1 PUBLIC WORKS DEPARTMENT - UTILITIES Job Title: Pipelayer (Apprenticeship Program) Date: September 27, 2005 Title of Immediate Supervisor: Title of those supervised: Foreman 3 or 1 Utilities None APPRENTICESHIP PROGRAM Employees entering the apprenticeship program are required to complete the entire program to the final level. The employer will provide funding and work time to acquire the skills and education components. The employee must attain the required skills and certificates. An employee who fails on their first attempt to obtain the skills and certificates will be allowed months grace period to satisfy the course requirements, however any costs for courses and time away from work will be at the employees expense. If after the additional six months grace period the employee has not attained the skills and certificates they will return to their previous position prior to entering the Pipelayer apprenticeship program, through the bumping provision of the Collective Agreement. For clarity, this requirement will be in place for each successive step in the program, and should the apprentice fail at any time to obtain the required skills and certification at any step in the program, the employee will be returned to their previous position held before entering the apprenticeship program. NATURE AND SCOPE OF WORK Employees in this position participate in a skill development program designed to prepare them for the position of Pipelayer. The program is based on an apprenticeship consisting of 4 incremental levels, Entry, Second, Third and Finish Levels, which require a combination of experience and successful completion of identified educational courses to progress through the levels. Upon completion of the program the incumbent will be proficient in the application of known standards and practices related to a variety of skilled duties in the installation, operation, construction, maintenance and repair of all municipal water, sanitary and storm utilities. Incumbents will exercise independent judgement commensurate with their incremental level of education, training, and overall understanding of the operation of municipal utilities. Unusual situations are reviewed with a supervisor to determine the appropriate action. ILLUSTRATIVE EXAMPLES OF DUTIES Construct, install, operate, maintain and repair municipal infrastructure, including all components of: water, sanitary and storm sewer mains; manholes and catchbasins; water, sanitary and storm sewer service connections; fire hydrants; valves; meters; gauges; plumbing fixtures; and other related components of municipal infrastructure. As required, perform support functions including flagging, operating a forklift or other related tasks. As required, coordinate the work of other employees on work site. Prepare and maintain a variety of records for: related operational requirements; all installation, repair, and "as constructed" records; customer service responses; other records and reports relevant to assigned tasks. Act as a resource person to provide advice and guidance to other crewmembers as required, and make minor operational or logistical decisions about how the work is performed for various related functions.
2 As required, ensure the availability of the necessary materials, tools and equipment to perform assigned tasks. Operate and maintain a variety of equipment and hand tools incidental to the completion of related duties. May receive related after-hours emergency calls at rates in accordance with the collective agreement. Advise fellow workers regarding safe and productive work methods on job sites, and consult with supervisor regarding any concerns in this area. Assist to provide training to fellow Pipelayer Apprentices or other employees. Provide information related to the performance assessment of new or associated staff. Assist with routine planning and follow-up of assigned activities. Assist to complete project cost estimates and related work schedules. Maintain an up to date knowledge relative to municipal infrastructure maintenance and operation, and safety requirements. Perform other related duties. ENTRY LEVEL - REQUIRED EDUCATION, KNOWLEDGE, ABILITIES AND SKILLS High School graduate or equivalent. Ability to carry out manual work involving considerable physical effort and agility. One year of experience in a construction or Public Works environment. Knowledge in the proper use of basic construction tools such as cut off saw, pressure washer, vibratory hand compactor etc. Completion of course work for BCWWA Water Distribution 1 and BCWWA Waste Water Collection 1 with certification to be acquired prior to advancing to second level. ENTRY LEVEL - REQUIRED LICENSES, CERTIFICATES AND REGISTRATION Traffic Control Certification Valid B.C. Driver's Licence for the equipment operated (currently Class 5) SECOND LEVEL - REQUIRED EDUCATION, KNOWLEDGE, ABILITIES AND SKILLS Required education, knowledge, abilities and skills identified in the Entry Level Minimum of 2 years previous experience as a pipelayer or completion of the Entry Level in the apprenticeship program. Basic knowledge installing and maintaining municipal infrastructure, including the water, sanitary and storm sewer systems. Knowledgeable in current applicable Occupational Health and Safety standards such as excavation shoring, confine space entry and WHMIS. Ability to establish and maintain effective working relationships with internal and external contacts and to communicate tactfully and effectively, both verbally and in writing. Basic skill level in the use of related tools and equipment.
3 SECOND LEVEL - REQUIRED LICENSES, CERTIFICATES AND REGISTRATION Required licenses, certificates and registrations identified in the Entry Level Certification for BCWWA Water Distribution 1 (Completed within the 15 months of entering the apprenticeship program) Certification for BCWWA Waste Water Collection 1 (Completed within the 24 months of entering the apprenticeship program) Valid Forklift Operator s Certificate (Completed within the 24 months of entering the apprenticeship program) PROGRESSIONS FOR PIPELAYER APPRENTICSHIP PROGRAM The apprenticeship program consists of the Entry, Second, Third and Finish levels. To move to subsequent levels and receive the higher rate of pay for the Second, Third and Finish Levels, employees are required to successfully complete both the months of experience and identified education courses. Level Schedule B Pay Grade Amount / hr. (2005 Rates) Entry 2 $20.32 As outlined in Required Education, Knowledge, Abilities & Skills Second 8 $21.44 As outlined in Required Education, Knowledge, Abilities & Skills Third 15 $ months with District of Mission in the Pipelayer position at the Second Level Finish 20 $ months with District of Mission in the Pipelayer position at the Third level Experience Education Time Line to Complete As outlined in Required Education, Knowledge, Abilities & Skills As outlined in Required Education, Knowledge, Abilities & Skills Small Water Systems Operator, Plan Reading, Confined Space Entry/Rescue, Water Distribution 2 Waste Water Collection 2, Timber Shoring, Materials Estimating, Supervisory Training To ensure an adequate number of skilled Pipelayer are working in the Utilities Division at a time, under the apprenticeship program only one person shall be working from at the Entry Level to the Second Level at any given time. If a Pipelayer vacancy occurs when a person has not completed the entry level apprenticeship the employer will post for a Pipelayer with minimum of the Second Level skills and abilities.
4 Evaluation Criteria for Pipelayer Apprenticeship Progression From Entry to Second Level Pipelayer to move to the Mid-Point Level of the apprenticeship program. Installation of a 20 mm water service Handling basic tools. Water Distribution 1 Proper operation of water valve both Ability to Read and Understand Forklift Operators Certificate opening and closing. Service Record Cards. Proper operation of a fire hydrant Identify basic service materials. Waste Water Collection 1 Installation of 100mm storm or sanitary sewer mains Safely access both sanitary and storm manholes. the Foreman or other staff and have a minimum of six months at the Entry Level of Pipelayer with the District of Mission to acquire knowledge of local issues, standards and infrastructure. Progression From Second to Third Level Pipelayer to move to the Mid-Point Level of the apprenticeship program. Installation of a fire hydrant including tee Using wet tapping tool Water Distribution 2 and valve Installation of a manhole including poured benching Locate u/g services using pipe locators Small Water Systems Operator Installation of 150mm water mains Service and repair fire hydrants Plan Reading, Installation of 150mm storm or sanitary sewer mains Ability to Read and Understand Drawings Confined Space Entry & Rescue Installation of meter chamber and meter Repairs to Water Mains Repairs to Sanitary & Storm Mains Repairs to Water Services Repairs to Sanitary & Storm Services the Foreman or other staff and have a minimum of six months at the Entry Level of Pipelayer with the District of Mission to acquire knowledge of local issues, standards and infrastructure.
