8 GAO Testimony/Reports GAO Testimony Oct 4, 2007 [Area Maritime Security Plans] do not fully address recovery issues (e.g., how to reopen a port) after an attack and natural disasters (e.g., hurricanes or earthquakes). While the sets out the general priorities for recovery operations in its guidelines for the development of area plans, we have found that this guidance offers limited instruction and assistance for developing procedures to address recovery situations. The AMSPs that we reviewed often lacked MTS recovery specifics and none had been updated to reflect the recommendations made in the MIRP. GAO Energy Commodity Tanker Study Dec 07 GAO recommends that DHS direct the COMDT to develop national level guidance that ports can us to plan for helping mitigate economic consequences, particularly in the case of port closures. 8
