ORGANISATIONAL RELATIONSHIPS Position Title of Supervisor: Manager, Libraries Network Titles of Positions which report to Area Team Leader, Libraries Network: Team Leaders, Libraries Network Contractors for which this position is responsible: Nil 3. PRIMARY PURPOSE OF POSITION The purpose of this role is to Manage the delivery of front line library services with excellent service to the community in a way that supports the library vision and is financially sustainable Support the Library Management team to develop and implement strategic priorities for City Libraries to achieve best practice and leadership within the GLAM (Galleries, Libraries, Archives and Museums) sector Provide leadership of staff within one of two geographical areas as determined by the Manager Libraries Network (North and South) Effectively manage facilities and buildings within geographical area Work in partnership with internal and external stakeholders to support the library vision and strategic objectives 4. POSITION OBJECTIVES The major objectives to be achieved by the Area Team Leader Libraries Network are; Leadership Lead your area branches through building effective teams with a high level of engagement Title: Date: Page 1

2 Effectively leading the teams through organisational change Develop and lead high performing teams by mentoring, coaching and continuous staff development Develop the capability and resilience of staff to deliver innovative services responsive to community needs and aligned to strategic objectives Support Team Leaders to implement strategies to deliver on the Library s vision and goals To be held accountable for working conditions under the control of the position and for detecting any unsafe or unhealthy conditions or behaviour and to take immediate steps to investigate and rectify any risks to health, safety and welfare arising from any activity. Operations Oversee the efficient and effective management and operation of buildings and facilities within your area Work alongside Library Management to implement best practice strategies around customer service, financial management, data analysis, reporting, collections, technology, programs, facilities, marketing, membership and community engagement Ensure a culture of compliance to Library and City wide policy and procedures Effectively manage network operational staffing in liaison with the Library Rosters team 5. POSITION ACCOUNTABILITIES Effectively lead and manage branch libraries within your area including: o Appropriate workforce planning, including contingency and succession planning o Communicate clearly defined targets for both team and individuals and provide regular feedback in relation to delivery against plan o Provide coaching and development to employees through identifying areas for improvement, maximizing learning opportunities and implementing development plans. o Effective and efficient management of branch teams including compliance with all relevant policies, procedures and processes Work in partnership with Library rosters staff to oversee the staffing of branches within your geographical area Oversee the development and implementation of area or network wide projects Drive a culture of excellent customer service Role model, coach and support the delivery of the Library s Business Unit plan Identify and/or implement operational efficiencies including maintenance and upgrade opportunities Manage and respond to facilities maintenance needs and issues Establish strategic, collaborative partnerships and relationships within the Creative City team, the City and with external organisations and communities through active outreach, networking and community engagement Title: Date: Page 2

3 Comply with and keep abreast of any relevant legislation applicable to the performance of the duties of this position. Complete any other tasks as reasonably directed by Manager 6. Manages Effectively Finance and resource management; Procurement and Contract Management; Risk Management and Compliance; Technology and Information Management; Project Management. 7. WORK, HEALTH & SAFETY RESPONSIBILITIES Supervisors/Team Leaders are responsible for the health and safety of all persons under their direction. As such they are responsible for assisting their managers in implementing the WHS Policy and Safety Management System (SMS) by: Inducting all new and transferred workers Implementing risk management activities Stopping work in circumstances that are deemed an immediate risk to health and safety until a satisfactory solution is agreed/implemented Actively promoting consultation, WHS training and access to information to ensure safe work procedures are understood and followed Managing, implementing and advising workers when changes have been made in the workplace (i.e. systems of work, risk assessments) Title: Date: Page 3

4 Reporting hazards and any work-related injuries/illness as soon as practicable; taking reasonable care; and taking immediate steps to investigate and rectify any risk to health, safety and welfare. AUTHORITY TO ACT The incumbent has the authority to take any reasonable steps to ensure that the smooth flow of operations is maintained providing the actions are consistent with the responsibilities of the position and subject to any limitations, corporate policies, procedures or safe work method statements. All personnel have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory resolution is agreed / implemented. Such circumstances may include life threatening situations or those that could result in loss of limb or other significant lost time injury. 9. SELECTION CRITERIA Essential Criteria Tertiary qualifications and/or relevant experience in the GLAM sector (Galleries, Libraries, Archives and Museums), or cultural/ educational/ community/ customer service or business fields Knowledge and experience in either public library systems, makerspaces, venues, services or facilities Demonstrated experience in building and managing high performing and engaged teams within a customer service environment Demonstrated experience leading Team Leaders/supervisors and their teams to deliver frontline services responsive to customer needs and strategic objectives Proven ability to lead and develop a team through organizational change using hands on and practical management techniques Demonstrated experience managing projects from conception through to implementation Highly developed and confident problem solving, communication, interpersonal, negotiation and presentation skills Demonstrate a commitment to Equal Employment Opportunity, Work, Health and Safety and Cultural Diversity principles.
