1 Duty Statement for Water Meter Readers within the Utility Service Worker Series Individuals within the Utility Service Worker Series that provide meter reading services, work closely with the Administration Department to interact directly with customers and resolve water service issues. The following duty statement augments the Utility Service Worker job description for individuals that are assigned to the Administration Department. If needed, these individuals may also be assigned to the Public Works Department to fulfill the needs of a typical Utility Service Worker. Job Summary Under close supervision, installs, tests, maintains, repairs and reads water meters; turns water service on and off; performs a variety of other field tasks associated with customer service including interacting with customers regarding service issues or complaints; performs a variety of water system repairs and maintenance; and performs other related duties as required. Distinguishing Characteristics This is an entry level class in the Utility Service Worker series. Incumbents in this class perform a limited range of the less complex or specialized work tasks at a semi-skilled and skilled level under supervision, with less latitude for independent action. This class is distinguished from the Utility Service Worker II in that incumbents in the higher level class are experienced, skilled journey level workers, who perform under general supervision and assist in training others. Essential Duties and Responsibilities The duties and responsibilities listed below are intended to provide a representative list of the various types of work that may be performed. Specifications are not intended to reflect all duties performed within the job class, and incumbents may expect to perform other related similar duties. Reads water meters in an assigned area using handheld reading devices and/or an Automated Meter Reader (AMR). Responsible for providing the collected information to the Billing Department for processing. Installs, tests and calibrates new or replacement water meters and ensures they are registering properly; assigns sequencing number for new installations to place in right order on meter reading route. Retrofits and replaces meters as part of meter replacement program; cleans in and around meter boxes; performs re-builds and routine maintenance on meters; repairs service line leaks;, repairs meter leaks and replaces meter box lids.

2 Repairs and replaces shut-off valves; performs main line shut downs with supervisor approval. Turns water service on and off for customers and hangs tags, both during normal working hours and after hours; explains District policy on late or non-payment of water bills. Responds to customer inquiries at their home or business, including answering questions regarding meter leaks, water pressure, water quality, or high consumption readings; performs water audits to assess water utilization patterns of customers. Inspects installation and operation of water meters at construction sites. Exercises safety precautions in the course of obtaining meter readings. Performs initial on-site inspection of suspected tampering or unauthorized use of water meter and reports such activity. Repairs and replaces shut-off valves. Performs a variety of semi-skilled water system repairs and maintenance, as needed or assigned. Cross trains in other department job duties. Maintains assigned District vehicle including servicing and periodic safety checks. Participates in District safety meetings and practices safety first. Performs other related duties, as assigned. Qualifications Knowledge of: Operational characteristics of water meters and meter reading equipment. Meter reading procedures. Basic procedures for installing, removing, calibrating and testing the operation of water meters. Principles and practices of good customer service. Geography and street locations of the District. Routine record keeping. Basic mathematics. Safe work practices. Ability to: Read a variety of water meters quickly and accurately, and turn-on and off service. Perform entry level general maintenance and calibration of water meters and learn to diagnose malfunctions. Explain District policies to customers, and deal with them in a tactful and courteous manner. Establish and maintain cooperative working relationships with customers under difficult conditions. Inspect water services and detect tampering or diversion. Perform entry level semi-skilled/skilled responsible water system maintenance duties. Repair, install, and maintain water mains, services, hydrants, meters and valves. Maintain basic accurate records of work performed. Perform heavy physical labor. Communicate clearly and concisely. Understand and carry out oral and written instructions. Observe proper safety precautions.

3 Work overtime as required. Operate a vehicle observing legal and defensive driving practices. Organizational Relationships An employee in this series reports directly to the Administrative Supervisor while assigned to meter reading duties and reports directly to the Public Works Supervisor (or his/her supervisor/designee) as a Utility Service Worker in the Public Works Department. Minimum Qualifications Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical combination includes: Education A high school diploma or satisfactory equivalent, and Must possess an appropriate valid, Class C Driver s License issued by the California State Department of Motor Vehicles, and a good driving record.

4 Utility Service Worker Series Utilities Service Worker I - Salary Range 32 ($3,591 - $4,489) Utilities Service Worker II - Salary Range 36 ($4,017 - $5,022) Utilities Service Worker III - Salary Range 40 ($4,443 - $5,554) Utilities Service Worker IV - Salary Range 44 (4,869 - $6,087) Senior Utility Service Worker - Salary Range 49 ($5,402 - $6,753) Job Summary Under general supervision, installs, maintains and repairs water services, valves, mains, hydrants and meters; operates power-driven equipment used in water service work; also maintains and repairs sewer mainlines, laterals, manholes, lift stations, and equipment used in sewer service work, performs a variety of related maintenance trade work; and does related work as required. Distinguishing Characteristics Utilities Service Worker I: This is the first working level classification in the Utility Service Worker Series. Positions allocated to this classification perform the full range of drinking/recycled water and sewer (brineline) maintenance duties, but typically work under closer supervision and with less independence. Employees in this classification typically possess at least 2,000 hours of general construction and maintenance experience. Utilities Service Worker II: This is a journeyman level classification in the Utility Service Worker Series. This position is typically assigned the more independent, skilled and responsible tasks and may assist in supervising and training less experienced workers. Employees in this classification generally possess at least 4,000 hours of equivalent experience in performing a wide range of water / sewer maintenance and construction related tasks. Utilities Service Worker III: All of the above skills are required. In addition, this position will require an individual be capable of performing the following tasks with limited supervison: service installation/repair, lateral installation/repair, fire hydrant installation/repair, manhole installation/repair, and gate valve maintenance and repair. Frequently utilizes skill in operating light to heavy equipment including backhoes and loaders. Employees in this classification generally possess at least 6,000 hours of equivalent experience in performing a wide range of water / sewer maintenance and construction related tasks. Utilities Service Worker IV: All of the above skills are required. In addition, this position will often lead a small crew of workers in service installation/repair, lateral installation/repair, fire hydrant

Frequently utilizes skill in operating light to heavy equipment including backhoes and loaders. Employees in this classification generally possess at least 8,000 hours of equivalent experience in performing a wide range of water / sewer maintenance and construction related tasks. Senior Utility Service Worker: All of the above skills are required. In addition, this position routinely leads more than one crewperson performing a variety of tasks. Such tasks may include drinking/recycled water and sewer (brineline) service installation/repair, lateral installation/repair, fire hydrant installation/repair, manhole installation/repair, and gate valve maintenance and repair. Frequently utilizes skill in operating, light to heavy equipment, including backhoes, loaders and dozers. Employees in this classification generally possess at least 10,000 hours of equivalent experience in performing a wide range of water / sewer maintenance and construction related tasks. Essential and Related Function Statements Essential and other important responsibilities and duties may include, but are not limited to, the following: Installs, maintains and repairs water services, mains, hydrants, meters and valves and insures that they are working properly. Installs, maintains and repairs sewer laterals, sewer mains, manholes, pumps, and insures that they are working properly. This includes similar brineline related maintenance and construction activities. Interacts with customers in a professional and courteous manner. Performs hot taps and connections to water and sewer mains. Makes turn-ons and turn-offs to water services. Locates and marks drinking water, recycled water, sewer and brinelines for contractors and District crews. Investigates leaks, lateral stoppages, sewer spills and takes appropriate action. Advises customers of internal leaks and suggests methods to resolve the problem. Be mechanically capable of making repairs on pumps and motors. Have the ability to read and interpret engineered drawings to locate water and sewer laterals, mains, and facilities. Excavates and backfills trenches. Makes skilled fittings and connections. May read and relocate meters. Cleans mains and flushes the water system. Participate in inspecting, cleaning, maintaining, and repairing sewer collection systems, utilizing a variety of equipment including rodders, high velocity cleaners, and video equipment. Operates vehicles and equipment such as trucks, rollers, backhoes, loaders, air compressors, jack hammers and a variety of power and hand tools. May perform a variety of related welding, carpentry, pipe fitting, valve repair and concrete work. Installs, repairs, maintains, paints and insures the proper flow of fire hydrants. Cuts and replaces concrete and asphalt. Installs and replaces laterals for water and sewer service. Reads and interprets plans, drawings and specifications for the construction of facilities. Be subject to emergency call-out and standby, outside of normal work hours, including weekends and holidays.

Related Functions: Perform related duties and responsibilities as required. Organizational Relationships An employee in this series reports directly to the Public Works Supervisor (or his/her supervisor/designee). Minimum Qualifications This job series provides for an emphasis in both Water Distribution Operation and Sewer Collection System Maintenance. The Public Works Manager will provide guidance and evaluate the overall business necessity for selecting/requiring individuals to pursue a particular emphasis. Since employees in this classification perform all water and sewer related duties, the skill set and knowledge will be required for both water and sewer operations. Water Distribution Operator Emphasis Sufficient education, training and/or work experience and possession of the following knowledge, skills, and abilities which would typically be acquired through: Utility Service Worker I: Possession of a D1 Water Distribution Operator Certificate issued by the State Water Resources Control Board. Obtain and maintain a California Commercial Class A Driver's License issued by the California Department of Motor Vehicles (with Air/Stick/Tank/Combination certification) within one year of hire date. Utility Service Worker II: Continuously maintain a California Commercial Class A Driver's Air/Stick/Tank/Combination certification. Possession of a D2 Water Distribution Operator Certificate issued by the State Water Resources Control Board and a Grade I Collection System Maintenance Certificate issued by the California Water Environment Association (CWEA). Utility Service Worker III: Continuously maintain a California Commercial Class A Driver's Air/Stick/Tank/Combination certification. Possession of a D3 Water Distribution Operator Certificate issued by the State Water Resources Control Board and a Grade I Collection System Maintenance Certificate issued by the California Water Environment Association (CWEA). Utility Service Worker IV: Continuously maintain a California Commercial Class A Driver's Air/Stick/Tank/Combination certification. Possession of a D4 Water Distribution Operator Certificate issued by the State Water Resources Control Board and a Grade II Collection System Maintenance Certificate issued by the California Water Environment Association (CWEA).

Possession of a D5 Water Distribution Operator Certificate issued by the State Water Resources Control Board and a Grade III Collection System Maintenance Certificate issued by the California Water Environment Association (CWEA). Collection System Maintenance Certificate Emphasis Sufficient education, training and/or work experience and possession of the following knowledge, skills, and abilities which would typically be acquired through: Utility Service Worker I: Possession of a Grade I Collection System Maintenance Certificate issued by the California Water Environment Association (CWEA). Obtain and maintain a California Commercial Class A Driver's License issued by the California Department of Motor Vehicles (with Air/Stick/Tank/Combination certification) within one year of hire date. Utility Service Worker II: Continuously maintain a California Commercial Class A Driver's Air/Stick/Tank/Combination certification. Possession of a Grade II Collection System Maintenance certificate issued by the California Water Environment Association (CWEA) and a D1 Water Distribution Operator Certificate issued by the State Water Resources Control Board. Utility Service Worker III: Continuously maintain a California Commercial Class A Driver's Air/Stick/Tank/Combination certification. Possession of a Grade III Collection System Maintenance certificate issued by the California Water Environment Association (CWEA) and a D2 Water Distribution Operator Certificate issued by the State Water Resources Control Board. Utility Service Worker IV: Continuously maintain a California Commercial Class A Driver's Air/Stick/Tank/Combination certification. Possession of a Grade IV Collection System Maintenance certificate issued by the California Water Environment Association (CWEA) and a D2 Water Distribution Operator Certificate issued by the State Water Resources Control Board. Senior Utility Service Worker: Continuously maintain a California Commercial Class A Driver's Air/Stick/Tank/Combination certification. Possession of a Grade IV Collection System Maintenance certificate issued by the California Water Environment Association (CWEA) and a D3 Water Distribution Operator Certificate issued by the State Water Resources Control Board. Failure to maintain the certification and license requirements may lead to disciplinary action including termination. Special Requirements

Knowledge, Skills and Abilities Utilities Service Worker I Water and sewer collection / distribution facilities, including mains, laterals, manholes, vaults, meters, hydrants and valves; Pipe laying, fitting and concrete work; Tools and equipment used in the installation, maintenance and repair of water and sewer mains, services, laterals, manholes, vaults, meters, hydrants and valves; Safety precautions and procedures used in water and sewer service work; Repair, install and maintain water and sewer mains, services, laterals, manholes, vaults, hydrants, meters and valves; Repair, install and remove water meters; Perform a variety of skilled water and sewer system maintenance work; Interpret plans, drawings and specifications; Read and write at the level required for successful job performance; Document daily activities; Perform heavy manual labor, including bending, squatting, lifting, turning, twisting, pushing and pulling to accomplish the pipefitting tasks of positioning and fastening; Ascend and descend stairways, ladders and uneven or sloped (inclined) surfaces in the course of performing the work; Interact with the public and customers, in a professional and courteous manner; Respond to Utilities Service emergencies at any time; Will be required to perform after-hours standby duty. Utilities Service Worker II The above, plus: Manage and direct less experienced crewpersons; Knowledgeable and capable of performing basic tasks and data entry using the CMMS. Operate, effectively and efficiently, large power-driven equipment, (backhoes, loaders) used in water and sewer service work; Basic principles of employee training and supervision. Utilities Service Worker III The above, plus: Manage a small team of employees; Knowledgeable and capable of performing basic tasks, printing reports, validating information and data entry using the CMMS. Understand complex engineered drawings and plans; Knowledge of planning, organizing and directing the efficiency of a small crew on a regular basis. Utilities Service Worker IV The above plus; Manage a team of employees; Safely operate small, medium and large pieces of equipment;
