Napone Overall Survey Coordinator In April 2011, the Metropolitan Manila Development Authority (MMDA) made public its proposed Mega Manila North and South Provincial Integrated Bus Axis System (PIBUS) Project, which involves the construction of integrated bus terminals for northern and southern provincial buses. For northern Luzon-bound buses, MMDA identified the three potential sites, namely: University of the property along Commonwealth Avenue, a private property along NLEX and close to the Balintawak toll gate, and another private property along Quirino Highway in Quezon City. For the Southern Luzon, Visayas and Mindanao-bound buses, the identified possible sites were: Philippine Reclamation Authority property along Macapagal Avenue in Pasay City and a private property near Coastal Road, Parañaque City. MMDA further proposed that these integrated bus terminals be provided a wide array of passenger facilities for convenience and comfort, which include: food shops, convenience stores, service clinic, comfortable waiting lounge, wireless connectivity, hotel accommodation for transient passengers, play area for children and ample space for temporary parking and drop-off/pick-up of passengers using other road transport modes. Ideally, the terminals should be located close to modal interchange points such as LRT/MRT stations and accessible through main roads or expressways. As an improvement to the prevailing manual ticketing procedure, MMDA proposed the establishment of a centralized ticketing system at the terminals with future out-of-station points of sales such as in convenience stores, department stores and malls.. Ricardo Sigua ITS Promotion Specialist While the HSH network is being developed and different toll expressways operated by different private entities are being connected, a unified tolling system should be required and distance-based tolling system could be applied. Furthermore, integrated traffic monitoring and management systems covering toll and non-toll highways, will be required for optimization of traffic flow. The application of the public-private partnership (PPP) schemes in highway development projects, which can lead to the involvement and coordination among stakeholders, will be necessary for the realization of the introduction of integrated traffic monitoring and management systems. On the basis of the above-mentioned recognition, the Mega Manila Region Highway Network Intelligent Transportation Systems (ITS) Master Plan, covering both toll expressways as well as urban roads, will be formulated through the efforts of both the Government of Japan (GOJ) and the Government of the Republic of the (GOP). The ITS Master Plan preparation includes the formulation of the plan and strategy to introduce an integrated traffic control system covering expressways and urban roads; and the formulation of technical and organizational policy framework. The system, which is expected to be introduced in short term or medium term, will be examined and proposed as pre-feasibility projects. On the part of GOJ, the Japan International Cooperation Agency (JICA), the official agency responsible for implementation of the technical program of GOJ, will undertake the Study in accordance with the relevant laws and regulations enforced in Japan. The objectives of the Study are as follows: To develop a masterplan to introduce Intelligent Transport Systems (hereinafter referred to as ITS ) in the Mega Manila Region. To propose policies, strategies and action plans that will decongest Manila and shift container cargo traffic from Manila to Subic and Batangas; and To advocate and generate consensus among relevant government agencies and private sector group on the policy, strategies, and actions to be undertaken to decongest Manila and shift container cargo traffic to Subic and Batangas Ports. 1. Undertake a comprehensive review of the past historical and current cargo traffic at the Ports of Manila, Batangas and Subic; 2. Identify the origins and destinations of international cargo traffic, mode for shipping (containerized and general cargo), the entities generating the cargo movements, and requirements of shipping lines in terms of cargo volumes, port charges, etc. 3. Formulate policy and strategies to decongest Manila and shift container cargo traffic to Subic and Batangas; 4. Identify potential sources of cargo and shipping traffic, and conduct future container cargo forecasts to quantify the prospective container traffic that can be generated within NCR, Northern Luzon, and Southern Luzon. Correlate cargo forecasts to road and port capacities, to guide the identification of the possible delineation and complementation of the roles of Ports of Manila, Subic and B atangas; 5. Identify the factors hindering the utilization of international container terminals in Batangas and Subic; 6. Analyze the proposals taking into account the acceptability of the proposals to the various interest groups, among other considerations; 7. Consult various government and private sector stakeholders to generate proposed policy and strategies to decongest Manila and shift container cargo traffic to Subic and Batangas. Consultation/advocacy/consensus building will be conducted with the representatives of DOTC, PPA, MARINA, SBMA, PEZA, ATI, ICTSI, AISL and with locators associations, truckers and freight forwarders, as appropriate, in Batangas and Subic Ports; 8. Prepare the recommended policy and strategies, which shall be the subject of the succeeding advocacy and consensus building work. Translate the policy and strategies into action plans, identifying the timelines, critical milestones, and organizations responsible. 9. Formulate the draft policies and applicable written rulings for the effective and sustainable implementation of the selected strategies for optimizing cargo traffic in Subic and Batangas Ports.
