2 A. THE LABORATORY SAFETY STANDARD 1. Backgrund The Standard fr Occupatinal Expsure t Hazardus Chemicals in Labratries (cmmnly knwn as the Labratry Safety Standard, r Chemical Hygiene Plan ) was adpted by the Califrnia Occupatinal Health & Safety Administratin (Cal/OSHA) Standards Bard n February 21, The Labratry Standard is summarized n the fllwing page and the cmplete text f the Labratry Standard is available nline. EH&S Cmment [1]: The intent f the Labratry Standard is t prtect labratry emplyees frm harm due t chemicals. The design f the Labratry Standard is based n a recgnitin by OSHA, and ther health and safety prfessinals, that labratry wrk is typically different in character frm industrial peratins in their use and handling f chemicals. In cntrast t many industrial peratins, labratry chemical wrk ften invlves a relatively large number f chemicals in relatively small scale prcedures. In many labs, particularly thse invlved in research, the character f chemical usage can als change significantly ver time t reflect evlving research cnditins. The Labratry Standard is a perfrmance standard. That is, there are few specific requirements t carry ut prcedures in a certain way. This allws the University administratin and lab supervisrs t make their wn decisins, within the spirit (and limitatins) f the Labratry Standard, t determine the means fr wrker prtectin. These plicy and prcedure decisins are frmalized within this written Chemical Hygiene Plan and within the lab-specific variatins n campus. 2. Applicability The Labratry Standard des nt apply t all places where hazardus chemicals are used in experiments and investigatins. Labs meeting the fllwing fur criteria are subject t the Labratry Standard: Chemical manipulatins are carried ut n a labratry scale. That is, chemical cntainers are f a size that culd be easily and safely manipulated by ne persn. Multiple chemical prcedures are used. The prcedures invlved are nt part f a prductin prcess, nr in any way simulate a prductin prcess. Prtective labratry practices and equipment are available and cmmnly used. Clearly, mst research and teaching labratries here at UCSB, meet these criteria and therefre fall under the scpe f the Labratry Standard. Students in campus teaching labratries are nt emplyees f the University and therefre d nt fall under the prvisins f the Labratry Standard. Althugh nt legally required t be given the same cnsideratin as emplyees, it is the judgment f the University, that it is bligated t develp plicies, prcedures and curse lab manuals which attempt t prvide the same level f prtectin fr students. It shuld als be nted that teaching assistants (TAs), faculty and staff wh teach in instructinal labs are cvered by the Lab Standard and therefre need t be included in a Chemical Hygiene Plan. 3 3. Summary f the Labratry Safety Standard The Labratry Standard cntains the fllwing elements. Each f these is addressed within the sectins f this manual as nted Chemical Hygiene Plan (CHP) A written plan must be develped t cntrl and minimize chemical expsure in labratries. The CHP must be readily available t affected emplyees, wh need t be riented t its prvisins and relevance t their health and safety. [this dcument] Respnsibilities Persnnel respnsible fr implementatin f the CHP must be designated, including the appintment f a Chemical Hygiene Officer. [Sec. III.B.2] Emplyee Infrmatin and Training The emplyer shall prvide emplyees with infrmatin and training t ensure that they are infrmed f the hazards in their wrk area and their avidance. [Sec. III.C.1] Expsure Limits Occupatinal expsures t chemicals must nt exceed specified Cal-OSHA levels. [Sec. III.C.3] Emplyee Expsure Determinatin As apprpriate, measurements must be taken t verify that expsure limits are nt exceeded. [Sec. III.C.3] Medical Cnsultatin and Examinatins Emplyees are entitled t medical attentin when a significant chemical expsure is suspected. [Sec. III.C.4] Hazard Identificatin Material Safety Data Sheets (MSDS) and ther reference materials need t be available. Labeling f chemicals is strictly regulated. [Sec. III.C.2.] Cntrl Measures Criteria must be established that the emplyer will use t determine, implement and adequately maintain cntrl measures t reduce emplyee expsures, including lab ventilatin, persnal prtective equipment, etc. [Sec. III.C.5] Standard Operating Prcedures SOPs must be develped, as needed, relevant t safety and health cnsideratins when lab wrk invlves the use f hazardus chemicals. [Secs. I and II] Prir Apprval Circumstances must be stipulated under which a particular labratry peratin, prcedure r activity requires prir apprval frm the lab supervisr. [Sec. III.C.7] Particularly Hazardus Substances Prvisins must be specified fr additinal emplyee prtectin fr wrk with substances such as "select carcingens", high acute txicity substances and reprductive txins. 4 B. THE LABORATORY SAFETY STANDARD AT UCSB 1. Intrductin The UCSB Plicy n Envirnmental Health and Safety (Plicy P-5400) states: The University shall maintain as safe and healthy an envirnment as is reasnably feasible fr its students, faculty, staff and visitrs by: Cnducting its peratins and activities in a safe manner t minimize the risks f injury t peple and minimize prperty damage at all lcatins where University peratins and/r activities ccur. Cmplying with applicable regulatins, safety and health cnsensus standards, and practices generally accepted by experts in the field. Therefre the intent f the University is t abide by the prvisins f the Labratry Standard t as great an extent as is reasnably feasible. 2. Respnsibilities a. Management Department heads, deans, supervisrs, vice-chancellrs and the chancellr are respnsible fr ensuring that individuals under their management have the training and authrity t implement apprpriate health and safety plicies and practices relative t the Labratry Standard. b. Labratry Supervisrs/Principal Investigatrs The term supervisr at UCSB refers t anyne having direct supervisry authrity, and includes staff administratrs, class instructrs, research assistants, managers, and faculty. Under Cal/OSHA s Injury and Illness Preventin Prgram, supervisrs are respnsible fr prtecting the health and safety f emplyees and students under their supervisin. A helpful guideline t many cmmn specific tasks f a lab supervisr can be fund nline. Supervisrs can delegate specific tasks, but can nt delegate their verall respnsibility. General respnsibilities include the fllwing: Ensure that all emplyees under their supervisin (staff and students), are aware f ptentially hazardus peratins (materials, prcesses, equipment) that culd be encuntered in their lab. Ensure training requirements are fulfilled and recrds are maintained see Sec III.C.1 Enfrce safety rules within the lab, such as the wearing f persnal prtective equipment (Sec. III.5.D) Mnitr the prper prcurement, use and dispsal f chemicals used in labratry peratins. Seek ways t imprve chemical hygiene and labratry safety within their peratin. Implement plicies and prcedures described in this CHP, including: the develpment f written Standard Operating Prcedures (Sec.I) fr hazardus lab peratins, which invlves: Ø determinatin/implementatin f apprpriate cntrl measures (Sec. III.C.5) Versin 4 III-4 Rev

5 Ø develpment/implementatin f prvisins fr additinal emplyee prtectin frm Particularly Hazardus Substances (Sec. III.C.6) Ø establishing criteria fr any needed prir apprval prcesses (Sec. III.C.7) c. Envirnmental Health & Safety (EH&S) Develp safety educatin and mnitring prgrams t maintain a safe and healthy envirnment fr faculty, staff, students and visitrs in rder t facilitate the research and teaching functins f the University. Supprt research and instructinal activities by develping legally mandated prgrams, prviding technical guidance and cnsulting with and assisting departments in prgram implementatin and maintenance. Make every effrt t keep peratins functining smthly in labs while meeting health, safety and envirnmental bligatins. d. Chemical Hygiene Officer The Lab Standard specifically calls fr the appintment f a Chemical Hygiene Officer by the emplyer: An emplyee wh is designated by the emplyer, and wh is qualified by training r experience, t prvide technical guidance in the develpment and implementatin f the prvisins f the Chemical Hygiene Plan. This rle at UCSB is assigned t the EH&S Labratry Safety Prgram manager. Duties: develp and distribute the t labratry supervisrs. Assist and advise faculty and staff in the custmizatin and implementatin f their CHP as requested/needed. Describe the prvisins f the CHP t thse attending EH&S lab safety trainings and rientatins. Mnitr and evaluate the effectiveness f the CHP. In cperatin with, and as a member f, the Labratry Safety Cmmittee, advise campus management n the effectiveness f CHP implementatin and make recmmendatins fr upgrades t the prgram. e. Chemical Safety Cmmittee and Labratry Safety Cmmittee The Chemical Safety Cmmittee reviewed and apprved earlier versins f the UCSB Chemical Hygiene Plan as drafted by EH&S. In 2010 the cmmittee was superseded by the Labratry Safety Cmmittee (LSC). The LSC assumed respnsibility fr verview and peridic review f the campus Chemical Hygiene Prgram. f. Departments and Organized Research Units Under the campus Injury and Illness Preventin Prgram (Cal-OSHA requirement), and the assciated UCSB written prgram, the department/unit Head r Chair is identified as the individual with the authrity and respnsibility t implement the IIPP. The IIPP is the umbrella OSHA regulatin, under which all wrker safety prgrams - including labratry safety - exist. T assist the Chair/Unit Head, each department has a Department Safety Representative (DSR) wh crdinates health and safety prgram elements in the department and serves as a liaisn with EH&S. The department may als have an Management Services Officer, safety cmmittee, r lab manager. Respnsible fr maintaining a safe envirnment including general versight f department peratins and cmmunicating with supervisrs/persnnel any relevant safety issues, prblem slving, and preplanning fr emergencies. Per campus plicy, departments are respnsible fr ensuring that all new lab wrkers attend ne f the EH&S General Labratry Safety rientatins befre access t departmental labs is granted - see als Sec. III.C.1. Ensure that all peratins under departmental cntrl develp and implement lab-specific CHPs. Versin 4 III-5 Rev

6 While individual lab supervisrs have the primary respnsibility fr CHP develpment, department administratins need t crdinate and supprt these effrts. g. Labratry Wrkers (nn-supervisrs: graduate students, undergraduates, pstdctral staff; permanent staff, visiting researchers, etc.) General respnsibilities are belw - a mre cmplete list is nline. Fllw the established wrk prcedures and safety guidelines in their area including thse delineated in the campus and lab-specific Chemical Hygiene Plans. Attend and actively participate in apprpriate safety training. Ntify the labratry supervisr r EH&S f any unsafe r ptentially unsafe cnditin. h. Facilities Management (see als Sectin III: C(8)) Ensure the timely repair f malfunctining physical plant equipment such as fume hds, eye washes, safety shwers, alarms, etc. Ntify lab persnnel and/r EH&S as apprpriate when equipment is inperable r malfunctining and may affect the safe peratin f University labratries. 3. Standard Operating Prcedures As tuched n in the previus sectin, the incrpratin f Standard Operating Prcedures (SOP) int ur Chemical Hygiene Plan is a requirement. In the develpment f this manual, it has been the strategy f EH&S and the Labratry Safety Cmmittee t prvide, via this manual, sme generalized SOPs fr lab supervisrs. T a large degree this frees individuals frm having t develp numerus SOPs and als prvides sme measure f standardizatin f safety practices acrss the campus. Hwever, given the diverse nature f labratry wrk at UCSB, it is still incumbent n individual lab supervisrs t develp lab-specific SOPs fr peratins which they deem are "high hazard." Guidance n when and hw t prepare these SOPs are given in Sectin I. In additin t the many chemical hazards in labratries there are, f curse, many assciated physical and bilgical hazards such as electricity, radiatin, high and lw temperature peratins, infectius rganisms, etc. The Labratry Standard des nt stipulate that these be addressed within a Chemical Hygiene Plan. Hwever, where deemed apprpriate, these issues are addressed herein in a general way and mre infrmatin is available thrugh EH&S. Versin 4 III-6 Rev

7 C. CHEMICAL-USE POLICIES 1. Emplyee Infrmatin and Training One f the majr prvisins f the Labratry Standard - as well as the OSHA Injury and Illness Preventin Prgram - is a requirement fr emplyee infrmatin and training. The emplyer must cnvey infrmatin t the emplyee regarding the general and specific ccupatinal hazards identified in the wrkplace. In general, training is required fr: All new emplyees Emplyees given new jb assignments invlving expsure situatins fr which training has nt previusly been received Whenever the emplyer is made aware f a new r previusly unrecgnized hazard fr which training has nt previusly been received Regarding training specific t the Labratry Safety Standard, an individual's supervisr has respnsibility fr ensuring that persnnel have had training n the elements listed belw as stipulated in the Standard. They are als respnsible fr ensuring that training recrds are maintained. As a service t labratry supervisrs, EH&S regularly ffers a three-hur general Labratry Safety Class, r Web-based versin fr certain audiences, which address and dcument mst f the training elements listed belw. As f 2010, the UCSB plicy titled: Labratry Safety Training - General requires that all lab wrkers cmplete ne f these trainings in rder t be given access t their lab(s) by their department. Currently, there is a Web interface which allws EH&S training recrds t be searched by wrker name, supervisr name, r department. Participatin in the EH&S class ges a lng way tward satisfying training requirements and thereby reducing ptential liability. Hwever, this class is general and des nt cver the specific hazards and assciated safe wrk practices fr a particular lab. The lab supervisr is still respnsible fr seeing that their emplyees are trained n the specific hazards and wrk practices apprpriate fr their labratry. Safety Training Required by the Labratry Safety Standard -Emplyee rights and respnsibilities under the Cal/OSHA Labratry Standard and ther regulatins. [Cvered in EH&S Lab Safety Class] -The cntents f the generic prtins f the and its relatin t the Labratry Standard. [Cvered in EH&S Lab Safety Class] -The cntents f the lab-specific Chemical Hygiene Plan, including any Standard Operating Prcedures (SOPs) that have been develped. [Lab supervisr training respnsibility] -The physical and health hazards f hazardus materials including signs and symptms f verexpsure, particularly thse defined as Particularly Hazardus Substances (see Sec. I and Sec. III: C(6)). As apprpriate, training can address entire classes f hazardus materials (e.g., carcingens) rather than individual substances. [Majr classes f chemical hazards are cvered in EH&S Lab Safety Class] -Apprpriate use and maintenance f cntrl measures including engineering cntrls, persnal prtective Versin 4 III-7 Rev

8 equipment, and wrk practices. [Generic cntrl measures cvered in EH&S Lab Safety Class] -The Permissible Expsure Limits fr OSHA-regulated substances. [PEL cncept and access t PELs cvered in EH&S Lab Safety Class] -Hazardus materials labeling, strage, and signage requirements. [Cvered in EH&S Lab Safety Class] -Relevance and access t MSDSs and ther infrmatinal references and resurces pertinent t the lab. [Use f, and general access t, MSDSs cvered in EH&S Lab Safety Class. Access t lab-specific MSDSs is the respnsibility f the lab supervisr] -Hazardus waste minimizatin and dispsal practices. [Cvered in EH&S Lab Safety Class] -Spill respnse and emergency prcedures. [Cvered in EH&S Lab Safety Class] Other EH&S Training Prgrams Enrllment in regularly-ffered EH&S training curses, and links t trainings at ther universities are thrugh the EH&S website. 2. Hazard Identificatin University plicies n hazard identificatin with respect t labeling and Material Safety Data Sheets are as fllws: Labels n incming cntainers f hazardus chemicals are nt t be remved r defaced. The primary campus access t Material Safety Data Sheets (MSDS) is thrugh the internet, particularly the UC MSDS search engine. See EH&S website. Individual labs are encuraged t maintain their wn hardcpy files as well. Fr chemical substances develped in University labratries, the prvisins fr hazard determinatin, training and labeling shall be thse stated in the Labratry Standard. 3. Criteria fr Establishing Expsure Mnitring The legally-acceptable levels fr ccupatinal expsure t apprximately 500 chemicals which are txic by inhalatin, r skin cntact, are cdified by OSHA in s-called Permissible Expsure Limit (PEL) values. These values are generally expressed in parts per millin (r mg/m 3 ) and can relate t shrt-term (15 min.), lng-term (8 hur), r ceiling level expsures. In Sec. II is a list f PELs fr sme cmmn labratry chemicals. The University plicies n dealing with suspected chemical expsures and expsure mnitring shall be thse expressed in the Labratry Standard. The tasks f determining if expsure mnitring is required, perfrming r supervising expsure mnitring and ther related duties shall be the sle respnsibility f EH&S. All suspected chemical expsures n campus shall be reprted in a timely manner t EH&S. 4. Medical Cnsultatin and Examinatin The Labratry Standard states that: The emplyer shall prvide all emplyees wh wrk with hazardus chemicals an pprtunity t receive medical attentin, including any fllw-up examinatins which the Versin 4 III-8 Rev

9 examining physician determines t be necessary, under the fllwing circumstances : When an emplyee develps signs r symptms assciated with a hazardus chemical t which that emplyee may have been expsed Where expsure mnitring reveals an expsure level rutinely abve the actin level r PEL fr an OSHA-regulated substance Whenever an event takes place in the wrk area such as a spill, leak, r explsin resulting in the likelihd f a hazardus expsure The University has established the fllwing plicies and prcedures, when it is knwn r suspected that an emplyee (r student) has been expsed t a hazardus chemical(s) r is therwise injured n campus. All emplyees suffering frm chemical expsure r ther wrk-related injury incurred at UCSB shall be evaluated/examined at University expense. Nn-emplyees such as students wuld be cvered by their required medical insurance. If the injured/expsed persn is safe and able t be transprted, escrt them t either Student Health Services n campus, Gleta Valley Cmmunity Hspital, r their primary physician fr evaluatin and examinatin. Cntact EH&S at x3194 immediately. In sme cases a wrk-related chemical expsure may be suspected but nt certain. Fr example, sme lw-level but chrnic expsures may be difficult t identify r relate t specific symptms. In these instances, cntact the Chemical Hygiene Officer at x4899 t arrange a review f the circumstances f the suspected expsure. The Labratry Standard includes specific prvisins regarding the emplyer s exchange f infrmatin with the examining physician. The prvisins f the Labratry Standard be fllwed as stipulated in that sectin. 5. Criteria fr Determinatin and Implementatin f Cntrl Measures The Labratry Standard states that the CHP... shall include criteria that the emplyer will use t determine and implement cntrl measures t reduce emplyee expsure t hazardus chemicals..." Hazard cntrls are generally classified int three brad grups: engineering cntrls, administrative prcedures and persnal prtective equipment. The University plicies n determinatin and implementatin f cntrl measures are delineated here. A. General Apprpriate cntrl measures shall be implemented in University labratries t reduce chemical expsures and physical hazards t as lw a degree as reasnably achievable. Lab supervisrs shall determine and implement apprpriate cntrl measures. Envirnmental Health & Safety shall be respnsible fr assisting the abve in determining and implementing these cntrl measures. EH&S may d peridic evaluatins f cntrl measures n campus as deemed necessary and ntify lab supervisrs f their results and recmmendatins. B. Engineering Cntrls Criteria fr Implementatin Versin 4 III-9 Rev

Administrative Cntrls Criteria fr Implementatin The variety f pssible administrative cntrls t reduce hazard levels in labratries is large. The cntrls instituted by a given labratry shall be determined by the lab supervisr in cnsultatin with EH&S, as required. In general, measures shall be implemented: As indicated in Standard Operating Prcedures As necessary t reduce hazards as mandated by current health and safety regulatins r as called fr by accepted gd practice D. Persnal Prtective Equipment Criteria fr Implementatin The apprpriate persnal prtective equipment (PPE) is stipulated in the UCSB plicy: Labratry Persnal Prtective Equipment (June 2011). The key prvisins f the plicy are summarized in a pster that is munted in all campus labratries and reprduced in Sec. II f this manual. Versin 4 III-10 Rev

Particularly Hazardus Substances (PHS) The Labratry Standard states that: The Chemical Hygiene Plan shall include... prvisins fr additinal emplyee prtectin fr wrk with hazardus substances, including select carcingens, reprductive txins and substances which have a high degree f acute txicity." SELECT CARCINOGENS Includes carcingens as listed by the fllwing rganizatins: OSHA; the Natinal Txiclgy Prgram; the Internatinal Agency fr Research n Cancer. REPRODUCTIVE TOXINS A chemical which affects human reprductive capabilities, including chrmsmal damage (mutatins) and effects n fetuses (teratgenesis). HIGH ACUTE TOXICITY SUBSTANCES Substances such as hydrgen cyanide, hydrgen sulfide, and nitrgen dixide which may be fatal r cause damage t target rgans as a result f a single expsure r expsures f shrt duratin. It is the judgment and respnsibility f individual labratry supervisrs whether t institute Standard Operating Prcedure(s) fr using a specific Particularly Hazardus Substance in their labratries. See Sectin I fr template frms and instructins, etc. Sme recgnized general safe wrk practices fr the use f PHS are prvided in this manual. A generic PHS Standard Operating Prcedure is prvided in the lab-specific CHP sectin f this manual. Due t its brad applicatin, the infrmatin therein is very basic and cmmn sense. Hwever, again, lab supervisrs are encuraged t expand upn this basic prtcl as needed. These general prcedures have been apprved by the campus Chemical Safety Cmmittee as reasnable Standard Operating Prcedures by which all labs n campus shuld abide. 7. Prir Apprval Anther prvisin f the Labratry Standard is fr incrprating plicies int the CHP n: The circumstances under which a particular labratry peratin, prcedure r activity shall require prir apprval frm the emplyer r the emplyer s designee befre implementatin. Given the large diversity f chemical wrk perfrmed in campus labratries, it is impssible t specify the particular labratry peratins which wuld require prir apprval. It is therefre the respnsibility f individual lab supervisrs t establish these criteria fr their peratins. Establishment f prir apprval criteria, if any, is slely the prergative f the lab supervisr. These criteria shuld be incrprated int the Standard Operating Prcedures prtin f their Lab-specific Chemical Hygiene Plan. In Sectin I f this dcument are prvided template frms that lab supervisrs can use fr this purpse. 8. Maintenance f Engineering Cntrls and Emergency Equipment As stated in the Labratry Standard, prvisins fr maintenance f bth cntrl measures and emergency equipment must be included in the CHP:...a requirement that fume hds cmply with sectin (Title 8, CCR), and that all prtective equipment shall functin prperly and that specific measures shall be taken t ensure prper and adequate perfrmance f such equipment... It is the plicy f the University that all cntrl measures designed t reduce chemical r physical hazards t emplyees shall be maintained in prper wrking rder. If nt functining prperly, r inadequate fr the task, it is the respnsibility f the campus entity respnsible fr the equipment t immediately infrm affected Versin 4 III-11 Rev

12 wrkers f its status. Such equipment shall be repaired/replaced n a timely basis. General Respnsibilities: FACILITIES MANAGEMENT (FM): Respnsible fr rutine maintenance, replacement and installatin f University-wned building emergency systems and envirnmental cntrls. ENVIRONMENTAL HEALTH & SAFETY: Respnsible fr evaluating effectiveness f engineering cntrl measures and emergency equipment used n campus. Will make recmmendatins t FM and users n implementatin f apprpriate equipment and cntrl measures.
