3 Mission Statement SAL provides to the Department of Safeguards accurate, precise and timely analytical results for nuclear and environmental samples collected by Safeguards inspectors worldwide.

4 SAL Activities and Timelines

5 Nuclear vs. Environmental Samples All nuclear samples and environmental samples are delivered to SAL and screened there ~25% of all env. analyses are performed by SAL The other 75% of environmental analyses are done by network labs (NWAL) in Member States Nuclear sample NWAL has fallen dormant due to shipping/state restrictions and timeliness requirements Problem 1: ~ 99% of all NS are analyzed by SAL Problem 2: ~ 95% of most sensitive particle analyses are done by one network laboratory ( addressed by implementation of a Large Geometry Secondary Ion Mass Spectrometer [LG-SIMS], to be housed in an extension to the Clean Laboratory, currently under construction)

11 NML Recommendations Requirements Core mission: analysis of routine NM samples Employ optimum combination of analytical techniques Maintain principal state-of-the practice techniques Maintain limited number of complementary techniques Interact with Network of Analytical Laboratories Quality assurance, reference materials, backup, specialised analyses (tiered approach) Provide support to Department of Safeguards Enable improved effectiveness of verification system Provide support to On-Site Laboratories (current & future)

12 Underlying Design Recommendations New NML should be constructed with sufficient modular, flexible and extensible design to accommodate future expansion needs or mission reassignment. Dedicated rooms/spaces for special functions (e.g. sample receipt/repack/dispatch, storage, QC sample preparation, staging waste). 18 Safety & Security Issues Technical agreements with host country (equivalent to operating licenses) for existing SAL (1985): Safety Arrangements (based on Safety Analysis Report) with Ministry of Environment Physical Security for Fissile Materials (Ministry of Interior) Licensing issues construction permit & operating license, radiation safety Inventory of Fissile Materials & physical security civil engineering, fire protection, access security Actions taken Team of Austrian radiation safety experts under contract to interface with AT ministry for construction permit Challenges Coordination with internal and external stakeholders ( radiation safety regulator, Austrian authorities), general perception

19 Next Steps Phase 1: Detailed Design and Engineering of the s Nuclear Material Laboratory Phase 2: Optional Phased Construction expectation: Bidders are requested to suggest an overall strategy to guide the through the entire process, extracting relevant information for a construction ready design modular, flexible, extensible This does include application for appropriate permits and licenses based on regulatory codes Funding arrangements: phased construction under a build-to-budget approach
