1 CENTRAL NEW MEXICO ELECTRIC COOPERATIVE, INC. POSITION DESCRIPTION JOB TITLE: Crew Foreman POSITION CODE: SALARY GRADE: DEPARTMENT: Operations SECTION: Line I. POSITION SUMMARY: 1. To provide the members with a high quality, reliable electric distribution system. 2. To promptly determine the problem and restore the distribution and transmission system following interruptions of any kind. 3. To provide office employees with paperwork as necessary to complete timely billing, payroll, material control, etc. 4. To assist in providing safe work sites for employees and members. 5. To treat all members showing respect and dignity. 6. To construct new lines, overhead, underground, install transformers, substation equipment etc., in accordance with RUS specifications and safety codes. Maintain overhead and underground lines to assure efficient and continuous service to the member. 7. To perform construction and maintenance duties with skill and interest, and to work safely with proper tools in order to provide for a productive and safe operation. 8. To provide experienced leadership for the apprenticeship positions. II. PRINCIPAL ACCOUNTABILITIES AND RESPONSIBILITIES A. General responsibilities: 1. Restores quickly and efficiently electric service and other services supplied by CNMEC. 2. Looks for inefficiencies and reports problems that hinder the efficiency of work. 3. Attends and participates in safety meetings. 4. Follows policies and procedures and seeks input when information is unclear, inadequate or requires interpretation. 5. Completes any necessary paperwork accurately and timely for office operations. 6. Studies, learns, and complies with all safety practices, procedures, and instructions. 7. Operate vehicles as directed by obeying all safety requirements. 8. Cuts right-of-way, trims trees, and chips brush if needed. 9. Performs routine equipment maintenance. 10. Loads and unloads material and equipment and sees that line trucks are kept stocked with sufficient inventory of supplies to make emergency repairs. 11. Returns all job locations to a neat, safe condition following completion of work, removing all cartons and discarded materials. 12. Operates radio communications equipment, abiding by the Federal Communications Commission s Rules & Regulations. 13. Refrains self and others from using profane language, obscene actions, or any other negative behavior that would reflect unfavorably upon CNMEC. 14. Reviews job briefings and confirms in writing the understanding of the assigned work. 15. Attends and participates in Annual Meeting as required or directed. 16. Performs other work of this or any other classification requiring equal or lesser skills when assigned by supervisor. 17. Reads meters and collect disconnects as needed.
2 18. Assumes responsibility for performing on-call duties. B. Planning and Controls 1. With the assistance and direction of the area superintendent, schedules and directs the day-to-day operation of the overhead or underground crew according to RUS specifications and in accordance with safety regulations. 2. Develops, promotes and enforces safety rules. 3. Assists the Line Superintendent in developing budget requirements for the Line Department. C. Organizing 1. Structure a. Develops and recommends manpower requirements for section. 2. Staffing a. Assists in interviews and selection of personnel in his/her department subject only to the disapproval of the area superintendent. b. Motivates high performance and discipli8ne in his/her department. c. Has absolute authority over crewmembers when in the field and has the authority to recommend to management the suspension of employees in cases of insubordination and/or unsafe acts that jeopardize the safety of themselves or others. 3. Performance Appraisal a Appraises the performance of personnel reporting directly to him/her and counsels them, as needed, regarding job performance; subject to approval by the line superintendent. b. Sees that performance appraisal and counseling are carried out for Journeyman Lineman and Apprentices under their supervision. 4. Training a. Sees that personnel are trained to meet requirements of their positions and that they take advantage of on the job training. b. Recommends to the area superintendent the schools or types of training needed by his crew. c. Participates in Cooperative, Statewide, Job Training Schools and Safety programs. D. Operations 5. Morale a By constantly being in touch with personnel and effectively communicating on matters dealing with job performance; thereby maintaining good attitudes and high morale. 1. Directs Others a. Makes certain that all personnel reporting to him/her understands and accepts the responsibilities and authorities described in their position description. b. Delegates such responsibilities and authorities to those reporting to him/her with full recognition that he/she retains overall accountability. c. Such delegations to personnel reporting to him/her mean that they may perform on their own initiative and without prior approval, all of the activities so described in their position description.
3 d. Supervises the construction and maintenance of the distribution facilities to guarantee compliance with RUS, the National Safety Code and all other applicable standards or regulations. e. Takes necessary actions to complete assigned tasks, within the realm of his/her authority, with minimal guidance of supervisor. f. Completes other duties as assigned within area of experience or certification. 2. Performs Personally a. Sets and disconnects meters as required or directed. b. Erects steel, installs buss work, switches and other equipment. c. Performs hot line work, primary and secondary. d. Checks and balances load condition. e. Hooks up transformer banks on overhead and underground lines. f. Takes call outs on overhead and underground lines. g. Recommends changes on overhead and underground lines. h. Operates all equipment used on the job. Operates and makes minor repairs on all equipment used on the job. i. Takes inventory of material and equipment on trucks and warehouse ensuring tools are in good condition and are properly used. j. Notifies purchasing agent of material as needed and when necessary. k. Ensures that yards are kept in order. l. UNDERGROUND-Buries primary and secondary cable, terminating all underground primary and secondary cable at transformer junction riser pole and all other points. Performs hi pot test, spots underground cable with faultfinder from 600 to 100,000 volts. Assists in constructing and repairing of overhead lines when necessary. m. OVERHEAD-Performs and assists in all types of hot line work from bucket truck and poles. Installs and sees that all regulators, capacitators, breakers, and switches are connected as required in accordance with RUS specifications. Assists in burying and repairing underground cable when necessary. n. Performs other duties and special assignments as required from time to time. o. Adheres to and promotes safety rules. p. Motivates high performance and discipline in his/her piers and subordinates. q. Maintains good attitude and high morale r. Participates in Cooperative, Statewide Job Training Schools and Safety programs. III. WORKING RELATIONSHIPS A. Department: This position reports to the Area Line Superintendent B. Supervision a. Makes certain that subordinates understand, accept and comply with the responsibilities and authorities described in the (1) job descriptions, (2) HPC policies and (3) safety requirements. a. Appraises the performance of the subordinates. b. Builds and maintains morale among subordinates. c. Develops subordinates by delegating authority and responsibility, if applicable, with full recognition by both that accountability rests with the Line Foreman d. Takes disciplinary action within corporate guidelines as necessary, to address undesirable behavior
4 C. Coordinates and Works With: 1. Internal a. Line Superintendent: To request and provide advice and assistance as required; to confer on problems; to seek necessary approval and to keep informed of departmental and Cooperative policies and procedures; and to discuss any unusual problems affecting the job. b. Staking Engineer: To coordinate and verify work order numbers and questions about staking sheets, right of way easements, plats and layouts on subdivision. c. Apparatus Department: To keep informed of proper procedures, which may be implemented from time to time. To provide accurate and timely paperwork as necessary. d. Warehouse Department. To receive all material to stock in accordance with Cooperative Policies and procedures. 2. External a. Members: To courteously answer member inquiries and if unable to do so, to direct them to the appropriate person; to make every effort to gain their increased understanding and acceptance of the Cooperative s plans, programs and policies. b. Contractors: To verify placement of temporary metering points. Informs them of regulations concerning building under or near power lines. Informs or assists concerning opening and closing of URD trenching. c. Telephone/Cable Companies: To stay apprised of joint use apparatus and to notify when joint projects are necessary. d. Municipal and Private Sewer and Water Companies: To verify location of lines and to coordinate with them on facilities for construction of overhead and underground lines. IV.POSITION SPECIFICATIONS A. Fair Labor Standards Act Provisions This position is Non-Exempt under the provisions of the Fair Labor Standards Act and is subject to the CNMEC / IBEW contract and procedures pertaining to overtime hours and premium pay. This a bargaining unit position under the wage and hour laws. B. Personal Requirements of Position 1. Education and Experience a. A high school diploma or GED required. b. Must possess a valid New Mexico Commercial Drivers License. c. Completion of the Merchants Apprenticeship Program, another approved apprenticeship program (to be determined at the discretion of management), Line Worker Training Program or U.S. Department of Labor Certification as a Journeyman Line Worker. d. Must have four (4) years experience as a Journeyman Lineman and two (2) years of experience in power line construction and maintenance with background in areas of overhead, underground, substation, load balance, distribution and transmission. Training courses provided by the statewide cooperative associations such as aerial platform, live line, transformer, regulator and underground distribution schools are a plus.
5 2. Knowledge, Skills and Abilities Must possess a good working knowledge of RUS specifications, rules and regulations and Cooperative Policies of material, safety, construction and maintenance. Must possess knowledge of National Electrical Safety Code and APPA Safety manual. Should have first aid, CPR, pole top and bucket rescue training. Must have ability to teach and train employees the duties and responsibilities of their job and promote job leadership and ability to motivate people and ability to climb poles. Must have ability to use tact in dealing with members and general public. Must demonstrate the mechanical and physical ability to perform the trade. Must have the ability to read, write, and understand sequential processes in written, oral diagram, or schedule form. Must possess ability to apply craft techniques, processes and principles. 3. Personal Characteristics Performs the essential functions and elements of this position competently. Personal characteristics to include: a team player, high integrity, self-motivated, regular work attendance, courteous and friendly, able to work well with diverse groups of people, and gain and maintain respect of others-both inside and outside of the Cooperative. 4. Physical Characteristics/Working Conditions This position is subject to adverse weather conditions/hazards, and subject to work related hazards while performing the job within regular working hours and occasional overtime. Subject to restricted smoking areas, random drug and alcohol testing (consistent with DOT regulations and CNMEC policies). Occasional travel for work and training opportunities may be required. The regular work schedule is Monday through Friday. a. Physical Effort and Dexterity: Works outside with great physical exertion requiring upper body strength and stamina. Frequently climbs poles and is exposed to high precarious places of up to 55 feet or more. Often works in awkward positions requiring lower body strength. Occasionally will stoop or bend and will individually or with assistance pull or lift material, tools and equipment weighing up to 100 pounds. b. Machines, Tools and Equipment: Capable of operating all heavy equipment, line trucks, bucket trucks, backhoe, trencher and any other equipment used on the job. c. Visual Acuity, Hearing and Speaking: Must have excellent written and oral communication skills, expressing ones self clearly, accurately and to the point. Should have good depth perception and peripheral sight. d. Environment/Working Conditions: Majority of work will be performed outdoors. Shovels dirt and works around noisy construction equipment. Works on uneven terrain and areas on and along road right-of-ways often encountering vehicular traffic. Will frequently work with or near energized high voltage lines. Established OSHA, APPA, and CNMEC safety precautions and practices are required. Position requires daily short distance travel. There is also a possible risk of exposure to blood born pathogens.
