.
