Transportation Related Facilities Caltrans EF1 Summit August 10 th, 2015 Dana Hendrix, P.E. Office of Emergency Management HQ Division of Maintenance
TRF Definition Maintenance Facilities Material Laboratories Equipment Facilities Transportation Management Centers
Maintenance Facilities Over 300 locations that support the needs of the Maintenance Program s field operations These stations are required to house staff, store equipment, and stockpile materials These facilities have building features such as: crew office space, equipment storage bays, equipment service bays, dormitories, employee housing, wash racks, material storage bins, bulk fuel, and hazmat storage They are the backbone for staging and emergency response
Material Laboratories Over 120 locations that provide facilities needed to conduct specialized laboratory, field-testing, and inspection services for all phases of transportation engineering work involving materials and manufactured products These stations range in size from large complex laboratories to small field construction testing facilities They provide support for all phases of the project development process and are required to perform federal and state mandated quality assurance testing
Equipment Facilities Over 150 locations provide space to store tools and materials for mechanics to repair and sustain Caltrans fleet equipment, such as trucks, pickups, loaders, and snow plows An equipment shop complex may include structures such as an office, shop, warehouse and storage facility At the Headquarters location, in addition to repairs, the facility is primarily devoted to the fabrication of new replacement equipment for the fleet
Transportation Management Centers 12 locations provide space for TMCs to optimize the efficiency of the transportation system, minimize traveler delays, and increase the safety of the traveling public and the highway workers that maintain the system A TMC may include security, communication, dispatch areas; press coverage and briefing rooms, staff offices, restrooms, locker areas and CHP A local or regional Emergency Operations Center may be operated within the TMC due to the coordination and media capabilities they possess
How do we Manage? The California State Highway Operation and Protection Program (SHOPP) Executive Committee requested a Single Point of Contact (SPOC) for Transportation Related Facilities June 2015 Decision Document contains recommendations to address these concerns Maintenance, Equipment, and Traffic Operations are responsible for designating a Statewide Facilities Program Manager as the primary contact for its respective transportation related facilities
Decision Document The Statewide Facilities Program Managers will provide input concerning their transportationrelated facilities needs, as requested for the SHOPP and HM-5 Funding Program, directly to the SPOC The Division of Maintenance will also coordinate the prioritization of the various SHOPP and maintenance projects for the Statewide Material Lab Facilities
