4 Objective To minimize the amount of frustrated cargo due to documentation issues To reduce man hours spent correcting data discrepancies To ensure warfighters are supplied with equipment in a timely manner To reduce detention/storage costs to government due to missing or inaccurate documentation. 4
5 Branch Functions/Responsibilities Oversee international ocean cargo documentation processes HQ Doc Team responsible for MRM-15 and Direct Book Brigades responsible for BB/OTO/Unit and V Records Perform quality control of ocean cargo data entry Train shippers, ocean carriers, and contractors Provide custom clearance assistance Reconcile Documentation/Manifest Related Issues 5
6 Shipper Roles/Responsibilities Complete ETRR process Submit accurate break-bulk dimensions (L, W, H, PC, WT, and Cube) Shipment Types Break-bulk Shipments Submit ATCMD data no later than (NLT) 48/24 hrs prior to vessel cut-off Container Shipments Submit Shipping Instructions (SI) NLT 48/24 hrs prior to vessel cut-off Upon receipt of Container Number from vendor or Ocean Carrier if earlier Customs Documentation Submit to ocean carrier at least 3 business days prior to vessel depart port of origin (SPOE). 6
7 Carrier Responsibilities Upload accurate/timely LOB via LOB Portal (Next US Govt business day after vessel departure). Submit accurate and timely 315 EDI (24 hrs of accomplishment per contract). Notify shippers of container numbers once container is stuffed at Port Promptly notify the Documentation Branch on any documentation related issues (missing custom documents, missing shipping instructions, etc). Promptly notify the Ordering Officer/BRT Team for any booking modifications/changes (Increases, decreases, etc..) 7
