2 GENERAL CONDITIONS 1. The Hobbs Board of Education reserves the right to accept or reject any or all bids and to waive all technicalities 2. Bids will be considered non responsive which do not quote firm prices 3. Bidder may quote on any or all the items on the Proposal form. For a bid to be accepted on the all or none basis, each item bid must have a unit price listed 4. Hobbs Municipal Schools may select any or all items from any bid 5. All bidders will be required to furnish a minimum of two letters of reference from an agent representing a New Mexico public school, institution of higher education, city, county or state government. Given the limited history with New Mexico public schools, institution of higher education, city, county or state government; we will consider letters of reference from commercial references that resemble the scope of work relative to this bid. Bidder should insure the letters of reference clearly communicate the agent s name, address, and business phone number. 6. The successful bidder(s) will also be required to furnish a Certificate of Liability Insurance naming the Hobbs Municipal Schools as a Certificate Holder and a copy of the bidder s W It is the responsibility of each bidder before submitting a bid to examine thoroughly the contract documents and other related data identified in the bidding documents; to visit the site(s) to become familiar with the general, local and site conditions of the buildings and all systems, elements and equipment that may affect cost, progress and performance of this services contract; to consider federal, state and local laws and regulations that may affect cost, progress, and performance or furnishing of the work; to study and carefully correlate bidder s knowledge and observations with the contract documents and such other related data; and to promptly notify owner in writing of all conflicts, errors, ambiguities or discrepancies which bidder has discovered in or between the contract documents and such other related documents. 8. Interpretations or clarifications considered necessary by the owner in response to written questions will be issued by addenda mailed or delivered to all parties recorded by the owner and bidder as having received the bidding documents. Questions received less than five (5) days prior to the date for opening of bids may not be answered. 9. Award of bid will be based upon the following criteria: a. Hobbs Municipal Schools reserves the right 1) to award bid received on the basis of individual items, or groups of items, or on the entire list of items; 2) to reject any or all bids or any part thereof; 3) to waive any informality in the bids; and 4) to accept the bid(s) that is in the best interest of Hobbs Municipal Schools. Bid award will be made to the low responsible and responsive bid taking into consideration prior qualifications and capabilities of the bidder, availability of funds and any other relevant factors. It is the responsibility of the bidder to inquire as to the status and/or subsequent award of bids. b. New Mexico Resident Bidder Preference in accordance with Section , NMSA, 1978, bidders who have a Resident Bidder Certificate from the State of New Mexico will be given a 5% preference over bidders who do not have a certificate. To qualify for this preference, the bidder s Resident Bidder Certificate number must be provided in the space indicated and the vendor must be bidding from a New Mexico address. c. ADD VETERANS BIDDER LANGUAGE 10. For a bid to be considered, it must bear the signature of the bidder. Bids must be typed or handwritten in pen and sealed. 11. All bids shall be submitted on the form as issued by the Hobbs Municipal Schools, and same shall be filled out in its entirety. Changes or alterations to the form(s) will automatically cause the bid to be rejected. 12. Pursuant to Section , NMSA, 1978, facsimile bids will not be accepted or considered in awarding a bid.

3 13. It is the bidders responsibility to deliver the proposal at the proper time to the place designated for the bid opening. Late bids will be considered only if it is the only bid received or if the untimely arrival of a bid is due to an error on the part of the Hobbs Municipal Schools employee. 14. Bids will be accepted at the Hobbs Municipal Schools Administration Office until, June 30, 2016, 2:00 pm 15. To expedite identification of the bid envelopes and to insure bid security, place the following information on the lower left corner of the bid envelope: a. Bid #: b. Bid Name: c. Opening Date/Time: d. Bidder Name: 16. This bid will be submitted to the Hobbs Board of Education on Tuesday, May 21 st, 2019.

4 SPECIFICATIONS Bidder will be required to supply all cleaning equipment and supplies. Supplies used must meet the district s current specifications. Exhibit A lists the district supplies The agreement to provide Custodial Services to Hobbs Municipal Schools shall be in effect of One (1) year Period; beginning June 1, 2019 and ending July 31, The agreement will be reviewed annually for two (2) additional school years. A determination will be made on continuing the agreement and the cost negotiated for each subsequent renewal period. The Hobbs Municipal Schools reserves the right to terminate any or all agreements prior to the end of the period. Any increase in the services price by the bidder during the renewal term shall be no more than three (3%) percent per year. The hours of service will be set for each facility but will generally occur after regular occupancy hours. All bids submitted should address the following areas with unit price per day for each included: 1. Mills Elementary 2. Sanger Elementary 3. Highland Middle School 4. Tydings Auditorium 5. Hobbs High School 100 Wing East 6. Murray Elementary 7. HMS Maintenance Facility 8. HMS Computer Aided Instruction 9. HMS Training Center 10. Watson Stadium Pressbox 11. Floater Custodian See Exhibit B to demonstrate the specifics of each facility/area. Services to be performed at each location where applicable, but not limited to: Daily: 1. All bathrooms are mopped, all toilets, sinks, and floors disinfected daily. All water fountains are to be disinfected daily. 2. Trash is to be emptied from each office and or classroom as well as any trash containers outside of buildings. 3. All offices, halls, and classroom areas are to be swept and or vacuumed. 4. All paper and soap dispensers to be checked and filled. Weekly: 1. All tile floors at all locations mopped. 2. Clean and disinfect all door knobs inside and out. 3. Disinfect and clean all office and classroom desks.

5 Monthly: 1. All interior and exterior windows should be cleaned. 2. Corridor floors should be buffed to maintain sheen. December Break: 1. Shampoo all carpets and mop, disinfect all tile floors. 2. Rest room stalls, walls, and doors wiped and disinfected. Spring Break: 1. Rest room stalls, walls, and doors wiped and disinfected. Summer Break: 1. School district will negotiate with the contractor on work needed during the summer months. Additional Natatorium Specifications: Daily: All windows to be cleaned Clean the Front Check In Area with bleach water Clean the Swim suit dryer Clean the showers Disinfect all doors in swimming pool area with bleach water Weekly: Inspect walls and clean as they get marked or dirty Pressure wash pool deck with disinfectant

Specifications Summer Break HMS will not re-bid these services; HMS Maintenance and the selected vendor(s) will determine the appropriate annual building maintenance which occurs during summer, i.e. VCT, carpet. 3. Floater Custodian This position will be assigned to HMS Maintenance. Would be assigned on a daily basis for floater custodian responsibilities as deemed necessary by HMS Director of Maintenance.
