1 GENERAL SERVICE WORKER The City of Jefferson, IA (Pop. 4,323) is taking applications for a full-time General Service Worker for the Streets, Water, Sewer and Parks Departments. Duties include all aspects of street maintenance work, perform duties in the operation and maintenance of the municipal water and wastewater treatment system, provides assistance for maintenance of cemeteries and parks. Must possess a CDL. Salary range $32,926 to $42,016 depending on qualifications. Application and job description available at City Hall, 220 N. 2 GENERAL SERVICE WORKER PURPOSE OF POSITION The position is under the general supervision of the Streets, Water, Wastewater and Parks and Recreation Departments. Duties include all aspects of street maintenance work, the operation and maintenance of the municipal water and wastewater treatment system along with providing assistance with the maintenance of parks and cemeteries. The person selected for this position will have varied daily duties as determined by the needs of each department. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are normal for this position and have been broken down by department. They are not to be construed as exclusive or all inclusive. Other duties may be required and assigned. SEWER DEPARTMENT: 1. Performs maintenance including cleaning clarifiers, filters, screens, tanks, pits, buildings, pumps, and other equipment; checks wastewater treatment equipment for proper functioning; inspects and listens to equipment; identifies and reports malfunctioning equipment; cleans, maintains and repairs equipment on ongoing basis. 2. Collects and tests wastewater samples for required laboratory testing to ensure compliance with IDNR, EPA requirements; mails samples to designated laboratory; records results of laboratory analysis. 3. On a standby or occasional basis, performs a variety of skilled and semi-skilled work in the ongoing operation, maintenance and repair of the physical plant, facilities and premises. 4. Computes monthly averages of flows, pounds of chemicals applied, and test results; inspects and records data from gauges and meters; changes chemical drums, barrels and cylinders when empty following established safety procedures for each chemical.

Assists in sludge disposal and application; transports materials to landfill; operates a variety of equipment including end loader, skid loader, jack hammer, dump truck transport rock, sand and gravel. 6. Assists with cleaning, repairs and maintenance of sanitary and storm sewer systems; responds to collection maintenance problems regarding backups, location of utilities and related repair work. 7. Performs custodial, grounds maintenance and general building trades maintenance and repair tasks at the plant, lift stations and related facilities and premises. WATER: 1. Reads and records water meter usage for water consumption; records service orders for changes in addresses and on past due accounts; locates the account s curb stop and shut off water per city policy; responds to customer complaints regarding excessive consumption, leakage, water quality and related matters. 2. Collects water samples for required lead, copper, coliform, etc. and performs laboratory testing to ensure proper water quality per DNR, EPA requirements. 3. On a standby or occasional basis, performs a variety of skilled and semi-skilled work in the ongoing operation, maintenance and repair of the physical plant, facilities and premises. 4. Operates and controls electric motors, pumps and valves to regulate flow of raw water into treating plant; dumps specified amounts of chemicals such as chlorine and phosphates into water to disinfect, and clarify water; starts agitators to mix chemicals and allow impurities to settle to bottom of tank; turns valves to regulate water through filter beds; pumps purified water into water mains. 5. Monitors panelboard and adjusts controls to regulate flow rates, pressure and distribution; cleans tanks and filter beds; treats water samples to determine acidity, color and impurities using standard laboratory equipment; records data such as residential content of chemicals, turbidity and pressure. 6. Responds to distribution maintenance problems regarding leakage, pressure loss, location of utilities and related repair work. 7. Performs custodial, grounds maintenance and general building trades maintenance and repair tasks at the plant, wells and related facilities and premises. 8. Performs maintenance to the distribution system such as leak detection and repair, valve exercises, fire hydrant flushing, system repairs and to keep the system in good working condition. Operates equipment related to the installation of mains and hydrants and repair of broken mains. 9. Operates and maintains the automotive, mechanical, special and any other equipment or properties assigned to the water department. 10. Assists other departments as necessary. Performs other duties or assumes other responsibilities as apparent or assigned.

4 STREET: 1. Removes snow with one-way plow, truck with a plow, and skid steer loader with full control at high levels of speed in a snow removal operation. 2. Performs routine preventative maintenance schedules; cleans, fuels and maintains assigned equipment; and conducts walk around inspection prior to operating. 3. Performs general heavy labor work including pouring and shoveling asphalt and concrete; raking, smoothing and tamping asphalt, breaking pavement, operating compactors, crack filling, etc. 4. Operates a fork lift and boom and has the ability to lift objects and move them, place and stack as needed with little or no help. 5. Drives and operates dumptrucks. 6. Prepares and maintains records and inventories street signs as required. 7. Trims and removes trees; drives truck and feeds branches into the tree chipper and operates a chain saw. 8. Performs striping of streets; helps with coning and signing, and daily clean-up of equipment; Operates a paint sprayer for crosswalks and have the ability to paint in straight lines. 9. Operates a sander and street sweeper. 10. Assists in the collection of garbage. 11. Maintains regular and punctual attendance at work. 12. Establishes and maintains effective working relationships with fellow employees and the general public. 13. Performs other duties as necessary. QUALIFICATIONS FOR APPOINTMENT Required Knowledge, Skills, and Abilities: Must be able to adapt to a wide variety of work related requirements in street, water, sewer and park/recreation operations. Must possess ability to perform heavy manual labor; to follow oral and written instructions; to keep accurate records; to work out-of-doors in all types of weather conditions. Must have skill and practice safety in operation of city owned motorized equipment of above average complexity. Education: A high school diploma or GED certificate required. Miscellaneous: Must possess a valid Iowa Commercial Class driver s license. MINIMUM PHYSICAL AND MENTAL ABILITIES REQUIRED TO PERFORM ESSENTIAL FUNCTIONS Physical Requirements Job requires occasional to frequent periods of strength, involving moving, lifting tools, barrels, containers weighing 150 lbs. Regular physical activity involving climbing, balancing, stooping, kneeling, crouching, reaching and handling. Normal talking and hearing ability, Requires clarity of vision 20 or less and 20 or more with high degrees of depth perception and field of vision. Moderate exposure to temperature changes,

5 humidity, noise and vibration. Job requires eye/hand/foot coordination, manual and finger dexterity, motor coordination, clerical, forms and numerical perception.
