(Firm Selection) Reference No. (As per Procurement Plan): RWSSP LIS/SPMU/BIH/S-12 The Ministry of Drinking Water and Sanitation (MoDWS) has received financing from the World Bank toward the cost of Rural Water Supply and Sanitation Project for Low Income States (RWSSP-LIS) with an objective to improve piped water supply and sanitation services for selected rural communities in the target states through decentralized delivery systems and intends to apply part of the proceeds for consulting services. The Project is being implemented in ten districts of Bihar; namely Patna, Nalanda, Nawada, Muzaffarpur, West Champaran, Saran, Begusarai, Purnia, Munger& Banka. The consulting services include monitoring of quality of works and related issues concerning the Water Supply and Sanitation to execute the program in 10 project districts of Bihar. The total number (133) of schemes in the 10(Ten) project districts are: Patna-18, Nalanda- 13, Nawada-07, Muzafarpur-16, West Champran- 14, Saran 21, Banka 10, Munger-07, Begusarai-18, Purnea The ICQSC has to randomly select 25% ( Maximum 33 ) of the total schemes for the execution of the desirable derivable as mentioned in scope of work, Preconstruction work, Quality Control of Construction Materials, Equipment s and Machinery, Construction Surveillance, Deliverables/ Outputs. In addition to above, there will be ten (10) SLWM schemes in ten model villages in ten project districts. The BSWSM/SPMU now invites eligible consulting firms ( Consultants ) to indicate their interest in providing the Services. Interested Consultancy firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: Must have minimum five years of experience in providing consultancy services of similar nature like independent quality monitoring and surveillance of Rural Water supply and Sanitation Projects.(Provide a brief description of the organization including ownership details, date and place of incorporation of the firm, objectives of the firm, details of assignments undertaken, etc.) Must have successfully completed at least three consultancy assignments of similar nature in last five years preferably in Rural Water Supply and Sanitation Projects. (Provide letter of contract award from the employer in last five years). Must have minimum annual turnover of INR 2.00 Crore in any of the last 5 completed financial years. (Provide audited financial reports of last five completed financial years). Provide a self-certified organizational structure of the firm.

2 The attention of interested Consultancy firm is drawn to paragraph 1.9 of the World Bank s Guidelines: Selection and Employment of Consultant(under IBRD loans and IDA Credits & Grants) by World Bank Borrowers dated January 2011( Consultant Guidelines ), setting forth the World Bank policy on conflict of interest. In addition, please refer to the paragraph 1.9 of Consultant Guidelines for specific information on conflict of interest related to this assignment. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. A Consultancy firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines. 3 State Project Management Unit, RWSS- Project, Bihar Terms of Reference for Consultancy Services for Independent Construction Quality Surveillance Consultant (ICQSC) Background The Ministry of Drinking Water and Sanitation (MoDWS) and the World Bank have jointly developed the Rural Water Supply and Sanitation Project for Low Income States (RWSSP-LIS) with an objective to improve piped water supply and sanitation services for selected rural communities in the target states through decentralized delivery systems. The Project is being implemented in ten districts of Bihar; namely Patna, Nalanda, Nawada, Muzaffarpur, West Champaran, Saran, Begusarai, Purnia, Munger & Banka. An integrated scheme cycle approach is followed for planning, implementing and managing the water supply and sanitation schemes in the project villages supported by capacity building and IEC programs. The project aims to promote improved access to water supply facilities created through various types of schemes namely i) Single Habitation Schemes (SHSs) ii) Single Gram Panchayat Schemes (SGSs) iii) Small Multi Village Schemes (SMVSs) and iv) Large Multi Village Schemes (LMVSs). SGSs, SVSs and MVSs will provide piped water supply to households taking into consideration the availability and quality of local water sources, along with catchment area management programs as required for improving source sustainability. Programme The RWSSP-LIS (Neer Nirmal Pariyojana-NNP) strengthens the NRDWP focusing on the project States with different allocation criteria and funding components, but will be implemented leveraging the existing guidelines of the NRDWP and framework of the Project Appraisal Document (PAD). The State Project Management Unit (SPMU), set up under Bihar State Water and Sanitation Mission (BSWSM), is the executing agency for the World Bank,GoI and GoB financed RWSSP-LIS in Bihar. OBJECTIVE OF THE ASSIGNMENT In the Program for Batch-1, SPMU proposes to engage a Technical agency for Independent Construction Quality Surveillance Consultancy known as ICQSC for monitoring of quality of works and related issues concerning the Single Gram Panchayat /Habitation (SGS/SHS) Rural Water Supply schemes, to execute the program in 10 project districts of Bihar as listed below:

4 The number of schemes in the 10(Ten) project districts are as follows. Sl. METHODOLOGIES TO BE FOLLOWED The methodology to be adopted by the consultant to deliver its services will be based on participatory approaches in selected GPs. ICQSC would adopt latest technology and tools. The beneficiary community should be informed for suitable decisions at all stages of implementation. The GPWSC will take informed decisions at all levels of implementation of the project. The SPMU and concerned DPMU shall be well informed and engaged in all processes and consultations with the GPWSC. The assignment will be carried out by the ICQSC in accordance with the description of the activities as given in the DPRs of the schemes and other project guidelines. The ICQSC will work in close coordination with GPs, district officials and the DPMU. THE IMPLEMENTATION PERIOD FOR SHS/SGS: The completion period - 12 months Trail Run Period 3 months after completion of scheme. Operation and Maintenance Period 60 months after successful completion of trial run. Performance evaluation of the scheme in respect of its capacity, quantity and quality of water for and suggesting measures for optimal utilisation of the scheme. Check House Connections as per Plan. Review all completion and handing over documentation and records. PRE-CONSTRUCTION WORK Read and understand the concept and the details of the works including Services from the various documents prepared by or on behalf of the DPMU.

7 Review all designs and drawings of 25% of the total schemes in 10 Districts, for completeness and submit comments to SPMU. The Designs and drawings submitted by the Contractor shall be made available to the ICQSC along-with the DPR and the copy of the relevant bid/contract document. Jointly with the Client (SPMU), develop formats for reporting and deliverables. Mobilize all staff and other requirements well in time to carry out the Services. QUALITY CONTROL OF CONSTRUCTION MATERIALS, EQUIPMENT S AND MACHINERY The quality of construction materials, equipments and machinery has to be of high standard and the quality of materials, machinery, and equipment has to be verified, checked and monitored on sample basis. To ensure that the material and equipment s strictly confirms relevant IS standards with latest amendments. Quality assurance of construction materials such as G.I. Piper, DI pipes and specials, PVC Pipes and specials, Valves, Submersible pumps and accessories, Centrifugal pumps, Motors and accessories, Cement, Steel, etc., have to not only satisfy ISI or relevant standards but should also bear the certification mark on the products. Check and verify the goods on sample basis and record his observations. Building materials such as stones, bricks, sand, coarse aggregate, concrete mix etc. shall be tested on the expense of the Construction contractor by laboratories duly approved by DPMU. Reports of such tests shall be reviewed/checked by the ICQSC and comments shall be made available to concerned authorities i. e. SPMU. Any special points and observations should be clearly and boldly highlighted and in emergent cases reporting has to be on emergency basis including telephonic / personnel contacts. The Engineer of ICQSC will visit the site regularly at all critical stages like concreting, reinforcement checking, pipe laying, valve fixing and review the progress of work both qualitatively and quantitatively and report issues observed, in writing, to the SPMU and the PM/APM of the DPMU. The DPMU will maintain all such records and reports at its office for supervision and review by senior officials of the department, and the SPMU, on requirement basis. CONSTRUCTION SURVEILLANCE. - Check the points, lines and levels of reference, as made available by the DPMU or otherwise established, and check the contractor s setting out for the schemes (selected by SPMU under sampling). This shall include the accurate locations and levels of all structures, the lines and levels of Pipelines and the locations of accesses, storage areas, working areas, way leaves, etc. -Check the quality and quantity of construction of civil works with reference to Drawings, specifications and relevant IS Codes/ standards on sample basis.

8 -Inspect works under construction or completed (around 25%) and make notes of all works and materials, which are not in accordance with specifications. Report on reasons for substandard constructions, Suggest remedial measures or improvements in quality of works in time. -Monitor and inspect the contractor s methods of construction for permanent and temporary Works, including false work, as well as equipment installation, workmanship and other site operations in regard of compliance with the requirements of the Specification, the applicable standards and the manufacture s recommendations, with all due attention being given to adherence to safety codes, labor laws, other laws, bye-laws and regulations and avoidance of public nuisance. -Witness the sectional Hydraulic tests for pipelines / testing of reservoirs and report thereon(5%). -Report on reasons for construction delays. -Ensuring timely completion of works and participates in the final commissioning of the works. QUALIFICATION, EXPERIENCE AND OTHER REQUIREMENTS OF THE CONSULTANT: Post Qualification Experien ce Nos Team Leader Team Leader should be a Post Graduate in Civil/Environmental Engineering with expertise in water supply & sanitation; having at least 15 years of experience with at least 10 years in WATSAN sector. in rural areas. 15 years 1 Civil Engineer Civil Engineer will be a graduate engineer having at least 10 years of total experience with Minimum 5 years experience in planning and design of Rural infrastructure related to water and sanitation, treatment/re-use and disposal household Solid & liquid waste 10 years 10 Data entry operator / Office Asst. Graduate with diploma (from a government recognized institution) in computer applications. Experience of minimum 2 years in data entry for any large governmentprogrammer/scheme, corporate entity. 5 years 2 REPORTING REQUIREMENTS: The following are the benchmarks/output from the date of commencement of the assignment: Report Schedule of submission:

9 1. Inception report within one month of signing the agreement. 2. Monthly progress report before 10th of every month 3. Review report on Draft IPCR On the completion of the assignment. 4. Final report after incorporating observations of DPMU. 1) Inception Report: This is the initial report to be submitted by the ICQSC. It should detail out the local office address, name of field staff positioned, educational qualification, experience, Phone No s and duties assigned. It should contain the methodology, Work plan details of outputs and phase of monitoring to be followed. This has to be submitted in 3 copies within one month from the commencement of the assignment to SPMU with a copy to DPMU. 2) Monthly Reports: A monthly review report on Quality assurance and progress should be submitted by ICQSC to the SPMU with a copy to DPMU before 10th of every month indicating the Physical & financial progress achieved against the milestone as per approved work plan during the month. 3) Review of Draft Implementation phase completion Report: This review report on IPCR should reflect the status of the scheme completion, comments on the reasons and consequences of delay if any and the likely period of completion of the scheme. At this stage the ICQSC should suggest any correction or management approach for sustained management of the project. REPORTING FORMATS: The reporting format should reflect the progress of each and every items.
