1 Pesticide use ntificatin plan 1 Intrductin This plan has been prepared accrding t the requirements f the Pesticides Regulatin This plan utlines hw and when Sydney Water will infrm the cmmunity when we, r ur cntractrs, prpse t apply pesticides in public places r residential cmplexes r within 20 metres f a sensitive place. Ntificatin allws members f the cmmunity t take actin t avid cntact with pesticides, if they wish. The plan describes: what public places the plan cvers wh regularly uses these public places and an estimate f the level f public use hw we will ntify the cmmunity and the infrmatin we will prvide abut pesticide applicatins in public places hw the cmmunity can access this plan and get mre infrmatin abut Sydney Water s ntificatin arrangements cntact details fr anyne wanting mre infrmatin n the plan. T manage natural assets, Sydney Water prefers t use manual and mechanical means t treat and cntrl pests and weeds, rather than using pesticides in public place, because f reduced envirnmental and human impacts. We nly use pesticides in public places: when necessary t eliminate weeds t prtect public prperty frm pest damage t prtect public places frm nuisance r danger. Mst f ur pesticide use cnsists f applying herbicides fr weed cntrl. Other uses include applying insecticides t manage certain insects, termiticides t prtect buildings and timber assets and rdenticides t cntrl rats. When used crrectly, pesticides have minimal scial and envirnmental impacts. Anther agency usually manages feral animal cntrl, by using baits. This agency, usually the Livestck Health and Pest Authrity, als ntifies the cmmunity when they use baits. If the Livestck Health and Pest Authrity desn t ntify the cmmunity, when ding this n Sydney Water prperty, Sydney Water will d the ntificatins required. Sme Sydney Water sites are being managed fr cnservatin utcmes, such as Vluntary Cnservatin Agreement sites. We use pesticides t manage weeds and feral animals at these sites and s these sites are included in the scpe f this plan. Any ff-label use must be apprved by Sydney Water and a licence btained, if needed, frm the relevant authrity. It als utlines arrangements fr emergency pesticide applicatins and circumstances where we will nt give ntice. Ntifying residential cmplexes At least five days ntice must be given befre using pesticides: t each resident in persn r by pst, facsimile transmissin, r telephne r by placing a written ntice in the resident s letter bx r under the resident s frnt dr r by placing a written ntice fr all f the fllwing: n the main ntice bards at the residential cmplex (if available) at each entrance t the building cncerned (if the pesticide is t be used in a cmmn area within a building) and at each entrance t each building adjining the cmmn area (if the pesticide is t be used in a cmmn area utside a building). Ntificatin fr sensitive places We must give ntice befre spraying a pesticide utdrs, r injecting a pesticide int the grund utdrs, within 20 metres f any cmmn bundary between the land n which the pesticide is t be used and a sensitive place. 5 We must prvide the ntice t the principal, directr, manager r ther persn having the care, cntrl r management f a sensitive place at least five wrking days befre the prpsed pesticide use. The ntice must be given in persn r by pst, facsimile transmissin, r telephne r by placing a written ntice in the persn s letterbx. Ntificatin fr prescribed public places Whenever we apply a pesticide t a frequently used public place, all staff and their cntractrs must ensure that a ntice is displayed in a prminent place during the applicatin f the pesticide, and fr n less than seven days after the applicatin. The ntice will identify the pesticide, why and when it was applied, any prduct specific warnings n the use f the land and a cntact name fr peple t cntact fr infrmatin. If the applicatin was t a specific area, the ntice will identify the extent f land affected. Ntificatin f emergency pesticide applicatins Ntificatin is nt required where emergency pesticide applicatins in public places are necessary t deal with biting r dangerus pests such as wasps, bees, venmus spiders, fleas, bird mites r rdents (that pse an immediate health hazard), as lng as we recrd, at that time, the use f the pesticide. Pesticide cntractrs and lessees f public places Where Sydney Water uses cntractrs t apply pesticides: Cntractrs and staff wh use pesticides as part f their jb must be licensed pest cntrllers under WrkCver legislatin, r have cmpleted Farmcare, ChemCert r SMARTtrain training and re-assessment in the last five years. Sydney Water prject/cntract managers must ensure that the cntractr hlds the abve licenses r training t ensure that n harm t the cntractr, members f the public r natural envirnment (ther than the targeted species) will ccur. Where persns r rganisatins hld an existing lease n Sydney Water land that remains a public place, the lessee will be respnsible fr pesticide ntificatin. Infrmatin prvided in the ntificatin Accrding t the Pesticides Regulatin, ntice f pesticides uses will include the fllwing infrmatin: The date, dates r range f dates n which we willuse the pesticide Area f treatment including a map r list f areas, where apprpriate. One map can be referred t if repeated applicatins ccur in the ne area Descriptin f targeted weed/pest, including purpse f use Prduct used, including the full name r the prduct cde, nly if full prduct names f pesticides used are kept at frnt f a lgbk Brief descriptin f the equipment and methds used t apply the pesticide The perid (if any) during which the affected area shuld nt be entered r any ther limitatins n use r entry t land (nly if the apprved label fr the pesticide r the permit fr use f the pesticide requires that such a perid be bserved r infrmatin be prvided) SW281 6/14 Page 5 f 8

6 Cntact details, including telephne number, fr a Sydney Water staff member fr mre details abut the ntificatin and the use. 4 Recrds f pesticide applicatins Recrd keeping We must keep a recrd n each ccasin a pesticide is used, t meet clause 14 f the Pesticide Regulatin We must keep the recrd fr at least three years after the date n which we made the recrd. The Sydney Water Recrd f pesticide use frm frm the Sydney Water Envirnment Management System, SWEMS , r a cmpliant equivalent may be used. Applicatin where n ntice is necessary The Pesticide Regulatin des nt require Sydney Water t keep a recrd f pesticides used if all f the fllwing criteria are satisfied: The pesticide is available t everyne fr hme and garden use The pesticide is applied by hand r hand-held applicatr and used in small quantities: Fr utdr use 5 litres/5 kilgrams f cncentrated prduct, r 20 litres/20 kilgrams f the ready-t-use prduct. Fr indr use 1 litre/1 kilgram f cncentrated prduct, r 5 litres/5 kilgrams f the ready t use prduct 5 Hw the cmmunity will be infrmed f this plan Sydney Water will advise residents f this plan and its cntents by: making a cpy f the plan available fr viewing, free f charge, at its main ffice at 1 Smith Street Parramatta, NSW 2000 r at 20 William Hlmes Street Ptts hill 2143 placing a cpy f the plan at sydneywater.cm.au placing a ntice in the NSW Gvernment Gazette and in a newspaper Sydney Water will als ntify the Envirnment Prtectin Authrity in writing. 6 Future review f this plan We will review the ntificatin plan every five years r when circumstances require it. 7 7 Definitins 1 Prescribed public place means a place that is wned by r is under the cntrl f the public authrity including any f the fllwing t which the public is entitled t have access (whether r nt n payment f a fee): any public garden any picnic area any playgrund any park, sprting field r val any public land wned r cntrlled by a public authrity (fr example, a rad verge, rail easement r an easement fr electricity purpses r fr the purpses f ther utilities 2 ), any land reserved under the Natinal Parks and Wildlife Act 1974 r any State frest r Crwn land the grunds f any gvernment schl Technical and Further Educatin facility (but des nt include the inside f any building r structure lcated at such a place). Residential cmplex means any multiple ccupancy medium-density r high-density residential premises, and includes: any blck f hme units any caravan park that includes residencies f ver eight weeks duratin multiple ccupancy land under a strata scheme (whether r nt the dwellings are separate frm each ther) a cmmunity scheme It des nt include dual ccupancy premises. Sensitive place means: any schl r pre-schl any kindergarten any childcare centre any hspital any cmmunity health centre any nursing hme any place declared t be a sensitive place by the Office f Envirnment and Heritage by ntice in the Gazette.
