2 OVERVIEW While energy prices remain volatile, more campuses are seeking methods of managing their energy costs. Join us for the Improving Energy Conservation and Energy Cost Effi ciency conference to establish the basis for an integrated approach to energy management, including an audit of energy consumption and an array of options for managing costs. These options include improving energy cost effi ciency and reducing energy consumption via facilities upgrades or capital improvements, reducing the demand by raising energy awareness and promoting conservation, and hedging against price volatility with distributed generation and interconnection with the local utility. You will learn best practices and have the opportunity to engage in interactive discussions that will help you take the fi rst steps toward developing a more comprehensive approach to energy management on your campus. WHO SHOULD ATTEND Facilities managers, physical plant directors, energy and utilities offi cers, campus engineers, and professionals responsible for overseeing campus sustainability will learn to establish a decision-making framework for improving energy cost effi ciency. Attendees will be able to audit energy use and apply various energy effi ciency options to their campuses. They will leave the conference with the basis for developing an integrated energy management plan, including who to coordinate with, what data to gather, and what factors to consider. A TEAM EFFORT Because energy cost management requires the involvement of many campus stakeholders, institutions will fi nd it benefi cial to send a team of key decision-makers to ensure that all stakeholders have the same fundamental knowledge when they return to campus. An effective institutional team would include the director of facilities, the director of the physical plant, the utilities or energy offi cer, the administrator responsible for campus sustainability, and the chief fi nancial offi cer. This session will also help you address whether the goals are strictly cost savings or whether the energy savings will be used to secure infrastructure improvement in other areas. Given specifi c situational parameters, your team or group will be tasked with devising possible working solutions for the scenario. You will then have the opportunity to compare solutions with other teams and groups and to discuss the relative advantages or disadvantages of the different approaches. This exercise will assist you in applying what you have learned already to a scenario and will help you identify what information you need to further develop your approach to energy management. 10:45 11:00 a.m. Morning Break 11:00 a.m. 12:15 p.m. Financing Energy Efficiency Upgrades Through Avoided Operating Costs Identifying energy cost savings opportunities is a fi rst step in gaining control over the campus utilities bill. But to be successful in most cases, allocated capital funds are required; this has historically been a stumbling block to successful implementation. It would also be preferable to include a variety of infrastructure upgrade needs in any budget. We will explore how the many methods and fi nancial instruments available can function at your institution and examine some key factors that can change the end result. Topics will include: Savings versus avoided costs Identifi cation of institutional criteria for upgrade Financing methods available for energy effi ciency measures Tradeoffs for on-book and off-book fi nancing Total positive cash fl ow versus perceived cheap money Project implementation speed versus lowest interest money Financing complexity 12:15 1:30 p.m. Lunch (included in registration) 1:30 2:45 p.m. Capital Improvements for Energy Efficiency Faramarz Vakilizadeh, Associate Director of Physical Plant, University of Wisconsin-Madison This session will offer you a look at effective solutions, avoidable pitfalls, project delivery options, and alternative funding options for investing in the future of your facilities. In this session, you will also see examples from the University of Wisconsin-Madison s ongoing investment in energy effi ciency. Besides substantial energy savings, their efforts are reducing deferred maintenance issues and are increasing operational effi ciencies.

Yet a checklist of conservation practices on your facilities management website, a few posters in the student union, or a report on the institution s commitment to sustainability may not be enough. At this session, learn tactics and key considerations for designing a campaign that will increase your campus community s awareness of high energy costs and involve your campus community in energy conservation. Topics covered will include: Defi ning your campaign Generating buy-in across campus Articulating strategies and implementation plans for the campaign Developing a focused and successful campaign by clarifying campaign drivers, psychology, politics, and tone by effective marketing and promotion 4:30 5:00 p.m. Join us to share and brainstorm some key steps for raising energy awareness and promoting energy conservation on your own campus. Discuss key motives and values for different stakeholders, and consider tactics for generating buy-in and involvement. It is important to be aware of both the advantages of distributed generation and the challenges you will face in working with the utility. 11:00 11:30 a.m. In this last discussion, look back over what you have learned during the conference and discuss fi rst steps for energy cost effi ciency for your return to your own campus and criteria for future decision making concerning energy management on your campus. Q&A; Closing Remarks 11:30 a.m. 12:00 p.m. 12:15 1:30 p.m. Lunch for optional post-conference workshop attendees 1:30 4:15 p.m. Optional Post-Conference Workshop: How to Make the Most of Performance Contracting The average public research university spends approximately $2.3 million annually on deferred maintenance against a backlog of approximately $64 million in accumulated deferred maintenance and more than $15 million in urgent facilities needs. Energy performance contracting is one means of helping institutions address deferred maintenance, especially institutions that do not have funds allocated for energy effi ciency upgrades. By handling upgrades under an energy services company (ESCO) solution, an institution can replace old, ineffi cient equipment and systems while also improving occupant comfort without maintenance and capital spending from current budgets. Join us for this engaging post-conference workshop and learn how to defi ne and manage a performance contracting solution most effectively. Topics covered will include: Identifying problems Possible contracting structures Timeframes Determining your criteria for acceptable fi nancial performance Energy audits versus investment grade audits What to look for in an ESCO Steps in selecting an ESCO Financing issues: cash fl ow-based projects versus asset fi nancing Maintenance as part of the equation This session will help you evaluate whether distributed generation is a good fi t for your campus. Learn how different institutions are generating their own power with conventional and renewable energy projects and what issues they encounter with their local utilities. Topics covered will include such utility-related issues as:
5 INSTRUCTORS Conference Chair Rob Lamppa, P.E., LEED AP, Senior Project Manager, Carleton College As senior project manager at Carleton College, Rob oversees new construction projects, major and minor renovations, and remodeling projects. All of these efforts involve the evaluation and application of reasonable sustainability initiatives and energy conservation measures. At Carleton, Rob has managed the installation and on-going operation of the College s 1.65 megawatt wind turbine, which offsets approximately 30 % of the college s annual electrical consumption. Prior to his position at Carleton, Rob spent 15 years in the food industry, where he was responsible for company environmental operations and compliance, as well as process energy use evaluation and effi ciency management. Most recently, Rob managed a major upgrade of the Carleton campus electrical infrastructure and the relocation and upgrade of the main campus data center. Bruce s responsibilities with EPS Capital Corp. include marketing and implementing energy planning and implementation solutions. In addition to his executive management duties at EPS, Bruce has been responsible for energy analysis, fi eld data acquisition/instrumentation, automated building control systems, and design of mechanical and electrical retrofi t work. His project work has included cogeneration, power projects, and renewables. Bruce s past energy effi ciency projects for higher education have included a detailed energy audit in preparation for a facility heating plant upgrade at Adelphi University, development of the energy master plan for the University of Houston, and leadership of an engineering team to evaluate, plan, design, and build a $20 million mechanical cogeneration project on the main campus for Louisiana State University. Bruce has more than 35 years of engineering experience and has worked in 24 countries on energy effi ciency projects. Michael Philips, Energy Ventures International Michael has served as an independent energy consultant for 12 years, focusing on project identifi cation and design, fi nancial and economic analysis, and program evaluation for energy effi ciency and renewable energy projects. His clients include the World Bank, French Ministry of the Environment, the Global Environment Facility, International Finance Corporation, European Union, Asian Development Bank, the US EPA, and private clients such as clean energy suppliers and electric utilities. Prior to his consulting work, Michael held a White House appointment at the US Department of Energy s Policy Offi ce. He also served as a professional staff member of the Resources Committee of the US House of Representatives, and as a senior energy analyst for the City of Portland, Oregon Energy Offi ce. Most recently, he coauthored the book The Business Case for Renewable Energy: A Guide for Colleges and Universities, offering guidelines for every stage of renewable energy planning for institutions of higher education. Michael has 30 years of experience in energy and environmental policy analysis and program design. Faramarz Vakilizadeh, Associate Director, Physical Plant and Director, Energy Conservation Program, University of Wisconsin-Madison Faramarz oversees facilities maintenance, remodeling, and energy conservation on a campus of 300 buildings and over 20 million gross square feet of instruction and research space. While at Wisconsin, he has implemented a number of conservation solutions, including the Wisconsin Energy Initiative; in recognition of his efforts, Faramarz received the United States Energy Association s 2004 Energy Leadership Public Service Award. Prior to joining UW-Madison in 1991, Faramarz established and managed Engineering Management Operations, a consulting fi rm specializing in customized facilities management software solutions. He began his career at the University of Iowa in 1981, where he developed one of the nation s fi rst computerized preventive maintenance programs. Currently, Faramarz also directs the second phase of the UW-Madison s aggressive We Conserve energy awareness and conservation program.
