1 NEWSLETTER N o 2 Project SEED South East Europe harmonised qualification of professional Drivers N FR01-KA INTRODUCTION Welcome to the second issue of SEED project NEWSLETTER We are pleased to present the 2nd issue of our Newsletter to the road transport community members. Its goal is to keep you informed of any new progress, update and event on SEED project. Our website also offers an overview of our Erasmus+ project developments through regular contributions from the SEED partners. As a reminder, our first issue dealt with the future Quality Charter for international road haulage operations under the ECMT Multilateral Quota System and with project partners stories linked with transport industry professionals. We have made progress since the last issue and we are proud to present the project latest news and key milestones along with other significant transport-related events. We wish you a good reading! 2 NEWS IN SHORT: EU Technical failure causes 5 road deaths a day The new roadworthiness package adopted by the Council of to efficiently improve technical quality on our roads The new roadworthiness package implementation dates range from 20 May 2017 through to 2023, although it was adopted by the Council of in The package aims to improve road safety by setting the minimum common requirements and standards across the EU for technical periodic checks, technical roadside inspections of commercial vehicles and vehicle registrations. Through regular road worthiness checks, the EU legislators want to make sure your vehicle is working properly and meets all safety requirements for environmental reasons and for ensuring fair competition in the transport sector. Vehicle checks are indeed fundamental to road safety. More than five people die on Europe s roads every day in accidents due to technical failure. The roadworthiness package also responds to the Zero fatalities in road transport by 2050 objective set by the European Commission. Three directives make up the roadworthiness package: Directive 2014/45/EU on periodic vehicle inspections Directive 2014/47/EU on roadside inspection of commercial vehicles Directive 2014/46/EU on vehicle registration

3 SEED PROJECT DEVELOPMENTS Successful entry into the training phase SEED has entered its training phase with two Train the Trainer workshops (TTT) held in Croatia and in FYR of Macedonia In order to ensure that our SEED project resources reach the required level of success, SEED partners have organised their first training activities ever since the beginning of the project in Two Train the Trainer (TTT) workshops have thus been held in October. Each five-day session has prepared SEE instructors to new active training approaches while providing a strong foundation for delivering efficient CPC Driver training programme. POU Croatia - October 2016 TTT instructors and learners POU, one of the three SEED Croatian partners organised and hosted the first TTT training session in a small town of Nova Gradiška from 3 to 7 October For the first SEED project TTT, 10 instructors-learners from our Croatian (POU-ORYX-EKOmobilis) partners and a training centre from Bosnia-Herzegovina (COB) attended the five-day workshop. The training offered the opportunity to test the project outputs and tools designed by the partners: the technical modular catalogue, the pedagogical guidebook, the instructor s guidebook, the driver s guidebook, the movies, as well as the MCQ s aimed to evaluate participants learning outcomes. Focus was on best practices in training delivery involving learners participation and group dynamics. Each instructorlearner played out a training sequence of their choice by applying the most relevant pedagogical methods and building on their existing instructional skills. IRU Projects also attended the training to observe and assess the quality of the pedagogical resources that were being tested during workshop.

4 SEED PROJECT DEVELOPMENTS Amerit FYR of Macedonia October 2016 TTT instructors and learners Later in October, AMERIT, the Macedonian partner hosted the second TTT workshop in Skopje with instructors from Macedonia, Serbia (CCIS-ATT) and Kosovo* (TEMPULLI). Again, that was opportunity to check full scale of materials prepared for training, check them during practical training delivery, make objections and suggestions for improvement. All training techniques including presentation, role playing, questioning were applied to achieve best outcomes with instructors-learners. Each training day led to discussions and review of practices on the most effective teaching and learning techniques to be applied when delivering the subsequent CPC Driver training programmes due to take place in early 2017 in each SEE participating country: FYR of Macedonia, Bosnia-Herzegovina, Serbia, Croatia and Kosovo*. By then, all training materials will be translated into the partner languages. With that SEED project will achieve one of the initial goals same training methods, same training materials for the whole SEE region. *According the UN resolution 1244

5 ECMT Quality Charter Importance of the drivers education quality 43 European countries are preparing for the implementation of the ECMT Quality Charter as of January SEED project came just in time providing same drivers educational standards through the SEE region In preparation for the mandatory implementation of the provisions of the ECMT Quality Charter governing the Multilateral Quota System as of 1st January 2018, the 43 ECMT Multilateral Quota participating countries have been already submitting their national applications for approval by the Secretariat of the International Road Transport Forum (ITF). Such applications are then reviewed and commented by the ITF Secretariat and the Sub-Group on the Qualitative Development of the ECMT Quota, before being approved by the ITF Group on Road Transport. The ITF Group on Road Transport dedicated its meeting in Kiev on 4-5 October 2016 to the implementation of the Quality Charter and the professional capacity building with a focus on the implementation in non-eu countries members of the Group, both as regards the legislative/regulatory adjustments but also the achievements in developing the professional competence of the industry workers. Several countries from South-East Europe (Albania, Bosnia and Herzegovina, FYR of Macedonia) submitted shadow applications or simply provided oral information (Serbia) on the progress with the implementation of the ECMT Quality Charter. The ITF Group on Road Transport concluded that the South-East Europe countries were well advanced, with a high rate of compliance about the access to the profession and the professional competence. In most cases, in SEE Countries shortcomings were observed in the area of enforcement (checks and the penalties, or the classification of infringements). The ITF Group on Road Transport also concluded that driver periodic training is still under development and requires dedicated efforts to meet the Charter requirements within the set timeframe. The SEED Project aims at harmonizing qualification of drivers in the South-East Europe region to align it to the provisions of the ECMT Quality Charter and to the EU regulations. From the SEED Project partner countries, the ITF Group on Road Transport approved Croatia s application on the implementation of the ECMT Quality Charter, while it encouraged Bosnia and Herzegovina and FYR of Macedonia to complete their shadow applications and asked Serbia to submit its application as soon as possible. Among the other countries from the South-East Europe region, Albania s progress was appreciated, while Montenegro remained the only country which has not submitted any information yet. Given the official recognition of the high quality training standards established by the IRU Academy and implemented in its process of accreditation of training institutions for the delivery of professional driver training, SEED Project partners now have the unique opportunity to obtain their national recognition and help their national competent authorities in meeting the requirements of the ECMT Quality Charter as far as professional driver qualification is concerned.

6 SEED PARTNER NEWS AMERIT with a new business facility Beside investing in knowledge, Macedonian partner also invested into the new facility where drivers would have better conditions for learning The Association of Macedonian Enterprises for International Road Transport Makedonija soobrakaj AMERIT, the oldest transport association in the Republic of Macedonia has recently put into operation a new business facility, located near Skopje settlement Momin Potok. Within this new organizational unit is the new Company for motor vehicle technical inspection and analysis MOTO AMERIT. This multi-purpose complex is located on a total area of 1,295 square meters. Attended by numerous guests and employees, the new business facility was opened by Mr. Emil Milev, Secretary General of SIZ Makedonija soobrakjaj AMERIT. The new facility is the result of valuable and successful operation of AMERIT and vision for simplified transport operation of the carriers. The goal is this facility to be a new service station for the transporters and at one single place to get old and new services necessary for everyday operation of each transport operator MOTO AMERIT central point is the technical inspection station where citizens vehicle owners and business entities or companies, organizations and institutions can have technical check of all types of vehicles as well as vehicle homologation and ECMT approval. Furthermore, there certifications will be provided for: remade and repaired vehicles as well as for vehicles transporting dangerous goods, inspections of tanks also transporting dangerous goods and vehicles carrying perishable foodstuffs (ATP), and calibration of analogues and digital tachographs. Well known services of AMERIT will also be provided: issue of all types TIR Carnets, DKV cards, tachograph cards, VAT return, insurance services, booking ferryboats, trains, tunnel crossings and etc. The new modern internationally accredited AMERIT Training Center, equipped with modern simulator, will deliver additional training to managers and drivers to acquire certificates of professional competence necessary for participation in the international road transport. With its new activities AMERIT, which has existed in the Macedonian and international transport markets for already 63 years, made a huge step closer and available to road transport operators of the Republic of Macedonia, users of its services.

7 COB SEED project partner Strategic missions and goals for 2017 COB has achieved its 2016 goals by successfully implementing professional training for both drivers and managers. COB Centar za Obrazovanje is the largest vocational education, training and professional certification centre in the region. Established in 2005, COB has developed a highly flexible and innovative vocational education system over the years, thanks to the active involvement of its teaching staff and its employees. From the establishing till today COB has developed accessible and very flexible system of vocational education of adults with substantial and innovative curricula based on the competences of the qualified teaching personnel and other employees. COB is involved in professional training for drivers and managers in international transport from our first beginning and we have successfully implemented the project for professional training and we have initiated the adoption of the directive compliant with the European directives (EU Directive 2003/59/EC, EC Regulations 1071/2009, 1072/2009 and 1073/2009). Composition of the teaching personnel and management of COB ensures high quality teaching with constant professional improvement in the country and abroad. COB possess its own professional manuals for drivers and managers and The manuals are being regularly upgraded following the changes in road regulations. This year COB has issued guidebooks intended for meeting the needs of professionals and stakeholders of the road transport sector. Interest for the profession of Professional driver has increased over the last years in Bosnia and Herzegovina. Many young people are just starting their career and taking the initial training for Driver in international road transport, while the experienced drivers and managers are taking the periodic training. Within the scope of its basic activities, and on the basis of the authorization and under the supervision of the Ministry of Transport and Communication of BIH our instructors give lectures and perform trainings and exams for drivers and managers in international road transport. CPC Driver and CPC Manager certificates are issued after completing the training and successfully passing the appropriate examination. Centar za obrazovanje is the only authorized institution in Bosnia and Herzegovina by the IRU Academy for professional training of drivers and managers in the international road transport. As best performing ATI for 2016, we strive for a systematic improvement of teaching process and constant teacher training. All drivers that pass our training are qualified for their work and able to perform their work tasks in international road transport, without difficulties and obstacles. COB is successfully responding to requests set by the modern international road transport of haulage and passengers.

POU AMC Nova Gradiška as every year organized a Christmas reception of its associates from the private and public sector. There have been present associates from education sector, owners and operators of several driving schools, employees of various ministries and police, owners and operators in transportation companies, and members of the LPG Association. Before the reception in premises of POU was held a workshop for staff and lecturers on methods of teaching in adult education. Both occasions the POU used to inform attendees about the project SEED. We informed them about Project s goals and activities, and about Project s website and invited them to track the further Project activities. Many guests welcomed the initiative behind the Project, and even several have expressed willingness to cooperate in a possible continuation of the development of initiative. AMERIT was co-organizer of the Transport and Logistics Fair, which took place in Skopje, from As a part of this event, AMERIT organized one-day seminar, and one of the topics was: ECMT Quality Charterinfluence on transport companies engaged in international road transport. With the presentation, the main principles of the Quality Charter were emphasized, regarding the consequences for transport companies engaged in international transport. The SEED project was presented as a tool for achieving the objectives set in the Quality Charter and for setting the standards for professional competence of drivers. Participants were very interested due to the importance of ECMT permits for their work, and lots of questions were raised, mainly about the training program, duration of training and certificates for professional competence. AMERIT was recognized as a reliable and competent partner in the implementation of the ECMT Charter s objectives. Guests from Traffic and educational sector

9 PROMOTRANS has received a Serbian delegation in November Groupe Promotrans, the French SEED partner, received a Serbian delegation on 22 and 23 November. The delegation was led by six people from the Belgrade-based Faculty of Transport and Traffic Engineering and two government agencies, Centre of Motor Vehicles and Road Traffic Safety Agency. The Republic of Serbia is going to fully implement EU Directive 2003/59/CE and obligatory CPC Driver training programmes as of The two-day visit was thus aimed to exchange best practices in the area of professional driver training delivery in terms of quality, programmes, evaluation, instructors, teaching and learning methods. Mr Gérard Cardon, Chairman of Promotrans and Mr Henri Kissi, Promotrans managing director, presented the group and its expertise in road freight and passenger transport training design with a focus on safe driving techniques. The delegation introduced the system of certification of professional drivers in the Republic of Serbia leading to discussions, exchange of experiences and the sharing of good practices. Promotrans also welcome its visitors to its newly opened training centre in the northern area of Paris at Le Bourget near Roissy Charles de Gaulle airport. The centre of 30,000 square meters is equipped with 40 classrooms and maneuvering tracks ideal for providing HGV and PCV driver-learners with a safe, realistic driving environment. The Serbian delegation had also the opportunity to try the driving simulator and to meet with ADR and CPC Driving instructors. The centre was inaugurated on 24 th October in the presence of Valérie Pecresse, president of the Regional Council of Ile-de-France (Paris Regional council). The delegation will work closely with SEED Serbian partner CCIS-ATT for pooling resources and promoting the project outcomes in the long run.

10 France has become the 10 th country in Europe to adopt the e-cmr protocol On 5 th October France ratified the e-cmr protocol, a legal standard for the use of electronic consignment notes for international transport. The move is an important step in digitising logistics processus and documentation in the EU. Speaking at the 2016 ECG conference in Hamburg (the Association of European Vehicle Logistics), Zeljko Jeftic, head of global innovation at the IRU, said that France had become the ninth EU member state and tenth across Europe to do so. Zeljko Jeftic called France s adoption of the protocol a significant development in the digital evolution of the European logistics sector: It is a major step in reducing paperwork and cost in vehicle logistics. Umberto de Pretto, IRU secretary general, said IRU welcomes the news that France has acceded to the e-cmr protocol and calls upon those governments who have not yet done so to consider a move to electronic CMR, as it brings distinct advantages. Florence Berthelot, déléguée générale of the FNTR the IRU member association in France added Transport operators will now be able to electronically record, store and exchange CMR data with their commercial partners. This will significantly improve document management by reducing the potential of human errors, while increasing the efficiency of road transport operations. Partners:
