Joint Partnerships, a New Software Development Paradigm Symposium on International Safeguards October 2014 Vienna A. Smejkal, J. Regula, H. Nordquist, J. Longo, R. Linnebach
A new effort of cooperation between the IAEA and EURATOM - outline Since October 2013 the irap software for automated review of NDA data is jointly developed by both organisations
What is irap? o irap, the integrated Review & Analysis Package is EURATOMs standard review tool o It is a Database system for full data analysis (ORACLE/MS ACCESS/SQL) o It is fully automated with minimal Inspector input required o Automated event detection and a correlation of events from various sources o It imports Operator declarations o Automated comparison of measurement results with operator declarations o Modular approach: Supports 3rd party software INCC for an automated evaluation of multiplicity measurements ORIGEN Scale for an automated review of fork measurements MGA Multi Group Analysis PuCalc Mass, DG ENER operates several completely automated Pu can measurement stations Item tracking, Movements of items througout a facility are tracked
The irap agreement CRISP* development by EURATOM February 2012: Discussions on joint development started July 2012: CRISP "Code walk through" November 2012: IAEA approval for CRISP as a future "All in one review platform" December 2012: First technical meetings Dec. 12 Oct. 13: negotiations between legal offices IAEA/European Commission Installation of a shared code server in Luxemburg, Euratom HQ's 31 Oct. 2013: Licence Agreement between IAEA/EC signed Establishment of a change control board (CCB) IAEA/Euratom = > Start of Joint development: CRISP becomes irap 1st release September 2014 * CRISP, Central RADAR Inspection Support package, predecessor of irap
irap: Who does what? The European Commission (EC) has full ownership rights of the baseline version of the CRISP code The EC and the IAEA share IP rights on enhanced versions of the code (irap) Development is coordinated by the Directorate-General for Energy Directorate E Nuclear Safeguards (EURATOM) and IAEA SGTS jointly by a Change Control boards Both organisations have individual contracts with external contractors Both organsiations may delegate new developments as well to other 3rd parties (e.g. research centres) Both organsiations develop/maintain and enhance the SW according to their needs Regular project meetings between EC and IAEA to identify joint development needs Regular project meetings between EC/IAEA and their contractors Workshops and meetings with US research organised as needed (currently 2 active projects with LANL, SANDIA..)
Areas of co-operation identified Phase I: Oct August 2014 Addition of required file types to input routines *.BID MiniGRAND files *.ISR and *.JSR LANL shift register files *.VBF BOT Adam data Verification of file signatures (Sign and Forward & VIFM authentication) Addition of SQL server Wizard style setup for initial installation setup A first usable version of the enhanced irap 1.1 has been released for testing in September 2014
Areas of co-operation identified Phase II 2014/2015 INCC library integration (replacing *.exe integration) Integration of surveillance data into irap CDM and bundle counter integration for BOT data EOSS and RMSA seals integration Additional GUI upgrades Pattern recognition
Where is irap deployed? At the reprocessing site LA HAGUE, France UP2 UP3 At the MELOX Nuclear Site in Marcoule, France - MOX fuel assemblies production At the SELLAFIELD site (UK) SMP - Sellafield MOX Plant (+SFX, export plant) SPRS - Sellafield Product and Residue Store THORP - Thermal Oxide Reprocessing Plant MAGNOX - Magnox reprocessing plant
Example of a typical "irap system" Automated Pu- Mass calculation Gamma Detector ID Reader Neutron Detector Operator Declaration
More irap Features - Item tracking
irap Features Automated Pu Mass calculation + In situ Inspection Monitor CCM In-Situ-Inspection Monitor: Automated Pu Can counter for PIV activities
irap Features in test phase Automated Burn-Up-Calculation with ORIGEN-SCALE Work was performed as a cooperation effort between EURATOM and the Department of Energy to improve calculations required for the verification of spent nuclear fuel. (AS41, ctd.)
A portable unattended irap system Not only for installed systems: irap (+ DAQ SW) can be used for portable applications with immediate review capabilities. (SF verification at Castor Loadings)
irap at MOX facilities PuO2 receipt PuO2 Input Store Front End Bulk handling Facility Under Safeguards (NDA+C/S) Inspectors in the plant interim verifications Pellet production Rod Pellet Store production Rod Store Fuel Assembly production 4 coincidence counters 3 detectors 4 neutron monitors 3 operators rodscanners branched 6 branches on operators ID readers and balances Fuel Assembly Store Packaging Back End Item handling Facility Flask Shipment storage
Benefits of a joint development Lower development costs: Parts of the development costs are shared between 2 organisations Redundant developments can be avoided Efficient use of financial resources and manpower Improved design by exploiting the ideas and experience of 2 organisations Technical services will be more streamlined, since more support technicians are available knowing the product Lower training costs Cooperation between both organisations enhanced..
