6 Sectin 1 Intrductin 1 INTRODUCTION This Site Mitigatin Plan (SMP) presents the decisin framewrk and specific prtcls fr managing the chemicals in the sil in a manner t mitigate risks t human health and the envirnment at the Prt f San Francisc s (the Prt s) Bayview Gateway Park Prject site (The Prject Site). The apprximate lcatin f the Prject Site is shwn n Figure 1. The Prject Site is subject t cmpliance with the San Francisc Public Health Cde Article 22A (Article 22A) rdinance due t the lcatin f the Site and accrding t the Prt, the Prject wuld invlve disturbing mre than 50 cubic yards f sil. The SMP delineates specific site management measures that will be implemented prir t, during, and after develpment f the Prject Site. This SMP is prepared based n the infrmatin described in the fllwing dcuments: Final Envirnmental Characterizatin Reprt, Article 22A Cmpliance, Bayview Gateway Park Prject, San Francisc, Califrnia prepared by AEW Engineering, Inc. (AEW) and dated February 2013 (Envirnmental Investigatin Reprt), and apprved by the San Francisc Department f Public Health (SFDPH) thrugh the SFDPH s letter dated April 11, 2013 (SFDPH s Apprval Letter). A cpy f the SFDPH s Apprval Letter is included in Appendix A f this SMP; and 90% Design Drawings in dcument titled Bayview Gateway & Tulare Park Imprvement Prject, Cntract N dated July 2013 (the Prt s 90% Design). This versin f the SMP is develped in respnses t the letter frm the San Francisc Department f Public Health (SFDPH s SMP Review Letter) dated September 20, 2015 n the Site Mitigatin Plan, Bayview Gateway Park Prject, San Francisc, Califrnia prepared by AEW Engineering, Inc. (AEW) and dated July A cpy f the SFDPH s SMP Review Letter is included in Appendix A f this SMP. This SMP was prepared slely fr use within the Prject Site and is nt intended fr applicatin tward site mitigatin utside the Prject Site. Althugh this SMP sets frth the requirements t apprpriately manage the chemicals in sil, the SMP is nt intended t catalgue all ther legal requirements that may apply t the prject r t activities cnducted within the Prject Site. Any cnstructin r site activities by Prt s parties r authrized entities shall be cnducted in cmpliance with all applicable federal, Califrnia, and lcal regulatins. Current and future wners, ccupants and managers, r cntractrs delegated r authrized t perfrm prperty maintenance r cnstructin within the Prject Site, are required t cmply with the measures identified in the SMP when engaging in the relevant activities discussed and all applicable federal, Califrnia, and lcal regulatins at the time when thse activities are cnducted. 1.1 SITE AND PROJECT BACKGROUND The Prt plans t develp apprximately ne acre f public pen space alng the suthern bank f Islais Creek in San Francisc s suth east waterfrnt. The prpsed prject site is lcated within the western prtin f Pier 90 and is bunded by Islais Creek n the nrth, Carg Way n the Suth, 3 rd Street n the West, and Illinis Street n the East (the Site), as shwn n Figure 2. Cnstructin f this prject is currently planned t be cmpleted in SUMMARY OF PREVIOUS SITE INVESTIGATIONS Site characterizatins were cnducted at the Prject Sites and tw sites immediately adjacent t the Prject Site. These adjacent tw sites, as shwn in Figure 2, were (1) Illinis Street Bridge Site lcated east f the Site, and (2) the Exxn Mbile Bulk Facility Site lcated east f the Illinis Street Bridge Site. An envirnmental site characterizatin was cnducted at the Prject Site in January, 2013 (2013 Envirnmental Characterizatin). A detailed summary f these investigatins and results f the 2013 Envirnmental Characterizatin were included in the Final Envirnmental Characterizatin Reprt (AEW, 2013). A brief summary f the results f these site characterizatins are presented belw Article 22A Envirnmental Site Characterizatin Illinis Street Bridge Site In August, 2001, as part f the Article 22A cmpliance fr the cnstructin f the Illinis Street Bridge Site, an envirnmental investigatin cnsisted f six explratry brings thrughut the Illinis Street Bridge site cnducted by Treadwell & Rll (T&R) t assess the presence f petrleum hydrcarbn and heavy metal cntaminatin in sil and grundwater (T&R, 2011b). Accrding t the envirnmental investigatin reprt (T&R, 2011b), the general gelgy f the area is underlain by abut 8 t 22 feet f fill, cnsisting primarily f lse t medium dense sandy gravel with fine angular gravel and cncrete and brick fragments. The fill is underlain by sft t medium stiff clay with rganics, knwn lcally as Bay Mud. Grundwater was encuntered at apprximately 5.5 t 6 feet bgs alng the Illinis Street Bridge site. Results f the chemical analyses perfrmed n sil samples frm the brings in clsest prximity t the Site indicated elevated levels f TPH, lead and sluble lead in Califrnia Waste Extractin tests at depths f 1, 2 and 3 feet bgs. N detectin f vlatile rganic chemicals, semi vlatile rganic chemicals, sulfides, cyanides, plychlrinated biphenyls, asbests abve the respective detectin limit was fund in sil samples frm these brings Multiple Site Investigatins Frmer Exxn Mbile Bulk Facility Multiple site investigatins were perfrmed since 2007 at the frmer Exxn Mbile Bulk Facility lcated in the eastern prtin f Pier 90, as shwn n Figure 2. The site investigatins were initiated due t bservatins f petrleum hydrcarbns in sil and grundwater during the remval f a fuel line by Pacific Gas and Electric which ran frm Islais Creek suth acrss Amadr Street nt the westernmst prtin f the Exxn Mbil site. Sil and grundwater investigatins were perfrmed by Exxn Mbile in 2009 and 2010 (Actn Mickelsn Envirnmental, Inc. 2011). Results f the sil, grundwater and sil gas investigatins indicated elevated levels f TPHs and nickel in sil abve respective Califrnia Reginal Water Quality Cntrl Bard (RWQCB) Envirnmental Screening Levels (ESLs), TPHs and benzene abve ESLs in grundwater, and a methane cncentratin in sil vapr at 3,700 ppm. 1 2 Versin 2 Q:\2012 Prjects\ TT AEW_JV TA 12 Prt f SF Bayview Article 22A\SMP\V2\Bayview Final SMP_V2.dcx
8 Sectin 1 Intrductin Currently, Exxn Mbile is cnducting additinal site characterizatin at this site that includes installatin f six grundwater mnitring wells t mnitr the levels f petrleum hydrcarbns in grund water Envirnmental Characterizatin at Prject Site A sil, grundwater, and sil gas investigatin was cnducted by AEW in January 2013 t evaluate envirnmental cnditins in subsurface sil and grundwater t be disturbed within the Prject Site, t determine required site mitigatin activities (if any), and t evaluate waste classificatin fr t be excavated sil requiring dispsal. Details f the sil investigatin are presented in the Envirnmental Investigatin Reprt (AEW, 2013). The Envirnmental Investigatin Reprt was apprved by SFDPH n April 11, A cpy f this apprval letter is presented in Appendix A f this SMP. A brief summary f the 2013 investigatin is prvided belw. Sil: Results f the 2013 envirnmental investigatin indicated levels f Ttal Petrleum Hydrcarbns (TPH) as gasline, TPH as diesel, naphthalene, cyanide, arsenic and nickel in sil exceeding ESLs under the respective cmmercial scenari, cnstructin wrker scenari r exceeding bth ESLs in subsurface sils. The Envirnmental Investigatin Reprt cncluded that additinal sil characterizatin r mitigatin is nt anticipated t be required fr these chemicals exceeding the respective ESLs based n ne f the fllwing ratinale: The sil will be excavated; OR The area where subsurface sil exceeds the ESLs will be paved with asphalt and/r cncrete at the cmpletin f this Prject; OR The area will be cvered with 2 feet f clean imprt fill; OR The area with subsurface sil exceeding ESLs remains undisturbed with the results f the 2013 Envirnmental Characterizatin indicating that the area is cvered with apprximately 1.5 feet f native sil with the reprted cncentratins in sil samples belw the ESLs, thereby preventing direct expsure f sil t humans and the envirnment. The area where subsurface sils exceed ESLs will remain undisturbed and cvered with up t 2 feet f clean native sil, thereby preventing direct expsure t human health and the envirnment. Grundwater: Nickel was detected exceeding the respective ESL fr grundwater. Since there is n current r planned grundwater use as ptable water at the site and lw ptential migratin f metal t the bay via grundwater due t lw mbility f metals thrugh saturated sil, it is cncluded that nickel in grundwater is nt expected t pse a significant adverse impact t human health and the envirnment; and Methane Gas: Methane was detected in the sil gas samples frm brings A 2 3, A 4 3 and A 5 3 at cncentratins ranging frm 4.8 t 3,400 micr liters per liter (equivalent t % t 0.34%). 9 Sectin 1 Intrductin Based n the results f the 2013 envirnmental investigatin (AEW, 2013), n site mitigatin wuld be required n chemicals with detected cncentratins in sil and grundwater exceeding the ESLs. In additin, the 2013 Envirnmental Investigatin Reprt als recmmended the fllwing: T ensure the ratinale fr the n site mitigatin as described in the Envirnmental Investigatin Reprt remained valid and prper sil management and handling prtcls wuld be implemented during cnstructin activities, a sil management plan wuld be develped and implemented by the cntractr t address the handling, management and reuse f sil n this prject at the Site. The sil management plan shall als address n site prcedures t be implemented n sil that is cnsidered as hazardus; A waste management and dispsal plan fr sil shall be develped and implemented by the cnstructin cntractr t ensure cmpliance f prper waste classificatin by applicable regulatins and waste acceptance requirement by the landfill; The site develpment will cmply with the San Francisc Department f Public Health Article 22B Ordinance (Article 22B) fr dust mitigatin during site cnstructin. A dust mitigatin plan including dust management and mnitring prtcls shall be develped in cmpliance with the Article 22B requirements; and T ensure the safety f persnnel during cnstructin, a health and safety prgram shall be develped and implemented t prtect wrker frm expsures f chemicals abve the applicable federal and state Occupatinal Safety and Health Administratin s (OSHA) Permissible Expsure Limits (PELs). Such prtcls shuld include persnal prtective equipment requirements, wrker decntaminatin prcedures, and air mnitring strategies t ensure that the wrkers are adequately prtected. The Envirnmental Investigatin Reprt was transmitted t SFDPH fr review and apprval in cmpliance with the Article 22A requirement and was apprved by SFDPH thrugh a letter dated April 11, As stated in the SFDPH s Apprval Letter, SFDPH requested a site mitigatin plan (SMP) fr the planned develpment at the Prject Site t be prepared pre Article 22A requirement n this Prject. 11 Sectin 2 Planned Site Develpment 2 PLANNED SITE DEVELOPMENT In accrdance with the Prt s 90% Design f this Prject, as shwn n Figure 2, the prpsed develpment wuld primarily cnsist f varius landscape areas, permeable granite pavers, a pedestrian walkway, and a plaza t the nrth near Islais Creek. Accrding t the Prt, sil disturbance will primarily include sil grading, cnstructin f the plaza, and utility trenching. The Prt anticipates that mst f the sil disturbance will ccur during grading peratin at Area A 4 (as shwn n the Figure 2) fr pen landscape, and during the cnstructin f the plaza. As shwn n Figure 2 fr the purpses f the Article 22A cmpliance f this Prject, the planned prject develpment based n the Prt s 90% Design is divided int five general wrk areas and the planned excavatin and cnstructin activities at each f these areas are as fllws: Area A 1: Excavatin t a maximum f apprximately 5 feet bgs. Upn cmpletin f the plaza, the area will be paved with asphalt and/r cncrete; Areas A 2, A 3, and A 5 Area t be excavated t a maximum f 2 feet bgs, and backfilled with clean native r clean imprt sil, thereby eliminating direct expsure t human health r the envirnment; and Area A 4: Planned cnstructin f the landscape area A 4 will require excavatin and grading t apprximately 5 feet bgs. Results f the sil samples cllected frm this area in 2013 Envirnmental Characterizatin indicated cncentratins f nickel at 5 feet bgs exceeding ESLs under the cmmercial scenari. T eliminate the ptential fr expsure f nickel abve ESLs t human health and the envirnment, the Prt plans t excavate an additinal 2 feet belw final grade (apprximately 5 feet bgs f the existing elevatin) and backfill with clean imprt fill. 12 Sectin 3 Site Management Measures Prir t Cnstructin 3 SITE MANAGEMENT MEASURES PRIOR TO CONSTRUCTION This sectin presents the site management measures that will be implemented prir t prject cnstructin. The prpsed site management measures prir t cnstructin include the fllwing: Preventin f Unauthrized Access t Prject Site; Subsurface Maintenance Wrk; Site Mnitring; and Existing Sil Stckpiles. Details f these mitigatin measures are described belw. 3.1 PREVENTION OF UNAUTHORIZED ACCESS TO PROJECT SITE Currently, the prject site is partially fenced alng the Illinis Street site bundary t restrict unauthrized access t the dilapidated wharf area. The prject site is mstly cncrete r asphalt (with the exceptin f Area A 4) and used fr parking assciated with the adjacent fire statin. N significant human expsure is anticipated at the Prject Site t warrant site access restrictin based n current site uses. N site access restrictin measures such as any additinal fencing is prpsed as the precnstructin mitigatin measures fr this prject. 3.2 SUBSURFACE MAINTENANCE WORK It is nt anticipated that subsurface maintenance wrk will be cnducted at the Prject Site prir t cnstructin. Hwever, in the event that subsurface maintenance wrk is cnducted at the site, all subsurface maintenance wrk where wrkers will cme int direct cntact with the native sil, will be cnducted in cmpliance with the health and safety prtcls as described in Sectin SITE MONITORING The site will be mnitred n a peridic basis (such as n quarterly basis) by the Prt t cnfirm that the site management measures described in this sectin are effective. The inspectins will be cnducted t verify that access restrictin measures are in place, and will identify areas where fencing might need t be repaired r reinstalled. In the event that when inspectins identify fencing areas requiring repair r re installatin, such repair r re installatin will be cmpleted by the Prt r its cntractr as sn as reasnably practicable. 3.4 EXISTING SOIL STOCKPILES N sil stckpile is currently bserved within the Prject Site. In the event that in the future, sil stckpiling is required at the Prject Site, management f sil stckpile, if any, prir t prject cnstructin will be cnducted in accrdance with the sil stckpile management prtcls as described belw in Sectin Versin2 Q:\2012 Prjects\ TT AEW_JV TA 12 Prt f SF Bayview Article 22A\SMP\V2\Bayview Final SMP_V2.dcx
13 Sectin 4 Site Mitigatin and Management Measures During Prject Cnstructin 4 SITE MITIGATION AND MANAGEMENT MEASURES DURING PROJECT CONSTRUCTION This sectin presents the management measures that will be implemented by the Prt and its cnstructin cntractr (Cnstructin Cntractr) during prject cnstructin within the Prject Site. As described in Sectin 1, majr prject cnstructin activities will invlve surface excavatin, grading, demlitin f the existing timber wharf, and cnstructin/installatin f plaza space. Currently, the earthwrk activities fr cnstructin will be limited t a depth f apprximately 5 t 7 feet bgs. Based n the abve described earthwrk cnstructin activities, majr ptential events r activities that culd result in ptential impacts t human health and the n site cnstructin wrkers include: Dust generatin assciated with sil activities including sil excavatin, grading, wharf demlitin, sil handling, transprtatin, and dispsal, mvement f cnstructin and transprtatin equipment, fugitive dust generatin frm winds traversing expsed areas and sil stckpiles if present, and any cnstructin activity that culd ptentially generate dust; and Direct cntact with site sil by wrkers. Based n the current plan frm the Prt, n grundwater dewatering activity is anticipated fr the prject cnstructin. Therefre, n mitigatin measures are identified fr this activity. Hwever, in the event that grundwater dewatering activity is determined t be necessary during cnstructin, this SMP will be revised t include the apprpriate mitigatin measures fr the dewatering activity. Based n the planned cnstructin activities described abve, the prpsed site management measures during cnstructin include the fllwing: Sil Mitigatin Measures and Sil Cnfirmatin Sampling; Dust Cntrl and Mnitring; Cntrl f Off Site Runff; Sil Management Prtcls; Access Cntrl; Cnstructin Wrker Health and Safety; and Cntingency Prtcls The site management measures that will cntrl ptential impacts assciated with each f the events r activities listed abve are described belw. 4.1 SOIL MITIGATION MEASURES AND SOIL CONFIRMATION SAMPLING Sil Mitigatin Measures As discussed in Sectins 1 and 2 and in accrdance with the 90% Design, with the exceptin f Areas A 1 and A 4, n majr site grading and cnstructin invlving disturbance f subsurface sil with reprted 4 1 Versin2 Q:\2012 Prjects\ TT AEW_JV TA 12 Prt f SF Bayview Article 22A\SMP\V2\Bayview Final SMP_V2.dcx
14 Sectin 4 Site Mitigatin and Management Measures During Prject Cnstructin cncentratins exceeding ESLs wuld be perfrmed, and the areas will be cvered either with asphalt/cncrete r with 1.5 feet f native sil with reprted cncentratins belw ESLs that will prvide a barrier fr preventing direct expsure t humans and the envirnment. Minr sil disturbance is anticipated within Areas A 2, A 3 and A 5.. Site mitigatin invlving sil remval fr the park cnstructin will be cnducted fr Areas A 1, A 2, A 3, A 4, and A 5. A summary f the sil disturbance activities at these tw areas are presented belw. Area A 1: Accrding t the 90% Design, sil excavatin will be cnducted t up t apprximately 5 feet bgs fr the cnstructin f the plaza. Upn cmpletin f sil excavatin within these areas, a visual barrier (such as ge textile fabric, ge grid r range cnstructin fence) shall be placed within the excavatin area t prvide a visual indicatin f native sil remained at the area and fllwed by placing 2 feet (r as much imprt fill as necessary) f clean fill sil abve the visual barrier. Upn cmpletin f the plaza cnstructin, the area will be paved with cncrete that will serve as a physical barrier fr preventing direct expsure t human and surface envirnment; Areas A 2, A 3, and A 5. Accrding t the 90% Design, these areas are t be excavated t a maximum f 2 feet bgs, and backfilled with clean native r clean imprt sil. A dust mitigatin plan has been develped and is included in Appendix B. As indicated in the dust mitigatin pan, dust cntrls will be implemented by the Prt s cnstructin cntractr (the Cnstructin Cntractr) t prevent ff site dispersal and accumulatin f cntaminated site sil and t cmply with applicable regulatins pertaining t air quality and nuisance cntrl. Ptential cnstructin activities that culd generate dust and require risk management measures include, but are nt limited t, (1) excavatin and sil management, (2) n site cnstructin vehicle traffic, and (3) windblwn sil. 16 Sectin 4 Site Mitigatin and Management Measures During Prject Cnstructin Details f the site specific BMPs fr strm water management and ff site runff cntrls will be described in the SWPPP t be prepared by the Cnstructin Cntractr in accrdance with applicable federal, state, and lcal regulatins and requirements. 4.4 SOIL MANAGEMENT PROTOCOLS As described in the Envirnmental Investigatin Reprt, the Prt anticipates the vlume f sil disturbance wuld be relatively small but mst likely exceed the 50 cubic yard threshld requirement fr cmpliance with Article 22A. Results f the January 2013 envirnmental investigatin indicated that a prtin f the sil is cnsidered as Califrnia nn Resurce Cnservatin and Recvery Act (nn RCRA) hazardus waste due t the presence f elevated lead levels in subsurface sil at apprximately 5 feet bgs within Area A 4. In additin, sil sampling results indicated nickel cncentratins exceeding ESLs at 5 feet bgs within prject area. In the event that the Prt r the Cnstructin Cntractr plans t reuse the sil within the tp 1.5 feet r sil represented by reprted cncentratins at the site that were belw ESLs, such excavated sil with cncentratin belw ESLs shall be stckpiled and maintained separately frm ther excavated sil t prevent any crss cntaminatin fr reuse prpse. A sil management plan is prepared and included in Appendix C presenting the prtcls t be implemented during prject activities t manage such excavated sil t be generated during site activities. The sil management plan includes prtcls fr the fllwing: Sil stckpiling, if necessary; Sil sampling and chemical analyses, if necessary; Sil transprtatin and dispsal; and Equipment Decntaminatin. 4.5 ACCESS CONTROL During cnstructin, temprary cnstructin fence and gate will be erected at the site bundary and arund the fllwing wrk areas: Cnstructin areas where active cnstructin activities are ccurring; Any sil stckpile areas; and Equipment and materials strage areas. The fence and gate will remain lcked during nn cnstructin hurs. The Cnstructin Cntractr will be required t maintain the fencing and gate at all times t prvide sufficient site access cntrl t the respective areas. 4.6 COMMUNITY HOTLINE During cnstructin, the Prt will establish a cmmunity htline in regards t the site mitigatin fr the Prject Site. This htline will allw the cmmunity members t call fr infrmatin r t express cncerns related t site activities. The Cnstructin Cntractr will cmply with all applicable safety regulatins and ther requirements including but nt limited t the fllwing: Cde f Federal Regulatins (CFR), Title 29 Labr; State f Califrnia, Califrnia Cde f Regulatins (CCR), Industrial Relatins; Medical Surveillance Prgrams (e.g., OSHA, 29 CFR 1200); Injury and Illness Preventin Prgrams (e.g., SB 198, 8 CCR, CAL/OSHA, GISO 3203, Sectin 5192 and 1509); The Cnstructin Standard (e.g. 29 CFR 1926); Wrkers Right t Knw (e.g. 29 CFR ); and Sectin f the Califrnia Labr Cde (Hazard Cmmunicatin). During cnstructin activities, wrkers that may directly cntact chemically impacted sil as identified in the January 2013 Envirnmental Investigatin at the Prject Site and ther cnstructin hazards will perfrm their activities in accrdance with an Envirnmental Health and Safety Plan (EHASP). The Cnstructin Cntractr will be respnsible fr develping and implementing its wn EHASP in cmpliance with all applicable federal, state, and lcal regulatins and requirements. The EHASP will be prepared and apprved by a Certified Industrial Hygienist. Prir t cnducting any field activities that require implementatin f the EHASP, the Cnstructin Cntractr will submit the EHASP t the Prt at least tw weeks prir t cmmencing any site activity. In additin, the Cntractr shall submit the EHASP t SFDPH at least tw weeks prir t cmmencing any site activity. Preparatin f an EHASP will be required fr all activities, but nt limited t, site preparatin, sil excavatin, sil management, sil lading fr transprtatin t an ff site permitted facility fr dispsal, backfilling, and ther activities where wrkers might have direct cntact with the site sil and ther cnstructin hazards frm the Prject Site. The EHASP shall include, but nt be limited t, the fllwing majr elements: Identificatin and descriptin f the respnsibility f thse individuals wh cntrl each phase f peratins and are respnsible fr the Cnstructin Cntractr s persnnel safety and its subcntractrs. The plan shall set frth in writing the plicies and prcedures t be fllwed by all cnstructin persnnel. This shall include designatin f an verall Prject Site safety representative with authrity t stp any cnstructin activity r mdify wrk practices if the site safety plan is being vilated, r if such actin is necessary t prtect wrkers, prperty and the surrunding cmmunity during the cntract perid. Hwever, if grundwater is encuntered during cnstructin activities, the Cnstructin Cntractr shall develp and implement health and safety precautins t minimize the expsure f grundwater t cnstructin wrkers. 4.8 CONTINGENCY PROTOCOL In the event f encuntering an envirnmental cntingency situatin (such as a sign f unknwn chemical cntaminatin in sil and grundwater, r the presence f an unknwn undergrund strage tank [UST]) at the Prject Site during cnstructin, the cnstructin cntractr will immediately suspend all wrk at the area where the situatin is bserved, and ntify the Prt. Any future reuse f the Prject Site that will invlve the disturbance f subsurface media must be cnsistent with the bjectives f this sectin f the SMP. The site inspectin lgs can be prvided t SFDPH fr review upn request. 5.2 PROTOCOLS FOR FUTURE SUBSURFACE DEVELOPMENT Health and safety prcedures will be fllwed as described in Sectin 4.5 fr all individuals engaged in activities that will ptentially cntact sil and/r grundwater at the site. Such likely scenaris include buried utility repair and general site maintenance. At a minimum, an Envirnmental HASP will be prepared and implemented when any wrk f this type is required. Therefre, the cntractr and its subcntractrs shall btain reclaimed water frm the Clean Water Prgram fr this purpse. B.3 DUST MONITORING PROTOCOLS This sectin presents the dust mnitring t be perfrmed during the cnstructin at the Prject Site when dust generating activities are cnducted. The purpse f the dust mnitring is t ensure that dust level t ff site receptrs wuld nt exceed the prpsed dust actin level fr this prject. The dust actin level is presented in Sectin B.3.1. The ttal dust level fr wrker prtectin will be established and mnitred by the Cnstructin Cntractr in accrdance with the Envirnmental Health and Safety Plan during field activities t address ptential wrker expsure t dust and t implement additinal wrker prtectin measures, if warranted. B.3.1 PROPOSED DUST ACTION LEVELS Particulate Matter (PM 10 ) will be used fr establishing the ff site receptr dust actin level fr this prject. The ambient PM 10 actin levels at the Site Bundary are as fllws: 250 micrgram per cubic meter (µg/m 3 ) fr each 10 minute average reading. If this actin level is exceeded, the Cnstructin Cntractr will suspended the activities resulting the exceedence and apply mre aggressive dust cntrl measures until the 10 minute average reading falls belw this actin level; and Average 50 µg/m 3 fr a 24 hur active cnstructin perid (assuming 8 hur per day f active cnstructin, this will represent an average measurement ver 3 [three] 8 hur cnstructin days). In the event that this actin level is exceeded, the Cnstructin Cntractr will immediately review wrk prcedures fr cnfrmity with the dust mitigatin plan and the site specific SWPPP, and will identify and implement additinal dust cntrl measures as needed t prevent future exceedence f this actin level. B.3.2 PROPOSED DUST MONITORING PROTOCOLS Dust mnitring will cnsist primarily f direct reading instrumentatin (i.e., Mini Ram, Dust trak) t measure ttal particulate levels in the wrk areas thrughut the active wrk schedule. The dust mnitr will be used t determine fugitive emissins in the ambient air within the Site. The instruments measure ttal particulate levels and nt specific cntaminants.
