1 MANSFIELD DISTRICT COUNCIL Creating a District where People can Succeed SINGLE STATUS AND JOB EVALUATION - INFORMATION FOR JOB APPLICANTS This information is designed to inform you about two key issues affecting employment with Mansfield District Council - Single Status and Job Evaluation. We believe it is important that you know and understand these issues to enable you to make an informed decision when considering any job offer that may be made to you. Single Status In 1997 agreement was reached at national level between local authority employers and trades unions on a new national agreement on pay and conditions of service. The Single Status agreement covers all the main terms and conditions of employees of Mansfield District Council Local Government Services employees (except craftworkers and Chief Officers who are currently covered by their own pay and conditions), from rates of pay and allowances to working hours and training and development. Whilst the national agreement sets out some minimum standards for all local authorities to follow (e.g. the length of the working week) it allows for many terms and conditions to be negotiated and agreed locally. This means that you are likely to see some changes to your pay and terms and conditions of employment if you are successful in your job application. Pay and Grading Review As an employer the Council needs to be able to demonstrate that the salaries paid fairly reflect the nature and responsibilities of jobs in relation to each other and to ensure jobs of equal value receive equal pay Job Evaluation - Many existing terms and conditions are being reviewed, perhaps the most significant of these is the current Pay and Grading Review. To achieve this all jobs will be evaluated using the nationally agreed Job Evaluation Scheme for Local Government Services employees. The grade and salary for the post to which you have expressed an interest will therefore

2 apply at the moment, but as a result of the Pay and Grading Review it is possible the grade and/or salary may change. Bonus - Jobs which currently pay a fixed bonus which is not linked to any form of productivity/ work measurement will have such bonus payments removed on implementation of the Pay and Grading Review. This is to ensure compliance with the Equal Pay Act. Pay Protection - The Council is currently negotiating a revised Pay Protection Policy which will safeguard current pay rates of affected posts for a temporary period after implementation. Whatever is agreed by Mansfield District Council in consultation with the trades unions will apply to all Local Government Services employees. Previous cleaning experience, reliability and ability to work without direct supervision are essential. Use of industrial cleaning machinery is desirable. 5 JOB DESCRIPTION Post Details Job Title: Cleaner - Civic Centre Grade: 04 Directorate: Housing and Environment Post Ref: TS70CC Department: Neighbourhood Services Car Allowance : None Job Purpose To maintain the cleanliness of all designated areas as directed using the appropriate equipment and materials supplied. To ensure all relevant areas are kept in an hygienic condition. Duties include cleaning of walls, floors, furniture, fixtures and fittings, equipment and facilities. Emptying of litterbins and recycling bins. Polishing and buffing including use of buffing machine. Use of vacuum cleaners including emptying and replacement of bags and filters as required. Cleaning and disinfecting toilets and showers and surrounding areas and surfaces. Reporting Relationships Accountable to: Responsible for: Facilities Manager N/A Duties and Responsibilities Job Specific To ensure the Health and Safety (1974) Act is adhered to with particular reference to the duty of care provision to both staff, members and the general public. To take reasonable care for your own health and safety including attending any suitable training and instruction. To take an active part in the risk assessment procedure including notifying line managers of any perceived risks. To ensure the Civic Centre is clean and a safe and hygienic environment for all users. To inform the line manager of any suspected defects in equipment or the workplace including relevant safety checks on equipment and working area before starting work duties. Monitor cleanliness, tidiness, hygiene and related health and safety matters and undertake remedial measures as required so that a high standard is maintained at all times, especially in public areas; toilets and washrooms. Ensure that all relevant health and safety issues are addressed in cleaning operations, including C.O.S.H.H and risk assessments. To maintain an up to date knowledge of all substances used in the cleaning operation and to be fully conversant with COSHH regulations and the manner of storage, handling and use of all cleaning substances and to notify line manager of any perceived adverse effect on health possibly attributed to any cleaning substance.

6 To engage with, and encourage, a team culture of total commitment to a high quality service provision with a customer first approach. Assist with energy saving and recycling including diligence in the use of energy. Duties and Responsibilities - General To operate according to the Council s core values, mission statement and codes of behaviour. To take reasonable care for your health and safety and have regard to other persons who may be affected by the performance of your duties, in accordance with the provisions of Health & Safety legislation, and Council Codes of Practice and Procedures. To exercise proper care in handling, operating and safeguarding any equipment, vehicle or appliance provided, used or issued by the Council or provided or issued by a third party for individual or collective use in the performance of your duties. To promote and deliver fair, sensitive and quality services as a commitment to and understanding of the Council s approach to equality and diversity. To comply with the Council s Data Protection, Freedom of Information Act and ICT Codes of Practice. To adhere to existing working practices, methods, procedures, undertake relevant training and development activities and to respond positively to new and alternative systems. To carry out any other reasonable duties and responsibilities within the overall function, commensurate with the grading and level of responsibilities of the post.
