3 Olivenhain Municipal Water District Request for Proposals (RFP) Planning, Recommendations, and Contract Documents for Pipeline Inspection and Condition Assessment 24-Inch Unit B and 27-Inch Unit K Rancho Summit Drive Pipelines, 12-Inch Encinitas Boulevard Pipeline, 12-Inch Rancho Santa Fe Road Pipeline North of Manchester Avenue, and 12-Inch Rancho Santa Fe Road Pipeline near Olivenhain Road 1. INTRODUCTION The Olivenhain Municipal Water District (OMWD) recently completed a Water Main Risk Prioritization Project. The project identified 30 Pipelines of Interest based on a number of likelihood of failure and consequence of failure factors. OMWD is interested in proceeding with the inspection and condition assessment of several of the high priority steel pipelines. A copy of the report may obtained from Colette Barrow, Engineering Department Assistant, at cbarrow@olivenhain.com or (760) The pipelines are described below: The 24-inch Rancho Summit Road (Unit B) pipeline starts at the Gaty Tank and continues south in Rancho Summit Drive to Fortuna Ranch Road, a distance of approximately 5,200 feet. It is a steel cylinder, rod-wrapped pipeline constructed in The pipeline recently had a leak due to a defect at a weld seam in the steel cylinder which was repaired. There has also been significant construction activity adjacent to and over the pipeline. This pipeline is critical for the transmission of water from the central part of OMWD to the coastal areas. This pipeline is paralleled for approximately 2,300 feet by the 27-inch Unit K welded steel pipeline constructed in The 12-inch Encinitas Boulevard pipeline starts at Village Park Way and continues east to Rancho Santa Fe Road, a distance of approximately 4,400 feet. The pipeline is welded steel and was constructed in The pipeline has had leaks at joints, apparently due to improper application or deterioration of the mortar lining. The 12-inch Rancho Santa Fe Road pipeline starts at Manchester Avenue/ Encinitas Boulevard and continues north to Olive Crest Drive, a distance of approximately 8,200 feet. The pipeline is welded steel and was constructed in The 12-inch Rancho Santa Fe Road pipeline near Olivenhain Road consists of two segments, Avenida La Posta to Las Olas Court, approximately 1,700 feet, OLIVENHAIN MWD PAGE 3 OF 17

4 and in the OMWD Entrance Road approximately 2,000 feet west. Both pipelines are welded steel and were constructed in The key objectives of the Study include: Develop a phasing plan and schedule for the work with portions completed in fiscal years and The inspection phasing should be based on consideration of efficient lengths for the inspection technology and stay within the OMWD budget. OMWD staff will work with the selected consultant to develop an acceptable project schedule. Determine the condition of the pipelines. Recommend the extent and scope of a repair, rehabilitation or replacement project, if any. Prepare an opinion of probable construction cost for the repair, rehabilitation, or replacement. Estimate the remaining useful life under existing and post construction of the recommended work. Prepare contract documents to bid the first phase of pipeline inspection condition assessment work. Through this RFP, OMWD will select a consultant to review the documents, develop a phasing plan and schedule, and plan the actual inspections. After approval of the planning work by OMWD, the consultant will then prepare contract documents for the first phase of actual inspection. The consultant will then assist OMWD in selecting a contractor to complete the work. 2. OLIVENHAIN MUNICIPAL WATER DISTRICT OMWD serves approximately 70,500 people through approximately 22,000 potable water connections, (28,000 meters) in a 48 square-mile area that includes portions of the unincorporated County of San Diego, and the Cities of Carlsbad, Encinitas, Solana Beach, San Marcos, and San Diego. Parks Safely operating the Elfin Forest Recreational Reserve and providing users with a unique recreational, educational, and environmental experience. Emergency Management Complying with policies and procedures that adhere to local, state, and federal guidelines for national security and disaster preparedness. Sustainable Operations Pursuing alternatives and/or renewable resources with the most sustainable, efficient, and cost-effective approach. 3. BACKGROUND OMWD s 2006 Comprehensive Master Plan identified a number of pipelines for replacement based on age, material, pressure, and other factors. This master plan provided justification for OMWD to budget funds in its capital improvement program (CIP) for the replacements. The 2011 Master Plan reallocated some of the replacement budget for condition assessment work to better determine actual condition and remaining life or the pipelines, and need for replacement. As previously mentioned, OMWD recently completed a project with Pure Technologies to prepare a Water Main Risk Prioritization. Condition assessment data collected from the pipelines in this RFP will be added to the database/ model developed by Pure and will be used in formulating future plans. 4. OMWD PROJECT MANAGEMENT The project will be managed by George Briest, the Engineering Manager. 5. SCOPE OF SERVICES OMWD envisions the following scope of services but is open to suggestions and modifications to improve the results of the inspection and condition assessment. OMWD staff do not have time available to develop access, shutdown and inspection plans or provide excavation, traffic control, or other construction activities. Consultant staff will need to independently complete all planning activities and develop such plans. OMWD staff will be available to review and discuss proposed plans and assist with shut downs and customer interactions. OLIVENHAIN MWD PAGE 5 OF 17

6 Prepare for and Conduct Kick-Off Meeting and Data Collection Review the Water Main Risk Prioritization Report. Meet with OMWD staff to discuss the scope and approach and collect record drawings and other information. Discuss the details of the problems with the pipelines and collect any data that is available. Develop Inspection and Condition Assessment Phasing Plan Based on the data collected and OMWD budget, develop a draft phasing plan and schedule for inspection and condition assessment of the pipelines. Provide a description of the inspection technology that is proposed and the overall cost of each phase. Identify valves that will need to be closed for any pipeline shutdowns. Meet with OMWD to present and discuss the draft plan. Discuss the equipment, and access and shutdown requirements including the duration of the shutdowns. Discuss with OMWD the durations of customer service interruptions and/ or how service to customers will be maintained throughout the inspection. OMWD staff has investigated valve conditions and can conduct further testing upon request. Collect input and finalize the phasing plan and schedule. Note that OMWD recently constructed 12-inch PVC pipeline for approximately $300 per foot. If the cost of inspection for metal loss becomes excessively expensive, an alternative inspection technology or pipeline replacement may be appropriate. Develop Equipment Access and Inspection Plans Review the record drawings and other information and develop draft access and inspection plans. Provide the duration of the inspection and how long the pipeline will be out of service. Visit the projects in the field with OMWD staff to review access, site conditions, and other information. Present and discuss the plans with OMWD staff including equipment and type of information to be collected. Collect input and finalize the access and inspection plans. Complete Utility Research Collect record drawings for all utilities in the vicinity of any excavations needed. Contact DigAlert for utility mark outs needed for any excavations. Obtain Permits Obtain any permits needed for the internal inspections and excavations. OMWD will allow access and work within its rights of way. General Inspection and Condition Assessment Services The goal of this condition assessment is to identify the locations of internal and external corrosion and metal loss in the steel cylinder, and for the Unit B pipeline, in the steel rods. OMWD realizes that internal inspection of the Rancho Santa Fe OLIVENHAIN MWD PAGE 6 OF 17

7 Road and Encinitas Blvd. pipelines will be challenging due to a number of factors including access to the pipelines, maintenance of service to customers, location of isolation valves, and traffic control, to name a few. OMWD expects the consultant to use their best efforts to achieve the goal. If however, OMWD and the consultant conclude that identification of internal and external corrosion and metal loss is not practical, the consultant shall develop the next best inspection/condition assessment approach to help OMWD avoid pipeline failures. Develop contract documents for inspection including equipment and all related construction services. Work with OMWD staff to arrange access and schedule shutdowns. The successful construction/inspection contractor will be responsible for maintaining pipeline integrity and water quality. If a pipeline has to be depressurized and cut into, the contractor is responsible for disinfecting the pipeline after inspection and taking water quality samples to demonstrate successful disinfection. OMWD Standard Specifications supplemented by American Water Works Association (AWWA) specifications shall be followed for construction activities, including disinfection. Inspection and Condition Assessment of the 24-Inch Unit B and 27-Inch Unit K Rancho Summit Drive Pipelines The condition assessment must also identify locations of corrosion and metal loss in the steel rods. Complete the inspection and assessment from approximately Station to on the 24-inch Unit B Pipeline. Complete the inspection and assessment on the 27-inch Unit K pipeline from vaults/connections near the Gaty Tank to approximately Station and the connection to a 20-inch pipeline at approximately Station Inspection and Condition Assessment of the 12-Inch Encinitas Boulevard Pipeline Complete the inspection and assessment including closed-circuit television (CCTV) inspection of the pipe joints to determine the presence and condition of the mortar lining. Complete the inspection and assessment from approximately Village Park Way, approximately Station to Manchester Avenue, Station Inspection and Condition Assessment of the 12-Inch Rancho Santa Fe Road Pipeline North of Manchester Avenue Complete the inspection and assessment from approximately Manchester Avenue/Encinitas Boulevard (Sta ) to Olive Crest Drive (Sta 27+00), approximately 8,200 feet. 8 Inspection and Condition Assessment of the 12-Inch Rancho Santa Fe Pipeline near Olivenhain Road Complete the inspection and assessment from approximately Olivenhain Road (OMWD Entrance Road) at Rancho Santa Fe Road (Sta 53+50) west approximately 2,000 feet (Sta 33+50) and Rancho Santa Fe Road from approximately Avenida La Posta to Las Olas Court, approximately 1,700 feet. Contract Documents The consultant will prepare contract documents suitable for bidding the first phase of the inspection and condition assessment work. A typical scope of work for final design and preparation of contract documents for an OMWD project is included in Section 16, Special Conditions. OMWD realizes that the contract documents for the inspection and condition assessment may be somewhat different and the consultant is encouraged to include an approach and scope of work that best fits this project. Services During Inspection The consultant will coordinate with the pipeline inspection contractor and OMWD. The consultant will observe the inspection in the field, verify that the contractor provides the services required by the contract documents, work with the contractor to correct any variances, provide daily reports including photographs, interact with the contractor and answer questions, review and answer requests for information, review and provide recommendations on any change order requests. Condition Assessment Report Prepare a draft inspection and condition assessment report including but not limited to the findings, conclusions, remaining useful life, and recommended repairs, rehabilitation, or replacement, including an opinion of probable construction cost. Provide an estimate the remaining useful life without and with the recommended improvements. Present the findings to OMWD at a meeting and collect comments from OMWD. Prepare an agreed upon list of changes to produce a final condition assessment report. Final Condition Assessment Report Prepare the final condition assessment report. 6. PROPOSED MODIFICATIONS TO THE SCOPE OF SERVICES OMWD is interested in the consultant s creative ideas to improve the scope of services and they should be clearly identified in the proposal. 9 7. AVAILABLE BUDGET OMWD s Capital Spending Plan includes the budgets shown below. These budgets include consultant costs, inspection costs, and OMWD staff costs. The selected consultant is expected to develop phasing plans and schedules that stay within these budgets. OMWD understands that it may not be able to inspect all four pipelines within these budgets. Fiscal Year $150,000 Fiscal Year $312, OMWD FURNISHED SERVICES OMWD will provide record drawings for the pipelines in this RFP as requested. The following information and services will be made available to the consultant by OMWD: Arrange for meetings with its engineering and operations staff to gather information and develop phasing and schedules. Review phasing plans and schedules. Review proposed equipment entry points and associated shutdowns. Investigate valve condition. Furnish copies of record drawings, project reports and related materials. Any original materials provided by OMWD or developed by the Consultant during the duration of the project shall be returned to OMWD upon the completion of services. Answer questions regarding the Project at any time during all phases of the work. OMWD staff will assist in locating internal access points and will coordinate and schedule shutdowns, if possible. OMWD staff will not provide excavation or other construction related activities. OMWD will lead all customer interaction. 9. SPECIAL CONSIDERATIONS None. 10. PROPOSAL REQUIREMENTS Written proposals are to include at a minimum a detailed a discussion of the consultant's approach to the project including specific inspection equipment, a breakdown and explanation of project tasks, an estimation of hours for individual tasks and sub-tasks by the consultant and any sub-consultant(s), and documentation of the consultant's and sub-consultant(s) qualifications for the Scope of Work. An estimation of hours with costs are to be provided with the proposal. The cost analysis shall include the identity, classification, and estimated hours for personnel and allowable direct costs. 10 The Proposal should be concise, well organized, and should demonstrate the responder s qualifications and experience that is related to the project. Responders will be evaluated based on the information submitted according to the following. Executive Summary Include a short summary of the entire Proposal describing the highlights of the Proposal. Identification of Responder - Legal name and address of company. - Legal form of company (partnership, corporation, joint venture, etc.). If the company is a joint venture, identify the members of the joint venture and provide all information required under this section for each member. If company is a wholly owned subsidiary of a "parent company," identify the parent company. - Number of years that the company has maintained a local office. - Number of employees in the office. - Name, title, address, and telephone number of person to contact concerning the Proposal. - Name, title, address, and telephone number of person who will sign the agreement if selected for the project. Experience Describe the firm's experience in completing similar consulting efforts. List at least three (3) successfully completed similar projects, and include the following information about the client for each project: the client's name, project manager/contact person, and phone numbers. Also describe the type of work performed and value of consulting contract. OMWD will consider consulting projects currently being performed. Proposed Approach to Accomplish the Work Describe your approach to the scope of work including which equipment would be utilized for inspection. Describe any suggested enhancements to the scope and creative ideas for accomplishing the project objectives. Describe access requirements for the equipment and any limitations. Describe the pipe section needed for equipment calibration, if any. Provide a schedule for completing the work considering your staff and current workload. Project Team, Project Organization, and Key Personnel Provide an organization chart and proposed staffing plan, based upon the scope of work, and estimated project schedule, showing personnel by title, position, and name. Staff shown in the proposal will be assumed to be available for the duration of the contract. OLIVENHAIN MWD PAGE 10 OF 17

11 Describe the specific qualifications and capabilities of the designated project manager and support staff. The proposal should identify all individuals who will perform and oversee work on this project. Indicate the role and responsibilities of the prime consultant and all subconsultants. Key personnel assigned to the project shall not be reassigned without prior approval and the consultant shall request approval of OMWD before any new personnel are assigned to the project. OMWD reserves the right to reject or remove personnel performing services in this contract in its sole discretion. The team shall include at least one California-registered professional engineer. Statement on Conflicts of Interest The consultant shall submit a statement verifying that personal and organizational conflicts of interest prohibited by law do not exist, in conformance with OMWD s Standard Agreement for Professional Services (Exhibit A ). Any documentation required by OMWD shall be submitted by the consultant and all sub-consultants. Hours and Cost Proposal A cost proposal shall be submitted with the Proposal which states a total fee, notto-exceed upper limit for the work. Payment for professional services will be time and material based on: (1) actual base hourly labor rates, and (2) direct costs. The only direct costs allowed to be billed by the consultant and subconsultants are: mileage at the IRS rate, report printing, blueprinting, and postage. OMWD will not pay any markup for reproduction costs, subconsultant costs, or other direct costs. Costs for IT, MIS, computer usage, overhead resource charges, and similar related costs should be included in each individual labor rate. Separate charges or multipliers will not be considered by OMWD. This will be a professional services type agreement and not subject to Department of Industrial Relations (DIR) requirements. However, the inspection and construction activities will be subject to prevailing wage and DIR requirements. Prepare an hour and cost proposal to review the documents, develop a phasing plan and schedule, and plan the actual inspections. After approval of the planning by OMWD, the consultant will then prepare contract documents for the actual inspection. Provide an estimated cost analysis for the following items: Total fee for each task listed in the Scope of Work Labor (personnel classifications, estimated hours and hourly rates) Direct costs Subcontracts OLIVENHAIN MWD PAGE 11 OF 17

12 Monthly invoices shall identify each person's actual hours on the project and must include a narrative of the work performed during the previous month. Supporting invoices for direct and subcontracted costs must be included with invoice. Provide an hourly rate schedule for each labor classification for the consultant and each subconsultant. Rate schedules shall specify an effective term and a maximum annual increase for time extending beyond the effective term. The rates may be used as the basis of payment for extra work that is outside the contract scope of services, but which is performed by the consultant after specifically requested in writing by the consultant and authorized in writing by the OMWD. 11. SUBMITTAL REQUIREMENTS One (1) executed original, clearly marked on the cover, and five (5) additional copies of the Proposal shall be submitted together with the proposal in electronic format (PDF) on disk or flash drive. The proposal shall not exceed twenty-five (25) pages in length, excluding front and back cover, dividers, resumes and organizational chart. The proposal shall be signed by an individual or individuals authorized to execute legal documents on behalf of the consultant. Proposals and/or modifications thereto received subsequent to the hour and date specified herein will not be considered. 13 No pre-proposal meeting is planned to be held regarding this RFP however individual meetings with consultant teams may be scheduled, if time permits, with OMWD staff and at the sole discretion of OMWD. Contact Colette Barrow, Engineering Department Assistant, at or (760) to schedule a meeting. OMWD reserves the right to revise the RFP before the date that Proposals are due. Revisions to the RFP will be mailed or ed to all potential proposers. OMWD reserves the right to extend the date by which the Proposals are due. 13. CONSULTANT NOMINATION AND SELECTION PROCESS A Consultant Selection Panel (Panel) will be established for this project and will include representatives from OMWD, and if deemed in OMWD s best interests, other persons from outside OMWD qualified to evaluate the proposals. The Panel will evaluate the Proposals based on the information submitted. OMWD anticipates selecting a consultant based on the proposals received but reserves the right to interview selected firms. OMWD will rank the finalists as to qualifications and select the successful consultant. If necessary, OMWD will enter into negotiations with the selected firm. The scope of work provided in the proposal will be used as a basis for contract negotiations. Negotiations will cover: scope of work, contract terms and conditions, and price. If OMWD is unable to reach an acceptable agreement with the selected firm, OMWD will terminate negotiations with the selected firm and negotiations with the second ranked firm will be initiated. After negotiating a proposed agreement that is fair and reasonable, the negotiating team will recommend to the General Manager that OMWD enter into the proposed agreement. The General Manager will make the final recommendation to the OMWD Board of Directors, concerning the proposed agreement. Final authority to approve the agreement rests with OMWD s Board of Directors. A contract is expected to be presented to the Board of Directors for consideration at their March 28, 2018 meeting. 14. EVALUATION CRITERIA The Proposals will be evaluated based on the minimum following criteria. SCHEDULE FOR NOMINATION, SELECTION, AND AWARD OMWD anticipates that the process for nominating and selecting a consultant, and awarding the contract, will be according to the following tentative schedule: Issue RFP February 6, 2018 Proposals Due March 8, 2018 Notification of Selection March 12, 2018 Completion of Contract Negotiations March 13, 2018 Board Memorandum Due March 14, 2018 Board Award March 28, 2018 Notice to Proceed March 29, SPECIAL CONDITIONS This RFP does not commit OMWD to award a contract, to defray any costs incurred in the preparation of a proposal pursuant to this RFP, or to procure or contract for work. All proposals submitted in response to this RFP become the property of OMWD and are public records, and as such may be subject to public review. OMWD reserves the right to cancel, in part or in its entirety, this RFP including, but not limited to selection schedule, submittal date, and submittal requirements. OMWD reserves the right to reject all proposals and terminate the project. If OMWD cancels or revises the RFP, rejects all Proposals or terminates the project, all proposers will be notified in writing by OMWD. OLIVENHAIN MWD PAGE 14 OF 17

15 OMWD reserves the right to request additional information and/or clarifications from any or all proposers to this RFP. The selected consultant will be required to sign an Agreement for Professional Services (Exhibit A) and to provide the Insurance Certificates and all other required documentation within ten 10 calendar days of notification of selection. Proposals are due March 8, 2018 at 5:00 pm. Final Design, Plans, Specifications, and Cost Estimate The following scope of work is typical for an OMWD final design project. All of these services may not be necessary for this inspection and condition assessment. The consultant is encouraged to modify the approach and scope of services to best fit this project. Submit Plans at 50%, 90%, 100%, and Final levels of completion. Submit outline specifications at 50 percent, and complete specifications at 90 percent, 100 percent, and Final levels of completion. OMWD s Standard Specifications and Drawings will be incorporated, where applicable. FD-1. Prepare Mapping Complete field and aerial surveys necessary to develop the base topographic mapping for design. Include surface features, existing utilities, and parcel, right-of-way, and easement lines. Conduct a field investigation to review survey information and utilities. FD-2. Geotechnical Investigation Complete a geotechnical investigation to support the design and prepare a summary report. FD-3. Utility Record Research Complete records research and coordinate with utilities and agencies to locate existing and proposed facilities in order to minimize disruptions to, or modifications of, all utilities impacted by the project. 16 FD-5. Pipeline Plans, Specifications, and Estimate Prepare plans and specifications. The design drawings will be prepared in AutoCAD. OMWD will provide a sheet format and the front end contract documents which will be modified as required for the project by the Consultant. Meet with OMWD to review comments on the progress submittals. Coordinate with the City of Encinitas on their design and construction requirements. Process the plans through the City and respond to comments. FD-6. Traffic Control Plans Assume that the City of Encinitas will not require traffic control plans to be prepared as a part of design. In the plans and specifications, provide the contractors with the City s traffic control requirements, determined during the preliminary design, so that they can prepare traffic control plans. FD-7. Property and Right of Way Acquisition Prepare plat maps and legal descriptions for any property or right of way acquisitions, including temporary construction easements and permanent easements. OMWD will acquire the property or easements. FD-8. Construction Cost Estimate and Schedule Prepare an opinion of probable construction cost broken down by the major items of work. The costs should be inflated to the dates of expected construction. If the estimate exceeds OMWD s budget, make suggestions on phasing or other changes to stay within budget. Prepare a construction schedule that shows, at a minimum, completion of the plans, bidding, award, construction, shutdowns, and start-up. FD-9. Engineering Services During Construction Optional Review shop drawings, respond to requests for information and clarification (RFI and RFC), and review proposed change orders.
