1 City of Cupertino Guideines for Non-Residentia Buiding Trash and Recycing Encosures 1. SOLID WASTE REQUIREMENTS During the deveopment review process, prior to issuing grading, demoition, tenant improvement or buiding permits, the foowing conditions and requirements must be addressed. Other conditions and requirements that pertain to an individua deveopment project may be identified during the Panning entitement review process or the Deveopment Organization process. Commercia, pubic, industria, and institutiona buidings must have encosures for garbage, recycing and organics containers. Encosures sha be adequate in capacity, number and distribution to serve the deveopment. An adequate number of bins and containers to aow for storage and coection of garbage, recycabes and organics sha be suppied for each encosure. The encosure shoud be configured and ocated on the property so as to aow ease of access by coection vehices. Review of pans by the City s franchised waste and recycing hauer is required to ensure access. Municipa soid waste (MSW) coection service is required for a occupied commercia properties, and is provided by the City s franchised waste hauer on an excusive basis. The City s franchised waste hauer provides coection services for garbage, recycabes and organic materias (food waste and other compostabes). At a minimum, garbage, recycabes, and organics must be coected once a week, but service must be adequate to maintain the property and to keep materia intended for disposa in containers with cosed ids. Any debris generated during construction or remodeing shoud be handed in accordance to the City of Cupertino s C&D recycing ordinance (CMC 16.72). NON-RESIDENTIAL BUILDING SPACE REQUIREMENTS Non-residentia buidings and uses within a zoning districts must provide interna and externa storage areas for garbage, recycabes and organics. The amount of space to be set aside for interna and externa storage depends on the type of use, business activity and square footage of operating space (See Section 6 beow). The exact size and ocation of the storage area(s) must take into account the types and quantities of garbage, recycabes and organics to be generated by the proposed and use and business type, as we as the mode of coection to be used. Pease contact the City s franchised hauer to review the specific service eve needs for your deveopment, incuding capacities and types of containers for garbage, recycing and organics. 2 3. REQUIREMENTS FOR TRASH ENCLOSURE DESIGN AND CONSTRUCTION The foowing are minimum requirements for new construction or remodeing of Non-Residentia buidings. Areas designed for the storage and coection of garbage, recycabes, organics or other discarded materias sha conform to any appicabe architecture and site design standards and guideines. Areas designed for storage and coection of garbage and recycabes at Non-Residentia buidings sha observe the requirements of the Caifornia Buiding Code and the requirements of CCR Tite 24, regarding accessibiity to garbage and recycing coection containers for persons with disabiities. Site pan and architectura approva is required for encosures, which must aso conform to encosure design and construction requirements set out in the Cupertino Municipa Code and in these Guideines. The pans submitted to the City sha incude: A site pan of the overa deveopment Design, square footage, and ocation of the areas for garbage, recycabes and organic materia storage and coection The anticipated number, type, size (gaons or cubic yards) and pacement of bins and containers Adequate fencing, ighting, signage and other security measures to insure the safety of deveopment's occupants, faciity maintenance personne, residents, and the pubic Signage to strongy discourage iega dumping into and around garbage encosures Signage(as needed) to deter scavenging and theft of materias set out for coection Adequate area for cosed-id containment of recycabe materias Adequate area for cosed-id containment of organic materias Description of materias used for encosure construction Eevation and drainage detai of encosure and surrounding area, demonstrating that runoff and itter from the encosed area wi not enter the City s storm drain system Adequate area for truck access routes and turning radius Adequate pads or ground support in service areas for trucks (check with City s franchised hauer for requirements) Reationship of encosure to buiding entrances and proposed truck route Other items that wi be housed in the same encosure (e.g., maintenance equipment) 4. ENCLOSURE CONSTRUCTION & DESIGN, DETAIL REQUIREMENTS. The foowing are specific requirements for new construction or remodeing of Non-Residentia Buidings. Non-Residentia Buiding 2 Trash Encosure Guideines
3 The deveopment must incude adequate, accessibe and convenient areas for storing and oading garbage, recycabe and organic materias. An encosure sha be within 250 feet of the appropriate doorway of each business. The encosure shoud be constructed on a fat area with a grade of no more than 2%, in order to ensure that containers can be safey serviced and returned to the encosure. Encosure design must be architecturay compatibe with nearby buidings, topography and vegetation. The wa finish and materias for the encosure must match or be compatibe with the primary buidings at the site. Externa storage areas sha not be ocated in any required parking, andscaped, or open space, or any areas required by the City of Cupertino to be maintained as unencumbered. Encosures sha be readiy accessibe to buiding occupants, faciity maintenance personne, and to the franchised waste hauer. Encosures sha provide adequate access so as to minimize effort in the coection and remova of container contents from the encosures. Site pans for encosures shoud consider vehicuar and pedestrian traffic patterns. Encosures sha be appropriatey ocated and screened from view on at east three sides by a wa at east six feet in height, and on the fourth side by gates not ess than five feet in height. Soid meta gates with atches and bots are one option. Appicants may propose an aternative gate design if said design accompishes the desired visua effect. Aternative designs wi be subject to the review and approva of the City of Cupertino Panning Division. Encosures sha be covered to prevent rainwater infitration into the storage area. A horizonta or soped roof sha be designed of soid materia for protection of the containers from the eements. The roof shoud extend sufficienty outward in a directions so that wind-bown rain wi not enter the interior of the storage area. A minimum of eight feet of vertica cearance within the storage area sha be provided to aow the container ids to be fuy opened and cosed. Encosures and areas around encosures sha be designed to prevent iquid run-on to the area and run-off from the area, and to contain itter and garbage so that it is not dispersed by the wind or runoff. Encosures and areas around encosures sha not discharge to the storm drain system. If proposed use of the deveopment incudes a food service faciity, any drains instaed in or beneath encosure areas sha be connected to a grease remova device prior to discharging to the sanitary sewer. Overhead cearance of 20-feet must be provided in front of the encosure to aow containers to be emptied by front-end oader coection vehices. Driveways and trave aises sha conform to oca buiding code requirements for garbage and recycabes coection access and cearance (these requirements shoud be the same as the Fire Department reguations). Unobstructed access sha be provided for coection vehices and coection company personne, as we as for faciity occupants and maintenance staff. Non-Residentia Buiding 3 Trash Encosure Guideines
4 For safety reasons, a turnaround must be provided for any street, driveway or trave aise that woud otherwise require the coection truck to back up a distance greater than 100 feet. A minimum of a 42-foot turning radius is required for soid waste coection vehices. For properties that need to ock their encosure or bins, the City s franchised hauer wi suppy container ocks and keys at a ock charge fee in accordance with the service agreement for the property. The gates shoud be maintained in good working order and shoud remain cosed except when in use. The encosure opening, incuding gates and hinges, must provide a minimum opening of nine (9) feet to aow containers to be moved in and out of the encosure. To aow ease of access in oading bins, if mutipe containers are stored in one encosure a minimum of thirty inches cearance between containers is required. Containers exceeding four cubic yards cannot be paced on whees, and therefore cannot be roed out of the encosure for service by the coection vehice. Encosures that wi accommodate containers six cubic yards in capacity or greater sha aso incorporate the foowing design features: Door openings sha be a minimum of ten (10) feet in width to aow for direct pickup by the coection vehice. The entrance gate shoud be capabe of being atched open so that an eight-foot wide truck can access the encosure. A minimum of 15-foot vertica cearance is required within the encosure so the coection vehice can reach the bin. Encosure must provide for direct access by the coection vehice. At a minimum, a ane, 10- feet wide by 30-feet in ength, must be provided directy in front of the encosure. Other design considerations for encosures incude: Increased coection costs ( push/pu fees ) may be incurred if containers must be moved by coection personne more than 5 feet to be emptied. A minimum of eight inches between the wa and the bin is needed to protect the was and insure that the bin can be removed from the encosure to be serviced. Instaation of curbing is recommended to protect the encosure was. To reduce the number of truck trips to provide garbage and recycing services to the property, it is recommended that the deveoper design for arger capacity containers (with ess frequent service) over smaer containers (with more frequent service). Where a ramp eads to an encosure, avoid pacing a ip at the entrance that might impede container pacement and remova. The foor of the encosure shoud be concrete, since asphat can bucke under heavy oads or in hot conditions. A concrete pad shoud be provided outside the entrance to the encosure. Dimensions shoud be approximatey 10 feet wide and 10 feet ong. The pad shoud be capabe of withstanding the impact of the bins being set down, and a 20-ton stationary oad. 5. GENERAL SPACE GUIDELINES Different types of commercia businesses wi require different eves of service. Tabes 1 4 beow provide guideines for the minimum encosure space for each of the four main categories of business activities. In addition to the space requirements isted in Tabes 1 4, if mutipe bins and carts are to be stored in any one encosure, space must be provided to aow user access to each of the bins and carts. Access aises between containers must be a minimum of 30 inches wide. The genera space recommendations beow are based on State of Caifornia property deveopment standards contained in AB 1327, the Caifornia Soid Waste Reuse and Recycing Access Act of 1991, but have been modified to fit the coection system provided in Cupertino. These guideines are intended to provide genera guidance for encosure space requirements. Pease note that these are guideines ony. Encosures must provide sufficient space for adequate capacity, number and distribution of garbage, recycabes and organics containers to serve the deveopment. Within each encosure, additiona space wi be required for: (1) curbing to protect the encosure was, (2) aow for access to and maneuverabiity of the containers for service by the coection company, and (3) for adequate and accessibe interior areas so that users of encosure do not have to shuffe receptaces. Sampe encosure configurations are provided in Figure 1 and Figure 2. Offices. Office buidings are required to provide a minimum of one container each for garbage, recycing and organics. Tabe 1. 7 Retai Shops. Retai shops are required to provide a minimum of one container each for garbage, recycing and organics. Tabe 2. Food Service Estabishments. Restaurants, grocery stores and other businesses that dispose of food wastes are required to provide a minimum of one container each for garbage, recycing and organics. Food service businesses are aso required to provide space for storage of grease/fats/ois awaiting coection (usuay by a taow company). Tabe 3. 8 Large Venues. Large venues are those that accommodate more than 2,000 paid visitors per day (such as a mutipex theater). Large venues are required to provide one container each for garbage, recycing and organics. If the venue serves prepared food (other than just popcorn), they are aso required to provide space for grease/fats/ois awaiting coection (usuay by a taow company). Tabe 4.
