2 OCIMF: who are OCIMF? Voluntary Association The Oil Companies International Marine Forum is a group of 81 members in voluntary association OCIMF is a Safety & Environmental organisation, not a Trade Association, focused on support for safe and environmentally sound marine operations OCIMF represents its membership at the IMO and other international and regulatory bodies
3 OCIMF: Purpose and Scope The purpose of the Forum is to engage in scientific, literary, educational or any other social or useful activities with respect to matters of mutual concern relating primarily to the protection of the marine environment and the promotion of safety in marine operations, with special reference to the transportation by tanker and marine terminalling of crude oil, liquefied natural gas, liquefied petroleum gas, their derivatives and related organic compounds. Executive Committee directs standing committees and a fulltime secretariat supporting the work of the Marine Forum

28 Inspector Accreditation: Additional benefits Superintendents and managers from ship owners and operators often attend SIRE courses and the same is expected with OVID. It will become apparent that the inspection process is a level playing field with a set of clear rules with both sides understanding the game. The overall effect will raise standards
29 Inspector Accreditation: conclusions Accreditation is the cornerstone of OVID; experience proves it ensures inspection reports from the database can be used in confidence. Assessments of vessels can be made in the sure knowledge that inspections have been completed to a set of guidelines and conducted in a professional manner. Vessel owners and operators can expect a transparent and consistent inspection process. OVID s targeted grandfathering will provide 350+ accredited inspectors by end 2010 allowing inspections to be conducted worldwide. New inspectors will be subject to an entry process allowing for the renewal of inspector numbers. All inspectors will be subject to continuous assessment and will be accountable for the quality of their inspections.
30 OVMSA: The Starting Point TMSA Tanker Managers Self Assessment TMSA released in 2004; v2 in 2008 Addresses many elements common to all ship management Provides guidance on practical application of management systems required to meet ISM Recognised as a valuable tool for benchmarking Application TMSA now adopted by 900+ ship operators and 47 OCIMF members Other sectors of the shipping industry have adopted the principles Numerous courses run by training academy's TMSA is highly regarded in the tanker sector as a tool that has contributed to enhancing standards
31 OVMSA: How does it all fit together? OVMSA The Offshore Vessel Management and Self Assessment (OVMSA) programme will provide ship operators with a means to improve and measure their own management systems. The programme encourages ship operators to assess their safety management systems against listed performance indicators. The results of these assessments can then be used to develop an improvement plan, using the stages of attainment described in the programme, to achieve safety and environmental excellence Complementing OVIQ/ OVPQ OVMSA will share 99% of TMSA s DNA... Ties vessel safety performance with that of the management culture of the company Will form the bedrock of assurance decisions
32 OVMSA: How it will work Self Assessment Vessel owners self assess their management systems against a set of criteria and best practice Key Performance Indicators Encourages assessment of management systems against listed KPIs Best practices provide guidance to achieve KPIs OVMSA implimentation Results used to develop phased continuous improvement plan for safety and environmental performance Encourages higher standards of ship management Method for distribution of data where ship operator retains control
33 OVMSA: How it will work Verification Assessment Oil company representatives may complete verification assessments on vessel operator management systems An ongoing process Individual stages will provide for ongoing enhancements to operators management systems As the continuous improvement spiral tightens the companies safety and environmental performance will show improving trends leading towards best in class

35 OVMSA: Alternative Applications OCIMF members will be focusing on OVMSA as a tool for marine operators to aid marine assurance activities of OCIMF members, i.e. the emphasis being on operators operating under ISM certification. OCIMF does not intend to venture into contractor assurance activities unless they are related to marine activities where OCIMF has purview; e.g through publications or operations such as STS. OCIMF is committed to supporting any industry initiatives that enhance safety in the marine industry, and supporting other sectors (where appropriate) in their own safety objectives. OCIMF welcomes use of the TMSA/OVMSA tool concept, provided any final product is true to the concept and recognises the original source document. It should also not be misleading or create confusion in industry circles in the way it is introduced; e.g. it is for seismic contractors in a non marine environment, and for those who run ships we would expect to fall under an OVMSA tool for their marine operation as part of OVID.
