4 1.0 Scope of Work The project consists of constructing 441 Apartments over 5 Blocks Block A contains 171 private residential apartments constructed over 37 floors 36 floors with a concierge / entry foyer on the ground floor, overlooking landscaped areas and Spa within the basement. Block B contains 81 private residential apartments and 7 HA units constructed over, 9 floors with retail units on the ground floor accessible via South Lambeth Rd. Block C contains 81 units over 9 floors, 72 of which are for Private rental scheme with A2 Dominion the remaining 7 for HA. Block D contains 10 duplex apartments over 4 floors for HA. Block F contains 91 apartments over 22 floors all for Private rental scheme with A2 Dominion (See Attached Logistics Drawing 1.0) 2.0 Neighbouring Area Keybridge House site is located in the heart of London s regenerated Vauxhall on South Lambeth Road opposite Vauxhall Park and a short walk from the mainline, tube and bus station. The scheme is registered with the Considerate Constructors scheme which will target high scores against elements of the Code of Practice. 5 3.0 Site Planning and Logistics Overview The planning and logistics of Keybridge House is key to the construction success of the project. The traffic routes to site have been closely examined taking into account the size and length of vehicles required especially when delivering bulky materials. South Lambeth road, Miles Street & Wyvill Road will all serve as entry points into the project and robust traffic management will be imperative to ensure the construction traffic does not affect the local traffic, TFL bus routes but more importantly the safety and welfare of parents and children attending Wyvil road primary school. Key Points Maintaining free traffic flow along South Lambeth Road, ensure Miles street is kept clear of delivery vehicles directing them on to site upon arrival and adhere to the strict times imposed on Wyvill road so as not to impede with school drop off and pick up times. Ensuring the efficient free flow of operatives onto and away from the Project. Managing the distribution flow of materials within the building and rubbish removal in order to maintain the required levels of productivity whilst achieving the high quality standards expected. Plant and operative segregation during all stages of the Project Robust traffic management principles and practices will need to be enforced at all three entry points to site to ensure construction traffic does not create congestion or pose a hazard to the local community. Accommodating the welfare of 550 personnel at the peak of construction activity Protection to the public for the duration of the Project on all elevations Clear visible Nine Elms Group signage will be used to identify individually the three delivery gates Page 5 of KBH Logistics Plan

6 4.0 Site and Project Constraints The constraints on the Keybridge House project are fully detailed in the WSP Structural Report. A summary of the items are as below: Roads - Buried Services within the pavements & roads. Network Rail Waterloo mainline tracks run adjacent to the site boundary. Existing Basement Footprint of the new site incorporating existing basement requiring extensive and complex alteration. UKPN Assets Chambers, Transformer Rooms & HV Cables UKPN Access - Secondary Access Rights to deliver/maintain plant to their Assets. BT Chamber Encased by the basement diaphragm wall South Lambeth road elevation St Anne and all saints Church Adjacent to site boundary Griffin Public House - Wall that is subject to Party Wall agreement. 7 5.0 Sequencing of Works The current buildings will be demolished down to the ground floor retaining a majority of the existing ground floor slab, the existing basement will undergo significant alteration during the demolition period, and steel transfer support beams will be installed for block B also during the demolition stage. Cores for blocks B, C and D will commence from sub basement and tied back into the existing ground floor structure and newly constructed ground floor transfer beams. Blocks B, C & D will then commence there superstructure concrete frames along with the cladding, M&E and Internal Fitout as shown below in a staggered program to release the apartments Q During this period the existing tower will continue to be demolished whilst new piles are introduced below for blocks A & F, on completion of structural demolition the final elements of basement alteration will be completed and substructure completed to ground floor level tied back to the ground floor slab, both blocks will commence superstructure concrete frames along with the cladding, M&E and Internal Fit out as shown below in a staggered program to release the apartments throughout Road and Traffic Management The project is primarily located on South Lambeth rd. between Wyvil and Miles street South Lambeth road is a main link between the A3 (SW London) and Vauxhall bridge into Westminster, It also provides access for many Bus routes that transport passengers about London. Miles Street located to the East of the Site is a no through road with a rail viaduct, at this location additional measure will be in place to ensure the viaduct is protected and is not struck by vehicles entering/exiting site. With the roads around the site perimeter already busy for the majority of the day due to local and construction traffic from local schemes a robust traffic management system will be used to ensure there is no traffic build up or congestion caused as a result of our construction activities. To ensure smooth and efficient traffic management, Traffic Marshals, Banksmen and gatemen will be deployed at strategic locations to receive and depart all site traffic. All Sub-contractors will be informed of the delivery routes and restricted roads that will be used for site deliveries to the Keybridge House Project. All vehicles will be booked in via the delivery booking system. This system will be strictly operating to coordinate / control / manage congestion. There are several other construction projects concurrently being built within 200m radius of Keybridge House Page 7 of KBH Logistics Plan

8 and many more around the Vauxhall/Nine Elms area that will increase demand on the roads and access into the area that could cause disruption to bus and taxi operations. The booking system adopted will be monitored by the site logistics manager to ensure no overbooking of slots takes place and that the required offloading times are given to minimise the congestion on public highways, in addition regular meetings will be held with local schemes to coordinate any major deliveries, crane erections/dismantles a general activities that may impact each site. 9 7.0 Suspension / Road Closures / Footpath Closures / Applications It is not anticipated that a full road closure will be required for the Project; Periods during the construction phase will require partial closure of both Wyvill Rd and Miles street to enable the erection/dismantle of tower cranes. The project Logistic Manager will ensure all affected parties have been consulted and an agreement is in place with all associated permits for the intermittent closures. A specific temporary traffic management plan will be produced and implemented for these partial road closures. Wyvill rd footpath adjacent to the site boundary will be closed and hoarding encompassing for the duration of construction phase to blocks B, C and D this will enable works to be completed safely and protect the general public from construction activities overhead. (Wyvill Road hoarding will be positioned on the kerb line) 8.0 Site Hoarding and Gates A high quality pictorial hoarding with a ply backing to give aesthetic continuity around the site will be erected to display marketing information and key components / progress in relation to the project for the general public to view. 10 Three gates have been located around the site for use and will reduce down to one gate as the project progresses and blocks complete. All gates will be manned by traffic marshals during site working hours. (See Attached Logistics Drawing 8.0) Page 10 of KBH Logistics Plan

11 9.0 Safety and Directional Signs Robust signage will be placed at strategic locations to ensure pedestrian and site personnel are made aware of high risk areas. The signage will highlight the following aspects: Live Constructions Areas Directional Signage Lifting Operations PPE Working Area Safe Zones Emergency Exits Page 11 of KBH Logistics Plan

12 10.0 Site Offices and Welfare The Keybridge project will have standalone office and welfare facilities located either within the site boundary adjacent to the pedestrian entrance or if possible within the arches to the Network rail viaduct running along the north elevation and both will remain in position for the duration of the project.. Facilities to be provided are: Mount Anvil Staff Offices Contractors Project Offices (Project Management staff only) IT & Communications connectivity sub contractor responsibility Canteen (Hot Menu Provided) & Seating Toilets First Aid / Nurse Drying / Changing Rooms Shower The Trade Contractors office will be open plan to encourage communication between them to resolve issues and collective plan requirements. (See Attached Logistics Drawing 10.0) 11.0 Site Operation Hours The general site working hour will be: Monday to Friday: 8:00am to 6:00pm Saturday (As Required) 8:00am to 1:00pm Page 12 of KBH Logistics Plan

13 12.0 Site Security Access and Egress The site will be kept secure at all times with the 3m perimeter hoarding built from plywood with a high quality finish. The hoarding will be maintained and periodically adapted throughout the duration of the Project to suit the progress of the works. 24 hour site security cover will be provided, including a resident night security guard and perimeter CCTV. All Trade Contractors will be responsible for their own materials and equipment. During working hours there will be sufficient security staff and traffic marshals to safely control all pedestrian and vehicle movements on site as noted earlier. A traffic manager will be located at the entrance to control the movement of vehicles coming in from all three gates. All site areas and specifically the site perimeter will be regularly patrolled during working hours. Details of patrols will be recorded and any security breach noted will be escalated and reported immediately. Access and Egress control of personnel onto site will be based on a palm recognition system, via turnstiles. Sub contractors will be required to issue information relating to their operatives contact details, safety training and country of origin etc. All personnel must display ID cards on outer clothing on a quick release lanyard or similar. CCTV cameras with the option to link to a sensor system positioned around the site will be used. When the sensor system is activated, the central control is contacted and the appropriate response is undertaken. Depending on the need, direct audio contact with the intruders can be made or the police and main key holders contacted. Page 13 of KBH Logistics Plan

14 13.0 Vehicle Access and Egress There are three gates positioned around the hoarding on the project and will be adjusted as the project progresses throughout its various stages. (See Attached Logistics Drawing 13.0) 14.0 Delivery and Material Management There will be no long-term materials storage within the loading bays, all materials deliveries will be planned to be off loaded and taken directly to the floor level where the materials are required, or to pre-assigned lay down areas. Effective and efficient delivery and material management will also undoubtedly promote safe operative movement around the site & allow for easier transportation of materials within the site by the sub contractors. To achieve this, a just in time delivery management policy will be implemented and managed by the Logistics Team to prevent excess materials accumulating on site. A Web based booking in system will be provided for booking and the coordination of deliveries monitored and managed by our dedicated Logistics Manager. Page 14 of KBH Logistics Plan

15 15.0 Waste Management Mount Anvil is committed to maintaining the highest environmental standards and complies with the requirements of the BREEAM assessment criteria. Furthermore the same demands are expected from our supply chain and they are actively encouraged to comply. Regular audits will be conducted of the waste recycling company, their transfer facility and landfill sites. These audits are intended to confirm compliance with legislation and to ensure every effort is being made to maximize the recycling of waste generated from site. Audits of waste will be carried out to ensure waste is minimised and percentage waste by waste stream is checked. Special waste will be identified before using on site and will be removed by the sub contractors responsible. Recyclable materials such as concrete, blockwork, timber, metal and plasterboard, will be placed in separate containers for reprocessing. The Concrete contractor will provide their own waste removal. Individual sub contractors will be responsible for breaking down and placing all rubbish arising from their works in the bins provided, segregating recyclable elements where possible. Bins that are full will then be removed by the Logistics Team and taken to the site recycling area. A sufficient number of bins will be held on site to ensure that bins are always available to subcontractors. This waste will then be collected by mobile compactor and transported to a licensed transfer facility where it will be segregated for onward transportation to various recycling houses. Left over waste is sent to landfill. When the waste is received at a recycling facility, all copies of transfer notes and written descriptions of the waste will be submitted. Mixed waste will be deposited in the transfer facility and sorted into its key elements. There will then be a basic pre-sort of the waste into heavy and light material. This will be carried out by a specialist waste recycler. At this stage any material that can be recovered for reuse, for example hoardings, timber, metal, pallets, plastics; tins of paint will be removed. These materials can then be either reused on construction projects or offered to community projects. At this stage any large items of metal, timber, plastic, cabling, packaging materials will be removed and placed into there relevant bays to await processing on site, or for bulk transportation to the relevant re processor. It will be the sub contractor s responsibility to maintain their respective work areas in a clean and safe manner; not at the end of an operation or shift but as soon as the generated waste becomes a safety or potential fire issue. 16 16.0 Noisy Works Noisy works will be controlled utilising the hierarchy of risk control and measured using noise monitoring equipment to ensure safe levels are not compromised and noisy work hours are not breached. In all noisy work cases works substitution of equipment for machines or processes which reduce the noise levels to acceptable levels and therefore minimise the impact on both site personnel and the general public will be used. Where this is not possible engineering controls will be employed utilising such control measures as baffles, noise screens and cutting stations shown below 17.0 Reducing the Level of Dust To ensure the level of dust is controlled within the site boundary Mount Anvil will: Provide designated water points to allow sub contractors to wet down any external work area s that may be prone to cause dust to drift outside the site boundaries. All bulk cutting of timber will be carried out in purpose built temporary cutting shops with a dust extraction system within; this will ensure the created dust does not travel out of the designated area. All contractor cutting tools will have an integrated vacuum function for dust extraction. Vacuum cleaning will be used where practicable in lieu of sweeping Page 16 of KBH Logistics Plan

17 18.0 Tower Crane Four Luffing Jib Tower Cranes will be erected during the substructure and superstructure works. The crane specifications and finalised locations are TBC once a Frame contractor has been appointed. TC1 and TC2 will be erected in tandem to minimise disruption on site, both will be at a height of m AOD approx to the underside of slew ring and have a 40m jib. Our preferred option for both cranes is to site the base on a cruciform at ground floor level with back props transferring down to the existing raft foundation TC4 a proposed height of m to underside of slew ring with a 40m jib, the crane base will need to sit within a new pile cap that will eventually form part of the new raft foundation for Block A, for the offset 3 no ties will gradually be introduced fixed back to the core of block A, as the frame progresses these ties will be replaced and the crane tied to the slab minimising any need to leave areas during fit out TC5 will adopt the same The usage of cranes is predominately allocated to the construction of the structure (80% per day) and Cladding Installation (10%) and the remaining time allocated for specialist individual lifts coordinated on the day as required. (See Attached Logistics Drawing s 18.0) Page 17 of KBH Logistics Plan

18 19.0 Hoist Strategy Block A, B, C & F will all be set up with twin hoists with similar specifications to allow for separate goods and passenger transportation. Building A will have an additional Goods hoist located adjacent to the twin that will primarily use for cladding panels and façade material. All hoists will serve the basement and sub basement with the ability to be loaded with a forklift. All goods hoists will be manned. The allocation of the hoist in each subcontract will be strictly controlled. Please refer to the fabricated scope and to the availability to this subcontract. The availability of the hoist will be controlled via a booking system on a first come first severed basis. No claim to delay arising from this will be entertained. 19 20.0 Scaffold A common user Scaffold Contractors is employed on the Project called TBA. All sub contractors will use this business for any tube and fitting type access Material Distribution All unloading from the loading bays is to be arranged by the trade packages. A forklift and driver will be on site supplied by the logistic package for material distribution around the ground, Basement and Sub-Basement floors. It is the responsibility off each trade to move required materials to your required task areas Loading Platforms To aid the loading out Cantideck type sliding loading platforms will be positioned on certain floors. These could also be used for launching cladding panels if required. These platforms will be located to Blocks A and F. Page 19 of KBH Logistics Plan

20 23.0 Protection of Public at Building Perimeter To manage the risk of constructing the project, the following elements of temporary works are planned to be installed at the perimeter of the building. During concrete frame and cladding bracket installation combi safe, type fans will be installed to the perimeter and moved vertically as the work progresses. Any trade contractors working close to the buildings edge will require tethering all tools and materials to ensure they do not fall off the building edge. Blocks B, C And D Standard Height hand rail will be installed to the perimeter scaffold and will be adjusted as required for cladding installation. Blocks A & F Perimeter full height hydraulic screens that cover 3 levels of the structure and will be installed and jumped as the concrete pours of the slabs progresses. Prior to the perimeter screens being lifted, a full height handrail and mesh panels system will be installed to the floor plates until the cladding panels are installed to enclose the structure. 21 24.0 Temporary Services POWER Temporary power will be distributed throughout the site from the TBS located / Mains Distribution Unit (MDU) within the basement. Transformer Units (TU) will be distributed on each floor supplying 110v (16amp) 110v (32amp) will be supplied to locations that have requirement. WATER Temporary builders supply for water will be taken from the permanent water supply connection within the basement. Outlets will be positioned on every second floor within each block as illustrated on the attached drawings. (See Attached Logistics Drawing 24.0) 25.0 Fire Strategy Fire Points, evacuations alarms are located as indicated on the drawings. Fire Escape Routes will be updated as the project progresses as identified in the Fire Plan (See Attached Logistics Drawing 25.0) Page 21 of KBH Logistics Plan

22 26.0 Occupation Occupations of the buildings will be phased according to sectional handovers. On the completion of Blocks B, C and D, the hoarding line will be diverted behind Block B to form a new secure boundary whilst Blocks F and F are completed.
