3 Documents of Performance objectives and criteria - standards of the best NPP performance Performance objectives and criteria are the standards for the best NPP performance They describe our expectations for "ideal" NPP. The following Performance objectives and criteria documents are used in peer reviews from January 2014: PO&C for operational and corporate peer reviews PO&C for pre-startup peer reviews In March 2018 PO&C was amended in the area Emergency preparedness in terms of severe accidents management (PO&C2-2018)

5 Purposes of peer reviews Enhancement of the NPP safety and reliability by comparison of the operational performance of a plant to standards of excellence through an in-depth, objective review by an independent team of international experts Identification of areas for improvement (AFI) Determination of the strengths The best world practices (WANO criteria) Requirements of operating organizations Regulator requirements
6 Peer review process Recently, the transition of all NPPs to four-years cycle of peer reviews with follow-up missions in two years has been completed The peer review involves: Preliminary visit to the NPP to be reviewed Observations of maintenance activities during outage Assessment of implementation of SOER recommendations Observations of the Control room personnel work at the fullscope simulator during performance of emergency response actions (CPO = Crew Performance Observations) Assessment of the safety culture Design-informed approach to peer reviews

8 Observations of maintenance activities during outage Analysis of the NPP events reports indicates that approximately one fifth of the events is caused by deviations in maintenance performance Observations of maintenance activities during outage provide a good opportunity to additionally identify the shortcomings and best practices in different areas. The specified observations, as a rule, are performed by a special team of experts during the preliminary visit to the reviewed NPP.
9 Assessment of implementation of SOER recommendations Status of implementation of SOER recommendations at all NPPs of Moscow center.
10 Crew performance observation (CPO) at FSS CPO = (Crew Performance Observations)- is an effective tool to receive "strong" and unusual for a regular PR facts. CPO is the observation of the work of the control room personnel by special methodology in different situations simulated at FSS. Currently, CPOs are mandatory for all pre-startup peer reviews and recommended for operational peer reviews.
11 Assessment of the safety culture (1) WANO Moscow Centre, starting from 2013 onwards, performs the assessment of the state of nuclear safety culture during the operational peer reviews. It is based on WANO document PL Features of healthy safety culture. Prior to the peer review visit the plant performs the selfassessment of the safety culture in ten areas.
12 Assessment of the safety culture (2) The results of the team assessment are compared with the results of the plant self-assessment. Typical problems identified during safety culture assessment: Critical attitude. Identification of problems and its resolution. Work processes
13 Determination of AFIs, its causes and contributing factors Area for improvement (AFI) is the area of production activities, where the plant could perform at qualitatively higher level. The average number of AFIs identified during one peer review is Weak AFIs are transferred to the category Performance deficiencies. Especial attention is paid to identification of AFI causes and contributing factors (jointly with the partners from the NPP).
14 Design-informed peer reviews (1) The purpose is to enhance the level of peer review performance by inclusion of certain aspects of the NPP design. This takes into account that some gaps in operational safety are caused by specific features of the NPP design. In preparation to and during the peer review the NPP design itself is not evaluated by the experts!
15 Design-informed peer reviews (2) The application of the design-informed approach enables to: Improve the quality of the preliminary information package provided by the plant. Provide the experts with actual knowledge of the design aspects of the particular NPP as well as specific issues relevant to the plant. Provide the team with the information necessary for review and analysis of the data collected in the course of the peer review in terms of its impact to the safety function. Improve the AFI quality (assessment of AFI significance/facts/information).
16 Pre-startup peer reviews The pur[pose of pre-startup peer review (PSUR) is to check the preparedness of the new NPP unit and readiness to safe and reliable start-up of the plant. The objective of the PSUR team is to verify that the operating organization an, in particular, the operators shifted from the mode of oversight of the construction and installation works to the mode of the nuclear facility operation. In two-three months after PSUR WANO necessarily conducts the follow-up visits (depends on the significance of the identified AFIs).
17 Pre-startup peer reviews (PSUR) in 2017
18 Follow-up peer reviews The purpose of the follow-up peer review is the assessment of the current status in the AFIs identified during the operational peer review Observations and interviews carried out by experts are planned and focused on the current resolution of the issues identified in the AFI during the last peer review The result is the report, which is quantitatively assesses the progress in the state of the reviewed AFIs identified during the last peer review. Additionally, there assessed the effectiveness of the technical support missions performed at the plant for the last two years.

20 Severe accident management (SAM) The purpose of SAM project is to expand the scope of the WANO programs to include the management of severe accidents. Until 2018 SAM area was not a part of PO&C, however, it was reviewed at the NPPs of Moscow WANO Centre during peer reviews in the framework of the area "Emergency preparedness The amendments introduced in March 2018 in PO&C shall be taken into account in performance of peer reviews in all regional centers of WANO starting with 2019.
21 Corporate peer reviews The corporate peer reviews are arranged upon request of the operating organization to assess its effectiveness in support to NPP operation. The goal is to perform at least one corporate peer review at every WANO regional center annually.
22 Exchange peer reviews (1) In 2016 the team of Paris WANO center performed a peer review at Rovno NPP (the Ukraine) and the team from Moscow WANO center - at Chinon NPP (France) The purpose of the exchange is to reaffirm the unified approach to the peer reviews between the regional centres (RC) Exchange of experience, information between RCs and improve the effectiveness and usefulness of the peer reviews for WANO members. Probably, more valuable and objective AFIs thanks to fresh vision
23 Exchange peer reviews (2) By the results of the exchange visits Development of a joint report with incorporation of the lessons learned. Receipt of the feedback from the RCs and operating organizations/npps, contributed to improvement of WANO peer review program.
24 Current status of the Peer review program (1) Development of online training on the peer review methodology for new members of peer review teams. Arrangemet of preparatory meetings with experts prior to begeninign of the peer review in Moscow WANO Center. Decreasing the number of minor AFIs Development of Suggestion on improvement of production activities Optimization of namber of the experts in the peer review team (for 2-3 individuals)
25 Current status of the Peer review program (2) The first CPO experience of during follow-up PSUR in 2017 In 2017 the coordinators used the support of back office Optimization of the peer review performance schedule Increasing openness of nuclear power plant personnel; minimization of the inspectors approach from the experts
26 Perspectives of the Peer review program By 2019 go to 100% peer review in accordance with the design-informed methodology (in of 7). Certify in Moscow Centre the peer review team managers for pre-start peer reviews. Prepare and certify the SPO team managers with knowledge of the English language. Prepare and certify coordinators, with the knowledge of the English language.
27 Key findings In the framework of the Peer review program performance Moscow WANO Center annually: Identify in average more than 100 opportunities for improvement (AFIs) on various NPP activities. Detect more than 20 strengths, of which about 10% become the property of the world nuclear industry. Produce analytical reports on areas for improvement. Peer reviews is an effective tool for improvement of the activities on the NPP safe operation and exchange of the best world practices!
