Marshall, P.E Executive Director FAX Date January 16, 2018 BID # 1301 NBC SPECIFICATIONS FOR CLEAN ROOM CERTIFICATION TESTING VENDOR TO PROVIDE CLEAN ROOM CERTIFICATION TESTING SERVICES AT WATER QUALITY SCIENCE BUILDING (WQSB) LOCATED AT 7 SERVICE ROAD, PROVIDENCE RI Vendor Qualifications (C) (D) (E) (F) Vendor shall have been in the clean room certification testing business for a minimum of five (5) years, and have available a minimum work force of three (3) NSF International certified technicians with a minimum of five (5) years clean room testing experience. Vendor shall provide documentation of commercial experience for Testing Technicians when requested by NBC. Vendor shall not sublet any portion of service without the written approval of NBC Management. Vendor must be prepared to accept NBC staff visit to their service facility for a review of their ability to meet the NBC Specification Requirements. Any work requiring a separate license shall be performed under the applicable license as required under local or state law. 2. General Work to be performed shall include testing and certification services for the WQSB Clean Room. (B) Vendor must be capable of performing all (but not limited to) the tests listed below by latest ISO Standards: 1. AIRFLOW VELOCITY AND UNIFORMITY TEST FILTER FACE AIRFLOW VELOCITY (Volume Method) 2. FILTER INSTALLATION LEAK TESTS AEROSOL PHOTOMETER TEST METHOD 3. AIRBORNE PARTICLE COUNT CLEANLINESS CLASSIFICATION TEST ISO STANDARD 4. ROOM PRESSURIZATION TESTS 5. AIRFLOW PARALLELISM TESTS 6. RECOVERY TESTS 7. LIGHTING LEVEL AND UNIFORMITY TESTS 1

2 8. SOUND LEVEL TESTS 9. VIBRATION LEVEL TESTS 10. GENERAL TEMPERATURE AND HUMIDITY UNIFORMITY TESTS 11. COMPREHENSIVE TEMPERATURE AND HUMIDITY UNIFORMITY TESTS 12. ELECTROSTATIC TESTS 13. CONDUCTIVITY TESTS 14. ELECTROMAGNETIC INTERFERENCE (EMI) TEST 15. AIR CHANGE RATE (ACH) TEST 16. BENCH SCAN FILTER LEAK TESTS 3. Testing and Certification Shall be scheduled one (1) time a year for Clean Room and five (5) BioSafety Cabinets (BSC) and for the Fume Hood. (B) Tests to be performed during each service shall include but not limited to: Cleanroom: Tests To Be Performed: HEPA filter leak scan, velocity, airborne particle counts, room differential pressure readings, temp and Rh readings. Procedures (SOP) which are based upon IEST-RP-CC-006.3:2004, ISO :2015 and Federal Standard 209E. blower be BioSafety Cabinets (BSC): Tests To Be Performed: Filter leak scan, downflow velocity profile, inflow measurement and velocity calculations, particle counts, magnehelic gauge reading, smoke stick analysis, u.v. light, sash alarm, and speed rheostat. Procedures (SOP) which are based on NSF-49:2012, IEST-RP-CC-006.3:2004, ISO :2015 and Federal Standard 209E. Fume Hoods: Tests To Be Performed: Inflow velocity profile, (acceptance will CFM unless we hear otherwise) and smoke stick analysis. Procedures (SOP) which are based upon ASHRAE 110. Upon completion of testing, the vendor shall submit a certification Report containing all the data obtained during testing and test procedures. 4. Vendor representatives must sign-in and personally check in (upon arrival at NBC site) with the senior NBC staff member present, to receive any appropriate instructions/information and upon completion of work must sign-out and check out in person with the senior NBC staff member present, which shall be done consistent with the following: (1) Seven Service Road, WQSB, check in and out, 7:30 A.M. 3:30 P.M., Mon-Fri (except holidays) with NBC Laboratory Clerk on second floor. Vendor shall submit 3 copies of a certification report to NBC. Failure to record the NBC work order number on service reports will delay vendor payment processing. 2

3 (B)Vendor invoices shall: (1) Include: Number and date of invoice (B) NBC Work Order Number (C) List of each service report with number, date and total dollar amount. (D) As attachment (s), a copy of each fully priced (with labor and individual part pricing) service report listed on the invoice. (E) Have copy of vendor s material cost invoice attached. (2) Be forwarded to NBC as follows: Original (with attachments) mailed to: Narragansett Bay Commission One Service Road Providence, RI ATTN: ACCOUNTING DEPT. (C)Vendor shall not invoice NBC for any quotes, which may be requested. 5. Corrective Maintenance Shall always be authorized by a coordinating member of NBC management. 6. Vendor shall invoice NBC only based on: Parts, accessories, supplies and materials at vendor cost plus twenty percent (+20%). (1) Vendor, by submission of bid, agrees to attach, to monthly invoice, copies of material supplier invoices documenting vendor s cost of materials. (2) Failure to comply with this parts, accessories, supplies and materials pricing specification and including note (1) shall be grounds for cancellation of the remaining balance of the bid award blanket agreement. 7. References Bidder shall submit, with the bid, the name, address, telephone number and pointof-contact of at least three firms, for which the bidder provided Clean Room Testing and Certification within the preceding 24 months. References may be checked prior to any bid award. Any negative responses received may result in disqualification of the bid. 8. Terms of Service Blanket period shall be period starting February 1, 2018 and ending January 31, NBC reserves the right to extend the blanket period for two (2) additional 12 month period. NBC shall make bid award based on the lowest multi year bid amount. 3

4 NOTES: (B) (C) NBC RESERVES THE RIGHT TO ADD, REPLACE OR DELETE SITES AND/OR SPECIFIC HVAC EQUIPMENT AT ANY TIME DURING THE AGREEMENT PERIOD. NBC WILL PROCESS VENDOR INVOICES FOR PAYMENT, ONCE A MONTH. NBC IS A RI PUBLIC CORPORATION AND IS EXEMPT FROM RI STATE SALES TAX. (D) (E) (F) (G) VENDOR MUST LIST ANY EXCEPTION TO NBC SPECIFICATIONS WHETHER RELATED TO SERVICE, CATEGORIES, EQUIPMENT TYPES, SERVICE CALL REPORTS, PARTS REQUIREMENTS OR INVOICING PROCEDURES. EXCEPTIONS NOTED MUST BE ON SEPARATE COMPANY LETTERHEAD, REFERENCED TO THE NBC BID NUMBER PLUS BID ITEM NUMBER, BE DATED AND SIGNED BY AN AUTHORIZED SIGNATURE WITH TYPED NAME & TITLE OF SIGNATORY. BIDDER MUST SUBMIT ONE ORIGINAL AND ONE COPY OF BID PROPOSAL.
