1 EQUIPMENT OPERATOR I STREET DIVISION Town of Christiansburg Public Works Department Code JOB SUMMARY The purpose of this position is to operate medium and heavy equipment and will be responsible for acting as on site crew leader along with the operation of maintenance, repair and installation of asphalt and concrete; performs excavating, grading, trenching, loading, and related heavy equipment operations along with a wide variety of skilled and semi-skilled manual work, and maintenance of equipment. Emphasis is on the operation of trucks, backhoes, excavators, loaders and other equipment where driving and maneuvering the vehicle constitutes the majority of the work required to complete tasks. Classification is reserved for those positions where operation of included equipment is the primary function of the job, but may occasionally operate equipment at higher levels, however, not as their primary work function. WORK ACTIVITIES Operates various equipment and vehicles to complete tasks related to the maintenance, upkeep, installation, and construction of Town grounds, property, utilities, rights-of-way, and other infrastructure for departmental operations; drives vehicles over public roads, work sites, rights-of-way, parks, public works facilities and other Town property; maneuvers in and around traffic, parked cars, equipment, utilities, and other obstacles; obey all traffic laws and safety guidelines; monitors immediate environment and work area to ensure the safety of operator, other workers, the equipment, and the public Drives single and tandem dump trucks or brush trucks in order to transport and haul materials between original and final destinations for use in maintenance and construction projects; transport and operate a variety of maintenance/construction equipment such as backhoe, excavator, snow plow, trench rollers, rubber tire & track loaders, dozer, compactor, grader, chemical spreader, water truck; positions vehicle for most efficient and effective loading or dumping of materials; secures all doors, gates, and fasteners; operates dumping mechanism at appropriate locations; operates truck and dumping mechanism simultaneously to spread materials along prescribed path to required specifications Oversees the installation and repair of asphalt and concrete, performs road shoulder maintenance, brush collection, and chip seal installation.

2 Operates asphalt roller to flatten and compress dirt, gravel, asphalt, and other materials Performs manual work using power/hand tools including concrete saw/saws, compressor, jackhammer Inspects and prepares equipment for safe and proper operation prior to beginning work for the day; performs light maintenance on equipment, which includes refueling, and refilling lubricants; cleans vehicles, beds, and mounted equipment upon completion of assignments; secures vehicles after use Performs manual work functions associated with construction, maintenance and repair projects, which may include repairing roads/asphalt, compacting road surfaces, installing/repairing pipe, constructing/repairing ditches, repairing/replacing drainage culverts, repairing potholes, constructing sidewalks, cutting pipes, installing fences, cutting trees and brush, digging holes or trenches, shoveling materials, lifting/moving heavy materials, flagging traffic, and picking up debris/litter Responds to emergency situations involving public works operations, such as water issues, sewer issues, road/street issues, utility locating, inclement weather and natural disasters Utilizes precautionary safety equipment and monitors work environment to ensure safety of employees and other individuals Assists in planning work assignments; calculates grades utilizing lasers and auto level; completes work zone pre-plan forms; ensures work site is set up according to plans; calculates materials and identifies equipment and tools needed to complete work assignments Receives, prepares or completes various forms and documentation, including work orders, time cards, maintenance reports, vehicle and equipment checklists, DOT logs, job information sheets, work zone pre-plans, confined space entry forms, diagrams, maps, manuals, reference materials, and other documents; reviews, completes, processes, forwards, or retains as appropriate Communicates with supervisor, Town employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems Performs other duties as assigned/required JOB CONTEXT The Equipment Operator I will perform tasks that require the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-80 pounds). Scheduled and/or unscheduled overtime and on-call duty may be mandated as circumstances and workload dictates (including weekends, evenings, holidays, and emergencies), the Equipment Operator I must arrive for emergency call-outs within 1 hour of notification. Tasks may require exposure to such environmental conditions as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise

3 extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances. WORK PERFORMANCE The Equipment Operator I is required to follow departmental expectations and adhere to all rules, regulations, policies and procedures in the Town of Christiansburg Personnel Handbook. Work performance is reviewed utilizing the Town s employee performance review program following first 6 month introductory period. During this introductory period, the employee must demonstrate a strong understanding of all that the job requires. JOB REQUIREMENTS EDUCATION High School diploma or GED; supplemented by two (2) years of experience in the operation of commercial vehicles; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. LICENSES AND CERTIFICATIONS Valid Virginia Commercial driver s license (CDL, Class B minimum) including appropriate endorsement (s), with the ability to meet and maintain Town insurability requirements and Department of Transportation and Federal Motor Carrier Safety Act regulations and a minimum of three (3) years driving experience After Hire: Must possess and maintain: Work Zone Safety, Flagging, and CPR and First Aid certifications Obtain other certifications as required KNOWLEDGE, SKILL AND ABILITIES Knowledge of Operation of a variety of commercial construction equipment Medium/heavy sized equipment (i.e. single and tandem axle dump trucks, brush trucks, asphalt roller, sewer cleaning equipment, special purpose trucks with mounted tanks, backhoe, excavator, snow plow, trench rollers, rubber tire & track loaders, dozer, compactor, grader, chemical spreader, water truck, etc.) Power/hand tools (i.e. concrete saw(s), compressor, and jackhammer) Principles and practices of routine and preventative maintenance of commercial construction equipment Methods, materials and tools used in street maintenance/construction work Proper set up and use of Auto level, rotating laser and pipe laser Safe work practices, procedures and principles, including work zone control

Ability to Determine, calculate, tabulate, or summarize data/information; Includes performing subsequent actions in relation to these computational operations Exchange information for the purpose of clarifying details within well-established policies, procedures, and standards Utilize a wide variety of reference data and information Perform addition, subtraction, multiplication, and division; may include counting, recording of counts, and basic measuring Read, Interpret, and carry out instructions furnished in written, oral, or diagrammatic, plans, maps and blueprint form; involves semi-routine standardized work with some latitude for independent judgment concerning choices of action Exercise judgment, decisiveness and creativity in situations a variety of generally pre-defined duties which are often characterized by frequent change Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals.
