Job Purpose The Head of Programme Delivery is accountable for delivering the school feeding programme in Liberia to the highest standards in line with the Mary s Meals school feeding model which emphasises robust systems, controls and process. The Head of Programme Delivery will work closely with the Country Director and the management team as well as provide effective and inspirational leadership to the Mary s Meals Liberia Programmes Team. 1

2 Key Activities General Lead the Programmes function providing leadership and management to staff. Responsible for effective and efficient delivery of the School Feeding Programme ensuring the highest standards in line with the Mary s Meals school feeding model. Develop, implement and maintain robust systems of internal control which ensure good stewardship of Mary s Meals resources. Active member of the in country Senior Management Team (SMT), Senior Leadership Team (SLT) Strategy and Planning Support the Country Director to develop an annual strategy and programme plan with budget Develop of a roadmap to direct the future growth of the programme. Strategically integrate technical components: Hygiene Promotion; Child Protection; School Gardening and Community Capacity Building in the school feeding programme Contribute to ongoing development and refinement of the Mary s Meals school feeding model in Liberia Programme Delivery Ensure programme delivery in line with plans, policies, ethos and values of Mary s Meals. Review, develop and implement policies and procedures. Support the Country Director ensuring with all legal compliance, in cooperation with appropriate line Ministries. Lead team to develop and implement a detailed annual school feeding programme plan. Ensure strong and effective community engagement and ownership. Provide leadership in planning and managing school feeding expansion. Oversee and manage the programmes budget. Approve the monthly dispatch of food and other goods to schools. Conduct regular supervisory / coaching visits to ensure systems and processes compliance with adherence to best practice. Responsible for oversight of major institutional grants and pilot projects from concept to proposal to implementation and reporting MEL and Reporting Responsible for implementation of the MEL strategy in Liberia. 2

3 Accountable for accurate and timely collection and reporting of all data for the effective delivery and monitoring of the programme. Submit reports and programme information d to the Country Director, HQ, partners and other bodies/individuals as required. Ensure programming problems identified in the reporting process are responded to. People Proactively coach and mentor Programme Team Managers to maintain high standards ensuring best practice in programme delivery with close and supportive staff supervision. To directly manage the Programme Managers, Programme Development Officer, MEL Coordinator and Technical Team Head. Assess and determine staff training and development needs, implementing staff development plans in consultation with Head of HR. Manage Human Resource issues including disciplinary action in conjunction with the Head of HR and the Country Director. Representation and Networking Work alongside other NGOs, government and international partners sharing best practice and network with major stakeholders in school feeding programmes, such as the World Food Programme. Represent Mary s Meals Liberia externally as required with collaborating partners at community, district and national levels. Support visits by Mary s Meals staff and supporters. Other Contribute to the establishment of a positive, healthy, and safe work environment in accordance with appropriate legislation and regulations. Any other duties commensurate with the role. 3

This role undertakes regulated work with children under UK legislation and is subject to a successful PVG check or appropriate Police check.
