1 UNITED NATIONS INDUSTRIAL DEVELOPMENT ORGANIZATION TERMS OF REFERENCE FOR PERSONNEL UNDER INDIVIDUAL SERVICE AGREEMENT (ISA) WBS Title: Main Duty Station and Location: Mission/s to: National Expert on Energy Efficiency Benchmarking for the Cement Industry Home based Cairo, Egypt Start of Contract (EOD): 1 December 2013 End of Contract (COB): 31 May 2014 Number of Working Days: Regular ORGANIZATIONAL CONTEXT The Programme Development and Technical Cooperation Division (PTC) is responsible for providing technical cooperation services on technological and economic issues in the following areas covered by five branches: Trade Capacity Building, Business Investment and Technology Service Branch, Agri- Business Development, Energy and Climate Change and the Montreal Protocol. This assignment is located in the Industrial Energy Efficiency Unit within the Energy and Climate Change Branch. The unit is responsible for promoting the efficient use of energy by industrial users. Under the overall guidance and supervision of the Project Manager in PTC/ECC/IEE and in direct coordination with the national project coordinator and the UNIDO representative in Egypt as well as the lead Government counterpart at the Egyptian Environmental Affairs Agency and the Industrial Development Authority, the incumbent will work on developing benchmarking reports for the cement sector. PROJECT CONTEXT The objective of the IEE Project is to facilitate energy efficiency improvements in the industrial sector through supporting the development and implementation of a national energy management standard and energy efficiency services for Egyptian industry as well as the creation of demonstration projects. 2 The project consists of the following FIVE (5) Components, which are expected to deliver five respective Outcomes: Component 1. National Program to define energy benchmarks and EE policy 2. Awareness raising on industrial EE and management in industry Outcome Supportive policy instruments (EnMS, benchmarks) for delivering EE in industry and contributing to international competitiveness Widespread awareness on EE and energy management 3. Technical capacity building on EE services A cadre of specialized /certified energy management and system optimization experts is available 4. Access to finance for EE improvement projects 5. Implementation of Energy Management systems and System Optimization Increased access to financial assistance for implementing EE projects State-of-the-art energy management practices and EE measures are demonstrated The focus of the project is to support the energy efficiency market and the industry to promote Energy Efficiency (EE) in the industrial sector in Egypt. The project is expected to complete its mission by: Strengthening the policy and regulatory framework in Egypt inducing a wide scale dissemination and adoption of energy efficiency, energy management standards in energy intensive industries; Improving productivity and competitiveness of energy intensive industries by reducing their reliability on energy consumption and hence their operational costs by promoting compliance with national energy efficiency and energy management standards; Increasing awareness on industrial energy efficiency and energy management in Egypt. Building capacity of stakeholders (industrial enterprises, policy makers, national consultants, etc.) to develop and implement energy efficiency projects. Leading Agency for Benchmarking Activities The leading agency for benchmarking activities will be one of the Ministry of Industry and Foreign trade Agencies, the Egyptian Industrial Development Authority (IDA). The International and National Consultants will be working closely with IDA staff. The national and international experts will advise the IDA on the collection of meaningful data and how to make best use of the data. As the manager of this data, IDA will make the data available to other agencies and the public. In general, IDA s main goals and function aim at maximizing the contribution of Egyptian Industry to the GDP. IDA achieves that goal through many functions such as the development of strategy and optimizing attraction of investment needed for industrial development. Page 2 of 6

3 IDA is also the agency responsible for collecting verified industrial data and issuing publications and factual guides on the status of industrial production. DUTIES The Services required in this ToR part of Component 1 of the IEE project. The Services are divided into three Activities. The expected outcome at the conclusion of the Consultant(s) duties is to have an Industrial energy database developed and energy consumption benchmarks developed. This outcome is to be delivered through FOUR (4) Outputs: i. Promotion of plant-level energy monitoring ii. iii. iv. Establishing database on industrial energy use Collecting the necessary data Formulating energy consumption benchmarks for subsectors and publish The scope of activities shall cover different industrial sectors. The IEE Project will initiate this activity by covering three sectors: (1) Iron & Steel, (2) Fertilizers and (3) Cement. Sub-sectors shall be decided with guidance of the National and International Consultants. Additional sectors shall be selected after the issuance of the three aforementioned sectors. Identification of the participant industrial facilities based on specific criteria agreed upon with the international consultant. B2. Organize a kick-off one-day roundtable meeting with industry to present the benefits of benchmarking and the tools used to develop benchmark reports to ensure the Industries participation in the survey B3. Manage, collect and analyze energy consumption data as well as comparing data to official statistics B4. Organize one workshop on initial results of the benchmarking for IDA staff, relevant governmental officials and related industries. Data collected and analyzed 50 days Egypt governorat es 3. Determination of the least energy efficient plant in the dataset for the Cement sector C7. Determination of energy efficiency improvement potential of the Cement sector C8. Identification of causes of data disparity C9. Preparation of results of analysis in table and graph forms C10. Organize one roundtable meeting to present the results of benchmark reports in coordination with the international expert. The presentation shall target the same participants mentioned in B4. TIME SCHEDULE The International Consultant is required to provide a provisional Time Schedule along with his application. REPORTING The National Consultant is expected to submit the reports as described below: A detailed Work Plan for the assignment. Monthly progress reports that include a summary of ongoing activities and their outputs completed for the reporting period as well as an updated work plan and a summary of planned activities for the next reporting period. The report should also include the findings of the workshops held during the reporting period. A Final Report, to be submitted at the end of contract duration. Client orientation 6. Organizational development and innovation MINIMUM ORGANIZATIONAL REQUIREMENTS Education: Advanced university degree in engineering related specific discipline. Technical and Functional Experience: University degree in Engineering or related discipline with 8 years professional experience including 3 years or more in energy-related projects or data collection.
