Intrductin BF welcmed all t the meeting. 1.1 Review f Minutes The minutes f the previus meeting were accepted. 1.2 Review f actins Actin AMR029: Natinal Grid Distributin (CW) Investigate the prvisin f drift related infrmatin (DM resynch frequencies and vlume data). : Retained fr visibility purpses. Carried Frward Actin AMR033: Shippers t cnsider any additinal read items (based n existing File Frmats) fr the shipper t GT read cmmunicatins. : BF explained that this matter wuld be cvered under the business rules discussins belw. Carried Frward Actin AMR034: xserve (FC/MD) t prvide examples f the current FF s t supprt the undertaking f actin AMR033 by the shippers. : FC cnfirmed that the FFs had been prvided and published n the Jint Office web site. 2 Actin AMR035: Shippers t examine their sites where validatin failures have taken place and cnsider if the strawman validatin prpsals wuld/culd wrk. : SM advised that Gazprm had cmmenced analysis f their prtfli (with either a U6 r U16 meter) fr the last 12 mnths, the findings fr which he expects t be able t present at the next meeting. An initial examinatin f the raw data suggests that it includes a wide range f sites. The impact f premises such as shps which may r may nt be trading ver a weekend are being cnsidered and the utilisatin f aggregated tlerances culd be ne way f mitigating the impact f these types f site. PT wndered if the rules appertaining t the larger metered sites culd pssibly be applied at the smaller end f the market. Carried Frward Actin AMR036: xserve (FC/MD) t prvide a shrt list f suitable questins fr shippers t (cnsistently) ask their clleagues r service prviders fr infrmatin. : FC cnfirmed that the list f questins had been prvided as requested. Actin AMR037: xserve (FC) t update the Business Rules Dcument in line with suggested amendments in time fr cnsideratin at a future meeting. : FC cnfirmed that the business rules dcument had been updated in line with the discussins undertaken during the AMR16 meeting. Actin AMR038: xserve (MD) t prduce a plan / tracker dcument (similar t that utilised fr PN UNC), suitable fr updating at each meeting. : MD cnfirmed that a new plan / tracker had been prepared and published n the Jint Office web site, as requested. Actin AMR039: All t review the plan / tracker dcument at each meeting t ensure each tpic is n target and identify any ptential issues (missed milestnes etc.) and cnsider any knck n impacts n ther tpic areas. : Jint Office (MiB) agreed t add a new AMR standing agenda item t review the plan / tracker dcument at each meeting. 2. Scpe and Deliverables Cpies f the varius presentatin materials are available t view &/r dwnlad frm the Jint Office f Gas Transprters web site at: Further Cnsideratin f Meter Reading Arrangements PNUNC AMR Tpic Wrkgrup Meeting 17 Meter Reading presentatin xserve (MD), prvided a brief verview f the presentatin. MD pinted ut that at the previus meeting (AMR16) cnsideratin f an estimating methdlgy fr prcess 3 had been verlked. 3 2.1.2 AMR Meter Reading Prpsed T-Be Prcesses presentatin xserve (MP), prvided a brief verview f the presentatin. Thse present discussed the fur prpsed prcess maps in sme depth. The fllwing key pints being discussed: Prcess 1 Flw Chart Referring t bx 1.4, BD remarked that under the present DM mandatry prcess shippers are nt bliged t prvide a D-7 estimated read, as this is a transprter service. Fr clarity, SM added that in his view any reading where he has derived it by the use f a calculatin is an estimate and any read he has btained by any ther means is an actual read. FC reminded thse present that the ptin f D-7 prvisin by Shippers was previusly included within the business rules in respnse t requests frm varius parties. In answering a questin as t why shippers want t be able t prvide an estimate at this stage in the prcess, SM indicated that it is able t reflect a shipper s cmmercial relatinship with their respective service prviders. CW suggested that the estimated reads prvided here d nt necessarily warrant r need any frm f validatin. Mving n t cnsider step 1.6, FC pinted ut that the lgic check is there t prtect shippers and ther market participants frm the effects f (pssible) errneus values which may have a high financial impact. In respnse, SM suggested that 1.6 shuld really be cmmn t bth streams (swim lanes) in that case. FC nted that a lgic check primarily relates t the physical (equipment) aspects f a reading whereas, a validatin fcuses n aspects f the read itself. MP advised that he wuld lk t add a link between steps 1.9 and 1.6. The debate then mved n t cnsider pssible validatin failure requirements, and the need t develp suitable rules t supprt these. Asked whether r nt a prcess is required t supprt service prvider (system / prcess related) failures, SM thught that this was nt necessary as it wuld / shuld already be cvered by the cntractual agreements in place between the parties cncerned. Hwever, BD reminded thse present that service prvider market liberalisatin initiatives will need further cnsideratin in due curse. FC suggested that if the D-7 rule is deemed suitable, this culd be utilised in the shrter term t limit the likely expsure in the case f a failure. FC went n t remind thse present that the expsure t this type f risk (i.e. liabilities amngst thers) currently sit with the Transprters and these will be transferring ver t the shippers in the new wrld these DM unbundling type f issues will need cnsideratin in due curse. In respnding t a questin as t whether r nt xserve culd superimpse file flw infrmatin n the prcess flw charts, FC pinted ut that this wuld nt be pssible because the future cmmunicatin requirements have nt been defined as yet. In cnsidering hw best t prgress matters, and being mindful f the develpment and launch f mdificatins t assist the prject, BF reminded thse present that under the new UNC gvernance arrangements any and each new mdificatin will be treated as a wrkgrup in its wn right whilst this des nt prevent discussin f Page 3 f 10

4 several related mdificatins n the same day and in thery at the same meeting (basically similar in cncept t the ld wrkstreams), each wuld be recrded separately (i.e. individual sets f minutes). In returning t cnsider step 1.3, FC respnded t a questin advising that this refers t replacing with actual reads (ref: BR 5.1.9) but als acknwledged that a cap r sme frm f charge t limit these may be needed t limit the number f times that a reading can be replaced depending n ptential vlumes. Prcess 2 Flw Chart MP pened by remarking that this chart will als be amended in line with the previus discussins abve. In cnsidering step 2.4, xserve cnfirmed that this relates t any read submitted up t and including 05:59 n D+1. Mving n t step 2.7, parties cnfirmed that they wuld wish t knw which read had been utilised (actual r estimated) especially as the detailed must read prcess is nt shwn in the examples FC pinted ut that bth step 2.9 & 2.10 reflect previus business rule discussins and requests. SM enquired if xserve were / are cnfident that their systems are able t handle the ptential vlumes f data being streamed t them. Whilst acknwledging that further discussin n traffic (vlume) levels is needed, FC respnded that the predicted levels wuld need t frm part f the business requirements. BD remarked that cnsideratin f csts assciated t the respective prcesses wuld influence decisins ver which ne t pt fr. Prcess 3 Flw Chart In cnsidering step 3.4, SM enquired if any missing reads (in a sequence daily, weekly, frtnightly r mnthly etc.) within a batch, r series f batches wuld result in the batch(es) being rejected. Whilst acknwledging that the answer may appear smewhat dracnian, FC advised that it depended n what was the agreed business requirement. Hwever, she went n t suggest that develpment f sme frm f a patch mechanism fr missing reads may be beneficial. This culd als be supprted by develpment f suitable cmmunicatin mechanisms t infrm parties where gaps exist. She went n t suggest that differentiating between readings and energy (cnsumptins) in these cases is trickier regardless f which slutin we g fr, care is needed t ensure that the must read prcesses can be perate effectively. SM indicated that he wuld nt expect batches cntaining missing days/reads t be rejected and wuld wish t see the gaps filled in by sme means r ther. He als added that he wuld expect t be kept infrmed as t what value f energy was calculated fr the missing days. When asked, thse present were unsure if they require a back calculatin f energy t the reading (i.e. estimated reading fr missing days) fr prcess 3. It was agreed that the actual slutin wuld be designed in due curse. FC went n t suggest that having reads in place f energy (vlumes) makes identificatin f missing reads pssible, especially cnsidering that maintaining cmpleteness f energy is f paramunt imprtance. 5 was suggested that prvisin f bth readings and energy values fr missing days wuld be beneficial, but as a minimum it must prvide readings. It was nted that it wuld be preferable t avid the bureaucracy assciated with the equivalent electricity mdel. Prcess 4 Flw Chart When asked if this was similar t a mnthly recnciliatin prcess, MD cnfirmed that it was. In clsing, MP agreed t take a new actin t revise the prcess flw charts in line with the pints raised during these discussins AMR 17 Nte n Weather Sensitivity presentatin FC prvided a very brief verview f the presentatin pinting ut that SC relates t Sctland and SW t Suth Wales tw diametrically ppsed areas deliberately selected fr purpse f these examples. Mving n, FC aplgised fr tw typgraphical errrs the use f 1 & 5% shuld really read as degrees (temperature) and Band 05 War Band 2 shuld read as Band 4. Lking at the graph FC cnfirmed that the data pints relate t actual readings aggregated int LDZ mdels fr Demand Estimatin purpses AMR 17 Analysis t Supprt Tlerance Level Discussins presentatin FC suggested that in light f utstanding actin item AMR035, cnsideratin f this matter is deferred until mre infrmatin is prvided by the Shippers, at the next meeting Optins fr Meter Reading Validatin Infrmatin / Analysis Request presentatin FC advised that this is prvided t peple fr them t take away and cnsider with a view t prviding feedback at a later date. In light f this suggested rute, a new actin was placed n thse present Business Requirements Dcument fr AMR Meter Reading dcument discussins and review xserve (MD) prvided an verview f the Business Requirements Dcument fr AMR Meter Reading (v0.10 dated 24/01/11) dcument. During the review f the BRD cmmencing frm 5.8 nwards, the fllwing pints were cnsidered/raised: 5.8 referring t previus cncerns ver the DME prcess arrangements, MD sees n issue with prcesses 1 & 2, but 3 & 4 may need cnsideratin; BD suggested that there remains a cncern ver the D+5 t D+10 change f supplier alng with ther assciated aspects; sme believe that the clsing / pening read wnership issue is addressed by the fact that the read belngs t the cnsumer; Page 5 f 10

6 in cnsidering inheriting the previus suppliers liabilities, it was suggested that identificatin f a mutually agreed transitinal read between the utging and incming shipper (subject t passing tlerance checks) maybe beneficial; cnsideratin f ptical slutins shuld be included; SM questined the statement based n his view f previus discussins; retentin f check read prcesses was questined, althugh it was acknwledged that they culd be utilised fr any derived reads, althugh sme felt this shuld be ut f scpe; further cnsideratin f drift related risks is required befre parties are able t fully cmmitting t a slutin. This wuld be cvered under the AMR Recnciliatin tpic; drift will als need cnsideratin, but care is needed arund addressing signal length issues (i.e. incrrect equipment cnfiguratin etc), plus under / ver billing and technlgy risks amngst thers; cde f practice guidance arund drift t be cnsidered SM agreed t take an actin t investigate and prvide the Cde f Practice dcumentatin fr cnsideratin; the 2 yearly safety check culd be utilised as a back-stp psitin alng with piggy backing check reads nt them as well; the value f xserve retaining check read infrmatin was questined; recnciling safety and cmmercial issues maybe difficult; FC suggested this shuld be retained t prtect RbD frm the risks assciated with lng un-recnciled perids (prcess 4); it was thught that this culd be managed by the AUGE; any subsequent mdificatin wuld need t cnsider flexing the AUGE rules; it was nted that when mdificatin 0270 was raised the AUGE Mdificatin (0229) had nt been apprved and hence thse business rules stated that the meter pints had t remain within RbD; xserve (MD) agreed t three new actins. The first is t discuss the supplier read issues with SL t ascertain what is required with regard t 5.8 whilst the secnd is t give further cnsideratin t check reads and transfer reads. The final actin is t update the BR dcument in line with the discussins undertaken during the meeting. Diary Planning 5.1 AMR Wrkplan presentatin xserve (MD) prvided a brief verview f the prpsed wrkgrup timeline plan (dated 17/01/11), with the main discussin pints being: Parties agreed that the status fr the Meter Reading item shuld remain as amber. FC suggested that even if the grup cannt bttm ut certain specific parameters (e.g. check reads), it shuld be pssible t identify the brader requirements. Thereafter, any UNC mdificatins culd seek t reslve utstanding issues within their wn business rules discussins.
