Abstract. The favorable fiacial ecological eviromet is the basis of promotig ecoomic ad social developmet. This study takig Liuzhou as a example establishes the fiacial ecological eviromet evaluatio system based o DEA model. The assessmet results of Guagxi fiacial ecological eviromet shows that the credit system is flawed, the admiistrative idea is over bureaucratic, the public security maagemet is iefficiecy ad the ecoomic is uderactive. Directig agaist these questios, the paper puts forward the policy proposals such as stregtheig the itegrity educatio, chagig the admiistrative ideas, ehacig the public security maagemet ad icreasig ecoomic activity to optimize the eviromet of fiacial ecological i Guagxi. Itroductio Havig a favorable fiacial ecological eviromet is the prerequisite for the fiacial idustry ad the commo developmet of the regioal ecoomy. The state has approved the implemetatio of "Guagxi Beibu Gulf Ecoomic Zoe Developmet Pla" sice Jauary 16, The Zoe has great sigificace for the atio to implemet the overall strategy of regioal developmet ad opeig-up strategy of mutual beefit ad wi-wi. Based o this backgroud, the govermet should create a favorable fiacial eviromet, stregthe the fiacial supervisio, improve the ability of risk cotrol, accelerate the costructio of social credit system ad improve the credit eviromet for ecoomic zoes. Above all, creatig the "itegrity orther Gulf" is immiet. Regard Liuzhou as a research object, this study aalyses fiacial ecological eviromet Situatio i Guagxi ad proposes optimizatio strategies which has importat theoretical ad practical sigificace to improve the fiacial eviromet i Guagxi. The Aalysis of Fiacial Ecological Eviromet Theory Traditioal Fiacial Theory Traditioal fiace theories appeared i late 1960s to 1980s. They achieved some iitial results such as breakig the limitatios which we oly use the earlier fiacial theories to study the fiacial statemets ad establishig the market hypothesis theory. Ecological Fiace Theory The fiacial eviromet is a cocept of bioics, which is also a dyamic orgaic chai that some factors which affect the existece ad developmet of the fiace iteract ad iterplay through the fiacial media ad credit chais [2]. For Guagxi, a good fiacial eviromet ot oly effects matig idustrial, fiacial ad credit policies but also relate to the developmet of local ecoomy which is healthy, stable ad sustaiable. While the regioal fiacial ecological eviromet ivolves ecological factors i a broad sese, the preset study researches the questios based o the arrow fiacial eviromet factors maily. I theory, the fiacial eviromet is oe of the three aspects of the fiacial ecological system. The other two aspects are fiacial system ad fiacial ecological regulatio. The fiacial eviromet is the basis for the survival of the fiacial system, ad the iteractio betwee them will be achieved through the operatio of eco-regulatory mechaisms [3]. Zhou Xiaochua(2004) first proposed the "fiacial ecology" cocept [4]. Subsequetly, may orgaizatios ad scholars have doe the research about this. Li Yag (2005) believes that the fiacial ecosystem which ca be divided ito fiacial body ad fiacial ecological eviromet by usig the ecological poit is much more complex tha the atural ecosystems due to the role of spillover effects. The iteractive relatioship betwee the fiacial body ad fiacial ecological eviromet shows three-dimesioal, diverse ad ormalizatio features [5]. The aalysis of the fiacial eviromet i a regio is a very complex task. If we cosider the idex quatitatively, it will be lack of qualitative scietific evidece. So the research must be fully itegrated the qualitative aalysis i the actual operatio. Data Evelopmet Aalysis Priciples DEA is a method of date evelopmet aalysis of efficiecy evaluatio put forward by famous America operatioal researchers that are called A. Chares ad W. W. Cooper [7]. They have geeralized the cocept of the egieerig efficiecy of sigle iput ad sigle output to the decisio makig uit of multiple iput ad multiple output. We ofte call the measure performace i DEA as group decisio makig uits. We suppose the umber of decisio makig uits (j=1,2,3 ) is, each decisio makig uits has the same item ivestmet (i=1,2,3 m) ad the same item output s (r=1,2,3 s). We use xij to represet the item i of the j uit ad use item r to represet the j uit. To measure whether j 0 is a efficiet DEA decisio makig uit, we should make sure whether it is i the productio frotier evelope. For this, we costruct a decisio-makig uit by imagiary lie cosistig of the decisio-makig uit, item i put this λjxij i 1,2 m λj1 λj0 j1 j1 hypothetical DMU ad. The CCR model which measures the relative efficiecy of each decisio-makig uit by usig a fixed scale of assumptios ad the liear programmig to estimate the productio border is the most basic DEA model. The techical efficiecy (TE) will be gettig through this model; The BCC model is the oe that ca give the pure techical efficiecy (PTE) of each decisio uit ad scale efficiecy (SE) by decomposig the techical efficiecy (TE). This article will use the CCR model ad BCC model to test the output efficiecy of the fiacial eviromet for the fiacial developmet. Pure techical efficiecy refers to the relatioship betwee the various iputs ad outputs i the exteral eviromet. The fiacial ecology mai 31

Scale efficiecy is the oe whether the fiacial ecology mai body ca achieve the optimal i the process of mai fiacial ecological eviromet trasform to the output elemets i a variety of eviromet iputs. Accordig to the precedig aalysis, the idex ca be summarized i the followig aspects (Table 1). The selected iput idicators i this study are ecoomic base, admiistrative eviromet, credit eviromet, legal eviromet ad itermediaries; the output idicator is fiacial developmet of Liuzhou various fiacial istitutios ad savigs ad loas. We choose the deposits ad loas data as a fiacial develop metrics to reflect the actual situatio of fiacial developmet Liuzhou is more reasoable because most fiacial assets are cocetrated i the bakig system ad the assets of bakig system is maily deposits ad loas. Data Processig ad Aalysis of Empirical Results We take the data from 2008 to 2013 i Liuzhou as the sample. Throughout the history of fiacial sector developmet, the etire ecological system is a process of cotiuous improvemet. By the ed of Jue 30, 2014, the total amout of the fiacial istitutios ad foreig currecy deposits i Guagxi have amouted to trillio yua, the total loas have achieved trillio yua, the developmet of fiacial idustry cotiues to accelerate, the foreig currecy deposit, loa balaces have amouted to billio yua ad billio yua i 2013, which have icreased 21 ad 17. The eviromet costatly optimizes ad the fiacig chaels cotiue to broade. I three years ago, the dowward pressure o ecoomic growth ad price pressures both exist, the macro-cotrol policies have bee issued frequetly, the growth of deposits i fiacial istitutios icrease slowly ad the loa growth retur to ormal i the situatio of moetary policy beig back to ormal. We select DEA solver software to determie whether DEA is effective. For the multiple-iput multiple-output decisio-makig uit, the optimal weight liear optimizatio results ad the relative weight of each idicator of the efficiecy of decisio makig uit idex ca be obtaied through a comprehesive aalysis of iput ad output data, whereby all decisios uit gradig sort ca determie the relative effective decisio-makig uit. The results are show i Table 2. The score date of 2013 is From aalyzig the iput idicators, some redudat idicators exist icludig the level of ecoomic law developmet, the ecoomic activity, the degree of ecoomic stability, the domiace of govermet ad the maagemet levels of govermet. The idicators that the redudacy of it is zero are legal eviromet ad itermediaries. Amog them, the govermet's domiat accouts for 20.39, i terms that the redudacy of the relative level of ecoomic developmet is small, accoutig for From aalyzig the output idicators, put uder costat ad if the existig DEA valid state, the output ca be optimized to improve 4.18 o the existig basis. Social credit system maily icludes govermet credit, corporate credit ad persoal credit. Trasformig the govermet admiistrative cocept ad upgradig the maagemet level. I a market ecoomy ad ecological eviromet costructio fiace process, the govermet should recogize that fiacial firms is a separate idividual competitio i the market ad should ot iterfere with the fiacial busiess activities, while it eeds to guide ad support the developmet of ecoomic eviromet ad create a fair ad efficiet competitio eviromet. Secodly, we must stregthe security maagemet ad reduce crimial cases. Social ad ecoomic developmet eeds a safe, harmoious ad healthy space. The quality of security eviromet directly affects the quality of the fiacial eviromet. Fially, we must ehace the ecoomic activities ad ecourage the developmet of private ecoomy. The market ecoomic ecourage the multiple owership of ecoomic etities to compete fairly.
